    M I N U T E S The Regular Meeting of the Board of Education of the Alvord Unified School District was called to order at 5:00 p.m. by President Johnson, in the Board Room of the District Office. A quorum was established with the following Board Members in attendance:

    Present: Mr. Ben Johnson II, President Mrs. Carolyn M. Wilson, Vice President Mr. José Luis Pérez, Clerk Mr. Art Kaspereen, Jr., Member

    Mr. Greg Kraft, Member Hearing Session: President Johnson extended an invitation to the audience to present matters of concern related to Closed Session items. The following individuals came forward to express concerns related to increasing the ratios for Class Size Reduction and to request that the current ratios continue for 2010-2011: Jennifer Doiron, Stokoe Elementary School Teacher Stephanie Shivers, Stokoe Elementary School Teacher The Board adjourned to Closed Session at 5:05 p.m. and reconvened to Open Session at 7:00 p.m. in La Granada Elementary School’s Multipurpose Room.     160. Adjourn/Reconvene MSC. 59 Superintendent’s Report

    Azizi Sheffield from Arizona Middle School and Tracy Doverspike from Stokoe Elementary School were recognized for being selected to represent Alvord Unified School District as the District Teachers of the Year for 2011.

    Following Special Recognitions, the Board reconvened to the District Office Board Room at 7:40 p.m. for the remainder of the agenda. 4. Approve Minutes: The Board unanimously approved the Minutes of the

    Regular Board Meeting of May 6, 2010, upon a motion made by Carolyn Wilson and seconded by Art Kaspereen, Jr.

    5. Superintendent’s Report: Dr. Tucker provided a brief report on the

    following: Appreciation: Dr. Tucker expressed his appreciation for the kind

    words of support he received in cards and e-mails following his surgery.

    Recognitions and School Awards: Dr. Tucker enjoyed the opportunity to recognize teachers and students tonight. He also enjoyed the La Sierra High School Senior Scholarship Awards last night.

  • 161. HEARING SESSION SEPARATE ACTION ITEMS Action Taken in Closed Session

    AUSD – Minutes – Meeting of May 20, 2010

    Thank You to Associations and District Bargaining Team: Dr. Tucker expressed his appreciation to both Associations and the District Bargaining Team for their hard work over the last 8 months, especially during this difficult economic time. Dr. Tucker hopes that we can move forward building trust and stated that it is the District’s desire to keep as many teachers employed as possible and to keep class sizes down. Dr. Tucker stated that it is equally important to retain support staff.

    Hearing Session: President Johnson extended an invitation to the audience to present matters of concern to the Board. The following individuals came forward to express concerns related to eliminating the Independent Study Program, negotiations, increasing class sizes and to request that lower grades be kept at lower class sizes:

    The following individuals came forward to announce that the ratification for AEA was accepted overwhelmingly, to express appreciation for the Association and District’s hard work in coming to an agreement, to volunteer to sit on committees, and to request that teachers receive re-hire letters with site to be determined so they can be notified prior to leaving for the summer:

    The following individual came forward to express concerns related to the possible reduction of two nurses which would leave four nurses to cover 20,000 students and to share information about a grant written to secure items that can no longer be funded such as EPI-Pens:

Adopt Resolution No. 38 – Supplemental Employee Retirement Plan (SERP) for Certificated Non-Management Employees: The Board unanimously approved adoption of Resolution No. 38 – Supplemental Employee Retirement Plan (SERP) for certificated non-management employees upon a motion made by Greg Kraft and seconded by Carolyn Wilson.

    8. Revise District Retirement Incentive for Select Non-Management

    Classified Positions: Following discussion, the Board unanimously approved the revised District retirement incentive for select non-management classified positions upon a motion made by Greg Kraft and seconded by Art Kaspereen, Jr.

    9. CONDUCT PUBLIC HEARING – Alvord Educators Association (AEA)

    2009-2010 through 2011-2012 Proposed Collective Bargaining Agreement: No one came forward.

    10. Ratify Alvord Educators Association (AEA) 2009-2010 through 2011-2012 Proposed Collective Bargaining Agreement: Following discussion, the Board unanimously approved ratification of the Alvord Educators Association (AEA) 2009-2010 through 2011-2012 Proposed Collective Bargaining Agreement upon a motion made by Art Kaspereen, Jr. and seconded by Greg Kraft.

    The consensus of the Board was that as many teachers as possible receive

    re-hire letters prior to leaving for the summer. 11. CONDUCT PUBLIC HEARING – California School Employees

    Association (CSEA) Chapter 339 – 2009-2010 through 2010-2011 Proposed Collective Bargaining Agreement: Carmen Sexton-Boykin, President, CSEA Chapter 339, thanked the

    Board and Dr. Tucker for working so hard on this agreement and announced that CSEA is currently registering voters in an effort to get education friendly Legislators.

    12. Ratify California School Employees Association (CSEA) Chapter 339 –

    2009-2010 through 2010-2011 Collective Bargaining Agreement: Following discussion, the Board unanimously approved ratification of the California School Employees Association (CSEA) Chapter 339 – 2009-2010 through 2010-2011 Collective Bargaining Agreement upon a motion made by Greg Kraft and seconded by Art Kaspereen, Jr.

    13. Adopt Resolution No. 39 – School Year Reduction: Following

    discussion, the Board unanimously approved adoption of Resolution No. 39 – School Year Reduction for the 2010-2011 school year upon a motion made by Greg Kraft and seconded by Carolyn Wilson.

    AUSD – Minutes – Meeting of May 20, 2010 19.d. Adopt Resolution No. 40 – Year End Budget Adjustments

    Mr. Kaspereen and Mrs. Wilson expressed concerns about approving the transfer of funds without knowing the specific accounts being used.

    Mr. Gill stated that Mr. Pérez had expressed the same concerns and when the funds are ready to be transferred he will notify the Board prior to the transfers being made.

    19.f. Approve Request for Increase of Contract Amount – John R. Byerly

    Incorporated – Portion 2 Group 1 Bond – Wells Middle School Mr. Pérez if asked the company will be providing services during the

    increased time period and asked if this request should have been on a Change Order.

    Mr. Gill clarified that the scope of work was increased and stated that the company will be working on projects during this increased time period.

    Dr. Tucker clarified that the scope of the inspections increased and this agreement is a Professional Services Agreement which needs to be approved in this manner rather than on a Change Order.

Following discussion, the Board unanimously approved Items 19.a, d, f, s and w upon a motion made by Greg Kraft and seconded by Art Kaspereen, Jr. Future Agenda Topics: Mr. Pérez requested that the July 8, 2010, Board Meeting be moved to Thursday, July 1, 2010, due to his vacation schedule. Following discussion Mr. Pérez withdrew his request. Board/Superintendent Comments: Greg Kraft ~ Mr. Kraft thanked both Associations and the District Negotiating Team for their hard work and stated that it has been a tough year for everyone. Mr. Kraft expressed concern that two assistant superintendents seem to disagree on the numbers in question and stated that it seemed to him like we were trying to throw darts in a dark room and hit a target. Mr. Kraft stated that we need to be more focused because he knows first hand how hard it is to operate day-to-day thinking that you will not have a job soon.

    Art Kaspereen, Jr. ~ Mr. Kaspereen stated that at this time of year with all of the activities going on and seeing the kids made him miss his job. Mr. Kaspereen and Mr. Pérez attended Norte Vista’s attendance awards and it made the reason we are all here very clear, it is because we want what is best for the kids. Mr. Kaspereen warned those retiring that they will miss their jobs. Mr. Kaspereen welcomed Dr. Tucker back and stated that he is glad to see him on the road to recovery. José Luis Pérez “Now that we are on the bandwagon of Dr. Tucker, I got to tell you this guy has a heart operation and is back in one and a half days or whatever it was and I just cracked my ankle a little bit and I have been laid up for about three years. I really hope that something can be done about the agenda. We got methods of distributing the material that are too diversified, we can fax stuff, we can e-mail stuff and because I am an idiot I do not know how to use the computer, but that’s ok. The problem with the item that came up tonight when you say it was faxed I remember seeing something but we get boo-cu faxes and boo-cu e-mails those that get e-mails and we get special deliveries. I would like to return to a point where we prioritize importance of the items that we are going to put on the agenda and all the items come out at the same time and then we’ve got the stuff. Same thing I got the tentative agreement for CSEA, I got it here in a format, whatever it is. I have items number 9 and 10 which was AEA and CSEA contract or tentative agreement is where the little blue paper is the other stuff has noting to do with it. It is a lot of reading and I would like us to put an extra effort on the process. I think it is important enough that those items that we need to present to the Board of Education and the public gets put timely and put together properly so that it can be better served by us and the public and whoever else gets this stuff. I know that this was put on the e-mail or whatever it was, probably they didn’t get what I got but if you want me to learn e-mail send me to school, but we don’t have professional development for Board members so you can’t put me to school. Thank you very much I appreciate the effort that you guys can put on this.” Carolyn M. Wilson ~ Mrs. Wilson congratulated all of the retirees and stated that she enjoyed the Retirement and Recognition Dinner. Mrs. Wilson stated that it is time to rebuild relationships and bridge the gap now that we have two agreements in place. Mrs. Wilson thanked Dr. Tucker and staff for moving up the date to notify teachers that they have a job next year. Mrs. Wilson shared copies of the new registration forms and stated that she has received several calls from parents complaining about how miniscule and difficult to fill out they are. Mrs. Wilson requested that staff look at revising these forms for next year and please seek input from the staff that retrieves information from these forms. Ben Johnson ~ Mr. Johnson stated that we need to start talking now and now wait until we get to a point in negotiations when it becomes emotional. Mr. Johnson stated that Norte Vista High School is a unique opportunity. Mr. Johnson would like to see some kind of structural and communication committees put in place with one Board Member on each committee. Mr. Johnson stated that the District needs to be proactive and the Board needs to be more involved in the processes. Mr. Johnson thanked everyone for their hard work and dedication in the negotiation process and stated that no one can question your dedication.
