    The government may free petrol and diesel pricesom its control if global oil prices stay at current levels ofder USD 45 a barrel till February.

    The government had in April 2002 freed petrol and

    esel prices from administrative control, following which theate retailers revised prices every fortnight in line withanges in costs.

    But, controls were brought back in 2004 whenude oil rose to USD 37 a barrel and they have stayed highnce then with crude oil soaring to an all-time high of USD47 a barrel in July 2008.

    Prices have cooled down since then averagingound USD 43-44 a barrel this month. "If this trend sustains

    for 2-3 months, petrol and diesel prices are likely to befreed from administrative controls," a highly placed officialsaid.

    He said the cut in petrol price by Rsfive a litre and diesel by Rs two per litreannounced earlier this month was onlyan interim measure as the governmentwas keen to watch how international oilprices behave in short-to-medium term.

    "It was an interim measure tocomplete freeing of auto fuel prices," theofficial said pointing that not all of themargins on petrol and diesel beingearned because of fall in crude priceshad been passed on to the consumers.

    Even after slashing the prices, oilfirms continue to make Rs 9.89 a litreprofit on petrol and Rs 1.03 per litre ondiesel.

    However, a new mechanism ofcompensating state-run firms for losseson domestic LPG and kerosene isneeded before freeing auto fuel prices.

    IOC, BPCL and HPCL are projected tolose Rs 1,14,500 crore this fiscal on fuelsales, of which only Rs 30,000 crore cancome from ONGC, GAIL and OIL. The

    rest would have to be in form of oil bonds,the official said.

    Also, on cards is a cut in excise dutyon petrol and diesel but being a new compensationmechanism this would be decided when a full-timeFinance Minister takes over.

    The official said the government had in Junedecided that upstream companies-- Oil and Natural GasCorp (ONGC), Oil India Ltd and Gail India-- would have tobear Rs 45,000 crore of the projected Rs 2,45,000 crorerevenue loss on sale of petrol, diesel, domestic LPG andkerosene at that time.

    Also, refiners Indian Oil, Bharat Petroleum andHindustan Petroleum were to bear about Rs 20,000 crore ofthe revenue loss in June but the three firms together posteda net loss of Rs 14,000 crore in first half of the current fiscaland their refining margins turned negative with a fall in oilprices.

    "So, they would not be able to bear any subsidy,"the official said."Freeing of auto fuel prices in the current scenario

    would result in further lowering of petrol and diesel pricesbut their are losses on domestic LPG and kerosene whichhave to be addressed before such a move can be resorted,"he said.

    Currently, the government dictates retail sellingprice of petrol, diesel, domestic LPG and kerosene soldthrough Public Distribution System. While auto fuel pricingmay be freed, administrative control over the remaining twowould continue, the official added.

    compassionate succor of his master to support andreinstate him. Perhaps Sai Baba felt that the cryingurgency of this Kali Yuga was bhakti. The first and mostfundamental requisite is of course a strong desire formoksha, a hunger and thirst for the Divine, which nomaterial conditions can ever assuage. Wealth, kith and kinare all transient. So long as the material attachmentsoccupy a vital part of man's thoughts he cannot go far.Equipped with this burning desire for a union with the Lord,if a devotee has complete faith in His mercy andsurrenders all to His wisdom, then his task becomes lessarduous and his ultimate success is assured. Not only this,

    but bhakti even when practiced not too thoroughly isnevertheless a powerful weapon of purification, in that itgradually leads the bhakta to greater and greaterconcentration of worship; that is to say, if one may soexpress it, even a casual bhakta is transformed into anardent one sooner or later. Only a beginning has to bemade, the rest is taken care of. How reassuring thisthought is. We cannot take the wrong path if we keepconscious of the Light. Baba, therefore gave greatimportance to all those practices that aid concentration inthe Divine. He greatly favored the use of Japam i.e.repetition of the Guru-god's name either audibly, ormentally

    Such repetition, Baba said, may seemmechanical at first, but it slowly draws the mind into thevortex of a one-pointed concentration. From a practicalaspect its aim is to cultivate emotional and mental stability,and thus prepare the soil for the realization of Brahman. Itis important at this stage to make clear distinction betweenthe kind of bhakti that Sai Baba enjoined on his followers,and the undisciplined emotionalism that sometimes goesby the name of bhakti. Baba gave bhakti the highest placein any sadhana, but he wanted that this emotion shouldalso be purified. The emotion must not be allowed todegenerate into mere sentimentalism which has not thesame poise and balance of disciplined bhakti. True Bhaktican be easily distinguished from mere hystericalemotionalism. For in the latter there is ultimately a feelingof incompleteness and exhaustion. This lower type ofbhakti is a kind of deluded extension of self-love. It has itsroots in the ego, that is why it is impatient of returns. But thebhakti that Baba enjoined is bhakti plus yoga -- bhakti thatis discipline. In the giving of such devotion there is a feelingof completeness and fulfillment and a total conserving ofone's energies, so that the true bhakta never has a senseof frustration, nor is he ever exhausted.

    There is no doubt that Shri Sai Baba was the

    apostle of love and that his predictions lay more in thedirection of the bhakti way to salvation. Not once, butseveral times did he emphasize the great value heattached to devotion and surrender. "I am the bond slave of

    my devo tees . I l ovedevotion. If one ever dwellson me in his mind and willnot even taste food beforeoffering it to me, I becomehis slave -- so also if hehungers and thirsts after meand treats all else asunimportant." Such was theilluminating language inwhich the sage gavepredominance to thefunction of love. Shri SaiBaba's followers, therefore,have so to elevate their

    understanding as wi l lenable them to realize theliving beauty of love, itsdivine energies, its health-giving properties, and itspower to demonstrateimmortality.

    An evening of poetry reading

    The Chennai City Police has requested theholders of Arms licences which are valid upto this year toapply for renewal before December 31.

    According to an official press release, theylicensees can apply for renewal by downloading forms fromthe website www.chennaicitypolice.org.

    The forms can also be obtained from the office ofthe Commissioner of Police and the filled in applicationsshould be sent to Commissioner of Police for renewal oftheir Arms licenses for three years.

    The licensees are also requested to affix a Courtfee stamp to the value of Rs 2 in the renewal application andenclose the original license book for making renewalendorsement.

    The prescribed fees for each type of weapon andthe applications should be remitted at the City Police office,Egmore between 10 am and 1 pm on all working days eitherby licensee or by any authorised person.

    The weapons should be produced before therespective jurisdictional Assistant Commissioner of Police(Law and Order) for inspection and their remarks recordedin the license book before sending for renewal.

    The licensees have also been asked to producethe xerox copy of residential proof, if there is any change ofaddress.

    Completed application forms should be handedover at the office of the Commissioner of Police, ChennaiPolice which will be processed and the original arms licensewill be returned to the licensee for renewal, the release said.

    The holders of arms licenses in respect of thethree districts - Ambathur, Madhavaram and St ThomasMount should apply to the Commissioner of Police,Suburban, St Thomas Mount for renewal.

    The release also said that under Arms Act 1959section 25, weapons in licenses that are not renewedshould be deposited at the nearest police station orauthorised arms dealer for safe custody and the licenseesshould not keep them under any circumstances as thesame is punishable.

    After the expiry of the last date, the licenseeshould submit the application with penal fees and receiptfrom the police station or authorised arms dealer for havingdeposited the weapon.

    A team from Singapore comprising 17 seniorachers are on a tour of Chennai schools to study the bestassroom practices and strengthen Tamil education forngapore nationals. During a five-day seminar held at the Statrick's Higher Secondary School in Adyar, the teachers came

    appreciate how activity-based learning as well as activearning methodologies were being implemented in theassrooms of Tamil-medium schools here.

    The overseas teachers visited the M Ct M Higherecondary School in Vepery, as well as a Corporation school onotler Street in Purasawalkam and saw firsthand the teachingd learning methods being practised. An assessment group,rmed by the Singapore teachers, studied the teachingethodologies and the interaction that took place between

    udents in the classrooms. They tried to judge the efficacy ofe teaching methodologies adopted in Tamil Nadu.

    "The teachers were extremely impressed by thestem, how it had enabled children to learn almostdependently, with minimum help from the teacher. This couldell be incorporated in schools in Singapore where the motto isach less, learn more'," said Rajendran Naidu, staff trainingicer, Singapore ministry of education.

    The Public Sector Indian Overseas Bank (IOB)gned a distribution agreement with Japan's Universalompo General Insurance Company Limited (USGICL) distribution of its insurance products.

    The agreement was signed by IOB CMD S Ahat and Universal Sompo Executive Chairman O Nngh.

    USGICL was a joint-venture non-life insurancempany of IOB, which has a 19 per cent equity

    vestment in it, Allahabad Bank, Karnataka bank, Daburvestments and Sompo Japan Insurance company.

    Under the agreement IOB would sell nearly 40the insurance products of the USGICL to its

    stomers.Speaking on the occason, Mr Singh said the

    ancassurance tie-up with Allahabad Bank was amendous success and there was huge clientele forail general insurance products like health, motor andckage policies which were the mainstay products fore future general insurance business.

    Mr Bhat said the association with USGICLould provide the IOB customers best-in-class productsd general insurance services in the years to come,sides augmenting the revenue of the bank.

    Vaigai Puyal to contestagainst VijayakanthAcclaimed percussionist Shivamani has launchedhis first musical album Mahaleela. It is his tribute to the

    doyens of music whom he has performed with in his musical

    The country added over 7 million GSM mobileers in November, with the Bharti Airtel taking the leadth an addition of 2.7 million users.

    In November, the total GSM subscriber base ine country stood at 249.3 million, according to the data

    eased by the GSM lobby group Cellular Operatorsssociation of India (COAI).

    Bharti Airtel which enjoys over a 32 percentarket share has added 2.7 million subscribers, followed

    Vodafone Essar which has added 2 millionbscribers.

    State-owned BSNL had added 6 lakh usersheras another telecom PSU MNTL had added 77,398ers.

    Other major GSM players such as Idea Cellular,PL, Spice and Aircelhave also added good number ofbscribers.

    The country's largest lender, State Bank ofdia, on Thursday said that it would review interest rateson following monetary measures taken by the Reserve

    ank of India last week."We are going to review rates," State Bank of

    dia Chairman O P Bhatt told reporters.The RBI had reduced repo and reverse repo

    tes by 100 basis points each to 6.5 percent and 5rcent respectively, effective from Monday.

    Soon after RBI's decision, three banks namelyes Bank, HDFC Bank and Union Bank reduced thenchmark prime lending rate by 50 basis point each.

    SBI had last month slashed benchmark primending rate by 75 basis points to 13 percent.

    Commenting on the economic package, aheadIndian Bank Association meeting, Bhatt said, "Theree lot of things happening to stimulate demand inonomy. Still there is a feeling that more is required".

    This meeting assumes importance pursuant toe fiscal stimulus package announced last Sundayentioning that banks would work out a package forusing loans below Rs 20 lakh.

    All writings in the English language refer tomany different notions, people and objects. In ourdescriptions and arguments related to a variety ofcontexts we use articles where necessary. Articles lendsmoothness and clarity to the flow of ideas, besidesacting as connectives. Therefore, the importance oftheir correct use can never be overstressed.

    The three harmless looking articles a, an,the constantly create problems for their ignorant-of-the-rules casual users. It is, therefore, very important tobe aware of the principal features and conditions that

    govern the usage of articles.The indefinite articles a and an, both used

    before countable common nouns, are somewhat weakforms of one and refer to a person or thing in a generalcontext. Examples: a man, an Indian. The third article,which is a definite article the is a somewhat weakform of this and that and is used to refer to particularobjects and persons. Examples: the best story, theEnglish language.

    In this respect the English language is one upon Urdu and Hindi, two major languages of INDIA. Boththese languages function without articles and so bankheavily on words like this, that and one, thereby,lacking the fluidity that articles lend to the Englishlanguage. Let us compare two sentences, one inEnglish and the other its Urdu translation: Once upon atime, there was a woodcutter who lived in a tiny housenear the forest. (Eik dafa ka zikr hai eik lakarharajungle ke qareeb eik chhote se ghar mein rehta tha).

    It is clear from the example that the Englishidiom has certainly benefited from the addition ofarticles to its script.

    Another important factor to keep in mindregarding the correct use of indefinite articles is toconcentrate on the first sound and not just the first letterof the word following the article. Thus when a wordbegins with a consonant sound, even if the first letter is

    a vowel we are to use a to quantify it. Examples: aUnited Nations employee and a university student.Obviously the same will happen if a word that begins witha vowel sound starts with a consonant. Examples: anMBA, an LLB, and, an honest man. Thus it is the sound ofa consonant or of a vowel, which determines the choicebetween a or an, the two indefinite articles.

    A discussion on articles cannot be completewithout pointing out the area where it is necessary toomit them. Articles are generally avoided in newspaperheadlines. The reasons perhaps are that the headlinesappear different and more sensational and, of course,say it all in much fewer words occupying less space evenwhen written in bold and big letters. So the effort is, thatthough the sense may seem incomplete, they should be
