The Fairness Commission
The Sutton Fairness Commission - Terms of Reference
The overall aim of the Commission is to work to ensure that the benefits of living
in Sutton are enjoyed by all sections of society. The commission will work to
'eliminate discrimination', 'advance equality of opportunity' and 'foster good
relations' amongst all in the borough, including those with 'protected
characteristic groups'.
The Commission will:
• Receive and examine data, intelligence and evidence from expert
witnesses to accurately inform the deliberations and recommendations
of Commissioners
• Raise wider awareness of the issues and encourage a wide cross section of
society, including public sector and private sector to examine what
actions can be taken (in line with the Commissions recommendations)
• Track progress on the recommendations that emerge from
the work of the Commission.
The Role of Commissioners: was to:
1. Agree the parameters for the scope, engagement and reporting mechanisms for the work of the Fairness Commission
2. Hear evidence from community members, stakeholders and expert witnesses
3. Produce conclusions and recommendations emerging from the evidence presented during the Commissions work
4. Provide challenge of strategy, policy and practice during the operation of the Commission and for the 1st year of the delivery of the Commission’s recommendations
The Sutton Fairness Commission was established as a key vehicle for investigating and reporting on the key challenges faced by those community members who face discrimination and disadvantage.
The Focus
What would a child born today need to have in place when it is 13 – in 2030 – to enable that child as a young person to have the best conditions for a positive future?

provide appropriate support to CYP if they are taking on leadership roles. Need to have mentoring structures in place to support. Without mentoring you are putting people in an unfair position

CYP can be involved in commissioning though cross borough cooperation – just get input from CYP in another borough (not their own) to avoid bias issues

We didn’t find out anything that we didn’t already know about the experiences of children and young people!
We found a number of strategies, plans, partnerships and board focusing on children and young people
We found a lot of energy and commitment to bringing about positive change children and young people in Sutton
We found a lack of joined up leadership!
That all decisions that impact on children and young people – now or in the future are taken
within the context of: ‘NO DECISION ABOUT ME, WITHOUT ME’ The Kings Fund
The Fairness Commission therefore offers a process driven set of recommendations designed to hold the collaborative leadership for the future of young people to account
“Providing coherent, cross-partner support for young families at risk of disadvantage –collaborating on a new approach to early
intervention that brings together midwives, health workers, children’s centres, social
workers and the voluntary sector with the aim of creating a more rational, single point service”
BECAUSE:
The timing is right!
The experiences of young people are serious and complex and require attention from a number of individuals, groups and organisations
There are a number of diverse stakeholders and stakeholders with varied interests
Other solutions solutions haven't worked
The issue affects a whole community
Inclusiveness and empowerment are key goals from the beginning
Disseminate the findings
