Operational Improvements in Turkey
Evaluation of sector capacities for Antalya TMA results accepted and implemented;
Evaluation of sector capacities for Istanbul TMA and parts of Istanbul ACC results accepted and implemented
Evaluation of capacities of the new sectors for Ankara ACC Following new ATM System implementation and airspace re-organisation;
Transition Plan for SMART and airspace transfer In preparation
Very good cooperation on various airspace projects 31 packages of airspace improvements implemented between 2008-2012 as part of the
European Route Network Improvement Plan of the Network Manager
Real time simulations One executed in Autumn 2012 for Istanbul ACC/APP
One planned for 2015 following the implementation of new Ankara ACC

Airspace Design
Major airspace re-organisation project
Implementation of free route airspace in the Turkish airspace, above FL
265/285
Takes into account implementation of the new ATM system SMART
Takes into account the transfer of all airspace above FL235 to Ankara ACC
Takes into account future Istanbul airport and the need to re-design Istanbul
TMA
18
Turkey – FRA Project
Scope
Service provision from central ACC
New ATM system
Accommodate new airports and major
TMAs (e.g. Istanbul )
Accommodate traffic growth
24
Step towards free route
Free route scenario
Identify main flows
Build optimised route network below
FL265/285
Build sectorisation
“free route ready”
Turkey – FRA Project
25
Time scales End of Feb 2013 - full current airspace structure validation,
including en-route and TMA; done through a close cooperation
between the Network Manager and DHMI to ensure correct
representation of the entire Turkish airspace;
March 2013-Spring 2014 - detailed development of the Free
Route Airspace airspace design and associated sectorisation
2014/2015 - real time simulation of the new airspace structure
Spring 2015-Autumn 2015 - fine-tuning of the airspace design,
airspace publication validation with the Network Manager,
airspace structure testing in the Network Maanager systems
Autumn/Winter 2015-2016 – implementation
Common DNM/DHMI Team
Excellent cooperation
Turkey – FRA Project
26
Turkey is the highest traffic generator in Europe in real terms
The outlook for the remaining part of this decade is optimistic
Operational performance of Turkish airports has significantly improved
Turkey is engaged in significant technical and operational improvements To meet the air traffic demand
To maintain high operational performance
New ATM system
New operational concepts
New Istanbul airport
Conclusions
