Competency in Action May 2012

2

What is Competency

• Competency is the ability of an individual to perform a job properly.

• “a combination of knowledge, skills and behavior”

• Regardless of training, competency sould grow through experience.

3

Who are we talking about

• The Well Site Supervisor• “Independent” use be known as the operators

representative or consultant• Many hired through “agencies or engineering firms”• Early 20s to late 60s• Mostly men – some women• Large range of experience with equipment,

locations and type of work

4

The CAODC and Competency

• Recognition of progression in the industry from Lease Hand to Well Site Supervisor

• Rig Tech Program• Well Servicing

Competency Program

5

History of Well Site Supervisor Competency

6

Why is Supervisor Competency Assessment Important?

• Industry best practice• Worksite safety and performance direct impact• Regulatory Obligations (Part 37, sec 751-2)…• Strong industry desire for a standardized process • Identified in the SAGE report – Owners

Representative Appendix B• Identified in UPITFOS Recommendation 18• Fulfill the obligations of IRP 7 – Section 7.7• Continuous improvement loop through on site

assessment

7

More Why’s

• Large influx of new site supervisors• High expectation for “no harm”• Continued regulatory demand for site

supervisor competency• Can no longer get by with basic operational

and supervisory skills – recognition of improvement of leadership skills

• Decrease variation between owners

8

Potential Barriers to Assessment

• Culture• Relationships (personal, professional, historical)

• Inconsistent utilization of assessments• Assessor Training, Consistency

• Significant Time Commitment for Assessments • Requires commitment to use as a Pre-Hire tool• On Site Assessment inconsistent(limited liability and

regulatory mitigation).• Assessor training is not readily available

9

Penn West Assessment Tool

• In the past it has been shared with limited traction to:• Other Producers• Subcontractor Agencies• Site Supervisors

• Most recently it has been the basis for discussions with:• DSFG• CAPP• Enform

10

Drilling Safety Focus Group

• From Guideline to Assessment Tool• Sponsor: Erick Reyna – Conoco Phillips Can.• Guy Goodine – Conoco Phillips• Scott Gates – Conoco Phillips• Glenn Osmak – Apache Canada• Tom Donnelly – International Resource Management• Ed Johnson – Murphy Oil• Mark Peters – Encana• John Miller – Encana• William Zukiwski – Global Technologies Transfer and Training• Murray Evenson – Penn West Exploration

A Competency Program Example

12

Industry Driven Site Supervisor Competency

• Benefits:• Level Playing Field (Competition for and expectations)• Trained competent Site Supervisors ensuring personnel

are performing safely and effectively• Opportunity for continuous development paths (Instead

of stop/start efforts by individual Producers)• Identifying best suited person for job• Improving the relationship between Producers and their

representatives

13

DSFG Sharing Requirements

• Open to all industry members• No fee for usage by well site supervisors• Voluntary• Not a certification program• Built by industry for industry• Tool to help WSS develop their skills,

knowledge and abilities

14

Specific Efforts in 2011

• DSFG• Subcommittee revamped the Penn West document to add

technical components (Penn West initiated and contributed to the subcommittee).

• CAPP/CAODC “a new approach”• CAPP/CAODC/Enform were exploring the idea of a Pilot Project

regarding Site Supervisor Competency (Penn West suggested using the DSFG Material to be the potential project).

• Enform• Looking to put together a Competency Framework to support

Assessor Training being developed (Penn West suggested using the DSFG Material as the tool for the Training and to incorporate the Penn West Workflow into an intranet based process).

15

Proposal to “web-ify”

• Supporting the development of a Self Serve Internet Based Data Sharing Service Pilot Project (CAPP/CAODC/ENFORM)• Link Agencies and Supervisor candidates to Producers,

(Linkedin for Well Site Supervisors).• DSFG Competency Assessment tool acting as a

foundation for knowlege library that generates “Profile” questions (supplement and simplify the Interview).

16

Proposal to “web-ify”

• Supporting and utilizing a Self Serve Internet Based Data Sharing Service Pilot Project (CAPP/CAODC/ENFORM)• Enform providing the Internet Platform• This would outline the requirements and

commitment of use, the flexibility required for owners, and the capabilities to model the current business model of using subcontractor agencies and independents.

Future Build Proposal

• Supporting and utilizing a Self Serve Internet Based Data Sharing Service Pilot Project (CAPP/CAODC/ENFORM)• I-Pad version• Data Sharing Service developed to accommodate

company specific assessments for Phase 3 (create testing instead of Supervisor Interview) and Department specific reviews for Phase 4.

• Well Site Supervisor closing out corrective actions from assessments.

• Potential to link to Enform Connect training data base for certificate validation
