APD Notables...

Southeast Area Command...Southeast Area Command celebrated its annual •officerappreciationdayinAugust;Command,personnelstaffandAPOAserved215officers,includingnumerousbusinessandcommunityvolunteers who contributed food and time to the event success.Southeast Area Command honored its fallen •heroesbyattendingtheSmith/Kingmemorial.LauraKuehn,CrimePreventionrepresentative,•attended4NationalNightOutneighborhoodeventsinAugustthatincludedtheARAPAsponsoredeventatSanMateo/Central,TrumbullVillage,LaMesaNeighborhood,andJerryClinePark.SandyPino,CrimePreventionrepresentative,•sentout244follow-upresidentialburglaryletters to victims in the Southeast Area command.ACommandImpactteamcoordinatedwith•ProbationandParolefortheir“apartmenttacticalplan”.TheAPD/P&Pteamvisited29homevisitsat4apartmentcomplexes.Theircombinedeffortresultedin4arrests;3ofthe4arresteesprovedtobeconvictedchildmolesters.GraveshiftOfficerPatHernandezexecuted•asuccessfultrashtacticalplanthatresultedinreporting105largetrashcanstoCity311operators.InaweeklyswornofficermeetinginAugustday•shiftofficersBlack,Swallows,Psyzko,Mitchell,andLowellreceivedcoffeecupawardsfortheirsuccessfulapprehensionofrobberyandburglarysuspects.SoutheastCommandswingshiftofficers•continuedtoexecutetheirrepeatoffenderCitybustacticalplan.TheywillreportstatisticaldatareflectingthesuccessofthetacticalplantosuppressrepeatoffenderviolationsonCitybusesaftertheycompletetheplanafterSeptember12,2009.TheSoutheastCommandCenterfinishedstation•renovationsinAugust.TheSergeant’sofficewasmovedtotheoldCNAUoffice;therenovatedspacebecameanofficerworkroomequippedwithcomputerlineaccesstoincreasetimelyreportwritingcompletion.

Foothills Area Command...

NeighborhoodAssociationshaverequested•commandstaffandcrimepreventionpersonnel

intheirmonthly/yearlymeetingstodiscusscrimepreventionstrategiesforissuestheymaybehavingintheirperspectiveareas.FoothillsAreaCommandparticipatedintheNationalNightOutwithorganizedNeighborhoodWatches.Officersandcitizensusedtheopportunitytodiscusscurrentproblemsintheareaandcrimepreventiontactics.Graveyardheldregularfieldbriefingsandtact•plansatvariouspointsalongMontgomeryandTramwayinreferencetohightrafficandspeeders.WatchIalsoconductedseveralTactPlansinareaparksinreferencetocommunitycomplaintsofvandalismanddisturbances.AdditionalTactPlanswereconductedaroundElDoradoandManzanoHighSchoolstodiscourageillegalparkingatthestartoftheschool year.WatchIIissued650movingcitations,arrested•151subjects(49felony),andconductedqualityoflifeenforcementandreferrals995times.TheImpactTeamworkedaPOPproject•targetingknownburglaryoffenderswithAFISrelatedcases.Theprojectwasworkedinpartnershipwiththeburglaryunit.DetectivesattendedthePOPandARAPAmeetingsandcontinue to work these initiatives.Team5conductedajointoperationwith•theViceUnitinresponsetoanincreaseinprostitutiononeastCentralwhichresultedin9arrestsand1seizedvehicle.SeveralTactplanswereconductedtofocusondrivingviolationsinresidentialareasincludingamonthlongtactplanatWagontrailandSagebrushwhichresultedin100citations.FieldbriefingswereheldthroughouttheAreaCommandinreferencetoresidentialandautoburglariesinthearea.WatchIIIissued1194movingcitations,arrested246subjects(66felony),andconductedqualityoflifeenforcementandreferrals1541times.

Valley Area Command...TheValleyImpactTeamworkedanoperation•toaddressmultipleautoburglariesoccurringwithinaparkingstructurelocatedat110ArnoNE. Detectives coordinated with SID, City Security, Crime Analysis, Crime Prevention, andthepropertyowner.Afterimprovementsinsecuritymeasures,theautoburglarieswereeliminated.Dayshiftofficersconducted13separatetact•planstoaddressspeedingthroughouttheareacommand.Dayshiftofficersalsoincreased

patrolsinthecityparkstodecreasecriminalactivitysuchasdrinkinginpublicandotherpublicnuisances.DayshiftBikeOfficersGroverandKindle•workedanighttimeoperationtoaddressbicyclistswhodidnothaveproperlightingequipment.Officersstoppedseveralbicyclists,issuedthemwarningcitations,andprovidedthemwithfreelightingequipment.SwingshiftOfficerChrisLuttrelldevelopeda•confidentialinformantwhichledtothesurrenderofarobberyoffender.ThisproactiveworkbyOfficerLuttrellledtotheclearanceof5robberies, a felony warrant, and misdemeanor warrant.SwingshiftofficersassignedtoTeam4quick•responsetoaburglarycallledtothearrestofthreeresidentialburglars,oneofwhichwasstilllocatedinthevictim’sresidence.Anothersubjecthadthreeoutstandingfelonywarrantsforhis arrest.TheAreaCommand’stacticalplantoaddress•cruisingandpanhandlingindowntownconcludedinAugust.Theoperationresultedin737loudmusiccitations,153loudmotorcyclecitations,90vehiclenoisecitations,2304miscellaneoustrafficcitations,and229panhandlingcitations.GraveyardOfficersM.GutierrezandG.Gomez•conductedvoluntarybicyclepatrolduringpeakhours.Theseofficersmade83contactsandissued20misdemeanorcitations.Theyalsoarrestedanindividualwhowasimpersonatingapoliceofficer.GraveyardofficersfromTeams8and9•apprehended2stabbingoffendersinaparkinglotDowntownbysaturatingtheareaandbeingvigilant.OfficershavealsobeentakingamorepassiveapproachtoclearingDowntownwhentheclubsclose,allowingpatronstoleavetheareaontheirown.Thishasbeensuccessful,leadingtoamorerelaxedatmosphere.Theseofficershaveshowngreatvigilanceandpatience.

Southwest Area Command...Officersconductedatacplannear111Coors•NWtoaddresstransientactivityinthearea.31criminaltrespasscitationswereissuedandonearrest was made.Officersconductedatacplantargetingcell•phoneusagewhiledriving.Ninecitationswereissued.

OfficerJ.Carrascoconductedatacplanat•GuardianaandCartegenainresponsetoneighborhoodcomplaintsofspeeding.OfficerCarrascomadesevencarstops,issuedfivespeedingcitations,threenoproofofinsurancecitations, one no license citation and two no registrationcitations.

Northwest Area Command...

InAugustNorthwestAreaCommandWatch1•graveyardshiftrespondedto100fewercallsforservice;however,theshiftnumberoffelonyandmisdemeanorarrestsincreased.Thegraveyardshiftanswered2039callsforservice,arrested149misdemeanors,cited62misdemeanors,arrested38felons,issued950movingcitationsandarrested65DWIoffenders.Watch11officersexecutedseveraltraffictactical•plansdirectedtocitizencomplaintsandCity311referrals.Officersissued80movingcitationsonintersectionsofCoors/Atrisco,Sequoia/Atrisco,Kayenta/Irving,GolfCourse/Ellison,Ladera/Parkway,Coors/SequoiaandSchoolonWheels(WesternTrail/Unser.All3Commandshiftswereactivemonitoring•andcontrollingtrafficintheVolcanoVistaHighSchool,theneighboringmiddleschoolandelementaryschoolarea.Trafficcontrolcontinuedtobemonitoredduringearlyschoolhoursandimmediatelyafterschool.TOPsofficerswereabletoutilizetheirrecenttrainingandequipmentinthemonitoringtacticalplan.Officersconductedtacticaloperationsatallcity•parkstoimprovecitizenqualityoflifeinaroundthesurroundingneighborhoods.TheImpactTeamcontinuedtheburglary•POPTRAC.Detectivesissuedseveralburglarywarrants,clearedexistingcasesandreturnedalargeamountofpropertytoareaowners.ImpactteamdetectivesjoinedforceswithdetectivesfromBelenP.D.andValenciaCountyS.O.2toarrestburglarsandrobberysuspects.CommandWatch111implementedsubstantial•traffictacticalplansinAugust.Inoneoperationalplan,intheareaofCoorsatEagleRanchandCoorsByPassandSevenBarLoop,officersissued60citations.Theofficerteamactionsuccessfullydecreasingreportedviolationincidents.Watch111teamofficersrespondedto2379callsforservice,arrested107misdemeanors,arrested29felons,andarrested22DWIoffenders.

Northeast Area Command...NortheastAreaCommandofficersresponded•toacallfroanoff-dutysheriff’sdeputywhoreportedthatoneoffourpassengersinanF-150pickuptruckpointedagunathimanddroveoff.TheofficersbroadcastanATL.Withagoodtruckdescription,officersconductedafelonystopat4401MontgomeryNEandarrestedthefoursuspects.Theyrecoveredahandgunfromthe truck.InAugustofficersrespondedtoacallforservice•reportingaloudpartyat4605HiltonNE.Theofficersdiscoveredunderagepassedoutminors.Theofficersissued40minoroffensescitations;theycitedtherentersforpremiseliability.Theyissuedawarranttooneguestbecausehewasphysicallypreventingoccupantsfromleavingtheparty.Officersweredispatchedduringthemonth•to3709UtahNEtoinvestigatearesidentialburglarywhereanunidentifiedthefthadbrokenintoavehicle,stolethegarageopener,enteredthegarageandstoletoolsvaluedat$500.00.Theofficers,usingatipthatamale,carryingatoolbox2blocksaway,apprehendedthetheft,thevictimidentifiedthestolentools;thesuspectwasarrestedandisunderinvestigationforotherareaburglaries.NortheastAreaCommandofficersexecuted•atacticalplantoreduceresidentialburglariesintheareaborderedbyCarlisle/SanMateo/Candelaria/Montgomery.Usingreal-timestatistical analysis and citizen contacts, the officersreducedarearesidentialburglariesfrom16inJulyto3inAugust.BeforeDelNorteHighSchoolclassesstarted•inAugust,SROOfficerRayDefratesprovidedActiveShootertrainingtoNortheastdayshiftofficers.OfficerDefratesinstructedtheofficersonroomclearing,teamformations,andadditional tactics.InAugust,Team2implemented2Interstate40•tacticalplansandissued20movingcitationsand1misdemeanorarrest.

Scientific Evidence Division...TheScientificEvidenceDivisionMajorCrime•SceneTeamrespondedto4call-outsinAugust.AugustwasanotherbusymonthfortheField•InvestigationUnit.Dayshiftofficersrespondedto378calls;swingshiftrespondedto517calls;graveyardshiftrespondedto379calls,totaling1274calls.Theteamsrespondedto61field

servicecalls.Teammemberswrote726reports.TheFI’s/FET’scollectednumerousevidenceitems,tookalargeamountoflatentfingerprintsandtook510photoCDs.ThePhotoLabteam,inadditiontothestandard•processing,printingandcatalogingevidence,workedonnumerousotherprojects.Theextraprojectsincludedanacademyfundraiserphotoshoot,103cadetclassroomphotos,aPTUclassroomphoto,aKettleBellinstructorclassphoto,aPTUphotoatWestRangeandthe103rdcadetclassdrivingrangephoto.TheIdentificationUnitprocessed1844•fingerprintsintotheAFISand1044intotheTIBURONCriminalHistoryRecordduringnormalshiftoperations.TheEvidenceUnitreceivedover3,794evidence•itemsinAugust.4,171itemsdisposed,292notificationlettersweresenttopropertyownersand214itemswerereturnedtoowners.

Communications Division...911EmergencyCommunicationsCenter(CC)•staffansweredover70,000incoming911and242-COPScallsinAugust.Thecallsbrokedowninto25,000911callsand45,000242-COPScalls.911operatorsanswered96.06%ofthe911callswithin10seconds(nationalstandardis90%,APDstandardis92.5%);operatorsanswered98.13%ofthe242-COPScallswithin30seconds(APDgoal90%answeredwithin30seconds).TheAlbuquerque911Centerhostedanon-site•visitfromthe911CenterManagerofPinalCounty,ArizonainAugust.ThemanagerobservedthecallflowandcallprocessingaswellastheAlbuquerquemanagementtools.TheArizonamanageridentifiedbestpracticestopotentiallyinstituteinPinalCounty.The911CCmanagementinterviewedseveral•employmentcandidatesfora911operatorpositioninAugust.Theinterviewingteamwillselectfivecandidateswhowillcompletethelastphasesofthetestingprocess(drugscreen,hearingtest,backgroundinvestigation)inSeptemberandOctober.Thesuccessfulcandidates will start with the City of Albuquerque911CenterinNovember.Sustained focus of retention and turnover •rateshasreflectedsignificantimprovementinthereductionofemployeeloss.The2007increaseinemployeepayandotherworkplaceenhancements created a more stable workforce.

Divisionstaffassistedinthebiddingprocess•fortheSixthAreaCommandfacility.139setsofplansweredistributedtointerestedparties.Apre-bidconferencewasheldAugust19atthetemporaryfacility.DivisionstaffarehelpingtheNewMexicoGang•TaskForcetransitiontotheCityofAlbuquerque,whereitwillbetheNMGFT’sfiscalagent.ThetransitiongroupmettodiscusswhatwasneededinordertomovetheNMGTFtotheCity.FederalreportingofRecoveryActgrantsisin•fullswing;APDregisteredwithfederalreporting.govandwillreportasrequired.ThePlanningManagerhascreatedaroughdraft•oftheAPDStrategicPlan.Overthenextfewweeks,thedocumentwillberefined,publishedand distributed.

Open Space Division...OpenSpaceDivisionofficersconducteda•Bosquetacplan,arresting2,citing3andmadethreegraffitireferrals.Divisionofficersmade50Citypooland100•Cityparkwelfarechecks.Divisionofficersconducted10motorcycleand•vehiclepatrolsofthesouthwestandnorthwestmesabyCNMandOpenSpace.

Prisoner Transport Unit...DuringthemonthofAugust2009,thePrisoner•TransportUnitprocessed1,729prisonersthroughthePrisonerTransportCenter.TheAlbuquerquePoliceDepartmentarrested1,480prisonersandotheroutsideagenciesarrested249prisoners.ThePrisonerTransportUnitmade210tripstoMDCandaccepted241walk-inprisonersatMDC.ThesavingsinhoursandfuelcostforAugust•was$28,927.24.

Strategic Support Division...OnAugust4theSafeCitycollaborative•conductedaNNOeventatCentralandSanMateo. OnAugust19JohnLannon,representing•

OctopusCarWash,presidedataSafeCitymeetingattheNationalDanceInstituteofNM’sHilandTheater.Sixteenmembersattended,includingAPDandBikeABQ.StrategicSupportDivisionstaffattended•DowntownPublicSafetymeetingsrepresentingtheRHIPublicSafetyworkgroup.StrategicSupportDivisionstaffcollaborated•withJimBurleson,DirectoroftheNewMexicoSheriff’sandPoliceOfficersAssociation,toincluderegionallawenforcementrepresentativestotheARAPAmeetingonSeptember16,2009.ThemeetingwillbeheldatthePoliceAcademywithasubsequentregionalARAPAmeetingonOctober21,2009.APDrepresentativeswillusetheARAPAmeetingtobriefregionallawenforcementontheproblemsolvingstrategiesbeingconductedtosuppresscriminalactivityintheAlbuquerquebanking,hotel/motelandconstruction business sectors. SWAThadsevenactivationsinAugust.•TheK-9UnitmadeoneapprehensioninAugust.•OnAugust20,theAPDBombSquadwas•calledtotheditchbankat58012ndSt.NWinreferencetothediscoveryofdetonatingcordandblastingcaps.Approximately1,300feetofdetonatingcordand32electricblastingcapswererecovered.TheexplosivesarebeingkeptatAPD’sstoragefacilityuntiltheinvestigationiscomplete.

Central Investigations Bureau...ValleyNarcoticsdetectivesrespondedtoa“one•pot”methlabwhichwasdiscoveredbyFieldServicesofficers.Thelabwassafelydismantledandaquantityofmethoilwassampledforalteruseinprosecution.AsecondmethlabwasdiscoveredintheNorthwest.Thelabwassafelydismantledandthreesubjectsweretakenintocustodyonfelonycharges.Eastside Narcotics detectives coordinated with •agentsfromtheSafeStreetsTaskForceandWestsideNarcoticstoconductseveralbuy/bustsintheSoutheastAreaCommand.TheareaofZuniandLouisianawastargetedandtwofelonyarrests were made.WestsideNarcoticsdetectivesconductedabuy/•bustoperationinwhichonepoundofheroin,sixouncesofmethand$5,000wasseized.TheCrisisInterventionTeamconductedtraining•forBernalillocountysocialworkers,APDschoolresourceofficersandAcademycadets.CriminalIntelligenceUnitdetectivesassistedthe•BosqueFarmsPoliceDepartmentinidentifyingasuspectinvolvedinthestabbingofaBosqueFarmsPoliceOfficer.GangUnitdetectiveslocatedandarrestedaSan•Josegangmemberonafelonywarrantforfeloninpossessionofafirearm.GangUnitdetectiveslocatedandarrestedtwoSouthsideLocosgangmembersforhomicide.Overall,theGangUnithadninefelonyarrestsinthemonthofAugust.ROPUnitdetectivescompletedtenfelony•arrestsinAugust.ViceUnitdetectivesconductedsixoperations,•resultingin26arrests.TheArmedRobberyUnitcleared30casesand•submitted26casestotheDistrictAttorney’sOffice.Unitdetectivesmade8felonyarrestsandrespondedto6robberycall-outs.TheSexCrimesUnitrespondedtosixsex•crimescall-outsandcleared19cases,11ofwhichweresenttotheDistrictAttorney’soffice.TheFASTTUnitcleared20casesthismonth,•sevenofwhichweresubmittedtotheDA’soffice.TheAutoTheftandWreckerServicesUnit•

recovered$970,980worthofstolenvehiclesinAugust.TheAutoTheftUnitconductedoneVINetchingevent,marking85vehicles.AutoTheftdetectivesbrokeupamassivechopshopthatwasrunbytwosuspectswhowerebuyingsalvagedvehiclesandretitlingthemwithindaysforresale.Duringthearrests,ATUdetectivesrecovered$388,175ofvehiclesandparts.White Collar Crimes Unit detectives assisted •FieldServicesofficersonthreeinvestigations.ThePawnShopUnitrecovered$800instolen•propertyandissuedtwocitationstopawnshopsthatwereinviolationofthePawnshopOrdinance.TheCrimeStoppersUnitreceived120tipsin•August.13suspectswerearrestedbasedonCrimeStopperstipsandwerepaidatotalof$5,600.
