3 Project Configuration:

Overview of the

Framework of RFQ

The term “Project” shall have the

.................to the Bidder (after issue of

LOA).

Bidder can quote for one or more package. Bid evaluation and reverse auction will be

conducted package wise.

There are two types of Packages. Packages having land parcels with potential capacity

greater than or equal to 50 MW at a single site.

State wise packages having a number of land parcels with potential capacity less than

50 MW at a single site.

a. The Project may consist of any

number of solar plants (of minimum 5

MW).

b. A single tariff shall be quoted by the

Bidder in its response to RfQ for each 50

MW and above projects connected to

CTU (Location wise), and for each state

for projects below 50 MW projects

connected to STU, irrespective of the

number of Projects and each Project

configuration.

c. A Single Power Purchase Agreement

shall be signed with the designated

Nodal Railway for each Project of over

50 MW, and for each state for projects

less than 50 MW. The SPD shall be

responsible for obtaining Connectivity

and Long Term Open Access (LTA) for

each Project.

Following points are to be noted in this regard:

a) The package may consist of any number of land parcels.

b) A single tariff shall be quoted by the bidder in its response to RFQ/RFP for all the

packages irrespective of the package configuration.

(i) Solar projects in a package are to be connected to CTU/STU/DVC as per connectivity

mentioned in package details in Annexure-VII of RFQ. For such packages tariff has to be

quoted at Interconnection point/Metering point/Delivery point at CTU/STU/DVC as

applicable.

(ii) For packages where CTU/STU is mentioned against connectivity in Annexure-VII of

RFQ, the bidder shall review the applicable state/central regulations and policies

towards connectivity of the project. The bidder can either directly connect at CTU or can

bring power to CTU through Connectivity at STU. However the tariff has to be quoted at

CTU periphery at the injection point inclusive of all statutory taxes, duties, levies and

cess applicable/levied on the project & sale of electricity and also includes all applicable

transmission charges and losses of CTU/STU, RLDC/SLDC charges upto the CTU etc.

REMCL will advise the rates of transmission charges/losses for evacuation of power as

applicable 15 days prior to bid due date for determination of their bid tariff.

Any differential arising from revision of STU Transmission charges & losses thereafter

shall be payable or recoverable as the case may be by the Railways. Evaluation will be

done based on landed tariff at CTU inclusive of all taxes and duties quoted by bidders.

c) Packages wise Power Purchase Agreement shall be signed by Nodal Zonal Railway for

each state. PPA may signed at Zonal HQ Level or Division level as decided by Nodal

Zonal Railway. Nodal Zonal Railway for each package is provided Annexure-VII of RFQ.

Nodal Zonal Railway for each package is provided at Annexure-VII of RFQ. The SPD

shall be responsible for obtaining connectivity and Long Term Open Access (LTA) for

each project.

Any differential arising from revision of STU Transmission charges & losses and any

Annexure-VII of RFQ

1.0 Information related to packages

(i) Bidder can quote for one or more package. Bid evaluation and reverse auction will be conducted package

wise. Please refer to Project Configuration in overview of frame work of RFQ.

(ii) Tentative survey reports of packages are uploaded on CPP portal at

https://etenders.gov.in/eprocure/app. The actual site conditions may differ in comparison to the

information stated in the survey report. Hence, before acting on any such information, the bidder is

advised to undertake site visits and verify the information before bidding for the project and get

necessary information first hand. Contact details of Zonal Railway personnel is provided as Annexure-VII

A for co-ordination for site visits.

(iii) In some packages, part of Railways vacant land parcels have some hindrances. The Possible Capacity (in

MW) indicated against such packages and land parcels within package may change after removal of these

hindrances. Such hindered locations have been indicated in the tentative survey reports. Railways will

make efforts to remove such hindrances from vacant land.

Possible capacity of such packages and land parcels within a package may vary after removal of

hindrances. For these package (i.e. Package no.3,4,5,6,7,8,9,10,11,12,13 & 14) Railway/REMCL reserves

the right to increase/decrease the bidder(s) allocated capacity upto ±25% of the contracted capacity at its

sole discretion herein after referred as contracted capacity.

(iv) Connectivity of packages (i.e. STU, CTU, DVC etc.) is indicated against each package. Tentative

connectivity details of nearest STU/CTU are provided in the survey reports for reference purposes only

and the bidder has to verify the bay availability and other necessary details before bidding. These

connectivity details are indicative and bidder may evacuate the power as per his own survey.

(v) For packages where CTU/STU is mentioned against connectivity in Annexure-VII of RFQ, the bidder shall

review the applicable state/central regulations and policies towards connectivity of the project. The

bidder can either directly connect at CTU or can bring power to CTU through Connectivity at STU.
