ADMINISTRATION1.1 VISION

TheWANetball League is an elite training and competition structure that provides the bestopportunitiesforplayers,coaches,umpiresandofficialstodevelopandmaximisetheirabiities.1.2 OBJECTIVE

• ToproduceSuncorpSuperNetballplayers;• Toprovideacompetitionforstateteamathletes;

• To ensure the continued development of all participants by providing the highest

standardofplaying,coaching,umpiringandofficiating:

• DeliverthebestelitestatenetballcompetitioninAustralia;

• ProfilenetballinWesternAustralia;

• BuildthecapacityofourRegions.Netball WA shall operate the WA Netball League (“the Competition”), comprising of threedivisions–League,Reservesand18U.

1.3 UNIFORMS

1.3.1Teamsinalldivisionsshallwearthesameuniformwithcoloursbeingthatoftheclub or as determined otherwise. Application for any change to uniform must beregisteredusing theWANetball League“ChangeofUniform”Form (Appendix1)withtheNetballWAGameDevelopmentCoordinator-CompetitionsandapprovedbyNetballWApriortopurchase.

1.3.2 Intheeventofaclashofcolours,thesecond-mentionedteamshallchangetheirbibs to an alternative colour. Each teammust have a secondary colour bib andmustnominatethiscolourofbibatthebeginningofeachseason.

1.5 VENUEACCREDITATION

1.5.1WherepossibleallcompetitionvenuesshallmeettheaccreditationrequirementsofNetballAustralia,including‘runoff’requirements(3.05meters)andadequatespacefortheplacementofteambenches,scorebenchandsignage.

1.5.2Shouldtherequired‘runoff’notbeavailableatavenue,aminimum‘runoff’of2.5meterswithroomforplacementofteambenches,scorebenchandsignagemaybenegotiatedwiththeNetballWA.

1.5.3Venueaccreditationrequirementswillbeprovidedtoeachvenue.

1.5.4 Theallocatedumpires for eachmatch shall have thepower todecide as to thestandardofthecourt,inconjunctionwiththeMatchDelegate.

1.6 TRAVEL,ACCOMMODATION&GROUNDTRANSPORT

1.6.1Wherebudgetpermits,asubsidymaybepaidtoeachcountryclubtravellingtothemetropolitanarea.Thesubsidydoesnot,andisnotintendedtocoverthetotalcostoftravelarrangements.

1.6.2Wherebudgetpermits,anadditionalsubsidymaybepaidtocountryclubswhereateamfromthatclubqualifiestoparticipateinthefinalsseries.

1.6.3Thereshouldbenorelianceontravelsubsidiesbeingprovided,asallsubsidiesaresubject tobudgetallocation.NetballWAwillprovide subsidy informationprior to theCompetitionseasoncommencing.

1.7 TICKETING

1.7.1Individualticketsmaybepurchasedatthevenueonmatchdays.SeasonticketsmaybepurchasedonmatchdaysorontheNetballWAwebsite(www.netballwa.com.au).1.7.2Grandfinalticketsmaybepurchasedatthedoorofthevenueonthedayofthematch.

1.8PRIMARYCARER

1.8.1ThePrimaryCarercanonlyperformtheroleofPrimaryCarerandnootherroleontheteambench.1.8.2EachteammusthaveaPrimaryCarerontheirteambenchforeachmatch.1.8.3 Primary Carers must hold a minimum Level 2 Sports Trainer Accreditation, orhigher,andmusthavebeentrainedintheuseofSpinalBoards.

1.8.4PrimaryCarersmustholdacurrentWorkingwithChildrencheck.

1.8.5PrimaryCarersaretowearthestandardclubofficialshirt.

1.8.6 All Primary Carers must be registered via the Primary Carer Registration Form(Appendix3)toNetballWAbyWednesday12April2017.1.8.7AllPrimaryCarersmustberegisteredmembersonMyNetballbyWednesday12April2017.

1.9VIDEOOPERATOR&PHOTOGRAPHERACCREDITATION

1.9.1 Each team is permitted to have one (1) official Video Operator and one (1)Photographerpermatch.1.9.2 VideoOperators andPhotographersmust hold a currentWorkingwith Childrencheck.1.9.3ClubsarerequiredtoregistertheirVideoOperatorandPhotographerpersonnelbysubmitting the Video Operator and Photographer Registration Form (Appendix 3) toNetballWAbyWednesday12April2017.1.9.4VideoOperatorandPhotographerpersonnelwillberequiredtoberegisteredasvolunteersonMyNetballbyWednesday12April2017.

1.9.5 VideoOperators and Photographers are not permitted to be on the court floorduringmatchesandwillberequiredtowearaVideoOperators/Photographersvestatalltimes.1.9.6 Video Operators and Photographers must report to the match delegate uponarrivalatthevenuetobegiventheirVideoOperators/Photographersvest.

1.10MEDICAL

1.10.1Allathletesandofficialswhoparticipateinthe2017WANetballLeaguemustbeaffiliatedwithNetballWAandarethereforecoveredundertheNationalRiskProtectionProgram. All Netball WA affiliation fees are inclusive of the insurance premium. 1.10.2 It is the Club’s responsibility to ensure athletes have gained clearance to playfrom the appropriate medical practitioner whose primary employment role is todiagnosetherelevantinjury/illnesssustainedbytheathlete.NetballWAwillfromtimetotimerequestacopyofaplayer’sclearancefrommajorinjury,butnotlimitedto,foritsrecords.

1.11BRIEFINGS&REVIEWS

1.11.1Apre-seasonbriefingwillbeheld for theWANetball LeagueCoordinatorsandManagers,ScoreBenchandUmpiresSquadandotherappropriatepersonnel.1.11.2Additionalbriefingswillbeheldasnecessary.

1.11.3InternalreviewsoftheWANetballLeaguewillbeheldasdeemednecessary.

1.12WORKINGGROUP

1.12.1 TheWANetballLeagueWorkingGroupmeetsthroughouttheseasontodiscussmattersrelatingtotheWANetballLeague.Thegroupconsistsof:

2. COMPETITIONSTRUCTURE2.1 WANETBALLLEAGUE

2.1.1ParticipationintheWANetballLeagueisbyInvitation,asdeterminedbyNetballWA.

2.1.2ParticipatingClubsfor2017are:

• CoastalSharks(League,Reserves,18U)• Demons(League,Reserves,18U)• MidwestTigers(18U)• PerthLions(League,Reserves,18U)• Rangers(League,Reserves,18U)• SouwestJets(League,Reserves,18U)• WestCoastWarriors(League,Reserves,18U)• WheatbeltFlames(League,Reserves,18U)

2.1.3Eachoftheparticipatingclubsaslistedin2.1.2ispermittedtoenteroneteamineach division of theWA Netball League. Clubs are required to enter teams in eachdivisionunlessnegotiatedwithNetballWA.

2.1.4Aclubmustregisteraminimumnumberofplayersbythedatespecified:

• 10 for the squad if fielding LeagueandReserves teams,withunlimitedregistrations

• 10 for the squad if fielding a Reserves team only, with unlimitedregistrations

• 12forthesquadiffieldingan18Uteam,withunlimitedregistrations

2.1.5All listedplayersandofficialsmustbe financialmembersofNetballWAprior tostartoftheseasonandhaveappliedforaclearanceviaMyNetballifapplicable.

2.1.6 A team may register additional players or officials at any time during thecompetition.Thismustbedoneat least24hoursprior tostartof thefirstmatchthatthoseplayers/officialsareparticipatingin.

2.1.7Aplayerorofficialwillnotbepermittedtotakepartinamatchorbeseatedontheofficialbenchifrelevantpaperworkandpaymentshavenotbeencompleted.2.1.8Aplayercannotberegisteredwithmorethanonecluborplayformorethanoneclubinanygivenseason.

2.1.9ForLeagueandReservesdivisions,amaximumof10players,(dressedintheappropriateuniform)plusfiveteamofficialsmaysitontheteambenchduringanygiven

match. For the 18 & Under division, a maximum of 12 players, (dressed in theappropriateuniform)plusfiveteamofficialsmaysitontheteambenchduringanygivenmatch.

2.1.10ForLeagueandReservesdivisions,upto10playersmaybe listedontheTeamList (as registered as per 2.1.4),whichmust be provided to the Score Bench prior toeachmatch.ForReservesdivisionmatches,nomorethantwoplayers26andover(asof31December2017)maybelistedontheTeamList.Forthe18&Underdivision,upto12playersmaybe listedon theTeamList (as registeredasper2.1.4),whichmustbeprovidedtotheScoreBenchpriortoeachmatch.Onlythoseplayersnamedonthelistpriortothematchwillbepermittedtotakethecourt,noplayernamesmaybeaddedtotheTeamListfollowingthecommencementofthematch.

2.1.11Ateammusthaveitscoach,managerandprimarycareridentifiedontheTeamListandarerequiredtositontheteambench.

2.1.12Forcompetitivebalanceandconsiderationtothecompetitionandinthespiritofthegame,consistentLeagueorabove,i.e.WestCoastFever/WesternStingplayersfrom2016and2017arenotpermitted toplayagainst a club fieldingan18UandReservesteams only, unless this player is returning from injury and has approved medicaldispensation,orotherappropriatereasons,approvedbyNetballWA.

2.2COMPETITIONDRAW

2.2.1TheCompetitionshallconsistof17roundsfortheLeagueandReservesdivisions.Allteamswillplay14matches,inwhichallteamsshallmeetatleasttwice.

2.2.2 TheCompetitionshall consistof twopreliminary rounds for the18UDivision, inwhichallteamsshallmeettwice.

2.2.3Thetopfourteamsfromthepreliminaryrounds,inalldivisionswilladvancetoafinalseries,consistingoftwo(2)semifinals,one(1)preliminaryfinalandone(1)grandfinal.2.2.4Theformatofthefinalseriesforalldivisionsisasfollows:SemiFinal1 1v2

2.2.5 The scheduling of matches in the WA Netball League shall be determined byNetballWA.

2.2.6Fixturesremainsubjecttoamendmentduringtheseason,withreasonablenoticeofanyamendmentsprovidedtotherelevantteamswherereasonablypracticable.

2.2.7Shouldamatchnotbeabletocommenceduetotheunavailabilityofthecourtforreasonsbeyondthecontrolofcompetingteams,and30minuteshaselapsedfromthescheduled match commencement, Netball WA may decide to proceed with orreschedulethematch.

2.2.8RoundRotations/FormatsshallbedeterminedbyNetballWA.

2.3 COMPETITIONPOINTS

2.3.1Theofficialscoresheetistheonlytruerecordofamatch.

2.3.2 Inthepreliminaryroundsforalldivisions,pointswillbeallocatedbywayoftwopoints forawin,onepoint foradrawandzeropoints fora loss.Onlymatches in thefinalserieswillbeplayeduntilaresultisachieved.

2.3.3 In the event that due to unforeseen and exceptional circumstances a matchcannotberescheduled(refer5.8)forcompletionthefollowingshallapply:

2.3.3.1Adrawnresultwillbedeclaredifthegamewasstoppedpriortoorduringhalftimeandeachteamawardedonematchpoint;

2.3.3.2Ifthegamehasenteredthethirdquarterawinandtwo(2)pointswillbeawardedtotheteamwiththehighestscoreatthetimeinwhichthematchwasstopped;

2.3.3.3Intheeventthatthescoreistiedandthematchhasenteredthethirdquarter,adrawnresultwillbedeclaredandeachteamawardedone(1)matchpoint,withscoreatthattimerecorded;

2.3.3.4Ifthegamecannotberescheduled,adrawnresultwillapplyandeachteamwillbeawardedonepoint.

2.3.4Should,foranyreason,avenuedisruptionorbreakdownoccurresultinginascheduledfinalsmatchnotcommencingontimeorbeingstopped,andwherethe

match is unable to commence or continue within thirty minutes of the scheduledcommencement time or stoppage, the match shall be rescheduled. The match willbeginasnewandteamswillbeabletomakechangestotheirselectedteam. 2.3.4.1Ifthegamehasenteredthethirdquarterawinwillbeawardedtotheteamwiththehighestscoreatthetimeinwhichthematchwasstopped.

2.4 TEAMSONEQUALPOINTS

2.4.1Intheeventthat,uponcompletionofthepreliminaryrounds,twoormoreteamshaveearnedthesamenumberofpoints,theplacingofthoseteamsshallbedeterminedbyrankingtheteamsconcernedaccordingtogoalpercentagesachievedbyeachteamduringthepreliminaryrounds(i.e.totalgoalsscoredbytheteamdividedbytotalgoalsscored against the team, multiplied by 100 over one, for all matches played in thepreliminaryrounds).

2.4.2If,afterapplying2.4.1,twoormoreteamsremaintied,theteamsconcernedwillberankedaccordingtothegoalpercentageachievedbyeachteaminmatchesplayedbetweenthoseteams inthepreliminaryrounds(i.e. totalgoalsscoredbytheteaminmatches involvingtheother teamconcerneddividedbytotalgoalsscoredagainst theteaminmatchesinvolvingtheotherteamconcerned,multipliedby100overone,forallmatchesplayedinthepreliminaryrounds).

2.4.3If,afterapplying2.4.1and2.4.2,twoormoreteamsremaintied,theteamhavingscoredthegreatesttotalnumberofgoalsacrossallmatchesinthepreliminaryroundsshallbeawardedthehigherplacing.

2.5 FINALS

2.5.1TobeeligibletotakepartintheFinalsSeriesforalldivisions:

2.5.2Qualificationforfinalsbynon-WestCoastFeverplayers:

• Playersmusthavebeenlistedandplayedinaminimum5(five)preliminarymatchesintheWANetballLeaguefortheirclub,or

• haveapprovedmedicaldispensationbyNetballWA.2.5.3QualificationforfinalsbyWestCoastFeverplayers:

• Playersmusthavebeenlistedandplayedinaminimum3(three)preliminarymatchesinWANetballLeaguefortheirclub,

• haveapprovedmedicaldispensationbyNetballWA.

2.5.4 A player may play in any division of the WA Netball League (subject to ageeligibility),however thedivision inwhichaplayerplays themostmatches throughoutthe preliminary rounds shall be deemed as the division in which the player shall bepermittedtoparticipateinfinalseriesmatches.

2.5.5WestCoastFeverandWesternStingplayersarenotpermittedtoplayinReserve and18Udivisionsunlessthisplayerisreturningfrominjuryandhasapprovedmedical dispensationfromNetballWA.

2.5.6Aplayerwhohasplayedmorethanhalfoftheirgames(50%)inthehigherdivisionisthennoteligibletoplaydownunlesstheirclubhasateaminfinalsinmorethanonedivision.Shouldthehigherdivisionnotplayonthesameweekendasthelowerdivision,thatplayercannotplaydownadivisionthatweekend.

3. PLAYERS3.1 AFFILIATION

3.1.1Minimumage forplayersparticipating in theLeagueandReservedivisions is16yearsasat31December2017.

3.1.2Minimumageforplayersparticipatinginthe18Udivisionis15yearsandnotmorethan 18 years as at 31 December 2017 unless otherwise agreed to by Netball WA.Please note: players turning 19 years as at 31December 2017 (maximumof two), inextenuatingcircumstancesonlyanduponreceiptofwrittenrequestfromtheclub,maybeconsideredeligibleforthe18Udivision.

3.1.3 West Coast Fever players’ eligibility for involvement in WA Netball League asdeterminedbytheWestCoastFeverHeadCoachandallocationofplayers toclubsasadvisedbyNetballWA.

3.1.4In2017theallocationofplayersis:

3.2 SELECTION

3.2.1TheselectionofplayerstotheTeamListiswithinthesolediscretionoftheclubs,subjecttotherulescontainedinthisdocument.

3.2.2 Netball WA shall have first priority on any player for any West Coast Fever,WesternStingorStateTeamrepresentativecommitment.

3.3PLAYINGRESTRICTIONS

3.3.1 Movement of players between teams: Players may play a maximum of fivequartersacrossall threedivisions inanyonefixturedate,howeverthegame inwhichthemostquartershavebeenplayedisdeemedasthequalifyinggame.Playersmaynotparticipateintwogamesoccurringatthesametime.3.3.2 For thepurposes of determining if a player has played in a quarter, this occursonceaplayerhastakenthecourt,irrespectiveoftheamountoftimetheplayerremainsonthecourtduringthatquarter.

3.4WESTCOASTFEVERPLAYERS

3.4.1 West Coast Fever players will only be available for League matches and clubtrainingasdeterminedbytheWestCoastFeverHeadCoach.Courttime, injury,travelandtrainingcommitmentswillbetakenintoconsiderationwhenreleasingplayersbackintotheWANetballLeague.

3.4.2DuringtheSuncorpSuperNetballseason,itisexpectedthat,underthedirectionof theWest Coast Fever Head Coach,West Coast Fever players who do not receiveadequatecourttimeoncourt,mayreturntoplayfortheirWANetballLeagueclub,soastocontinuetodevelopskillsandstrategiesinpressuredgamesituations.3.4.3TheWestCoastFeverOperationsManager, inconsultationwith theWestCoastFever Head Coach, will notify Smarter than SmokingWA Netball League coaches viaemail or text of the player’s availability, focus points, number of quarters a player isreleased for and thepreferredposition if necessary. Pleasenote that thisnotificationmaynotoccuruntilthedayofthematch.

3.4.4Itwillbetheplayer’sresponsibilitytocontactWANetballLeaguecoachestoknowwhereandwhentomeetregardingtheirWANetballLeaguecommitments.

3.4.5WestCoastFeverplayersaresubjecttotheWANetballLeagueAllocationPolicyandmustrefertothatpolicybeforerequestingatransferfromoneclubtoanotheratanytimeduringoraftertheirselectiontotheWestCoastFeverteam.3.4.6 It is a requirement that while a player may not be released to play for theirallocatedclub,theplayerwillattendtheWANetballLeagueclubtoprovideassistanceatfunctions,withcoachingetc.fornolessthan2hoursduringtheseason.TobookaplayerappearanceclubswillneedtocompleteaplayerrequestformandsubmitthistoSuzanneLennon–OperationsManagerWCF&HighPerformanceforapproval.

3.5WESTERNSTINGPLAYERS

3.5.1 ANL athletes are not permitted to train in theWANetball League environmentuntiltheconclusionoftheANLseason.

3.6STATEPLAYERS–NATIONALSRECOVERY

3.6.1 To be eligible to participate in the WA Netball League following any NationalNetballChampionships,StateTeamplayersarerequiredtohaveaminimum48hours’recoveryfromthelastNationalsgamebeforereturningtocompetitionortrainingandare subject tomedical clearance.NetballWAwill communicate this information toallclubs.

3.7INTERNATIONALTEAMS/PLAYERS

3.7.1Internationalteams/playersvisitingWAduringWANetballLeague:

3.7.1.1 Visiting teamswishing to participate in theWANetball League requirevisitapprovalfromNetballAustraliaandtraining-programapprovalfromNetballWA.

3.7.1.2 A visitingplayerwithnon-permanent residency requires approval fromNetballWAforallocationtoaclubtocompeteinthecompetition.

3.8OTHERCOMPETITIONS

3.8.1NetballLeagueplayersareeligibletoparticipateinanyotherNetballWA,Regionalor Association competition, subject to the qualifying and/or selection criteria of theAssociation/Region,andinconsultationwiththeplayer’sclub.

3.9 CLEARANCES

3.9.1 For the purposes of this section and the transfer of a player, theWANetballLeagueseasonisdeemedtoconcludeimmediatelyfollowingthefinalmatchofthefinalseries,withanewseasoncommencingimmediately.ClearancespriortothestartoftheseasonmustbelodgedviaMyNetballby9:00amWednesday19April2017.

3.9.2 With theexceptionofplayerson theWestCoast Feverplaying list, anyplayerwishing to changeWA Netball League clubs must be granted a clearance from theirformerclubonMyNetballpriortotakingpartinthecompetitiontobeeligibletoplay.Clearances will not be granted to participants wishing to switch clubs if they havealreadybeenregisteredwithaWANetballLeagueclubduringthe2017season.

3.9.3 Any clearance requiredduring the seasonmustbeapprovedbyNetballWA,aminimumof24hourspriortotheplayersfirstmatchoftheseason.Theplayercannotparticipateinamatchuntiltheclearancehasbeengranted.

3.9.4 Theclubrequestingaplayerclearance,mustallowtheformerclubupto7daystoapproveordeny the clearance. TheNetballWAGameDevelopmentCoordinator–Competitionsmaygrantaclearanceifdeemednecessary.

3.9.5 Players requirea clearance froma club if theyhavepreviouslyplayed for thatclubintheWANetballLeague.

3.9.6 PlayerssignedtotheWestCoastFeverplayinglistaresubjecttotheWANetballLeagueAllocationPolicyandmustrefertothatpolicybeforerequestingatransfer.

3.9.7 Anyclubretainstherighttorefuseatransferifaplayerhasanoutstandingdebtand/or is in possession of property of that club, until the debt is settled and/or allpropertyreturned.Approvalshallbegrantedandthetransferformapprovedwithin72hoursofreceiptofpaymentofsuchdebtorreturnedproperty.

3.9.8 Whereaclubrefusesitsconsent,thereasonsinwritingshallbeprovidedtotheclub requesting the transfer, within seven days of the postmarked date, or the daterecorded as having been forwarded on the application for transfer. The Netball WAGame Development Coordinator – Competitions may grant a clearance if deemednecessary.

3.10INELIGIBLEPLAYERS

3.10.1Aplayerwillbedeemedineligibleif:

a)Notrecordedontheteamlistpriortothecommencementofthematch.

If aplayerisnamedontwoteamsheetsformatchesbeingplayedatthesametime,bothoffendingteamsshallbepenalized.[Penalty:Lossoftwocompetitionpointstobothoffendingteams–goalsforandagainstshallremainasscoredforbothmatches]

d) The player has not been listed on the team list for any division and notparticipated in the minimum number of games as listed in 2.5.1.1 during thepreliminarymatchestoqualifyforfinals.

e) The player is not affiliated, registered or gained a clearance prior to beinglistedontheteamlist.

3.10.2 Theeligibilityofanygivenplayeronanygivenoccasionwillbedeterminedonthe facts as they are outlined in this document and the evidence available. Noexceptionswillbemadeonanyothergrounds.

3.11 NETBALLINTEGRITYFRAMEWORKREQUIREMENTS

4. MATCHOFFICIALS4.1COMPETITIONREFEREE

4.1.1TheCompetitionRefereewillbetheNetballWAGameDevelopmentManagerandifnotpresentatamatchwillbecontactablebymobiletelephone(0438528767).

4.1.2TheCompetitionRefereewillbethereferencepointforanyissuesordisputesthatarise in respectof theOperationsManualorCommercialManualorduring anevent,outsideoftheofficialrules,andinrespectofwhichapromptdecisionmustbemade.

4.1.3TheOperationsandCommercialManualswillbe the first referencepointwhereanydisputeoccurs.4.1.4 TheCompetitionRefereehas thepower to appoint or removeofficials. (In thecase of umpires, the Competition Referee will consult with the umpire’s designatedrepresentativebeforeformalisingadecision).

4.1.5TheCompetitionRefereehasthepowertoassigncourts,startmatchesandexcuseateamfromplayingforadefiniteperiod.4.1.6 The Competition Referee can default a team that has not been excused fromplayingandisnotreadytoplaywhencalledupontodoso.

4.1.7TheCompetitionRefereemaypreventateamplayingamatchwhereanineligibleplayerislistedontheteamlist.

4.1.8 The Competition Referee may, at any time, postpone play on account of theconditionofthecourtorsurrounds,orifateam,playerorotherpersondoesnotabidebytherulesoutlinedinthisdocument.

4.1.9 The Competition Refereemay declare a forfeit by a team should it breach therules outlined in this document and award competition points to the other teamwhatevertheresultofthematch.

4.1.10TheCompetitionRefereemayhearprotestsbyeitheroftheparticipatingteamsinamatchandawardcompetitionpointstooneoftheteams,irrespectiveoftheresultofthematch.

4.1.11TheCompetitionRefereewillnotmakedecisionsontheplayingrulesappliedbytheumpires.

4.1.12ThereisnoappealagainsttheCompetitionReferee’sdecision.

4.2UMPIRES

4.2.1Umpires shallbeallocatedbyNetballWAandmustholdaminimumNationalCBadgeandhavepaidtheiraffiliationfeethroughtheirRegionbythespecifieddate.

4.2.2 It is the responsibility of each umpire to upskill in the Official Rules of Netball2016.

4.2.3Thedecisionsofumpiresshallbefinalandshallbegivenwithoutappeal.

4.2.4 TeamCaptainshave the right toapproachanumpireduringan intervalorafterthegameforclarificationofanyrule.CoachesmayapproachtheMatchDelegateattheendof thegametoorganiseameetingbetweenthecoach&theumpiresat thebestavailabletime.

4.2.5 Teams concerned with umpire allocations may approach Netball WA forclarification.

4.3 BENCHOFFICIALS

5.2.2Eachclubisresponsiblefortheconductandactionsofitsmembersincluding,butnotlimitedto,players,coaches,managersandofficials.

5.2.3 The team coach shall be responsible for the actions of their players and otherteampersonnelonthecourtandteambench,andthe implementationofappropriatestrategiestopromoteaprofessionalapproach.

5.2.4 The actions and behaviour of participants on the court and team bench shallreflect an appropriate professional attitude toward umpires, score bench officials,oppositionofficialsandplayersandNetballWAstaffandrepresentatives.

5.4MATCHBALLS

5.4.1 NetballWA shall provide official match balls for use in all Competition games.Match balls in 2017 will be Gilbert branded “Belt-Up” balls as part of the InsuranceCommissionofWA’ssponsorshipwithNetballWA.Eachteamwillalsobeprovidedwith10 Gilbert branded “Belt-Up” balls for training purposes. Teams are required to useGilbertnetballsaswarmupballsintheCompetitionvenues.

5.5MATCHFORFEITURE

5.5.1 Intheeventofaforfeitmatch,foranyreason,thatteammustprovidenoticetotheNetballWAGameDevelopmentCoordinator-Competitionsnolaterthan24hoursbeforethescheduledcommencementtimeforthematchconcerned.

5.5.2AnyteamforfeitingamatchforanyreasonshallhavetwoCompetitionpointsandfifteengoalsdeductedfromthetotalslistedforthatteaminofficialrecords.Twopointsandfifteengoalsshallbeawardedtotheopposingteam.Theforfeitingteammayalsobesubjecttoafinancialpenalty,atthediscretionofNetballWA.

5.5.3Ateamshallforfeitamatchinthefollowingcircumstances:

• Iftheteamadvisesofitsintentiontoforfeit,asoutlinedin5.5.1above;• If fewer than five players in either competing team are ready to

commenceplayfiveminutesafterthescheduledmatchcommencementtime,asoutlinedin5.6;

• If a playerparticipating in the finals serieshasnotplayedminimumofrequirement(referto2.5.1)ofgamesduringthepreliminarymatches.

5.6FAILURETOTAKETHECOURT

5.6.1Noteammaytakethecourtwithlessthanfiveplayers.

5.6.2Intheeventthat,atthetimescheduledforthecommencementofamatch,fewerthan five players are present for either or both of the competing teams, amaximumperiodoffiveminutesshallbeallowedforatleastfiveplayersofateamtoarrive.

5.6.3If,attheendofthistime,therearefewerthanfiveplayerspresentforoneteam,theoffendingteamshallforfeitthematch.

5.6.4 Should five players arrive within the allowance of five minutes; a ten-minutewarm-upperiodshallbegrantedtobothteams.

5.6.5 The match shall then commence fifteen minutes later than the scheduledcommencementtime.

5.6.6Shouldnotificationofadelaybeadvised,thematchmaycontinueonarrivalofthedelayedplayers,provided thata ten-minutewarm-upcan still beundertakenwithoutdelaying the commencement of the match more than thirty minutes beyond theoriginallyscheduledcommencementtime.

5.6.7Shouldthisnotbepossible;theoffendingteamshallforfeitthematch.

5.7UMPIREUNAVAILABILITY

5.7.1 Should one or both umpires allocated to amatch not be in attendance at thecommencementtimeforamatch,amaximumperiodof fiveminutesshallbeallowedfortheumpireorumpirestoarrive.

5.7.2 If,at theendof this time, twoallocatedoralternativeumpiresarenotpresent,thematchshallberescheduled.

5.7.3 Should both umpires arrivewithin the allowance of fiveminutes; a ten-minutewarm-upperiodshallbegrantedtobothteams.

5.7.4 The match shall then commence fifteen minutes later than the scheduledcommencementtime.

5.7.5 Shouldnotificationof adelaybeadvised, thematchmay continueonarrival oftwoallocatedoralternativeumpires,providedthata ten-minutewarm-upcanstillbeundertaken without delaying the commencement of the match more than thirtyminutesbeyondtheoriginallyscheduledcommencementtime.

5.7.6Shouldthisnotbepossible;thematchshallberescheduled.5.8VENUEDISRUPTION

5.8.1 Should, for any reason, a venue disruption or breakdown occur resulting in ascheduledmatchnot commencingon timeorbeing stopped,andwhere thematch isunable to commence or continue within thirty minutes of the scheduledcommencementtimeorstoppage,thematchshallberescheduled.Shouldthisnotbepossiblereferto2.3.3

5.8.2 Should, for any reason, an evacuation of a venue be required, venue staff inconsultation with the Netball WA Competition Referee - or representative will givedirection. Evacuated teams shall be kept informed of any situation via the TeamManagerand/orpublicaddressannouncements.

5.8.3Management of any venue disruption, breakdown or evacuation shall be underthe direction of the Netball WA Game Development Coordinator - Competitions orappointedrepresentative,inconsultationwithvenuemanagement.

6. JUDICIARY Pleaserefertothe2017WANetballLeagueJudicialProcess.

7. MATCHDAYPROCEDURES7.1 WARMUPAREA

7.1.1Dueto limitedspace,teamsparticipating inmatcheswillhave15minuteswarmuptimeonthecourttowhichtheirmatchisallocated.

7.2 COURTENTRY

7.2.1Teamswillbepermittedentrytotheplayingcourtareawhenthepreviousmatchhasconcludedorasotherwiseadvisedbythematchdelegate.

7.2.2 Allcourtesieswillbeaffordedtoanymatchstillinprogresswhenateamenterstheplayingarea.

7.3 PLAYERS’BENCH

7.3.1 Team bencheswill be placed at either end of the sideline nearest to the scorebench.Seatingwillbeprovidedfor10participatingplayers(12participatingplayersfor18Umatches) and five officials, who are the coach, manager and up to three otherpersonnel, at least one of who must be a Primary Care Person who is qualified todiagnoseand/ortreatinjuryand/orillness.7.3.2 Onestatisticianperteamwillbepermittedcourtsidehowevermustbeaffiliatedto Netball WA and notified to the Netball WA Game Development Coordinator -Competitions. Personnel acting in this role must be actively involved with statisticaldutiesandispermittedtoliaisewithteamcoachingstaffduringintervalbreaks.Verbalinvolvement during the game is not permitted and personnel are subject to removalfromthecourt ifnotcarryingout theseduties inanappropriatemanner.Statisticianswill be required to wear a Statisticians lanyard whenever taking to the arena.Statisticiansarerequiredtositbehindthebench.Shouldthatnotbepracticalthentheyarerequiredtositatthefarendofthebench,awayfromthecoachingstaff.

7.3.3AllStatisticiansmustberegisteredmembersonMyNetballbyWednesday12April2017.7.3.4 Registeredplayersareineligibletoundertaketheroleofstatistician.

7.3.5 Thefirst-mentionedteaminthefixturesshallbeseatedtotherightofthecentrecircle,thesecond-mentionedteamtotheleftofthecentrecircle.

7.3.6 All players and officials (inclusive of Primary Carer and Statistician) must bedressedintheclubuniform.PrimaryCarepersonnelmustbedressedintheirPrimaryCareruniform. Failure todosomayresult inbeingaskedto leavethebench.Playersmustbedressedreadytotaketothecourt.

7.4 TEAMLISTS&SCORESHEETS

7.4.1 TheTeamManagerwill lodgeacopyoftheTeamList,ontheprescribedform,no later than 15 minutes (or time as advised) prior to the commencement of eachmatch.

7.4.2 Team listsshall listup to10players (12players for18Umatches)andupto5officials participating in the match. The score sheet should be completed by listingsurname name, followed by a comma, then first name. Surnames should be inalphabeticalorder.Positionsarethenplacedintherightcolumnofthescoresheet.

7.4.3 Playeradditionsafterthecommencementofthematcharenotpermitted.

7.4.4 Prior to or during the match, any personnel or positional changes must benotifiedimmediately,ontheprescribedform,totheBenchManager.Notificationtotheopposingteamorumpiresisnotrequired.

7.4.5 Team Managers may collect copies of score sheets for the match followingcompletionofthematchconcerned.Teammanagersshouldallowsufficienttimeforthecompletionofthescoresheetsbeforeapproachingthescorebench.

7.5 COURTSIDEANNOUNCER

7.5.1 Netball WA shall appoint personnel to undertake the duties of courtsideannouncer,asdeemedappropriatefromtimetotime.

7.5.2 Wheregamesareallocatedtocountryvenues,itshallbetheresponsibilityofthehomevenuetoprovidepersonnel,inconjunctionwithNetballWA.

7.6 ELECTRONICCLOCK&PLAYERINTRODUCTIONS

7.6.1 Whereavailable,theelectronicclockwillcommencetorundown15minutespriortothecommencementofeachmatch.

7.6.2 Attheconclusionofeachmatchteamsareexpectedtobemovingawayfromtheirbenchwithinthree(3)minutes.Theteamsparticipatinginthefollowingmatchmaythenmove to their benches. Teams can take to the court for theirwarmuponce the scorebenchhasbegunthe15-minutewarmupclock.

7.6.3 Wherenoelectronicclockisavailable,umpireswillindicateatoneminutepriortocommencementuponadvicefromthescorebench.

7.6.4 Player introductions, if scheduled, will commence two minutes prior to matchcommencement.

7.6.5 Introduction for subsequent time slots, if scheduled, will commence after thecompletionofthepreviousmatch.

7.6.6 PlayerintroductionswillnottakeplacewithoutaPAsystem.

7.7 CHANGEROOMS

7.7.1 Wherepossible,changeroomswillbemadeavailablefortheuseofteams.

7.7.2 Whenpossibleaccesstochangeroomswillbeavailableonehourpriortoeachgame,and30minutesaftereachgame.

7.7.3 Teamnameswillbeaffixedtothedoorofeachchangeroomandmustnotbechanged.

7.7.4 Valuables shouldnotbe left in roomswhenunattended,as security cannotbeguaranteed.

8.5 MATCHESSCORED–BENCHOFFICIALS

8.5.1 Score bench officials shall be recognised when scoring 100, 200, 300, 400 andevery 100 matches thereafter in the WA Netball League competition - League (orhighest)division.

8.6 WANETBALLLEAGUETEAMOFTHEYEAR

8.6.1 TheWANetball League competition - League coacheswill nominate a team ofsevenusingthe3-2-1processforeachpositionfromGStoGK.VotingslipsandcriteriawillbedistributedtotheWANetballLeague-Leaguecoachesduringthefinalroundofthe competition. Completed voting slips are to be returned to Heath Bailey, GameDevelopmentCoordinator-Competitions.

8.7 WANETBALLLEAGUEFAIRESTANDBEST-RESERVES8.7.1 The umpires allocated to each the WA Netball League competition - Reservesmatch shall register votes on a 3-2-1 basis. The BenchManager shall provide votingslips.CompletedvotingslipsaretobereturnedtotheBenchManager.

8.8 WANETBALLLEAGUEFAIRESTANDBEST–18U

8.8.1 Theumpiresallocated toeach theWANetball League competition - 18Umatchshall register votes on a 3-2-1 basis. The BenchManager shall provide voting slips.CompletedvotingslipsaretobereturnedtotheBenchManager.

8.9 WANETBALLLEAGUECOACHOFTHEYEAR

8.9.1TheWANetballLeagueCoachoftheYear isawardedannuallytoacknowledgeacoach’s contribution to theWA Netball League competition and within their Region.This award is presented to a coach for their coaching work in that particular year.NominationsarereceivedviatheRegionandNetballWAandaPanelconsistingoftheWestCoastFeverHeadCoach,NetballWAGeneralManager–CommunityNetballandWAISHeadCoachwilldeterminetherecipientofthisaward,inconjunctionwithAwardsandRecognitionPanel.

8.10 WANETBALLLEAGUEUMPIREOFTHEYEAR

TheGeneralManagerofCommunityNetballwithconsultationofthe High-Performance Umpire Coach as required will decide on the recipient of thisaward,inconjunctionwithAwardsandRecognitionPanel.

8.12 WANETBALLLEAGUEGRANDFINAL-MVP8.12.1Identifiedpersonnel,i.e.accreditedcoachesshallregistervotesona3-2-1basistoselecttheMostValuablePlayerinthegrandfinal.TheNetballWAGameDevelopmentCoordinator-Competitionsshallprovidevotingslips.

8.13 WANETBALLLEAGUECLUBSHIELD

8.13.1TheWANetballLeagueClubShieldwillbeawardedtotheRegionthatscoresthemost wins across all three WA Netball League divisions through the rounds of thecompetition(Finalsgamesarenotincluded)

8.17 COUNTBACKPROCESS

8.17.1 In theeventof tiedvotes foranyawarda countbackprocesswillbeapplied.The personwith themost number of “3 votes”will be acknowledged as thewinner.Shouldtheresultstillbetiedthoseonequalpointswillbedeclaredjointwinners.
