HOW TO ENTER 1. Find the classes you wish to enter in the Premium Book. Fill
out your entry form completely. To save time, please have
your entry form filled out before bringing it to the Fair
Office. Fair staff is not allowed to fill out entries for you or
take them over the phone. Be sure that you have the correct
Division & Class Numbers. ACCORDING TO STATE
RULES, ERRORS ON THE ENTRY FORM ARE THE
RESPONSIBILITY OF THE EXHIBITOR. Be sure to
read the local rules carefully.
2. Bring in or mail your entry forms with the correct entry fees
to the Lassen County Fair Office at 195 Russell Ave.,
Susanville, CA 96130. Check the Entry Deadline Page for the
correct due date for entry forms. Late entries will NOT
be accepted. No exceptions!
3. Bring your articles to the Fairgrounds on the date & time
specified for the Division on the Exhibits Received Page in
this book. A pre-printed exhibit tag will be provided for each
still exhibit. Check in at Jensen Hall with the clerk when
submitting your exhibit. The exhibit must be on display until
9:00 am the day AFTER the Fair. Pick up your exhibit
between 9:00 am & 5:00 pm the Monday after Fair. DO
NOT RISK LOSING YOUR EXHIBIT BY WAITING
UNTIL A LATER DATE TO PICK IT UP.
4. Premiums will be paid ten business days following
the Fair. Checks must be picked up at the Fair Office.
Exhibitors living more than 75 miles from the Fairgrounds
will have their checks mailed to them. Checks not cashed by
November 30, 2017 will be voided & premium money will be
forfeited.
5. Entry forms for 4-H, FFA & Independent Juniors must be
signed by the Project Leader & Parent before they will be
accepted by the Fair Office. Juniors entering 4-H or FFA
classes must have their parent’s signature.
NOTE TO EXHIBITORS: All rules contained in the “State Rules
for California Fairs” as established by the Division of Fairs &
Expositions apply to this Fair.
STATE RULES Copies of the 2017 State Rules are available in the Fair Office or
online at lassencountyfair.org, or
http://www.cdfa.ca.gov/fe/Staterules.htm. Copies may also be
obtained from the Division of Fairs & Expositions by sending a self
addressed stamped envelope to: 1010 Hurley Way, Suite 200,
Sacramento CA 95825.
PASSES Senior and Junior department livestock exhibitors may purchase a
season pass armband for $10.00 and receive one season armband
pass free, and one livestock parking pass free. A second livestock
parking pass can be purchased for $5.00. All admission passes and
parking passes must be purchased at the time the entries are due.
(June 2nd) Passes can be picked up at Livestock meeting. NO
MORE THAN TWO (2) PARKING PASSES PER FAMILY WILL BE
ISSUED. ARMBANDS WILL ONLY BE ACCEPTED IF THEY ARE
WORN AROUND THE WRIST. NO EXCEPTIONS.
HORSE STALL FEES & SHOW PASSES All horse stalls & tack rooms may be rented on a daily or weekly
basis. Reservations & payment are to be made at the time of entry.
Stall assignments are on a first-come, first-serve basis.
Management reserves the right to re-assign stalls. No stall
reservations are made until paid for. NO BEDDING WILL BE
PROVIDED. After Entry fees are paid, ONE Horse Show Parking
pass will be complimentary. Additional parking passes & armbands
will be available for purchase at the livestock office, beginning
Tuesday afternoon July 18th. Stall rates are as follows: $30.00 per
week for a stall, $20.00 per week for tack, $15.00 per day for a stall
and $10.00 per day for tack. Stalls are allocated on a first-come,
first-serve basis. Stalls can be purchased beginning June 1, 2017 at
8:00 am in the Fair Office.

LIVESTOCK All Open & Jr. Livestock must be on grounds by 5pm Tuesday,
July 18th. Pen assignments will be posted at 12:00, July 17th. No animals on grounds before 5:00pm on July 17th. All Sheep and
Goats must go through a Health Inspection prior to
unloading from livestock trailers and/or vehicles.
Exhibitor information will be logged for reference
purposes once the exhibitor’s animals have been checked.
The Cattlemen’s Lawn is the official Health Check Area.
Exhibitors who bypass the health inspection and unload
their animals in their designated pens will be disqualified
from the livestock show and must remove their animals
from the grounds immediately.
All Junior Livestock Exhibitors There will be a Pre-Fair Livestock Meeting, July 18th
immediately following weigh-in in the Pardner Pavilion. All
exhibitors (junior & open divisions) are required to attend the
exhibitor meeting following the official weigh-ins unless prior
arrangements are made & recorded with Lassen County Fair Office. Failure to attend will result in a Red Tag. See Red Tag
Policy on page 19. All livestock and parking passes will be
available for pickup immediately following the meeting.

RV spaces with electrical & water hook–ups are
available for $125.00 per space for Tuesday through
Saturday nights of Fair week. Additional nights are $25.00 per space, per night. Dry Camping spaces are
$75.00 for the week. This does not include parking for
additional vehicles. Spaces are given on a first-come, first-served basis. Spaces can be purchased starting
June 1, 2017 at 8:00 am in the Fair Office. Prior to
purchasing an RV Space, the owner must complete a
Lassen County Fair RV Parking Registration & Waiver Form. There is a limit of two spaces per person, per
purchase. All RVs must be removed by Wednesday
after Fair. Those vehicles not removed will be towed.

All State, Local & Health Rules apply to ALL exhibitors. Please Review “State Rules for California Fairs”. Any exhibitor found guilty of malpractice or misbehavior will be asked to remove their exhibits & leave the Fairgrounds. All premiums awarded will be forfeited.
1. ENTRIES–Please see “Entry Deadlines” for dates. All completed entry forms & fees must be in the Fair Office by 5:00 pm on closing date of entry or postmarked no later than the closing dates listed for each Division.
NO EXCEPTIONS. Entries must be on an official entry form or a photocopy of official form & will not be accepted unless accompanied by entry fees. Entry forms are available at lassencountyfair.org & in the Fair Office. If you need copies of your completed entry forms, please make copies prior to turning your entry forms in to the Fair Office. There will be a $1.00 per page charge if copies are made at the Fair Office.
2. EXHIBITORS ARE RESPONSIBLE FOR ALL ERRORS ON ENTRY FORMS. Entry forms must be complete.
3. RECEIVING SCHEDULE: See Page 9.
4. REMOVAL OF EXHIBITS–No exhibit will be removed from the exhibit buildings before the release date & time. Still Exhibits can be picked up the Monday following Fair. All Livestock, including Open and Junior can be removed on Sunday after 5:00 p.m.
5. TIME OF JUDGING–See “Judging Schedule” Page 10.
6. REFUNDS–Requests for refunds must be made in writing to the Fair, refunds may be granted only upon approval of the Fair Advisory Board. See State Rules.
7. PLACEMENT OF RIBBONS–Ribbon placement does not guarantee correct placing in judging. Only the official placing on the judging sheet constitutes the final placement.
8. THEFT & RISK–Livestock & other entries are shown at the exhibitor’s risk. Management is not responsible for any theft or loss while exhibits are on the grounds.
9. POLICING & SECURITY–Management will provide 24 hour security beginning at 6:00 pm on the day before the Lassen County Fair opens & continuing through exhibit removal the day after the Fair. The Lassen County Fair is not responsible for any lost or stolen items.
10. EXTENDED & LOCAL DIVISIONS–Extended divisions are open to the United States. Local divisions are open to residents of Lassen, Plumas, Sierra, Modoc, Shasta, Siskiyou, Trinity & Tehama counties unless otherwise indicated at Division heading.
11. BEVERAGE CONTAINER POLICY–To help maintain a clean & safe environment, all beverages in cans or glass bottles are prohibited. Beverages in plastic or paper cups are acceptable.
12. **ALL VEHICLES must be removed from the barn areas to the parking lots by 8:00 am each day of the Fair, and removed from the
remaining areas of the Fairgrounds by 10:00 am. Violators will forfeit their Parking Pass & their vehicle will be towed at the owner’s expense. This encompasses horse trailers as well.
13. BEST OF SHOW–A Best of Show ribbon may be awarded for the following categories in both the Senior & Junior Departments: Baked Goods, Preserved Foods, Quilting, Clothing, Crafts & Hobbies, Arts, Photography, Floriculture, Agriculture, Computer Art, Feature Booths, Jr. School Projects, Welding, and Misc. Projects. FFA Classes: Ag Mechanics.
14. NO DOGS will be allowed on the Fairgrounds, with the exception of identifiable guide dogs accompanying disabled persons. This includes the livestock area, parking lot, RV lots, etc. Anyone in violation of this rule will forfeit all premium money. Exhibitor may be asked to leave the Fairgrounds & remove their exhibits. Fair patrons will also be asked to leave the grounds & forfeit the cost of admission.
15. ABSOLUTELY NO bicycles, roller blades, skates or skateboards will be allowed on the Fairgrounds.
16. ALL suggested changes to the Premium Book must be submitted to the Fair Office at least 12 days prior to the September Board Meeting.
17. JUDGING SYSTEMS: The Danish System of judging will compare each exhibit on its own merit against a scorecard or recognized standard & award as many 1st, 2nd & 3rd places as are merited. Danish System Scorecard as follows: Group Quality Score Ribbon 1st Superior 92%-100% Blue 2nd Good 84%-91% Red 3rd Average 70%-83% White The American System of judging will rank exhibits against one another & award one 1st place, one 2nd place, etc.
18. THE SUSANVILLE FIRE DEPARTMENT shall check each booth and barn area in regards to a fire hazard. All material and decorations must be of a non-flammable material or treated and maintained with a flame retardant product.

1. ENTRY FORMS for Open and Market livestock are due to the Lassen County Fair Office by 5:00 pm on deadline date. Entries mailed must be postmarked by the deadline date, and mailed to Lassen County Fair, 195 Russell Ave., Susanville, CA 96130.
2. OPEN LIVESTOCK animals are required to remain in their pens until 5 pm on Sunday July 23rd. The Livestock Superintendent will make a pen check, if animals are removed before stated release times, all exhibitors’ premium money will be forfeited & exhibitors will lose the privilege to show at the following year’s Fair. Early release forms are available through the Livestock Superintendent & must be properly issued & approved.
3. ALL LIVESTOCK must be removed from grounds no later than one (1) day after the Fair.
4. ORIGINAL REGISTRATION CERTIFICATES must be presented to the Livestock Office 24 hours prior to judging. Original certificates only will be accepted. Faxes may be accepted, providing that they come directly from the Breed Associations. NO PHOTOCOPIES.
5. FIRST BEDDING WILL NOT BE PROVIDED BY THE FAIR INCLUDING THAT FOR RABBITS & POULTRY. Exhibitors must also clean out final bedding & remove to the designated area.
6. INSURANCE is at the discretion of the exhibitor. Therefore, it is suggested that exhibitors consider taking out a liability policy covering their entries. The Fair will purchase a policy covering the exhibitor’s animal’s liability, not the animal itself.
7. EXHIBITORS UNDER 9 yrs old cannot enter in any competitive and or non-educational livestock classes.
8. EXHIBITORS UNDER 19 yrs old, entering small animal classes must enter in Junior Classes.
9. EXHIBITORS 9–19 yrs old may enter an appropriate Class if a Junior Class is not offered.
10. JUNIOR EXHIBITORS may enter Senior Department Classes in Featured Breed and/or Sponsored Association Shows, provided that the exhibitor also enter & exhibit in the Junior Department Classes.

12. PYGMY, MARKET, AND DAIRY GOATS & ALL SHEEP must have a Scrapie tag or tattoo appropriately applied. Exhibitors are required to indicate the premise identification number as well as the individual identification number on the animal’s entry form.
Animals must not only exhibit a premise identification number but also an individual animal identification number. Failure to provide proper id will result in the denial of animal entry into the Fair.
13. ONLY ANIMALS BEING EXHIBITED at the Lassen County Fair are allowed to be on the Fairgrounds. No exceptions!
14. ABSOLUTELY NO TRANSFERS between divisions or classes will be accepted unless there is evidence of a clerical error.
15. ANIMALS THAT ARRIVE on the Fairgrounds with any evidence of communicable diseases or exhibit any unsightly conditions will be disqualified and removed from the Fairgrounds immediately. This includes external parasites. This rule applies to all livestock during the entire duration of the livestock show and includes any injuries or conditions that develop during the Fair.
16. EXHIBITORS WHO BYPASS THE HEALTH INSPECTION and unload their animals in their designated pens will be disqualified from the livestock show and must remove their animals from the grounds immediately.
17. NO GENERATORS in the barns.
18. ELIGIBILITY & AGE REQUIREMENTS All exhibitors of market animals must have their animals tagged with a Lassen County Fair numbered ear tag. FFA Members: May participate in classes when they enroll in high school vocational agriculture classes & may exhibit as members through the end of the calendar year following graduation. 4-H CLUB MEMBERS: May enroll when they enter kindergarten and exhibit as a member until the end of the calendar year in which the member becomes 19. PRIMARY MEMBERS: Must be 5 yrs old or in kindergarten as of December 31 of the program year. Primary members are only eligible to compete in primary divisions. JUNIOR, SENIOR: Must be 9 yrs old or in fourth grade by December 31 of the 4-H program year. INDEPENDENTS: That are 9-13 yrs old on January 1st, 2017 must exhibit in 4-H classes. Ages 14-19 must exhibit in FFA classes. GRANGE: Must be 9 yrs old as of January 1st, 2017 to exhibit large animals. Ages 9-13 as of January 1st, 2017 must exhibit with 4-H classes. Ages 14-19 must exhibit in FFA classes. Members may exhibit until the end of the calendar year in which they turn 19.
19. No Signs of any kind will be allowed to be hung outside any barn unless approval of the Fair Manager is obtained prior to Fair. Club signs shall only be displayed in the club’s designated stall areas.

All State, Local, & Health Rules apply to ALL exhibitors. Please review State Rules for California Fairs. Any exhibitor found guilty of malpractice or misbehavior will be asked to remove all their exhibits & to leave the Fairgrounds. All premiums awarded will be forfeited.
1. LIMITED TO FFA CHAPTERS, 4-H CLUBS, GRANGE MEMBERS & INDEPENDENT EXHIBITORS in Lassen, Plumas, Modoc, Sierra, Siskiyou, Shasta, Trinity & Tehama counties, or those enrolled in the Lassen County School District, unless otherwise stated.
2. ENTRY FORMS must be completed prior to entry. Double check to ensure that all division numbers, class numbers, description, tag, identification, other information & required signatures are provided. No Refunds will be issued for incorrect entry. Exhibitors are responsible for all errors on entry forms.
3. JUNIOR EXHIBITORS must show & sell their own animals. If for any reason this cannot be done at the time of the showing & selling, arrangements must be made with the approval of the Livestock Superintendent and the Fair’s Executive Committee. This group will look at each situation separately each year and vote. Prior decisions will have no bearing on current or future decisions. The Fair Manager has the ultimate and final say in all situations. All exhibitors must show their own animal in the showmanship class. No exceptions.
4. ALL MARKET ANIMAL EXHIBITORS are limited to residents of Lassen County in good standing in recognized clubs/chapters of Lassen County, or those enrolled in the Lassen County School District.
5. THE SECOND MARKET ANIMAL of one exhibitor may be shown by a resident of Lassen County in good standing in recognized clubs/chapters of Lassen County, or those enrolled in the Lassen County School District.
6. BARN AREAS are to be cleaned by 9:00 am each morning. All waste must be placed in areas designated by the Fair Manager.
7. MARKET ANIMAL entries are limited to two animals per species, per exhibitor. Poultry and Rabbit Meat pens are limited to two pens per specie per exhibitor.
8. ALL MARKET ANIMALS qualified & designated for sale must be sold at the Junior Livestock Auction. All market exhibitors must declare their animal for sale by 2pm 7/21/17.
9. ALL MARKET & FEEDER ANIMALS will be weighed for classification and sale weight at designated times. If weight accuracy is questioned, the animal will be removed from the scale while the scales are balanced. The animals will then immediately be re-weighed. Animals to be re-weighed may not leave the scale area.
10. THOSE ANIMALS BEING SIFTED must be removed by 8:00 pm on weigh-in day unless they go into the feeder class. Animals not making weight, but making the ADG are eligible for the feeder class. Before removal of an animal, the exhibitor must obtain an early release form from the Livestock Superintendent.
11. ANIMALS NOT MEETING SALES CRITERIA upon judging must be removed from the grounds. A release must be obtained from the Livestock Superintendent.
12. ALL JUNIOR LIVESTOCK EXHIBITORS, PARENTS & LEADERS are required to attend the Pre-Fair Livestock Meeting held immediately after weigh-ins. All exhibitors (junior & open divisions) are required to attend unless prior arrangements are made & recorded with the Lassen County Fair Office. Failure to attend will result in a Red Tag. See Red Tag Policy on page 19.
13. THE LASSEN COUNTY FAIR JUNIOR LIVESTOCK AUCTION is a “Terminal Sale” all animals going through the sale are considered sold and must be consigned for immediate slaughter. No live pickup of animals is allowed except rabbit & poultry meat pens.
14. NO “FOR SALE” SIGNS ALLOWED in barn until completion of the Livestock Auction.

16. THE FAIR reserves the right to enforce Dress Code Regulations set forth by Future Farmers of America, California State Grange and/or 4-H Clubs. Contact your local adult leader for specific dress code requirements. Independent exhibitors must dress appropriately in white pants, white shirt, black tie, and black belt.
17. ANY EXHIBITOR TERMINATED from FFA and/or a 4-H youth program may not show any type of project at the Lassen County Fair as any type of youth exhibitor for that year.
18. INDEPENDENT EXHIBITORS will be required to turn in an independent project record book, as provided by the Fair. A partially completed project record book will be due with the independent entry form on June 9, 2017 and a complete project record book will be due to the Fair Office by July 28, 2017, prior to receiving a livestock sale check.
19. THE LASSEN COUNTY FAIR & STAFF are not responsible for enforcing any club or chapter policies. Any conflicts/violations to these policies must be resolved by club/chapter leaders, advisors, instructors, parents/guardians, & the exhibitors directly involved.
20. JR EXHIBITORS ARE EXPECTED to groom and care for their animal when at the Fair. They shall refrain from accepting active assistance from adults and non-exhibiting livestock youth unless the Jr. Exhibitor is actively engaged, and assistance is only in the form of instruction.

1. HORSE SHOW RULES: Unless otherwise specified, rules & definitions for conducting classes are as contained in the Rules for Horse Show Management. At USA Equestrian (formerly AHSA) and/or breed association approved horse shows, association rules shall apply. At non-USA Equestrian approved horse shows, USA Equestrian rules will be used as a guideline unless otherwise specified in the State or Local rules. 2. GYMKHANA RULES: Unless otherwise specified, rules &
definitions for conducting classes as contained in the rule book of
the California State Horsemen’s Association Inc., will apply to
gymkhana classes held at this horse show, provided they do not
conflict with any of the rules &/or regulations prescribed by the
Division of Fairs & Expositions of the California Department of
Food & Agriculture or any of the rules set by the Lassen County
Fair Horse Show. In the event of a conflict, Lassen County Fair
Horse Show rules shall prevail. Course patterns will be available

3. HORSE SHOW OFFICE (NORTH ARENA) will be open
Thursday, July 20 from 8 a.m. to the end of the gymkhana events
and Friday, July 21 from 7a.m. to the end of show.
4. POST ENTRIES: Management will accept post entries after
the official pre-entry deadline in the Fair Office until the day
BEFORE the horse show. On Thursday and Friday, post entries
will be accepted at the Horse Show Office (North Arena). Post
entries are accepted until 1/2 hour prior to the beginning of the
show. Thursday, July 20 English classes entry deadline 10:30
a.m., Gymkhana classes deadline 4:30 p.m. Friday, July 21,
Halter and Western classes entry deadline 7:30 a.m. Ranch
horse classes are limited to the first 25 horses entered
(classes 50 through 54).
5. POST ENTRY FEES A flat fee of $25.00 will be charged per
horse. NO EXCEPTIONS.
6. MINIMUM ENTRIES: Management will cancel any senior
or open class with fewer than three entries. All junior classes will
be held regardless of entry numbers.
7. HALTER CLASSES–REGISTRATION PAPERS: For
horses entered in halter classes, copies of current registration
papers are required for all horses entered in specific breed and
registered classes. Papers must be submitted with entry forms.
Horses cannot be shown if this requirement is not fulfilled.
“Current” means that all information on registration papers
(except owner’s current address) is accurate on date horse is
shown. Registration papers are not required for ponies, or for
geldings & mares under two yrs of age, or for horses entered in
“all other unregistered breeds” classes. Stallions under twelve
months of age & still owned by the owner/breeder may be
exhibited when entry is accompanied by a copy of the mare’s
registration certificate and a copy of the breeders certificate. All
purebred Horses participating in purebred divisions MUST be
registered and recorded in breeds specified. Donkey and mule
entries will not be accepted for halter classes at this show.
8. OUT-OF-STATE HORSES: For all out–of–state horses,
exhibitors must present current original Health Certificate &
Coggins Certificate to horse show management upon entry to the
Fairgrounds. If this requirement is not met, horse may not be
shown and must be removed from the Fairgrounds.
9. JUNIOR EXHIBITORS must at least 9 yrs of age and under 18
yrs of age on December 31, 2017. All riders under the age of 18 on
December 31, 2017 must wear an ASTI approved riding helmet. NO
EXCEPTIONS.
10. JUNIOR EXHIBITORS–OWNERSHIP: State rules require
that all horses & ponies must be owned or leased by the junior
exhibitor or immediate family for 120 days prior to show date. See
State Rules for complete details. An original written lease must be
presented to horse show management if requested. This rule does
not apply to Halter Classes.
11. JUNIORS entered in Walk-Trot or Walk-Jog age group classes
may not cross enter into other Junior/Adult or Open classes.
12. JUNIOR RIDERS in both Horse Show & Gymkhana must be
at least 9 yrs old as of December 31, 2017.
13. 4-H MEMBERS who win regular junior classes not offered by
any 4-H show affiliated with the Lassen County Fair, may qualify
for the California State Fair Best of Show Horse Show.
14. WESTERN BITS: All horses six yrs of age & older shown in
western classes must be shown in a standard full bit according to
HORSE SHOW/GYMKHANA RULES.
15. VERSATILITY CLASS: Horses will be judged in English
Pleasure followed immediately by Western Pleasure. Three minutes
will be allowed for tack & apparel change, which must take place in
the arena. Time will start with the contestants mounted & on the
rail. Contestants may have one person to assist. Tack, clothing &
the assistant must be in the arena before the class begins. Anyone
not properly dressed, tacked & mounted within time limit will be
disqualified.
16. COMMAND CLASS: English & Western: Judged on performance at various gaits, with additional maneuvers required at the discretion of the judge.
17. CHAMPIONSHIP AWARDS–AGE GROUP: High Point Awards will be given for horse & rider combinations in the following categories: English—Western—Gymkhana—Performance.
Placing will be determined by points earned in all events except the gymkhana. Point will be given for class placing’s as follows: 1st-10 pts, 2nd-9 pts, 3rd-8 pts, 4th-7 pts, 5th–6 pts, 6th-5 pts, 7th-4 pts, 8th-3 pts, 9th– 2 pts, 10th-1 pt. Gymkhana placings will be determined by time.

18. TIE BREAKING: All ties will be settled by determining the most firsts, seconds, etc. If a tie cannot be broken in this manner, the winner will be determined by a run off class.
19. TRAILER PARKING: All horse trailers must be parked in designated areas only. Please DO NOT clean out your trailer in the parking areas.
20. PREMIUM CHECKS will be paid to exhibitor. Checks will be available ten business days after Fair.
21. PASSES & ARMBANDS: Vehicle passes, exhibitor passes, & armbands that are purchased with entries are to be picked up at the Fair Office on Russell Ave. before the show. If you are arriving the day of the show, please pick up at horse show office located at the north end of the arena. Additional passes & armbands will be available for purchase at the horse show office, beginning Thursday morning. Non exhibitors will need to purchase Fair entry passes at the entry gate.
22. BITS: At the discretion of management or judge, horses may be mouthed. Horses can be disqualified if not using an appropriate bit for Western and English classes according to USA rules.
23. The same horse cannot be ridden in different age groups in the same classes but may be ridden by different riders if ridden in different classes, with the exception of Trail.
24. A two minute call will be given. If the contestant does not appear they will be disqualified from the class.
25. STALLS: Stall will be available for $15.00 per day or $30.00 for the week. Stalls must be paid for with your entry form. Any exhibitor using a stall that has not been paid for will be charged double the stall fee and these fees will be billed or directly deducted from premiums earned. This includes any stalls used during the days of the horse show—it is not limited to overnight stays.
No bedding is provided. Shavings only—No straw.
26. CAMPING: Hook ups are limited availability for $25.00/day or $125.00/week. Dry Camping is $15.00/day or $75.00/week. Camping & RV spots are available for purchase on June 1, 2017 at 8:00 am in the Fair Office. See page 11.

Admission to the Horse Show only will be allowed by providing exhibitor name at the Livestock Gate. Admission for guests is not included Admission: Admission to the Fair can be bought at the Fair Office prior to Fairtime, or single day passes can be bought at the Livestock Gate during Fair week. Passes and arm bands will be available for purchase for non-exhibitors or for exhibitors wishing to come into the Fair at the Fair Office on Russell Avenue before the show, or at the livestock entry gate or at the horseshow office beginning Thursday.

PURPOSE: To ensure that livestock exhibited at the
Lassen County Fair are cared for and treated in a humane & ethical manner and that livestock pens are
suitable for public display. POLICY: Livestock exhibitors are solely responsible for
the care of their animals while on exhibit at the Lassen
County Fair. If the Livestock Superintendent becomes aware of any livestock exhibit that is not being cared for
in an ethical, humane manner, or situations where an acceptable state of pen cleanliness, as determined by the
livestock management staff, is not being maintained, the following will occur:
1. The Livestock Superintendent will determine the name & affiliation of the responsible exhibitor.
2. A Red Tag, with the following information, will be
affixed to the exhibitor’s pen: a. The exhibitor’s name
b. The observed problem c. The date & time of the citation
d. Signature of the Livestock Superintendent
3. It is the exhibitor’s responsibility to respond to the
Red Tag by contacting the Livestock Superintendent within 12 hours of the citation being issued. The
exhibitor will formulate & initiate a plan of correction
approved by the Livestock Superintendent. Reasonable efforts will be made by the Livestock Superintendent to
contact the exhibitor’s FFA advisor, 4-H Leader, Parent or Designee & make aware of the situation resulting in
the Red Tag citation.
4. Any Exhibitor failing to make contact with the
Livestock Superintendent within 12 hours may be issued an automatic second Red Tag Citation.
5. Any exhibitor receiving two Red Tag citations during
the Fair will be declared ineligible for further competition, including participation in the Jr. Livestock Auction. The
exhibitor will forfeit all Fair premiums, awards earned, and is required to remove the animal exhibit from the
Fairgrounds.
6. Any exhibitor that is required, under the provisions of
the Red Tag Policy, to remove their animal entry from the Fairgrounds, must do so within 12 hours from time of
notification.

Danish System of Judging
Exhibitors must have carry cages for their entries. Cages will not be
provided. Cages must have solid bottoms & be leak proof. No
carriers will be available to bring the animals to the tables.
Exhibitors are expected to be on hand during judging to bring their
animals to the judging tables. Exhibit will not be judged if exhibitor
misses his or her call to bring rabbits to the table. Only youth
exhibitors may carry animals to the judging table.
All small animals will be housed on grounds for the duration of the
Fair, their release date will be Sunday, July 23 at 6pm. Junior
rabbit & poultry must be checked in by a junior exhibitor, or entry
will not be accepted.
Only the 4-H & FFA Champions will sell in the auction at the Rabbit
& Meat Pens.
JUNIOR BREEDING RABBIT Judged: 8am, July 21
All rabbits entered as specific breeds will be judged by the rules of
the American Rabbit Breeders Association. All rabbits must have
permanent ear tattoo & corresponds to the entry form. NO FELT
MARKING will be acceptable for ear tattoos. A DQ animal is an

animal that is known to be purebred, but has a disqualification per
American Rabbit Breeders Standards and cannot be shown in a
breed class. A Backyard Animal is an animal that is crossbred
and cannot be placed in any of the breed classes.

1. All Junior Livestock Auction entries are limited to residents of
Lassen County. A Junior Exhibitor may sell at only one County or
District Fair Livestock Auction during the year. All Champions
must sell at the auction.
2. All meat producing livestock that have been medicated must
be withheld from slaughter in accordance with the
manufacturer’s directions on the product used.
3. Each Junior Exhibitor will be allowed to sell only one of the
following: one market steer, one dairy steer, one rabbit meat pen,
one broiler meat pen, one turkey meat pen, one hog, one lamb, or
one goat. When one exhibitor has more than one champion, that
exhibitor must sell all champions.
4. An exhibitor with two exhibits of the same species eligible for
auction must notify the Auction Committee which animal will be
sold. A sale form will be included in the exhibitors armband & car
pass envelope. That sale form must be completed & deposited
into the Jr. Auction Drop Box located near the Livestock Office.
The sale form must be completed with the species, tag #, weight,
& exhibitors name & chapter or club by 5pm on show day. Beef
exhibitors must submit the sale form by 2pm on show day. If no
written response is made by those times, the sale committee will
choose the animal that placed the highest for sale.
5. To sell at the Auction, an animal must have been shown as a
Market Animal, Beef, Swine, Sheep, Goat, and Rabbit, Broiler, &
Turkey and must have been judged as Market Ready. See State
Rules, Judging Standards & Market Scorecards.
6. Auction Management will deduct a sales expense charge from
the gross sales price of all animals sold at the auction.

9. No breeding animals will be sold at auction.
10. All exhibitors must wear the official club or chapter
uniform when selling their animals. Independent exhibitors must
dress appropriately in white pants, a white shirt, a black tie, a
black belt, and no hat.
11. Exhibitors must have their picture taken after the designated
time in the appropriate uniform, or they will not sell.
12. Buyers are asked to make their payment on the day of the
sale. Those unable to do so should make prior arrangements with
the Junior Livestock Auction Committee. Checks should be made
to the Junior Livestock Auction Sale.
13. All animals become the property of the buyer when the
auctioneer closes the bidding. Sellers are responsible for the care of
the animal until 5pm on sale day. The Lassen County Fair Junior
Livestock Auction is a “terminal sale”. All sale animals will be
shipped on the truck with the exception of rabbits, poultry, and
turkey. Rabbits, poultry, and turkey will be live pick-up only.
14. Only animals owned & fitted by the exhibitor are eligible to be
sold. All sale animals will be shipped on truck with the exception of
rabbits & poultry.
15. Species sale order will be rotated yearly.
16. Preliminary sale orders will be posted on the Jr. Bulletin board
the day after the show. Please inform committee of errors in writing
at the drop box by Friday at 2pm.
17. Only two animals per species, per exhibitor are to be pre-
weighed & showed. All must be inspected & meet state guidelines
for sale animals.

19. All rabbit market pens will be required to present a bill of sale
at check in. Pens not having a bill of sale will not be allowed
to sell. If you choose to breed and raise your own market animals
you must still have a breeding statement/bill of sale.
1. Independent Junior Exhibitors: Must be at least 9 yrs of age, and must not be older than 19 yrs of age as of
January 1st. Fair may offer divisions & classes for those
who are not under the FFA, 4-H, or other recognized junior
agricultural youth organization programs. Independent Exhibitors must own all exhibits entered
60 days (120 days for beef/dairy & horses) prior to the
opening day of the Fair. Independent Exhibitors will be required to turn in independent record book, as provided
by the Fair. A partially completed project record book will
be due with the exhibitor entry form June 2, 2017 and a
complete project record book will be due to the Fair Office

prior to receiving a livestock sale check. Independent
Junior Exhibitors entering animals must provide Fair Management with a picture of the animal, get the animal
tagged with a Lassen County Fair Ear Tag, provide tattoo
information (market animals), and must show proof of
appropriate ownership 120 days prior to the Fair for beef and horse, and 60 days for all other animals. All junior
exhibitors must have “on ground supervision” by a
responsible adult.
2. Future Farmers of America (FFA) is a national
organization of students enrolled in high school vocational
agricultural classes. The local unit is the chapter in each high school offering vocational agriculture under the
supervision of the agriculture teacher, who is always the
local chapter advisor. Every Future Farmer project in livestock , poultry, fruit, or crops is a part of the practical
education of the vocational agriculture student that owns
it. The program includes the improvement of agriculture ,
leading ultimately to the ownership of the farms & the development of good rural citizenship. Participation in
Fairs & livestock shows is recognized as having educational
value as well as providing stimulation for better results & finer projects, under supervision of the qualified chapter advisor &
with the cooperation of the Fair management.
3. 4-H Youth Programs are non-formal, voluntary
educational programs under the supervision of the Cooperative Extension Service of the University of
California & the United States Department of Agriculture.
They are part of an extension of teaching. The projects exhibited at Fairs by members of their groups are the result
of their efforts under the supervision of volunteer adults.
4. California State Grange: The Grange Youth Fair
Program members voluntarily participate in a formal program designed to increase their confidence and
strength of character. They are taught the importance of
self-discipline while enjoying the fellowship of other young men and women. The program is successful only
through the efforts and involvement of adult volunteer
leaders. To be eligible to show projects as Grange Youth
Fair Program participant, an individual must be a member in good standing of either a Jr. Grange or a
community Grange for at least six months prior to the
opening day of the Fair and attend a required number of meetings.
Junior Livestock Exhibitors will not be allowed to stay on the
Fairgrounds without adult chaperones. Project Leader &
Club Organization Leaders must have each signed the Fair entry form to assure that the 4-H youth are qualified in all
respects to show at the Fair. 4-H youth must be the owner of
the animals that they exhibit.
ELIGIBILITY & AGE REQUIREMENTS
All exhibitors of market animals must have their animals
tagged with a Lassen County Fair numbered ear tag.
FFA Members: May participate in classes when they enroll in high school vocational agriculture classes & may exhibit as
members through the end of the calendar year following
graduation. 4-H CLUB MEMBERS: May enroll when they enter
kindergarten and exhibit as a member until the end of the
calendar year in which the member becomes 19. -PRIMARY MEMBERS: Must be 5 yrs old or in kindergarten as
of December 31 of the program year. Primary members are only
eligible to compete in primary divisions.
-JUNIOR, SENIOR: Must be 9 yrs old or in fourth grade by December 31 of the 4-H program year.
INDEPENDENTS: That are 9-13 yrs old on January 1st,
2017 must exhibit in 4-H classes. Ages 14-19 must exhibit in
FFA classes. GRANGE: Must be 9 yrs old as of January 1st, 2017 to
exhibit large animals. Ages 9-13 as of January 1st, 2017 must
exhibit with 4-H classes. Ages 14-19 must exhibit in FFA classes. Members may exhibit until the end of the calendar
year in which they turn 19.

weighed & shown at Fair. Every animal will be weighed
& inspected. Tag numbers will be recorded upon pre
weigh-in and then verified at Fair. The inspection will
include but not be limited to:
1. Compliance with all required state & local guidelines i.e., lamb
tail lengths, elimination of any bucks, boars, bulls.
2. The inspection will also be used to help each junior exhibitor
have a better understanding of their animals, including frame
score finish weight. Additionally, it provides the opportunity for
exhibitors whose animals do not meet the suggested pre weigh-in
criteria to replace those animals before the mandatory 60–120

day ownership deadline. If an exhibitor’s animal does not meet
the suggested criteria and the exhibitor chooses to replace his
animal, they must do so prior to the 60–120 day ownership
deadline. The animal must be weighed and the tag must be
recorded.

American System of Judging
1 The quality desired in agricultural & horticultural products is
the quality that brings the best financial return in the commercial
market. Such exhibits must be at least equal in maturity to that
ripeness required by Section 42513 of the California Agricultural
Code in order to be considered for premium awards.
2 Mature means having reached that stage of ripeness which will
ensure palatability, after the removal of the product from the tree,
vine, or plant.
3 Over ripe means having an advanced state of maturity which
causes the product to be undesirable for human consumption in a
fresh state.
4 Exhibitors must furnish their own containers for exhibits.
5 Topped vegetables should have tops cut 1 to 2 inches. Bunched
vegetables should have sufficient tops to be tied together.
6 Exhibitors must make arrangements to replace all fruit &
vegetables which deteriorate during the duration of the Fair.

The exhibitor decorates, carves or otherwise causes a vegetable to
fit the description of the class listed. The entry must be the original
work of the exhibitor. The exhibitor may enter each class, but only
one entry per class. Items used in this exhibit need not be grown
by the exhibitor. No pins, paper, or cloth should be used in making
the exhibit. Toothpicks & glue are allowed. Keep it natural; use
fresh or dried fruits, vegetables, flowers, nuts, seeds & grains. Only
vegetable & fruits may be used as a base.

FLORICULTURE RULES:
1. Exhibits in the Floriculture Department must have been grown by
the exhibitor within the county, district or community represented
by the exhibitor, except classes for arrangements.
2. Only persons licensed to sell nursery stock may sell plant
materials which have been incorporated into displays.
3. Exhibits must be adequately & correctly labeled. Exhibitors to
designate variety if at all possible.
4. All containers will be furnished by the Fair with the exception of
Division calling for definite arrangements. The exhibitor will
furnish his or her own container in any arrangement divisions. The
management will not be held responsible for any lost or damaged
containers & accessories.
5. Exhibitors should freshen displays & cut flowers as often as
necessary to keep them looking their best. Management reserves
the right to dispose of cut flowers that wilt & are not replaced by the
exhibitor.
6. All flowers must have their own foliage, except in the
arrangement divisions.
7. EXACT NUMBERS OF SPECIMENS MUST BE ADHERED TO. A
bouquet is made up of 7 or more flowers & foliage.
8. Plant material used in dry arrangements must be all natural.
Bows & other accessories may be used, but must only be to accent
the piece.
9. Drip Pans are required on ALL plants needing watering.
BEGINNER: An exhibitor who has NEVER won a blue ribbon in
the Floriculture Department at any Fair, or best of show.
INTERMEDIATE: An exhibitor who has won under 20 blue
ribbons.
ADVANCED: An exhibitor who has won more than 20 blue

All entries in this Division must be home prepared & canned or
packaged by the exhibitor within one year of the opening day of the
Fair. Items which have been shown at other previous Fairs are not
eligible. All products being considered for cash awards which have
not otherwise been eliminated will be opened.
PRESERVED FOOD RULES: 1. Standard jars, quart, pint or 1/2 pint, designed for home canning
must be used. NO MAYONNAISE JARS. 2. All products must be in sealed jars. NO PARAFFIN SEALS.
3. Exhibits must be accurately labeled with: Name of product, Date canned, Method used (open kettle, water bath) & Processing time.
4. All vegetables, meats, poultry & fish must be canned under pressure.
Low acid foods such as figs should be made more acidic by adding lemon juice, as directed in the University Extension Home Canning of Fruits.

Class:
1 Refurbish: To make clean, bright, or fresh again without
changing the structure, purpose, or design. Example= taking
an old, rusted wheel barrel and eliminate rust, replace needed
hardware or wheel, and repaint.
2 New-Life Reuse: Find a new use for something without
changing its structure. Example= using a jelly jar as a pencil
holder.
3 Upcycle: Taking something and improving it without
changing its basic purpose. Example= a small basic end table
that is changed by adding a shelf, door, or drawer and
repainted or re-stained.

Rules:
1. The quality desired in agricultural & horticultural products is the
quality that brings the best financial return in the commercial
market. Such exhibits must be at least equal in maturity to that
ripeness required by Section 42513 of the California Agricultural
Code in Order to be considered for premium awards.
2. “Mature” means having reached that state of ripeness which will
ensure palatability, after the removal of the product from the tree,
vine or plant.
3. Overripe means having an advanced state of maturity which
causes the product to be undesirable for human consumption in a
fresh state.
4. Exhibitors must furnish their own containers for exhibits.
5. Topped vegetables should have tops cut 1”-2”. Bunched
vegetables should have sufficient tops to be tied together.

Fair. Items which have been shown at other previous Fairs are not
eligible. All products being considered for cash awards which have
not otherwise been eliminated will be opened.
RULES:
1. Standard Jars, quart, pint or 1/2 pint, designed for home canning
must be used. NO MAYONNAISE JARS.
2. All products must be in sealed jars. NO PARAFFIN SEALS.
3. Exhibits must be accurately labeled with: Name of product,
Dated canned, Method used (open kettle, water bath) & Processing
time
4. All vegetables, meats, poultry & fish must be canned under
pressure. Low acid foods such as figs, should be made more acidic
by adding lemon juice, as directed in University Extension Home
Canning of Fruits .
5. Exhibitors are asked to submit one jar of product. Jar to be
opened by judge. You may replace with sealed jar following
judging.
6. Exhibitors are asked to loosen rings. Jars that cannot be opened
will be disqualified.

LIMITS—One entry per exhibitor and one exhibitor per entry.
1. Exhibitor must be enrolled in a high school ag mechanics class
the prior academic year to the Fair. The exhibitor’s
instructor must validate class enrollment by signing the
exhibitor’s entry form.
2. First and second place exhibits will be considered for the Ag
Mechanics Auction. The judge will select the top 20
items to go to auction. (Note: Not all first and second
place exhibits will automatically go to the auction—it is at the
judge’s discretion.)
3. Judge will select all items to be placed in silent auction.
4. For the Ag Mechanic Auction the exhibitor may establish a
minimum bid.
5. Exhibitors may sell on Ag Mechanic project in the Ag Auction
and one animal at the Junior Livestock Auction.

6. A commission to be determined by the Lassen County Fair
Advisory Board with input from the Ag community shall be
charged to the seller to promote and finance the sale.
7. Group entry—specify a single name for the group. The group
will be responsible for the distribution of money.
8. Projects must be completed upon receiving. No work,
additions or embellishments can be done once the project is
received.
9. Exhibitors are encouraged to promote the auction and
solicit buyers.

Rules:
1 This division is open to 4-H members enrolled in but not limited
to the Horticulture project or the Consumer Home Arts
Projects.
2 Exhibits must be adequately and correctly labeled.
3 All plants must be in suitable standard nursery containers.
4 The building will give daily care to plants such as watering. (Plant
saucers would be appreciated.)
5 Management shall have the right to remove any exhibit that
becomes unsightly.
6 All exhibits must be insect and disease free.
7 Use of tin cans or aluminum foil wrapped containers are not
acceptable.
8 No accessories of foreign foliage permitted.
