inspections of IEPA permitted facilities as well as responding to citizens complaints of open dumping, open burning and water pollution issues. This is d h d ldone in conjunction with a delegation agreement between Madison County and the Illinois Environmental Protection Agency.

O d i i lid i f f•Open dumping is a consolidation of waste from one or more sites or generators.  Examples include tires, shingles, c & d, or white goods.

•These facilities include open landfills, closed landfills, waste transfer stations, landscapelandfills, waste transfer stations, landscape waste transfer stations, construction demolition debris transfer stations, and industrial landfills. 

•The facilities are inspected regularly to ensure compliance with their operational permit and the Illinois Environmental pProtection Act. In addition to landfills, Madison County has several waste and compost transfer stations located through the county

M di C t R li G tMadison County Recycling GrantsIn FY 2007, the Madison County R li P d h idRecycling Program, under the guidance of the Madison County Planning & Development Committee, funded over $350 000 to local governments$350,000 to local governments, schools, and park associations.    

Projects funded include recycled park benches, solid surface playgrounds made from shredded tires, and brush chippers/grapplers.

As technology is consistently changing along with the public’s needs, we encourage all municipalities to thinkencourage all municipalities to think outside of the box and be creative in project ideas.

Madison County RROMadison County RROIn 1996, the Madison County Board signed into effect the Madison County Residential Recycling Ordinance (RRO). This important resolution states that allResidential Recycling Ordinance (RRO).  This important resolution states that all Madison County residents in single or two‐dwelling housing must separate all recycling from regular waste.  The recycling is collected via a free blue bin provided by Madison County.

Recycling in Madison County is not just an environmentally sound choice, 

it’s the LAW!!!

Recycling diverts sustainable materials out of our landfills.  By promoting recycling and separating, we provide raw material to manufacturers that is cheaper to produce via virgin material thus keeping product & retail cost downcheaper to produce via virgin material, thus keeping product & retail cost down.  

Recycling also promotes jobs in our county, provides commerce, and helps to regulate tipping fees at a lower rate.  Imagine how much it would cost to haul trash to the landfill if we did not divert material!

Answer: Call your contracted waste hauler for a free bin.

Am I required to separate my recycling from my waste? q p y y g y

Answer: Yes, it is required by the RRO.  Recycling is not only earth friendly, but creates jobs, promotes commerce, and keeps your trash bill low!

Why am I paying for the recycling?  

Answer:  It against federal law and the Interstate Commerce Act for Madison gCounty to regulate recycling fees/waste rates for any resident.  All payments are considered a contractual agreement between the contractor (ie, waste hauler) and contracted (ie, resident).  If there are issues in regards to payment, residents are to call their contracted waste hauler.

S i l R li E t /PSpecial Recycling Events/ProgramsAlthough curbside recycling is a top priority to Madison County special recycling eventsto Madison County, special recycling events and programs are implemented annually for the convenience of all residents.  

Programs include free disposal/recycling of household hazardous waste, electronic waste, tires, unwanted medications, Holiday trees, and paint.

M di C t R li Ed tiMadison County Recycling EducationThe Madison County School Recycling Program assists public & private schools inProgram assists public & private schools in developing recycling and waste reduction initiatives.  By providing in‐service training for teachers, the program creates and delivers green lessons in the classroom.  

Currently, 98% of all public school students  and 94 % of all parochial school students enrolled participate in the program.  

S f th t diti l dSome of the current commodities recycled at schools include eyeglasses, keys, batteries, milk jug lids, printer cartridges, and tab tops.  *Note that this is not pexclusive and that each school program differs.
