Executive Summary

Introduction

This plan identifies how potential impacts on businesses will be minimised during construction of the CBD and

South East Light Rail (CSELR) project.

To achieve this, the D&C JV will:

Identify the businesses directly affected by the worksites and consult with businesses about the likely

impacts and mitigation strategies

Implement strategies for regular consultation with affected businesses about construction impacts

Provide accurate, timely and reliable information about the construction activities and impacts to

businesses

Respond quickly to any issues or complaints raised by businesses or commercial property owners

Gain regular feedback from businesses on current strategies to identify continual improvements.

Approach

A suite of management plans will address the specific risks, mitigation strategies and protocols for subject matters

such as construction environmental management, management of heritage items, site layout and visual amenity,

traffic and pedestrian management, community relations and safety. These plans will guide the activities for the

relevant disciplines to ensure impacts to local businesses are considered and mitigated as reasonably appropriate.

The likely environmental factors and mitigation measures affecting business stakeholders have been identified in

the Construction Environmental Management Plan and relevant sub plans.

The Stakeholder and Community Engagement Plan includes specific community and local business engagement

sub plans for each precinct). These will be finalised two months prior to construction commencement to ensure

timeliness and relevance in managing identified issues impacting on businesses and community. The sub plans will

form the basis of information and discussion at the Precinct Community and Business Forums.

Zone Engagement documents (Zeds) are the zone specific business engagement and support plans. The ZEds will

be shaped after consultation with zone-specific businesses and business groups mapping out issues, impacts and

strategies relative to that group. The ZEd will be the day-to-day living document for that zone where mitigation

ideas can be tried, implemented and reworked for best outcomes. The relevant ZEd will be made available to the

impacted businesses in each zone.

Businesses will be engaged in a variety of ways, including individual business and group meetings. Regular

meetings with business and community will also be held in each zone, led by construction supervisors and the

community relations team. These informal meetings, held in agreed business venues within the zone, will both

inform about upcoming works and consult on any issues.

Precinct business forums will be held quarterly. These forums will provide opportunity for open and transparent

information sharing and where relevant, consultation on construction issues.

Community Relations Manager

The Community Relations Manager continues to be the single point of contact for each construction zone and will

understand the operations and concerns of each affected business.

The Community Relations Manager will work closely with the Area Manager (Construction) to develop mitigation

measures where possible and to provide timely and regular information to each business. In consultation with

business, specific actions will be implemented to manage the business impacts for that zone.

Standard Construction Hours

Standard construction working hours are:

6.00am to 10.00pm Monday to Friday for Sydney CBD

6.00am to 6.00pm Monday to Friday for other areas

8.00am to 5.00pm on Saturdays for all areas

In certain circumstances construction activities may be required outside the standard construction hours. The

Construction Environmental Management Plan details the out of hour works protocol and approval process.

Where these activities are undertaken for a continuous three hours period and exceed the construction noise

management levels at noise sensitive receivers, a minimum respite period of at least one hour shall be scheduled

before activities recommence.

Performance Monitoring

Key Performance indicators will be used to effectively measure the performance of this plan. The desired

outcomes include:

90 % of impacted businesses are aware of the works and likely environmental impacts

70% of impacted businesses agree that environmental impacts are minimised through the

implementation of agreed work practices, proactive communications and on-going engagement.

Assessment of the effectiveness of the business management strategies will be measured and monitored by:

Feedback from TfNSW

Feedback from key stakeholders meetings, business forums and TfNSW Reference Groups

Regular review of processes and procedures to ensure that business changing requirements are being

addressed.

Enquiries and Complaints

Complaints can be made in person, by phone, email or in writing. All complaints will be investigated, the source

determined, and the complainant advised of the actions taken to rectify the issue (where possible).

The complaints handling protocols are:

Details of all complaints are recorded

A verbal response to the complainant is provided within 2 hours where a phone number is provided

A written response to complaint received by email is provided within 4 hours

Information on all complaints received is forwarded to TfNSW daily

The enquiry handling protocols are:

At least an oral response is provided to the enquirer within 2 hours from the time of the enquiry is

received unless otherwise agrees otherwise

provide a written response to letters and emails within 24 hours

Record the enquiries received in the database within 24 hours

Report monthly on any enquiries received, and response given to TfNSW in writing.

Any complaints or enquiries unable to be resolved through the complaints resolution process are escalated to

TfNSW.

Compliance Tracking and Reporting

TfNSW has established a web-based communications management system (Consultation Manager) for the project.

All stakeholder interactions will continue to be entered into the system within 24 hours to ensure currency of the

information available. Consultation Manager is used as a compliance tracking mechanisms to measure the

performance of complaints handling within the required timeframes and complaints and issues are closed out.

Regular communications and stakeholder management reports will be prepared for the senior management team

about the process of progress of the implementation of communications strategies, recent stakeholder contacts

and complaints, and potential community impacts of current and upcoming activities.

Communications

The D&C JV is committed to proactive communication and dissemination of information to businesses about

current and upcoming activities. The primary communication tools and techniques for the project include, but are

not limited to:

Communication Tool Description

Meetings with business & property owners

One-on-one meetings will be held as required with business owners as well as regular briefings to businesses affected by construction works to provide businesses with opportunities to seek clarification, ask questions and plan ahead.

Community notifications Site-specific community notifications distributed to local businesses to inform business owners of upcoming works. Notifications are distributed seven days before the commencement of any construction related works as well as changes to the scope of works, out of hour works, changes to traffic conditions, modifications to pedestrian routes, cycleways or bus stops.

Construction notifications will also be distributed via email to businesses registering their email contact details with the project.

Construction update newsletters

A quarterly construction update newsletter will be developed and distributed. The newsletter will include site specific information to the community of progress and key milestones or activities taking place.

Community emails Site-specific emails will be circulated monthly to registered stakeholders about the progress of the works, key milestones and upcoming activities. The emails can include copies of recently advertised traffic and pedestrian management changes or recently distributed community notifications

Contact cards All site personnel will be provided with Sydney Light Rail project contact cards if approached by business proprietors, customers or employees. The cards outline the project Infoline and 24-hour Construction Response Line.

Traffic and transport Major traffic changes, detours or traffic disruptions will be advertised in the local paper at least 7 days before the change occurs, or as required by specific regulatory

Construction hoardings and fences

In general, fencing around the zone worksites will incorporate opaque shade cloth surrounding the perimeter, maintained in good condition. Fence signage will include way finding signage, as required. For compounds, hoarding will be of solid material combined with ATF fencing. TfNSW will consult with the relevant authorities as well as the Business Reference Group regarding graphic design and way finding design on fencing and hoardings.

Signage At times, works may require the use of directional signage to users of services or facilities. Signage will be installed where it will not impede visibility to businesses’ name or signage.

The local traffic control plans will outline the strategies to manage traffic and pedestrian flows around worksites, with an assurance that directional signage are clearly visible to road users and pedestrians.

All directional traffic signage will be erected before any changes to traffic and access arrangements are implemented. This includes changes to pedestrian routes, cycleways, traffic conditions and disruption of access to public transport modes.

Graffiti and Billposters All graffiti and unauthorised poster will be removed from site structures such as hoarding, site sheds or fencing within 24 hours. Project inductions will incorporate the importance of identifying and removing graffiti and posters from worksite structures or compound areas as early as possible.

1. Introduction

Construction of the CBD and South-East Light Rail (CSELR) Project is being undertaken by a design and construct

joint venture (D&C JV) consisting of ACCIONA Infrastructure Australia Pty Ltd (Acciona) and Alstom Transport

Australia Pty Limited (Alstom) as part of the ALTRAC Light Rail (ALR) Consortium.

The D&C JV is responsible for the delivery and implementation of the relevant construction environmental

management plans for the Project, including the Construction Business Management Plan (CBMP).

1.1. Project Background

The CSELR project consists of the design and construction of approximately 12km of a new light rail system to

service the Sydney CBD and south east Sydney running from Circular Quay to Central Station via George Street,

and continuing on to Kingsford and Randwick via Surry Hills and Moore Park.

The CSELR project includes construction of stops for the new light rail vehicles (LRVs), terminus facilities,

interchanges and facilities for the maintenance and stabling of LRVs, as well as public domain works and

adjustments to existing public roads and utility services.

1.2. Purpose and Scope

The purpose of the Construction Business Management Plan (CBMP) is to outline how the D&C JV proposes to

manage and minimise the impacts of construction on businesses potentially impacted by the proposal.

The CBMP has been developed to address the relevant TfNSW Project Deed requirements the Minister’s

Conditions of Approval (MCoA) for the Project (SSI-6042), and all applicable legislative and licensing requirements.

The CBMP is applicable to all activities during construction of the Project, including all areas where physical works

will occur, or areas that may be otherwise impacted by the construction works, and which are under the control of

the D&C JV. All D&C JV staff and sub-contractors are required to operate fully under the requirements of this plan

and related management plans, over the full duration of the construction program.

This plan forms a sub plan to the Construction Environmental Management Plan (CEMP) for the CSELR Project.

1.3. The Plan

The Business Management Plan is a sub-plan of the Construction Environmental Management Plan, which outlines

the framework for communications and engagement with business stakeholders affected by the works activities

for the Sydney Light Rail (CSELR).

This sub plan outlines:

The businesses within project area which are likely to be impacted by the works and the general

impacts on those businesses

Strategies and activities to facilitate two-way communication with affected businesses

Mitigation measures and management strategies that will be applied to assist affected businesses

Roles, responsibilities and communication tools used by the D&C JV stakeholder and community

relations team

Performance monitoring.

1.4. The Structure of the Plan

1.5. Further Development of the Plan

Further development of this sub plan will be undertaken and revised to:

Respond to changes experienced by impacted businesses

Take into account any changes in strategies, procedures and processes

Implement continuous improvement through stakeholder feedback and compliance reporting

1.6. Consultation

The CBMP has been developed in consultation with the following key stakeholders in order of submission of the

draft plan for consultation:

ALTRAC Light Rail (ALR) Consortium

TfNSW and the Environmental Representative (ER) for the project

The Business Reference Group (BRG) and the Community Reference Group for the project

The Secretary

TfNSW has established a Business Reference Group comprised of independent representatives from the business

community to advise on business concerns. .Consultation with the Business Reference Group (B89 (f)) is ongoing

and involves a number of activities to facilitate BRG members’ input into this and other plans. Special briefings are

also held with the business industry groups represented on the BRG and drop in sessions provide for further

clarification if required.

Appendix B of this Plan includes a register of comments received from the Business Reference Group and other

reference groups and where these have been addressed in this plan as applicable.

The final plan will be issued to DPE for approval. Construction works will not commence until written approval of

all relevant plans, including the CBMP, has been received from the relevant approval authority, which in the case

of this plan will be DPE.

1.7. Plan Availability

As well as being made available to the relevant bodies for consultation and approval purposes as outlined above, a

copy of the latest approved version of the CBMP will also be made available to all D&C JV personnel and sub-

contractors via the electronic document management system TeamBinder, and to other community and

stakeholders on request. Confidential information will be removed from all documents made available to the

public. A copy of this plan will be published on the TfNSW website.

1.8. Interface with other Management Plans

Consistent with the D&C JV integrated approach to the project, all project management plans will be submitted to

TfNSW as a suite of documents with specific relevance, hierarchies and interdependencies. Collectively these plans

provide the governance framework through which the Project will be planned, delivered, monitored and

continuously improved.

3. D&C JV’s Approach to Managing Impacts on Businesses

D&C JV acknowledges that the construction works will have an impact on surrounding businesses with likely

environmental factors including noise, dust, traffic and pedestrian disruptions and parking. These environmental

impacts may deter pedestrians and customers potentially having an economic impact on businesses. These

economic impacts have been captured in the Risk Assessment which is appended in the CEMP. This Risk

Assessment will be revised to reflect issues as they arise accordingly. The Risk Assessment also considers

cumulative impacts resulting from other construction projects within vicinity of the alignment. For business

stakeholders this is an uneasy time and we understand that different businesses will have different factors

impacting them. Our commitment to business is to continue to listen and work together in a spirit of respect and

collaboration.

D&C JV’s objectives are to:

Identify the businesses located on the construction corridor and immediately adjacent to the corridor

(including on side streets) and consult with those businesses about the likely impacts and mitigation

strategies

Recognise that businesses further afield may also be impacted

Implement strategies for regular consultation with affected businesses about construction impacts

Provide accurate, timely and reliable information about the construction activities and impacts to

businesses

Respond quickly to any issues or complaints raised by businesses or commercial property owners

Gain regular feedback from businesses on current strategies to identify continual improvements.

3.1. The Framework

An integrated project management approach has been adopted for the planning and delivery phase. A suite of

management plans prepared for the works will address the specific risks, mitigation strategies and protocols for

subject matters such as construction environmental management, management of heritage items, site layout and

visual amenity, traffic and pedestrian management, community relations and safety. These plans will guide the

activities for the relevant disciplines to ensure impacts to local businesses are considered and mitigated as

reasonably appropriate. As well as the plans, the Community Communication Strategy provides mechanisms to

facilitate communication between TfNSW, the D&C JV, the Environmental Representative and community

stakeholders on construction progress and management.

The specific construction impact mitigation measures that would be implemented around each zone will be drawn

from the relevant Environmental Management Sub Plans. In particular, measures to maintain vehicular and

pedestrian access will be outlined in the Construction Traffic, Transport and Access Management Plan;

measures to mitigate noise and vibration impacts to business will be outlined in the Construction Noise and

Vibration Management Plan and measures to mitigate potential impacts of dust will be outlined in the Dust

and Air Quality Plan.

The Stakeholder and Community Engagement Plan

Whilst the Construction Business Management Plan focuses on detailing ‘how construction works will be

managed to minimise impacts to existing businesses located in the vicinity of construction sites and

activities during construction of the SSI’ (MCoA B89(f)), the Stakeholder and Community Engagement

Plan, outlines the governance framework for communications and engagement with the community. The

Stakeholder and Community Engagement Plan i includes specific community and local business

engagement sub plans.

The Stakeholder and Community Sub Plans for each precinct will be finalised two months prior to

construction commencement to ensure timeliness and relevance in managing identified issues impacting

on businesses and community. These sub plans will focus on precinct-wide issues and the inter-

relationships of activities and strategies across the precinct. The sub plans will not be prepared in

consultation with business and community members, however they will be amended should complaints

and enquiries received during construction indicate that the sub plans could be improved. These sub

plans will form the basis of information and discussion at the Precinct Community and Business Forums.

Zone Engagement Documents (ZEds)

Approximately three months prior to the start of construction works in each zone, a Zone Engagement document

(ZEd) will be developed. This working document will be developed in consultation with zone specific businesses

and business groups and will clearly identify issues, impacts (including cumulative impacts from nearby projects)

and mitigation strategies that will be implemented during construction in that zone. The ZEd will be the day to day

living document for that zone where mitigation ideas can be tried, implemented and reworked in consultation with

specific impacted businesses to achieve the best outcomes. The relevant ZEd will be made available to the

impacted businesses in each zone. The ZEds will address the following key issues:

Supplier access requirements

Way finding signage requirements

Business specific issues including:

o Sensitivity to light spill from the construction site

o Construction noise impacts

3.2. Engaging with Business

The D&C JV will identify and engage with businesses impacted by construction works. Businesses will be engaged

in a variety of ways, including individual business and group meetings. Regular meetings with business and

community will also be held in each zone led by construction supervisors and the community relations team. These

informal meetings, held in agreed business venues within the zone, will both inform about upcoming works and

consult on any issues.

Precinct business forums will be held quarterly. These forums will provide opportunity for open and transparent

information sharing and where relevant, consultation on construction issues.

Building on TfNSW Business Stakeholder Engagement

Building on the work of TFNSW, the D&C JV community relations approach will continue to identify the businesses

likely to be affected by the works. A listing of current business stakeholders identified by D&C JV is provided in

Appendix D. This list will be continuously updated as new business stakeholders are identified.

Stakeholder issues identified by TfNSW have been discussed with the D&C JV community relations team and

recorded. Through future regular interactions and engagement, the stakeholder and community relations team

will keep abreast of further issues arising for the local business community and will update the project team so

that all D&C JV team members can evaluate the potential consequences from construction activities and

implement appropriate impact mitigation strategies for each worksite.

Strategies and Implementation

The Community Relations Manager continues to be the single point of contact for each construction zone and will

understand the operations and concerns of each affected business.

Prior to construction, the Community Relations Manager will review previously registered enquiries, complaints or

concerns of businesses within close proximity to the respective worksites. This information will be analysed to

identify any disruptions from preliminary construction works undertaken.

The Community Relations Manager will work closely with the Construction Area Manager to develop mitigation

measures where possible and to provide timely and regular information to each business. In consultation with

business, specific actions will be implemented to manage the business impacts for that zone will be documented

and communicated in the relevant ZEd.

All site personnel will be provided training in community relations protocols and procedures and provided with

project contact cards should they be approached by members of the local business community for project

information.

The D&C JV construction crews will be encouraged to support local businesses during construction.

3.3. Standard Construction Hours

Standard construction working hours are:

6.00 am – 10.00pm Monday to Friday for Sydney CBD (covering Zones 1- 13)

6.00am to 6.00pm Monday to Friday for other areas

8.00am to 5.00pm on Saturdays for all areas

In certain circumstances construction activities may be required outside the standard construction hours. The

Construction Noise and Vibration Management Plan provides details of the out of hour works protocol and

approval process. Where construction activities are undertaken for a continuous three hours period and exceed

the construction noise management levels at noise sensitive receivers, a minimum respite period of at least one

hour shall be scheduled before activities recommence.

3.4. Impacts on Businesses

Businesses with enquiries, concerns or complaints (including claims for physical damage to business assets) will be

directed to lodge those enquiries, concerns or complaints through the TfNSW Complaints Line. That process will

ensure that the issue is recorded, tracked and responded to in accordance with TfNSW requirements. All

complaints and enquiries to the TFNSW will be forwarded immediately to the D&C JV for actioning as per Section

6.3: Enquiries and Complaints Handling of this Plan.

4. Business Management Performance

4.1. Key Performance Indicators

Key Performance indicators are in line with Transport for NSW Project Deed, Schedule E.1 Scope and Performance

Requirements, Appendix 8 – Stakeholder and Community Engagement. The table below outlines the parameters

and monitoring program to effectively measure the performance of this plan. The desired outcomes include:

90% of impacted businesses are aware of the environmental works and likely impacts

70% of impacted businesses agree that environmental impacts are minimised through the

implementation of agreed work practices, proactive communications and on-going engagement.

Businesses within each zone will be surveyed four months after construction commences in the zone with follow

up evaluations at four monthly intervals. A survey will be emailed to impacted businesses in each zone. Table 4.1

outlines the key performance indicators for the project.

4.3. Performance Compliance Tracking and Reporting

The Environmental and Sustainability Manager is responsible for the implementation of the Compliance Tracking

and Reporting Program, including the Compliance Tracking Program developed in accordance with MCoA B94. The

compliance tracking program requires the D&C JV to review the status of compliance of the project against

approval requirements through the program of inspections, monitoring, auditing and reporting as outlined in

Section 9 of the CEMP, and will submit six monthly compliance status reports to TfNSW for submission to the

Secretary in accordance with CoA B94(c). Reporting will include the outcomes of monitoring during the reporting

period and review of compliance against relevant criteria including monitoring against the KPI’s listed in this plan,

as well as compliance with the relevant Revised Environmental Management Measures (REMMs) for the Project as

applicable to businesses.

5.1. Organisation Chart

Updated versions of the organisation charts for the D&C JV, Acciona and Alstom will be maintained and available

on the Project site, displayed in clear accessible locations and available upon request. Furthermore these

organisational charts are available on the Electronic Document Management System (EDMS) – TeamBinder.

The roles and responsibilities of the JV Management Team (JVMT) will be detailed in the Project Delivery

Management Plan. Each Management Plan will detail all staff relevant to that particular management plan and

their responsibilities as described below in relation to this Plan.

All staff will be aware of their responsibilities through specific position descriptions, and shall follow the processes

and procedures as outlined in this Plan.

The D&C JV Stakeholder and Community Relations Manager is supported by the D&C JV management team. The

D&C JV Project Director leads the functional managers responsible for Design & Construction, Operations,

Stakeholder and Community Relations, Safety and Quality.

Project management meetings - The project management meetings include business and community

stakeholder matters on the agenda to share information amongst senior managers

Area Manager Progress meetings – Area Managers and Community Relations Managers meet regularly to

discuss the program, construction methodology and likely impacts. The meetings will assist Community

Relations Managers to develop site-specific business management communication material about

upcoming works

Stakeholder and community relations meetings - The stakeholder and community relations team meets

weekly to share information, identify emerging trends, and manage timeframes. The meetings will

monitor, review and address any issues or concerns as they emerge.

6. Protocols, Processes and Procedures

6.1. Information to Transport for NSW

A range of project communications and engagement techniques are coordinated by TfNSW to promote the

project’s progress, including the project website, newsletters, reference groups and social media platforms.

The Stakeholder and Community Relations team will provide regular information to TfNSW regarding the

construction program to include within these publications. This information will be provided on request to TfNSW

and/or at scheduled weekly meetings between TfNSW and the Stakeholder and Community Relations team.

TfNSW has established an information line, project email and website for the public to access information about

the Sydney Light Rail project. A 24-hour construction response line is included within community notifications

distributed to address site-specific construction issues or complaints.

Reference Groups

Business and Community Reference Groups have been established by TfNSW as part of the stakeholder

management framework and consultation process. The Community Communications Strategy outlines the

involvement of the Reference Groups which includes consultation on the Construction Environmental

Management Plan and its sub plans.

The Terms of Reference for the Business and Community Reference Groups further specify the roles and

responsibilities of both Groups. These Terms of Reference can be found on the TfNSW website.

Forums As outlined in the Community Communications Strategy, the Business and Community Forums for each precinct provide information on the project, timings of construction and likely impacts to local community and businesses affected by the construction of the project. These forums provide opportunities for members to ask questions and provide feedback.

The Community Communication Strategy

The Community Communication Strategy, prepared by TfNSW in consultation with the Community Reference

Group identifies stakeholders including community, business, environmental and transport groups and adjoining

property owners and provides procedures and mechanisms for the regular dissemination of information on

construction progress and matters associated with environmental management.

6.3. Enquiry and Complaints handling

Information on all complaints received is forwarded to TfNSW daily.

The complaints resolution process is outlined in Appendix C.

Any complaints or enquiries unable to be resolved through the complaints resolution process are escalated to

TfNSW.

Complaints Escalation and Mediation process

The Community Communication Strategy identifies that there may be occasions where complaints relating to the

project cannot be resolved to the reasonable satisfaction of both the complainant and the D&C JV. To resolve such

complaints, TfNSW has developed a Complaints Escalation and Mediation process which requires the use of

independent mediators to resolve these complaints.

7. Communications Management Framework

7.1. Consultation Manager

TfNSW has established a web-based communications management system (Consultation Manager) for the project.

All stakeholder interactions will continue to be entered into the system within 24 hours to ensure currency of the

information available.

Consultation Manager is used as a compliance tracking mechanisms to measure the performance of enquiries and

complaints handling within the required timeframes and complaints and issues are closed out.

8. Communications Tools and Techniques

The D&C JV is committed to proactive communication and dissemination of information to businesses about

current and upcoming activities. TfNSW provides final approval for all collateral and communications. The range of

communication tools and techniques for the project are discussed below. Communication tools which are most

suitable for each construction site will be specified in the Precinct specific sub plans and the Zeds. The primary

communications tools include, but not limited to:

8.1. Meetings with Business and Property Owners

One-on-one meetings will be held as required with business owners as well as regular briefings to businesses

affected by construction works to provide businesses with opportunities to seek clarification, ask questions and

plan ahead.

Access management plans will be prepared in liaison with businesses and landowners to understand their servicing

and delivery requirements. These plans will identify and implement means of maintaining access to businesses for

deliveries and servicing during both the construction and operational phases of the CSELR.

8.2. Community Notifications

Site-specific community notifications are distributed to local businesses to inform business owners of upcoming

works. Notifications are distributed seven days before the commencement of construction works and will list the

types of works to take place, out of hour works, changes to traffic conditions, modifications to pedestrian routes,

cycle ways or bus stops.

The community notifications will incorporate specific details about the construction works in order to assist

business understand the potential impacts to their business, customers and employees. Notifications will include,

at a minimum:

Likely impacts including noise, vibration, traffic, access and dust

A quarterly construction update newsletter will be developed and distributed. The newsletter will include site

specific information to the community of progress and key milestones or activities taking place.

Site-specific emails will be circulated monthly to registered stakeholders about the progress of the works, key

milestones and upcoming activities. The emails can include copies of recently advertised traffic and pedestrian

management changes or recently distributed community notifications

9. Other Communication Elements

Other communication elements will be used across the project to facilitate clear and current information for business stakeholders. The range ofcommunication elements for the project are discussed below. Site specific elements will be included in the Precinct sub plans and the Zeds.

9.1. Traffic and Transport Communications

Businesses will be notified of major traffic changes, detours or traffic disruptions via meetings, business forums,

newsletters, construction notifications and, where longer than three days duration, also advertised in newspapers

that cover the geographical areas of the D&C JV’s activities, at least 7 days before the change occurs, or as

required by specific regulatory or agency approvals.

9.2. Construction Hoardings and Fences

In general, fencing around the zone worksites will incorporate opaque shade cloth surrounding the perimeter,

maintained in good condition.

Fence signage will include wayfinding signage, as required.

For compounds, hoarding will be of solid material combined with ATF fencing.

TfNSW will consult with the relevant authorities as well as the Business Reference Group regarding design and way

finding design on hoardings.

9.3. Signage and Wayfinding

At times, works may require the use of directional signage to direct business customers, service providers or

suppliers to specific businesses. Appropriate signage will be installed where it will not impede visibility to

businesses’ name or signage.

The local traffic control plans will outline the strategies to manage traffic and pedestrian flows both in and around

worksites, with an assurance that directional signage is clearly visible to road users and pedestrians.

All directional traffic signage will be erected before any changes to traffic and access arrangements are

implemented. This includes changes to pedestrian routes, cycleways, traffic conditions and disruption of access to

public transport modes.

Wayfinding signage will be developed where required for impacted business.

9.4. Graffiti and billposters

All graffiti and unauthorised poster will be removed from site structures such as hoarding or fencing within 24

hours to ensure that businesses are not negatively impacted by unwanted graffiti.

9.5. Issues Management

The D&C JV will manage business stakeholder issues in consultation with TfNSW. To minimise the impacts on local

businesses, the D&C JV will

establish and maintain ongoing internal interfaces to identify potential issues in relation to current or

upcoming works;

evaluate community feedback and/or outputs on a weekly basis to identify emerging trends;

ensure local businesses are informed of the progress of activities, advised of any actions to pre-empt or

respond to issues, and aware of the project contact details;

develop business-specific Access Management Plans in consultation with each impacted business;

10. Incident Reporting

Environmental incidents would be managed in accordance with Section 8 of the CEMP and the associated

Environmental Incident Management Procedure included in Appendix G of the CEMP. In summary, suspected

environmental incidents will be immediately reported to the D&CJV Environmental and Sustainability Manager

who would investigate and action the environmental incident, including internal/external notification

requirements, and advise on actions to be taken. All incidents, including environmental incidents, would be

notified to TfNSW and the ER, and as relevant to the Secretary as required in accordance with MCoA B95.

Where incidents have the potential to impact upon the daily operation of any business, business owners will be

contacted by the Community Relations Managers who will provide relevant and timely information regarding

actions by which the D&C JV will manage the incident.

Types of environmental incidents that may occur as a result of construction works relevant to business may

include:

Construction works proceeding without correct notifications being issued to impacted

businesses/residences for scheduled construction works;

Uncontrolled dust as a result of construction works impacting on property or customers/clients;

Impacts to business due to noise & vibration from construction works;

Damage to property as a result of construction works;

Unplanned loss of dedicated parking for a business as a result of construction works; and

Unscheduled service interruptions impacting businesses.

11. Training

Community relations training is an important component of the project induction. Every employee, contractor and

subcontractor will be inducted into the project and made aware of the project’s obligations to deliver good

business stakeholder outcomes. Training and Induction records will be maintained by the D&C Human Resources

team.

Awareness and Competence of Business Requirements

All employees will receive training to ensure that they are aware of their business stakeholder relations obligations

and are competent to carry out these responsibilities. The requirements are continually reinforced to employees

during pre-work briefings with on-going training via toolbox meetings, site-specific inductions or workforce

notifications.

The training personnel (including subcontractors) will receive includes

understanding of business stakeholders and environmental obligations and key issues;

complaints and enquiry procedures;

notification procedures;

worksite behaviour and expectations;

procedure to access private property;

receiving and acting on business stakeholder feedback; and

consequences of not complying to the project’s community relations requirements.

11.1. Site-specific Pre-works briefs and toolbox talks

Site personnel are required to attend the relevant pre-works briefs prior to the commencement of works, and

adhere to the requirements of the contract and legislation while carrying out activities.

The pre-works brief and toolbox talks will include site-specific business stakeholder issues. It is the role of each

Community Relations Manager to inform the Area Manager of any business sensitivities to be addressed at pre

work briefs and/or toolbox talks.

The Community Relations Manager, or delegated person, may attend the toolbox talks to directly address site

personnel about specific business stakeholder concerns.

APPENDIX C: ALTRAC’s Complaint Resolution Process

Where complaints are unable to be resolved by the D&C JV to the satisfaction of the

complainant, the complaint will be escalated to TfNSW.

At close of business each day, ALTRAC to provide number of complaints recieved that day to TfNSW including response times and actions taken, or to be taken to close out

the complaint.

Within 24 hours, details of complainant and compliant is recorded in Consultation Manager database with written response to complainant outlining actions taken to close out complaint. All communication with complaint is recorded in Consultant

Manager including response.

Within two hours, ALTRAC calls complainant (where phone number is available) or emails (if phone number not available) to advise complainant that complaint is being

managed.

Within 10 minutes, ALTRAC acknowledges to TfNSW via text that complaint has been recieved.

ALTRAC receives complaint via text from TfNSW.

To confirm this information, the D&C JV Community Relations team walked the alignment in May 2015
