• Must be negotiated with appropriate road authority• State/City/County

• Very controversial, must have public hearings

• Community involvement paramount, agreement if at all possible

• The laws vary state to state, but in certain states we can petition state for closure. But…

• They are very hesitant to get involved in “local politics”

Private CrossingsPrivate Crossings

In 2011, CSX launched a pilot program to address Private crossings.

• Out of 8943 private crossings on our system, less than 10% had a agreement in place for the crossing. Most were installed many years ago some with a “handshake agreement” and had no documentation.

Our goal was simple, yet aggressive:

• Enhance safety across our system

• Consolidate crossings wherever possible

• Secure agreements where consolidation was not practicable.
