• Identifying the needs and opportunities of the wider

business community.

• Evolving the BID programme to the next stage of its

development and delivering benefit to a wider audience.

• Do you have the business

champions and leaders on board?

• Did your preliminary survey indicate there was a desire to

be part of your organisation and or BID programme.

• Have you adapted and evolved the BID programme and

business plan to meet the expectations of the potential

new BID members?

• Do you have the resources, time and energy in house or

do you need to contract this in.

• Association membership approval of the BID

expansion map and budgets.

• Local Board approval of the proposed BID map.

• Post ballot –

• Association membership approval of final map, budget,

business plan and ballot result.

• Local Board approval to expand BID programme, map

and budget, including confirmation of meeting the

requirements of the BID Policy (2016).

• Proposed BID expansion included in

the Local Board annual plan

consultation document.

• Proposed BID expansion included in

the draft annual budget plan

consultation document.

• Governing Body

• As part of council annual plan

process.

• 30 September – deadline for Local Board approval of

the draft map

• 31 October – deadline for AGM/SGM to approve the draft map and BID target rate

grant amount special resolution. Meeting minutes and support documents forward to

the AC BID Team.

• 1 November – BID Team deadline for including the BID target rate grant amounts

(as approved at an AGM/SGM) in the draft annual plan

• 31 March – all BID ballots must be completed before the end of March

• 15 April - Deadline for AGM/SGM to approve the final version of the map, strategic

documents, BID grant amount, rating mechanism etc. Meeting minutes and support

documents forward to the AC BID Team.

• 20 April – deadline for the business association BID expansion report with detailed

overview of actions, summary of evidence and recommendation. Report forward to the

AC BID Team.

• May – business association local board presentation

• May – BID Team report to local board seeking approval for the expansion

• May – Governing body approves the draft annual plan

Key dates …

BID Rating Mechanism

There are three options:

• Proportional value method - % x CV

• Flat rate method - $0 - $500 x each ratepayer

• Hybrid method – combination of % and flat rate

• Refer page 31 of the BID Policy (2016)
