ForewordThe Australian Defence Force Clothing and Personal Equipment Procurement Plan (ADF CPEPP) 2008-12 is designed to provide industry with suffi cient guidance to enable broad business planning. Similar to the Defence Capability Plan, the ADF CPEPP can be used as a reference tool for industry to:
• Obtain early information and guidance on the Australian Defence Force’s clothing and personal equipment plans over the next fi ve years;
• Better understand Australian Defence Force’s clothing and personal equipment requirements;
• Contact identifi ed personnel for clarifi cation of requirements or to suggest potential strategies for meeting the requirement; and
• Identify potential opportunities for Australian industry participation in clothing and personal equipment acquisition.
The 2008-12 ADF CPEPP has been extended to include competitive tender opportunities across the Clothing Systems Program Offi ce, General Support Systems Program Offi ce and Soldier Modernisation Systems Program Offi ce.
As such, this edition has an additional 18 serials and covers tenders for canvas products, personal protective equipment and linen.
In addition to, and managed concurrently with the competitive tendering activities presented in this Plan, there will be confi ned procurements conducted with current and known suppliers throughout Financial Year 2008-09. These procurements are essential in order to meet immediate ADF operational and urgent capability requirements.

Plan Overview This second edition of the Australian Defence Force Clothing & Personal Equipment Procurement Plan: 2008-2012 (ADF CPEPP 2008-12) provides details of clothing and personal equipment and associated products planned to be tendered with a contract value above $50,000.
This Plan provides the basis upon which the Defence Materiel Organisation (DMO) supported by the Australian clothing and personal equipment industries will deliver world class clothing and personal equipment to the Australian Defence Force.
About This PlanEach year the ADF CPEPP is subject to periodic review, as changing strategic circumstances, new technologies, operation needs, fi nance and changed priorities infl uence the specifi c proposals contained in the Plan. In such circumstances, projects may be accelerated, deferred, cancelled, enlarged or diminished as circumstances change and new projects introduced. Potential industry suppliers should therefore note that the ADF CPEPP 2008-12 includes proposals that can and will, undergo change over time.
The release of the ADF CPEPP has been timed to coincide each year with the Defence and Industry Conference.

ADF Combat and Non-Combat Clothing and Personal Equipment Requirement
ADF Clothing includes combat clothing and personal fi eld equipment, along with non-combat clothing such as uniforms and accoutrements for general duties and non-operational roles.
Major risks associated with this Plan include the capacity of clothing and personal equipment industries to meet ADF combat and non-combat clothing and personal equipment requirements in coming years in light of industry rationalisation and progressive movement of some elements to off-shore manufacturing solutions. In addition, managing locally-based agencies creates a complex management framework that may affect product quality and delivery schedules not previously encountered in local supply arrangements.
Further, as the Australian Defence Force’s requirements change, the provision of suitable clothing will need to continue to evolve. Enduring factors that infl uence these requirements include:
• Nature and scale of military operations;• Preparation for future contingencies;• Emerging technologies;• Interoperability with allies and coalition partners;• Australian industry innovation;• Size, scale and doctrine of the ADF; and• Funding.
Whilst the ADF CPEPP 2008-12 is intended to inform and aid business planning, new requirements can emerge quickly and as such industry should rely on the solicitation documentation as the authoritative statement of requirement.

The ADF Clothing Budget
The ADF clothing and personal equipment budget is signifi cant and the Government and the Australian Taxpayer can rightly expect that Defence procurement is underpinned by the principle of value for money.
Current indications are that core expenditure for clothing and personal equipment sustainment going forward for the next fi ve years will be between $60m to $70m per annum. This excludes operational support activities and unique Service initiatives.
In Financial Year (FY) 2007-08, $101m has been allocated to Clothing Systems Program Offi ce for the provision of combat and non-combat clothing and personal equipment to support operations and training. This is a signifi cant increase on the previous year’s budget and is likely to be increased to support initiatives such as the Enhanced Land Force (ELF), Hardened and Networked Army (HNA), and the Australian Defence Force Gap Year Program.
Table 1 below shows an historic expenditure profi le over the last three years and the expected budget profi le for the next fi ve years.

A review of the CPEPP 2008-12 highlights that planned tender activities will be in the order of $166.40m for FY 2007-08 and $48.75m for FY2008-09. These amounts are based on contracts or standing offer arrangements planned to be established over the fi rst two years of the ADF CPEPP 2008-12.

Proposal Profi les
Outline profi les for proposals include the following subsets:
• Scope - short description of the planned acquisition;
• Proposed Acquisition - lists the proposed tendering strategy and expected timing the tender will be released to the market;
• Planned Quantities - indicative quantities based on projected requirements;
• Product History - brief explanation as to whether this is a new requirement or a tender for an existing item. Also indicates whether the product is made to a Defence or Commercial standard;
• Planned Expenditure - Details the anticipated annual expenditure per annum and the estimated contract value for the term of contract; and,
• Point of Contact - Lists the contact point of the relevant fl eet manager.
The date of tender release is an estimate only. The timing of tender release is based on the most likely dates that the DMO will visit the marketplace and takes into account existing contractual relations and options for extensions under existing Standing Offers.
The planned expenditure information assists in providing a broad guide for planning, and will encourage early involvement of industry in dialogue on projects in excess of $50,000

The choice to proceed with procurement will continue to be made on a ‘Value for Money’ basis that considers all relevant aspects including commercial requirements, schedule, specifi cations, quality terms and conditions, and price. The criteria will be identifi ed in the tender documentation and used as a basis for evaluation during the source selection and contract negotiation process.
DMO will make reasonable efforts to notify industry of any in-year changes to the ADF CPEPP through the clothing industry newsletter ‘Threads’ and the DMO website www.defence.gov.au/dmo/.

ScopeThe Australian Defence Force has an ongoing requirement to provide load carriage equipment consisting of webbing, large fi eld pack, chest rig, mounted pack and associated pouches.
This equipment will integrate with body armour and enable the soldier to quickly tailor his load carriage capability to suit the requirements of the particular mission. It will be based on the Pocket Attachment Ladder (PAL) system.

ScopeCool Weather Sleeping Bags are included in initial issues to personnel. There is also a requirement to provide sleeping bags suitable for Cold and Extreme Cold weather environments. ScopeThe Australian Defence Force has an ongoing need to provide ceremonial accoutrements to all ADF personnel for ceremonial and day to day military activities.
