I. Call to Order

Chairman Cobb called the meeting to order at approximately 7pm. Mr. Cobb proceeded to take attendance.

II. Approval of Minutes Members of the Board reviewed the minutes from the October 8, 2015 meeting. Motion to accept: Smith Second: Brooks Vote: Unanimous

III. Public Comments No comments.

IV. New Business 1. Staff provided the Board an update on the Alamance County Strategic Plan. The slide show was

presented to the Board. The Draft Strategic Plan Work Plan was discussed as well. 2. Staff gave a brief overview of selected parts of the UNC School of Government Legislative Update for

2015. Information on where to get additional information was provided. 3. Staff explained to the Board that we have three members that have reached their two terms maximum.

There are additional upcoming Board Vacancies & Term Limits.

V. Other Business

1. Staff presented the Planning Board Ordinance and Rules of Procedure, additional information about

Planning Board operations, state law requirements, and Quasi-judicial proceedings. The Board discussed different methods of representation for the Board and residence requirements for townships. The Board requested that staff review different methods of determining eligibility for serving on the Board.

INFORMATIONAL MEMORANDUM

TO: Alamance County Planning Board FROM: Libby Hodges, Planning Director DATE: January 7, 2016 SUBJECT: Planning Board Roles and Responsibilities: Research Following is a brief review of local jurisdiction’s residency and term limit requirements. We have a number of options for residency requirements. On one end of the spectrum, we can remove any residency requirements and have all members be at large. On the other end, we can be very prescriptive and require, for instance, no more than one member from each municipality and no more than one member from each township outside of municipal limits. Other jurisdictions have required that the board be “representative” of the county demographics and geographical area, which may require a degree of interpretation and more sophisticated review of candidates. Any residency requirements should be addressed in the Planning Board Ordinance and will need to be approved by the Board of Commissioners. Also included are other Board’s requirements for attendance. Any changes to attendance requirements should be addressed in the Planning Board Bylaws, which can be changed through the Planning Board. However, at this time, attendance requirements are located in the Planning Board Ordinance, which will need to be revised if we change the requirements. The Ordinance stipulates that member missing two (2) meetings be removed, with no provision for excused absences. The Board Rules should provide more specific information about meeting procedure, including location, time, attendance, and Board Officer’s responsibilities, among other items. We will consult the County Attorney prior to introducing any changes to the Board of Commissioners or for adoption into our Rules. I look forward to further discussions regarding the Planning Board’s recommendations regarding possible Ordinance and Rule revisions. Please feel free to contact me if you have any questions.
