Shiraz is the capital of Fars province in Islamic Republic of Iran. It is located in the south of the country. Shiraz is one of the most important cultural, religious and historical cities of Iran.

Background and Purpose

Archive of cases were paper based and many documents were lost. The process of issuing construction licenses was too long and cost a lot. There was no specific strategy and objective. The number of city trips with private cars increased daily, therefore caused

heavy traffics and too much time was wasted. Labor costs were too much. Bribe and financial corruption existed too much between employees and

clients. There was no use of information technology and lack of awareness of

information literacy existed. The employees were not trained properly and more than 90% of them hadn’t

studied related field of study.

Current Status and Issues

Current AchievementsWe have passed some steps planned to be implemented in electronic municipality of Shiraz: digitalization of documents was done in phase 0 for the estates of the city. This step lasted over 5 years. We

started scanning more than 6000000(six million) documents of about 900000(nine hundred thousand) files which was a unique work all over in our country.

Current Achievements

Consolidation& integration: we have chosen an integrated software(system) of urbanization and stabilized the concept of e-city for employees and citizens. Also in phase 1 we started collaboration and integration between different organizations of Shiraz Municipality and some out of municipality.

Current Achievements Before accomplishing in u-government , online

participation and wide use of the technology of smart phones we automated the urbanization subsystems up to 80% to reduce human interference in phase 2 in order to succeed in outsourcing which has recently started. We are planning to prepare infrastructures and software for crowd sourcing which includes online participation and use of smart phones in the next year for construction services.

In the field of transportation we have started using citizen cards.

Challenges and Obstacles

Integrated system of urbanization Yet, a powerful date center has not been provided completely. Entry of wrong and incomplete data in the fields of the software Automation of subsystems and rules of urbanization has not been fulfilled. Resistance of manpower against simplifying civil services and providing seamless services to people exists and cannot be eliminated easily. Some authorities and managers don’t like the implement of electronic municipality. Cultural education about e-government has not been started properly.
