Welcome to Alaska!

On behalf of the Board and the Conference Committee, we would like to extend awelcome that is as big, as unique and as exceptional as Alaska itself for oursixteenth annual conference.

Every year the challenge of selecting and scheduling events for the conferenceincreases, and for good reason. The number of proposals from the membershiphas doubled, the breadth of topics continues to increase, and speakers are comingto the conference from all over the world. Building on last year’s Committee andInterest Group Review process, proposals are also reviewed by a Peer Reviewpanel that includes representation from all of AMIA ‘s committees of the member-ship as well as our many interest groups and task forces. The most difficult part ofthe process is knowing that we’re unable to schedule all of the excellent proposalssubmitted.

And we’re excited about this year’s program. Part of our goal each year is to explorethe concerns of the moving image community we are visiting. Alaska has a strongregional focus that you will find reflected in the programing this year. We will alsobe celebrating the 50th anniversary of the quad videotape (AMIPA does boast astill-working quad machine in its office!) and the second in our series of regionalworkshops, “Triage Training: Tools for Assessing the Condition of Legacy andMaster Tapes.”

The Archival Screening night is on Thursday, and we’ll enjoy dinner and the screen-ing in Anchorage’s own Bear Tooth Theatre Pub. The theatre is unique, the foodexcellent, and a great way to officially welcome one and all to Anchorage.The Conference takes a lot of people working together - the Committee is com-posed of many volunteer members who have worked tirelessly to make AMIA 2006a reality. So to all of them, thank you!

The British “Central Office of Information” (COI) is celebrating its 60th birthdaythis year. Set up in 1946 to replace the wartime Ministry of Information theCOI has produced a vast array of films to promote health, safety and welfarein Britain and to push British interests abroad. It continues to produce films tothis day, mostly for domestic consumption.

This reel shall provide us with a small selection of the best from the last 60years - starting with an early public information film advising people to watchtheir water consumption through to a film about a modern day health concern –eating five portions of fruit and vegetables a day. In between we shall see howthe COI projected Britain abroad, how it reflected the social upheavals followingWWII and how it warned its citizens against a myriad of dangers –too many tomention here! Enjoy and be informed!

This comprehensive intermediate-level workshop will unveil thetechnology of color and black and white motion picture film, withparticular reference to its preservation and restoration. Starting with thetheory of subtractive color reproduction, workshop topics will include filmmanufacturing, image formation, how film works, sensitometry, theimaging chain of film stocks, analog and digital sound tracks, printing andduplication, and film asset management with emphasis on workflow forthe restoration and archivist community. The presenters are experts fromEastman Kodak Company. Comprehensive notes will be provided.

Preregistration is required with a separate registration fee. This is a ticketed event.

Many archivists hold romantic notions of heroically entering a disaster siteto salvage collections. Few, however, understand the health and safetyissues of a disaster site. This workshop will guide you through health andsafety regulations relevant to moving image archives, allowing you to putpractices in place so that safety personnel responding to a disaster atyour archive can work quickly and effectively with you. Issues regardingpersonal safety, training requirements, and personal equipment needed toenter a disaster site will also be covered. Included in the training will beenough basic information for participants to qualify for a certificateattesting that they have had hazard communication training and technicaltraining in respiratory and personal protective equipment.

Monona Rossol is currently President of Arts, Crafts, and Theater Safety,Inc. and specializes in OSHA training of art, theater, museum andconservation workers. She is the author of numerous publications.

Most film-based television programs made in the past 15 years have beenpost-produced in Standard Definition video. Preserving and re-purposingthese episodics for High Definition is a new challenge for content holders.Series such as Seinfeld are a preservation predicament, because, althoughthe original camera negatives exist, they were never fully conformedfollowing post-production and broadcast. Therefore, titles and specialeffects don’t exist in any other form but standard definition video. Theproblems, pitfalls, and creative solutions involved with accuratelyrebuilding each program for HD. Much of today’s advanced technologywas employed to recreate each episode. Preservation of episodic materialposits special problems, which will be examined as we address variousalternatives for safeguarding this type of programming.

Much more than a cataloging utility and archivedirectory, MIC serves as a window to the world’s moving images forcollaborative research, education, professional development, and as atool for enabling preservation strategies. During MIC’s first phase ofdevelopment, its integrated union catalog, archive directory, and portalstructure were set in place. Envisioned for phase two is a digital rightsimplementation, the development of a METS-compliant cataloging utilityto enable archives to manage resources throughout their entire lifecycle, and a Service Providers Directory. Archivists existing within the framework of academic institutions areincreasingly under pressure from a number of budgetary, philosophical,economic, and political elements, all of which can, if contrarian enough,cause an archive to lose its funding. Recently, at least three notable filmarchives within academic institutions have lost either all or partial funding.This panel serves as a warning to potentially everyone within the AMIAcommunity operating within institutions both inside and outside theacademy. This presentation is geared towards archivists whose librariesstruggle for budget and space; whose institutional advocate is weak ornonexistent; or who need additional alliances to the survival of the archive.

Motion picture preservation always requires choices: which films topreserve, what elements to use, and what materials to create and vault.Preservationists working in a non-profit setting face these questions, plus anarray of more difficult choices. Do you spend limited funds to fully protectthe most difficult projects? Or do you spread your resources across thewidest number of titles? Some institutions may have mandates that guidethem to projects outside of their collections, and thus end up developing apreservation project with materials they don’t actually own or control.Negotiating the complex relationships between institutions, both commercialand non-profit, as well as with individual filmmakers, becomes essential.And while some archives have their own laboratories, at some point mostarchivists will have to send work to outside vendors. The preservationists onthis panel will examine these issues, citing examples of preservationprojects from their own archives.

The session will examine 20th Century ethnographic filmmaking and audiorecording in northwestern North America. Included will be a discussion ofthe work of Harlan Ingersol Smith (1872-1940), a pioneering ethnographicfilmmaker who worked among aboriginal communities of the PacificNorthwest during the 1920s. Smith’s films documented a period of proudtradition and profound change among the Bella Coola, Tsimshian, CoastSalish, Shuswap, Kootenay, Nootka and Carrier peoples of British Columbiaand contributed to an understanding of the cultures with which he worked, aswell as the wider relationship between ethnographers and the people theystudy. Also included will be a history of field recordings of native music inAlaska, discussing the work of the anthropologists and ethnomusicologistswho made the recordings-often under very challenging conditions.

There is general consensus that moving image archivists need hands-onexperience with the media itself to accomplish preservation, but there is alack of clear understanding as to what degree of experience is appropriate.Video preservation training should attempt to resolve this question and offernew toolsets and resources to the video archivist, those which borrow from,but do not simply repeat, traditional technical training or archival education.The session will open with key concepts, theories and lessons learned inteaching video preservation in a lab setting, in an effort to define theframework for a syllabus that matches the evolving role of the movingimage archivist. The panel will then present a “straw-man” compendium ofconcepts, resources, practices and tools that support such a syllabus.

The Chuck Imig ANCSA Video Collection is certainly one of the mostimportant media collections in Alaska. This collection documents theprocess leading up to, and resulting from, the 1971 passage of theAlaska Native Claims Settlement Act (ANCSA). While not visuallycompelling, the collection documents a very important - and veryunique - aspect of Alaskan history and culture; one that still resonatestoday, worldwide, amongst people working on the various issuessurrounding the land rights of indigenous populations.

There is little question that the collection is quite valuable, historicallyspeaking, and should be preserved and made accessible to the public, inAlaska and beyond. The collection is currently in the possession ofChuck Imig, who produced the video. The purpose of the forum will beto discuss the collection — its content, production, and context inAlaskan and US history — as well as the issues surrounding preservingit, and making it accessible. Invited speakers include veteran Alaskanpoliticians and others who were directly involved in the ANCSA process.

Between 1956 and the mid-80s, quad was the medium for the recordingof thousands of hours of memorable, and not-so-memorable images,people, and events. The screening will open with a short original videopresentation demonstrating the workings of a 2" machine, a fascinatingoperation few archivists are able to see firsthand. Working with archivesto showcase preserved material, as well as the remarkable image quality2" quad tape afforded, the screening will then highlight the unfamiliar andundiscovered—from training tapes for quad machines, to networkspectaculars, from early local children’s programming to syndicatedcountry music television—not to mention materials from Alaskancollections.

The screening will feature a rich cross section of films andvideos, a taste of Anchorage’s distinctly independent media makingcommunity. The Anchorage Film Festival highlights gems from their annualfestival; SprocketHeads, a group of professional independents, will screenclips of their PBS WWII documentary “Aleut Story” and other shorts; andMedia Education and Development Institute of Alaska co-sponsored byCook Inlet Tribal Council will screen shorts by tribal youth who willintroduce their short films. The International Standard on Care and Handling of Magnetic Tape containsa recommended, basic 7-Step Physical Inspection to identify tape that is“endangered and needs attention.” This inspection is considered “essentialto prevent premature loss of materials.” The examination is designed to beable to be performed by anyone at a collection and can be performedwithout playback equipment. In this workshop, the instructor will present astep-by-step breakdown of the Inspection procedure, with visual examplesof problem tapes, and will review the reasons behind each step so that theresults can be easily understood and applied to a collection’s preservationefforts. The workshop will also include a section on material recognition toassist in identifying the types of tapes/formats in collections and willinclude a section on essential tape handling and preventative maintenance.

This session will explore three grant-funded projects that provide access tomoving image content via the Internet for educational purposes. WGBHEducational Foundation and the University of Georgia (UGA) receivedInstitute for Museum and Library Services grants in 2005 to digitize archivalfootage. The WGBH grant concentrates on the television series SayBrother, New Television Workshop, and the Ten O’clock News. At UGA theCivil Rights Movement and Georgia’s role in it will be explored through theWSB and WALB Newsfilm Collections. A joint effort between IndianaUniversity and the University of Michigan and funded by the MellonFoundation, Ethnomusicological for Instruction and Analysis (EVIA) isworking to digitally preserve and provide online access to ethnographic fieldvideo. We will consider issues related to online video delivery, metadata,and organization as well as creating educational content using movingimages.

This is intended to elevate awareness ofvarious methods for addressing long-term mass storage needs. Issues of diversity have been largely absent topics of discussion withinAMIA and the archival field as a whole. This session will bring some ofthese issues to the forefront by looking at representations of diverseidentities and cultures in amateur film and video. Amateur works are arich source of images of cultural groups who have been historicallyunderrepresented in mainstream cinema and in archival collections. Arethese forms of media being recognized, acquired, cared for, preservedand made accessible by archives? Each speaker will highlight specificcollections at their institution, discuss their value to the moving imageheritage of a particular marginalized group of people, and raise pertinentissues surrounding diversity within the field of moving image archiving.This panel is in conjunction with the screening entitled “On Screen: ACelebration of Diverse Identities and Cultures in Amateur Film andVideo” which will directly follow this panel.

After nearly 10 years in development, the Library of Congress NationalAudiovisual Conservation Center, built for the nation by the U.S. Congressand the Packard Humanities Institute, will open in early 2007. In addition tosafeguarding the Library’s collections, the NAVCC was designed to helppreserve the audiovisual collections of other libraries and archives in boththe public and private sectors. The Library of Congress has a specialresponsibility to work with AMIA to develop the Center’s service offeringswith ongoing input from the entire archival community on the fundamentalquestion: “What does the field want from a national audiovisual conserva-tion center.” This session will describe the Center’s capabilities and seekfeedback on how the NAVCC can best be of service to the field, the rangeof customer services and partnerships it can provide, and the Center’s rolewithin the National Moving Image and Recorded Sound Preservation Plans.

The Maryann Gomes AwardSue Howard, Yorkshire Film ArchiveSue Howard is the Director of the Yorkshire Film Archive, one of eight publicaccess English regional film archives. One of the missions of the Archive isto “find, preserve and show moving images made in, or about the Yorkshireregion.” She began working at the Archive in its infancy fifteen years ago, theonly person working on the Archive at that time, with outside support fromDavid Cleveland and Maryann Gomes. Currently, she manages a staff ofseven, and a collection of roughly 14,000 titles (many more than the fiftyreels they had fifteen years ago). Sue is actively involved with ongoing filmprograms and developing ways to use regional film materials in the classroom.She is a member of the UK Film Archive Forum and serves on numerousBoards, including the British Film Institute Library & Archives Advisory Boardand the Professional Advisory Committee for the Museums, Libraries andArchives, Yorkshire group.

This award honors the memory of Maryann Gomes, first Director of the North West Film Archives inManchester, England. Maryann was a great believer in the power moving images have to documentregional identity and issues, and was a strong force within AMIA.

AMIA Silver Light AwardSam Kula, Archives Consultant

Sam Kula embodies the award criteria for his substantial contributions andleadership to the field. Sam’s nomination states, “His most significantcontribution was as Director of the National Film, Television and Sound Archivesat the National Archives of Canada, a position he occupied from essentially theinception of the program in 1973 to 1989. In this role, he nurtured thedevelopment of audio-visual archiving as a specialty within the NationalArchives, gave prominence to the program in the international communitythrough his participation in several international associations and has been aneloquent advocate of audio-visual archiving both within Canada and internation-ally.”

He is the author of The Archival Appraisal of Moving Images: A RAMP Study withGuidelines (UNESCO, 1983) and Appraising Moving Images : Assessing theArchival and Monetary Value of Film and Video Records (Scarecrow Press, 2003).He is also a founding member of the Board of the AV Preservation Trust, acharitable non-profit organization created in 1996 to promote the preservation of,and access to Canada’s audio-visual heritage. Sam has also held an active rolein AMIA, serving two consecutive terms as President, 2001-2004.

In addition, Sam played a major role in processing and preserving the DawsonCity film collection, 533 reels of film that were stored for 49 years in aswimming pool which was boarded up and paved as a hockey rink, in DawsonCity in the Yukon Territory, and discovered in 1978.

The Silver Light Award recognizes outstanding career achievement in moving image archiving. Measuresof achievement may include substantial contributions to the field over an extended period, leadership in thefield, work in professional societies or other professional activities, writings or publications, preservation andrestoration projects, innovations that advance the cause of preservation, and patronage donated to archivesor archival projects.

The Dan and Kathy Leab AwardMadeline Matz, Library of CongressMadeline Matz was enthusiastically nominated by two of her colleagues at theLibrary of Congress, who wrote that she “retired in January, 2006, but continuesto volunteer in the Division, working on important projects to help prepare for themove to the Library’s new National AudioVisual Conservation Center. Through-out her long and impressive career in motion picture preservation and reference,Madeline has been an inspiration to all her colleagues. As a preservationist, shehas worked tirelessly to identify, preserve, restore, and exhibit film. She helpedset the standards that have made our facility one of the finest publicly fundedpreservation laboratories in the world. As a reference librarian, her constantefforts on behalf of researchers and staff and her unparalleled knowledge of ourcollections have added tremendously to our collective understanding of mediahistory. The success of such efforts as the The Griffith Project, the multi-volume study of the creative output of D.W. Griffith, would be unthinkablewithout her work. In addition to continually improving the MBRS collection ofbooks and periodicals, she is creating such a collection for the NationalAudioVisual Conservation Center.”

The Dan and Kathy Leab Award was established to acknowledge the contribution of archivists who seldomhave the opportunity of being recognized outside their institutions. Award recipients have worked in a movingimage archive or with a moving image collection, and have made a significant contribution to their institutionor the field as a whole. Contributions are either in the form of a notable achievement or special project, orthrough the noteworthy performance of daily tasks carried out over a long period of time. The purposes of the task force are to: Define what is meant by “diversity”as it applies to AMIA and the field of moving image archiving. Research whatother associations in related fields have done to increase diversity; what hasbeen effective and what has not? Each year, the Com-mittee announces the elections schedule, solicits recommendations of can-didates for Association-wide offices which are up for election, nominatesslates of candidates for these offices, receives and counts the ballotsmailed back by Individual Members, and notifies the candidates and themembership of the election results. The Committee also oversee any inter-nal elections within AMIA’s Committees of the Membership to help insure thatthey occur in a timely and appropriate manner.

The Independent Media Interest Group was created to promote issues relat-ing to preservation and access of independent media to independent produc-ers. The Membership Committee is focused on the development of theAssociation’s human resources by identifying and recommending strategiesfor meeting the needs of its members, effective use and development ofactive volunteer efforts, retention of members and leaders, and facilitatingthe membership-driven tradition that sets AMIA apart from other associa-tions. The Committee works toward a long-term objective of developing astrong and deep volunteer base and effectively preparing volunteers tolead.

Moving Image Collections (MIC)Steering Committee Meeting:Thursday, October 12 - 2:00pm - 3:30pm - Space 5

MIC is a preservation, access, and education initiative cosponsored by AMIAand the Library of Congress. MIC (pronounced ‘Mike’) integrates a unioncatalog, archive directory, and informational resources in a portal structuredelivering customized information on archival moving images, their preserva-tion, and the images themselves to diverse constituencies, including archi-vists, researchers, educators, and the general public. MIC’s resources assistarchivists in making their records available to a wider public according tonational standards, and enable collaborative preservation decision-making andmanagement on an international scale. MIC also seeks to raise public aware-ness about preservation issues and risks to our film, television and videoheritage. MIC’s mission is to immerse moving images into the educationmainstream, recognizing that what society uses, it values, and what it values,it preserves.

MIRMDIG was formed at the 2000 Annual Conference to respond to the needsof a growing constituency of Archivists within AMIA who work with movingimage related materials and documentary evidence (for example: scripts,production records, artifacts, etc.). This interest group is a forum for sharinginformation among professionals working in institutions holding moving imagerelated collections by actively promoting the proper identification, handling andpreservation of these collections through scholarly research and dissemina-tion. To this end, MIRMDIG supports sessions and educational workshopsduring the annual AMIA conferences as well as encouraging the publication offindings based on research into moving image related collections.

The Projection & Presentation Sub-Committee of the Access Committeeexists to represent and advise the membership and the wider archival com-munity on technical issues related to theatrical and other forms of publicpresentation of archival moving image media. Working within the broaderscope of the Access Committee, we seek to promote high quality technicalpresentation by, for example, helping theatres project obsolete picture andsound formats correctly, encouraging non-theatrical and temporary venues(e.g. museums and galleries) to present material in a way which upholds thetechnical integrity of the original and advocating proper support for archivalmedia in new technologies and standards as they are developed (e.g. digitalcinema).

The Regional Audio-Visual Archives (RAVA) Interest Group was formed toaddress the needs and concerns of archivists who find themselves respon-sible for preserving and providing access to audiovisual materials that docu-ment the history of geographical areas and local cultures. This InterestGroup seeks to enhance communication and collaboration between regionalarchivists and explore initiatives that bring greater attention to the value andchallenges of regional audiovisual materials.

The Small Gauge and Amateur Film interest group was created in 2001 tocontinue the work begun by AMIA’s Small Gauge Task Force and Inéditsinterest group. Our mission is to promote and protect the interests of smallgauge and amateur film, its creators, and its advocates. “Small gauge” filmincludes all media smaller than 35mm-the emphasis is on 16mm, 8mm, andSuper 8mm, but less common formats like 28mm and 9.5mm are also consid-ered under the small gauge umbrella. “Amateur” film includes most noncom-mercial productions-especially home movies, avant-garde cinema, and undis-tributed materials. Any of these materials may be privately held or in the careof an archive, stock house, or other collecting institution.

Volunteeer Expansion SubcommitteeMeeting: Friday, October 13 - 6:00pm - 7:00pm - Space 10

The Volunteer Expansion Subcommittee contributes to the long-termobjective of developing a strong and deep volunteer base and effectivelypreparing volunteers to lead. The VES shall address current pressingissues of succession planning, leadership development and training.
