1. Sealed bids are invited from well-reputed experienced companies / firms engaged in the

similar nature of work, registered with Income Tax / Sale Tax Department for Provision,

Installation and Commissioning of Air Conditioning Chiller (One to Three) and Allied Works

at Aiwan-e-Iqbal Complex, Lahore.

2. The Tender Documents containing detailed information, terms and conditions etc. can also

be downloaded from www.aic.gov.pk or obtained from the office of the undersigned on cash

payment of Rs.1,500/- (Rupees One Thousand Five Hundred only) (non refundable) on any

working day.

3. Earnest money in the shape of Demand Draft / Pay Order @ 2% of the bids (Refundable) in

favour of “Aiwan-e-Iqbal Fund” must be submitted / deposited along with the technical

bid.

4. Sealed proposals, both technical and financial (sealed separately) should be drop in the tender

box latest by 16th Feb,2017, till 1100 hours and shall be opened on the same date at 1130

hours on 4th Floor, Building # 1, Aiwan-e-Iqbal Complex, Lahore, in presence of the

representatives of the bidders.

5. Firms black listed with any Government Department shall not be entertained.

6. As per Rules 33(i) of PPRA, the competent authority reserves the right to accept or reject any

/ all proposals without giving any justification.

1. Please examine each and every clause carefully.

2. The last date for submission of the completed Tender document is 16-02-2017 up to 1100 hours by when the documents must reach this office. The Tenders would be opened thereafter on the same day at 1130 hours. Bidders(s) may attend the opening of the tenders. Only one official per Tender shall be permitted to attend against written authorization.

3. Tenders will not be accepted after the time and date fixed for the receipt of tenders as set out in the Tender Notice or subsequent extensions if any.

4. Bidders shall deposit the Tender Document after physical visit of the site “TECHNICAL BID”/”FINANCIAL BID”, in two separate sealed envelopes and then put these two defined envelopes in one big envelope mentioning as “TENDER FOR PROVISION / INSTALLATION AND COMMISSIONING OF AIR CONDITIONING CHILLER AND ALLIED WORKS” in the Tender Box especially kept for this purpose at Reception.

5. Incomplete tenders will be rejected outright.

6. The firm should be registered with Income Tax / Sale Tax Department (Registration Number should be clearly mentioned and valid documentary evidence be attached).

7. The bidder will be required to submit a Pay Order for a sum equivalent to 2% of the total value of the contract, as earnest money in favour of “Aiwan-e-Iqbal Fund”, which should be payable at Lahore.

8. The Bid Opening Committee will open the Technical bid in the first instance for evaluation in the presence of the bidders or their authorized representatives who may like to be present. The committee may also open financial bid on the same day.

9. The contract will be awarded to the successful bidder after evaluation.

10. The Aiwan-e-Iqbal authority reserved the rights to award the works in the BOQ Part A & B to different successful bidders / suppliers.

11. The bid validity period is required to be (03) months, starting from the last date for receipt of bids.

12. The successful bidder will be required to deposit a “performance bond” equivalent to 10% of the total value of the contract through a Pay Order in favour of “Aiwan-e-Iqbal Fund” payable at Lahore. If the bidder fails to deposit performance bond within one week of the receipt of the letter awarding the job, the same shall be treated as cancelled and the earnest money shall be forfeited.

13. 2% earnest money will be released to the bidder after depositing of 10% performance bond. However, 10% performance bond will be released within 30 days after successful completion of job.

14. Bids with any over-writing or cutting shall not be considered.

15. Payment of the bills will be subject to the deduction of government taxes/levies.

16. Interested firms may visit the Aiwan-e-Iqbal Complex at any time during working hours.

17. The Tender Committee of Aiwan-e-Iqbal Complex reserves the right to cancel the tender/reject any or all bids as per Rule 33(1) of PPRA Rules without assigning any justification.

IMPORTANT

i. Apart from removing the existing and as specified HVAC equipment and installation including all

related civil, electromechanical works which are required for complete function of HVAC work is required for Aiwan-e-Iqbal building Lahore

i. The bidder shall submit technical data sheets, outline drawings and printed technical literature to fully elaborate offered equipments.

ii. The bidder is advised to visit the site to check the existing system etc to ensure that his HVAC system offered equipments will suit to existing conditions.

iii. The Bidder shall be fully responsible for the supply, delivery, installation, and commissioning of the whole system to meet the Aiwan-e-Iqbal requirement.

iv. The turnkey installation shall include installation, provisioning of all materials, services including all local costs/taxes as well. Any item required to complete the whole system for commissioning, but omitted or ignored due to any reason, shall be the responsibility of the contractor to provide at his own cost.

v. Bidders are required to conduct the site survey in coordination with Aiwan-e-Iqbal Technical wing to add/drop any BOQ items; otherwise successful bidder will be responsible to provide any additional required items at his own cost.

vi. The bidder shall indicate and quote any item missed from this document that is necessary to complete the project.

vii. Any other fittings or accessories under scope of work which may not have specifically been mentioned in the contract, but which are necessary to meet the specifications shall be provided by the contractor on approval of engineer.

viii. The client reserves the right to split the works in BOQ part A & B into different bidders ix. Payment will be made after provision/installation, commissioning and verification by

Consultant/Engineer on actual quantities. x. Quoted price shall include all the government taxes and valid for three months.
