A Message From the Program Chair American College of Legal Medicine Board of Governors 2013 – 2014

On behalf of the American College of Legal Medicine’s President, Victoria Green, MD, JD, FCLM, and the Board of Governors, I invite you to en-joy our 54th Annual Conference: “Legal Medicine: Where Will the Road Lead.” The excellent faculty of speakers will be addressing many contem-porary and controversial issues in health law and health policy. The pro-gram also includes a number of sessions designed to provide physicians, dentists and attorneys with tools and information that will immediately impact their everyday practice. These sessions include: the traditional update of judicial and legislative actions, electronic health records and digital data, accountable care organizations and healthcare fraud, medi-cal malpractice, a special international health law session, peer review and disruptive physicians, societal impact on health care, and a session on guns and mental health regulatory issues. Again This Year: There is a special medical ethics session. This session is designed for physicians who are required to receive two hours of medi-cal ethics CME credits to renew their license. This year the S. Sandy Sanbar Lecture will be given by Dr. Eli N. Avila, Secretary of Health for the Commonwealth of Pennsylvania – “Making Practical Change in Public Health Law”. On the 50th year anniversary of the Kennedy Assassination, Dr. Cyril Wecht, noted pathologist, will dis-cuss his involvement with the investigation of the assassination. Finally, Bruce H. Seidberg, DDS, MScD, JD, FCLM, will again host the dental program, which will run concurrently with the main program. In addition to these fine presentations, the 54th Annual Meeting will also contain sev-eral traditional sessions including: the annual Cyril Wecht Luncheon, the Annual Women’s Leadership Breakfast, and the poster presentation ses-sion. Perhaps most importantly, the College will again host two receptions on Friday and Saturday evening, which will provide valuable networking opportunities. Whether you are a first time attendee, a physician in need of medical eth-ics CME, or a long-time Fellow or member of the College, we invite you to the 54th Annual Meeting of the American College of Legal Medicine.

Educational NeedsPhysicians, dentists, attorneys and educators who practice in the healthcare industry and its related fields recognize that the practice of medicine is com-plicated by abundant legislative requirements, administrative rules and regulations and Federal/State court decisions interpreting those laws. It is difficult to maintain a working knowledge of these developments. This meeting will provide details of new legislation, rules and court decisions, societal changes and shifts in the market place that will impact the practice of medicine. Key changes impacting the practice of medicine during the past one to two years include: the impact of technology including Electronic Medical Records (EMRs); accountable care organizations and their evolution; state imposed ethics require-ments as part of the continuing education process; physicians seeking non-traditional employment; medical malpractice; the outsourcing of healthcare services; and social networking’s impact on the practice of medicine.

ObjectivesThe 54th Annual Conference of the American College of Legal Medicine will focus on a diverse range of current legal medicine topics. By the conclusion of this meeting, participants should be able to:1. Describe recent legislative and court opinions affecting medical and dental practice.2.
