Govt. Process In India.

Branches: Executive, Legislative, Judicial

Need of renovation and restructuring the Government Processes

Basically we are not Looking for change in

government’s intention and policy rather we are in pursuit of methodological changes in working and adopting ICT for better governance

Page 5: Aima Competition

Results in process improvement:

Reduced costs in terms of time and efforts by eliminating redundant processes / optimizing the processes execution

Reusable standard business processes    Single common interface for services delivery    Just-in-time support, infrastructure, training etc.Sharing of information for critical decisions makingBuilding of knowledge bank of data, best practices,

experience sharing etc.Shifting of decision nodes, where work is performed Capture data at one source point

Major government’s effort for restructuring

With central government state governments are also renovating themselves for many processes:

e-Seva, BHOOMI in IndiaTax collection State Border Check Posts, GujaratCustoms on-lineOPEN- Seoul Municipality, VOICE in VijayvadaGyandoot, n-Logue, drishtee in Rural India Teachers Transfer in Karnataka and SmartGov in AP,

Khajane in Karnataka

e-Governance as Process restructuring for Government SystemA move towards System Approach of Governancee-governance projects are not automation projectIts start with effective process re-engineering by utilizing

ICT and then in consequently the attitudinal change in officers and civilians.

Through this project we need to redefine the rules and procedures and adopt new management and technological developments to change our systems.

For a time we also keep the output same but the way of working in different manner

Principles of Re-engineering for governments’ process:Organize around outcomes, not tasks. Identify all processes in an organization and prioritize

them in order of redesign urgency. Integrate information processing work into the real

work that produces information. Treat geographically dispersed resources as though

they are centralized. Link parallel activities in the workflow instead of just

integrating their results. Put the decision point where the work is performed,

and build control into the process. Capture information once and at the source.

Focus areas for action in re-engineering:Analysis and redesign at

Interface level: Simplification of processes, which provide interface

between Governed and governing bodies Processes Level:

Re-orientation of Government process from Functional to Citizen Centric

Standardization of common processes and their re-usability

Simplification of processes Capturing of best practices

Data Level: Use Client Server Architecture for Capturing, processing,

storing, sharing, exchange, re-usability of data etc.)

Basic steps for restructuring:Strategic Planning Processes Reengineering

Map current processes Analyze the root causes for inefficiencies Survey for best practices, and evaluate alternatives Consult Stakeholders ( Internal / External) Do cost benefit analysis Recommend reengineered process, and obtain

approval Get ready for implementation

Implementation & Change Management Performance Monitoring Corrective actions to improve performance

Page 11: Aima Competition

Major restructuring flaws in implementation

Steering Committee Direction No Link to Business Strategy Reengineering Goals Are Not Defined Reengineering Team Has No Public Mandate Confusion with Other Change Programs Political Games

Project Management Scope is Ambiguous Change Mismanagement Excessively Short Reengineering Timeframe Recruiting the Wrong Internal Reengineers Hiring Consultants for the Wrong Reasons

MethodologyGap between GPR and System DevelopmentSocial Concerns are Overlooked or

UnderestimatedInfrequent Milestones and CheckPoints

Information TechnologyRestrictive and Inflexible IT ArchitectureForce-Fit the Wrong Technology

e-Government-How does it help

Introduces transparency in data, decisions/actions, rules, procedures and performance of Govt. agencies

Automates processes to take away discretionEntry point for simplification of rules and reengineering

processesMakes decisions traceable- tracks actions Builds accountability- greater access to information through web

publishing-role of civil societyProvides documentation to citizens for follow up

Page 14: Aima Competition

e-Government-How does it helpModularizes Tasks Making Outsourcing Possible Introduces competition amongst delivery channels and

departmentsStandardized documentation of comments/ objections

leads to effective supervision- through comparative indicators

Centralizes data for better audit and analysis Integration of data across applications-provides improved intelligence

Enables unbiased sampling for audit purposes

Page 15: Aima Competition

Some Ideas to improve our attempts: Integrate the attempts by different state

governments projectsCapitalize existing successful projects as

model projects rather going for pilot projects every time

Develop on-demand system and architecture to support inter-governmental processes and application
