Need of renovation and restructuring the Government Processes

  Basically we are not Looking for change in

government’s intention and policy rather we are in pursuit of methodological changes in working and adopting ICT for better governance

Results in process improvement:

Reduced costs in terms of time and efforts by eliminating redundant processes / optimizing the processes execution

Reusable standard business processes    Single common interface for services delivery    Just-in-time support, infrastructure, training etc.Sharing of information for critical decisions makingBuilding of knowledge bank of data, best practices,

Major government’s effort for restructuring

With central government state governments are also renovating themselves for many processes:

ICT and then in consequently the attitudinal change in officers and civilians.

Through this project we need to redefine the rules and procedures and adopt new management and technological developments to change our systems.

For a time we also keep the output same but the way of working in different manner

Principles of Re-engineering for governments’ process:Organize around outcomes, not tasks. Identify all processes in an organization and prioritize

them in order of redesign urgency. Integrate information processing work into the real

work that produces information. Treat geographically dispersed resources as though

they are centralized. Link parallel activities in the workflow instead of just

integrating their results. Put the decision point where the work is performed,

and build control into the process. Capture information once and at the source.

Focus areas for action in re-engineering:Analysis and redesign at

Interface level: Simplification of processes, which provide interface

between Governed and governing bodies Processes Level:

Re-orientation of Government process from Functional to Citizen Centric

Standardization of common processes and their re-usability

Simplification of processes Capturing of best practices

Data Level: Use Client Server Architecture for Capturing, processing,

storing, sharing, exchange, re-usability of data etc.)

Map current processes Analyze the root causes for inefficiencies Survey for best practices, and evaluate alternatives Consult Stakeholders ( Internal / External) Do cost benefit analysis Recommend reengineered process, and obtain
