From Oil to Offshore Wind

If U.S. oil companies stop drilling for more oil, asclimate activists want, what would they do to keep theirshareholders happy and solvent? Maybe they couldrepower the American electric industry with offshorewind.
Recently, an emerging group of Exxon and Chevronshareholders almost forced the companies at theirannual meeting to conduct climate “stress tests.” Theclose vote, if it had gone the other way, would havecompelled the oil giants to disclose their financial risksin a world growing less favorable to endless oilproduction.
That would have been a good thing. But it's not theonly way to change the companies’ behavior onclimate. Keep reading...

News of Note NYSERDA Sailing Forward On OffshoreWindThe New York State Energy Research andDevelopment Authority (NYSERDA) announcementthat it will participate in the Bureau of Ocean EnergyManagement’s (BOEM) auction of the New York WindEnergy Area is an exciting and potentially significantopportunity for offshore wind development. NYSERDA’sannouncement came shortly after BOEM announcedthat it would hold a competitive auction for over81,000 acres offshore Long Island and several monthsafter Governor Andrew Cuomo revealed hisadministration’s commitment to developing an OffshoreWind Master Plan. New YorkThe New York State Energy Research and DevelopmentAuthority plans to bid for a BOEM offshore wind leaselater this year off the coast of Long Island. If successful,NYSERDA would undertake initial site assessmentstudies and prepare an offtake agreement beforeholding an auction for the development rights of thewind lease area. Read more OhioIn early May, the US Department of Energy (DOE)awarded the Lake Erie Development Corporation(LEEDCo) another $3.7 million to continueengineering work on its proposed Icebreaker project inLake Erie. Later that month, the DOE announced thatthe Icebreaker project was eligible for up to $40 millionin additional funding. Icebreaker will now be one ofthree leading projects eligible for additional fundingover three years for the construction phase of thedemonstration program.

Federal Updates Senators Edward Markey (D-MA) and SheldonWhitehouse (D-RI) introduced new legislation—theOffshore Wind Incentives for New Development (WIND)Act—to extend the 30% ITC to 2025 for offshore winddevelopment. Read more
BOEM has announced a proposed sale notice for anoffshore wind lease area off of New York. 81,000 acreshave been identified for a single lease auction to occurby the end of the year. Read more
BOEM and the State of California have announced theestablishment of an Intergovernmental RenewableEnergy Task Force to explore offshore windopportunities. The task force was established inresponse to Governor Jerry Brown’s request. Readmore
BOEM held a Hawaii task force meeting to reviewlease requests, provide an overview of environmentalanalysis, and review the call for information andnominations - read more.
