PARLIAMENTARY BUREAU POSSIBLE MOTIONS FOR MEMBERS’ BUSINESS

1. Bureau Members will be aware that under Rule 5.6.1(c) the Bureau has a duty to ensure that there is a period of time available for Members’ Business following Decision Time.

2. Motions submitted for Members’ Business are shown below. S4M-07068# Christine Grahame: Abbotsford House Refreshed—That the Parliament welcomes the reopening of Abbotsford House to the public on 4 July 2013; notes that this follows a multi-million pound restoration; understands that Abbotsford House was the home of Sir Walter Scott, the author of world-famous works such as Rob Roy, Ivanhoe and Waverley; welcomes the return of 13,500 objects from Sir Walter's eclectic collection, which includes Rob Roy’s dirk, dagger, gun and broadsword, a hunting knife that belonged to Bonnie Prince Charlie and a blotter owned by Napoleon that contains a lock of his hair; understands that the collection includes around 400 items of armoury, which have been re-hung in the entrance hall and the north armoury and around 9,000 books; congratulates everyone who has worked hard on the restoration and building the new visitor centre, and believes that the reopening of Abbotsford House and the Borders railway will not only rekindle interest in Sir Walter Scott, his life and works, but increase tourism to the Borders.

S4M-07133# Ruth Davidson: Glasgow Marathon Campaign—That the Parliament welcomes the Glasgow Marathon Campaign, which is seeking to reinstate the full-distance marathon race in the city; understands that there has been an increase in the range and popularity of road-running events in the city; considers that, given Glasgow’s status as Scotland’s largest city and experience in hosting major sporting and cultural events, a marathon would provide a tremendous financial, cultural and health boost; recalls the marathons that were held in Glasgow from 1979 to 1988; looks forward to the 2014 Commonwealth Games, which will see a race over the distance through the city's streets, and notes the aims of the Glasgow Marathon Campaign.

S4M-07191# John Wilson: Market for Payday Lending—That the Parliament welcomes the decision of the Office of Fair Trading (OFT) to refer the market for payday lending in the UK to the Competition Commission; considers that the OFT remains concerned about deep-rooted problems with the way competition works; understands that, by referring the market now, the work of the commission will be able to provide the Financial Conduct Authority with a sound evidential basis on which to develop its rules and apply its new powers after it takes over responsibility for regulating the payday market from April 2014; further notes concerns raised following the latest UK Government Spending Review about the new "work first" policy, described as the ―Wonga coup‖, under which unemployed people, including those in Central Scotland, would have to wait seven days before claiming benefits, and considers that such a policy is likely to cause more financial hardship for unemployed people and that it would force more people to rely on payday loan companies.

S4M-07494# David Torrance: Congratulations to Fife Gingerbread—That the Parliament congratulates Fife Gingerbread following its success in securing a grant of £48,770 from the Big Lottery Young Start initiative for the Teen Parent Project in Kirkcaldy; understands that this award will ensure the continuation of its vital work with teenage parents for another year; considers that the project offers an important service for teenage parents between the ages of 16 and 19, providing advice and support where required; acknowledges that the funding will enable the project to expand and develop, and wishes the Teen Parent Project the very best going forward.

S4M-07500# Jackie Baillie: No More Page 3—That the Parliament notes with concern reports regarding a connection between the portrayal of sexualised images of women in the media and attitudes that reinforce sexist attitudes, sexual harassment, abuse and violence toward women; believes that this has been demonstrated by the United Nations Committee on the Elimination of Discrimination Against Women and the UK Government-commissioned Sexualisation of young people review; welcomes the No More Page 3 campaign, which calls on The Sun to refrain from printing pictures of topless women; applauds the campaign for what it considers a successful first year in operation; recognises that a motion in support of the campaign was agreed by the National Assembly of Wales and that numerous organisations, including UNISON, the British Youth Council, UK Girlguiding, the National Union of Teachers, the National Association of Head Teachers, and the Association of Teachers and Lecturers have also shown their support for the campaign, and notes calls in Dumbarton and across the country for The Sun in Scotland to stop printing pictures of topless women. S4M-07550# Murdo Fraser: A9 Average Speed Cameras—That the Parliament notes the Scottish Government’s decision to install average speed cameras on the A9; recognises the road safety impact of average speed cameras on the A77 but acknowledges that there are differences between the two roads; notes what it sees as the concerns outlined in a letter to the Minister for Transport and Veterans from the Federation of Small Businesses and the views of other key stakeholders who use the road; believes that, under the current road design, driver frustration is a critical factor in many accidents on the A9 and that average speed cameras could exacerbate this problem if there is no increase in the speed limits for heavy goods vehicles (HGVs), and, prior to the installation of the cameras, notes calls for the Scottish Government to trial a speed limit increase on the A9 for HGVs that weigh more than 7.5 tons.

S4M-07627# Aileen McLeod: Scottish Woodlot Association, a First for Galloway—That the Parliament notes that a new form of forest tenure has been introduced in Galloway with the establishment of what it understands is Scotland’s first woodlot licence on the Corsewall Estate near Stranraer; considers that the concept of woodlots as a means of ensuring a diverse forestry sector has been proved over 30 years in British Columbia; considers that promoting a diverse Scottish forestry sector that encourages people to become involved in managing woodland for themselves is a positive development for rural Scotland; congratulates the Scottish Woodlot Association and the owner of Corsewall Estate, Angus Carrick-Buchanan, on agreeing the first Scottish woodlot licence, and hopes that this will be the first of many more to come.

S4M-07651# Dennis Robertson: Scottish Food and Drink Fortnight—That the Parliament welcomes the annual Scottish Food and Drink Fortnight, which runs from 7 to 22 September 2013; recognises that it is a celebration of what it considers Scotland’s fantastic produce and a festival with over 200 events each year; congratulates the organisers of the Huntly Hairst in Aberdeenshire West, which kick-started the fortnight on 7 and 8 September; believes that everyone in Scotland should have access to the best Scottish produce; notes calls for supermarkets to buy locally to support local farmers and produce makers, and looks forward to a lively fortnight of Scottish food and drink.

S4M-07688# Dennis Robertson: Action over Size 10 Models and Mannequins—That the Parliament considers that low self-esteem and eating disorders can be encouraged by the reinforcement of an unrealistic ideal that it considers is being promoted by fashion retailers that use size 10 models and mannequins; believes that the dress size of the average British woman has grown from 12 to 16 in a decade, while stores continue to display the latest fashions on size 10 mannequins; acknowledges calls for work to be done across the country, including in Aberdeenshire and in rural areas, to ensure that unhealthy lifestyles, which can lead to eating disorders, are not promoted by fashion retailers, and notes the lead being taken by Debenhams in introducing size 16 mannequins in its Oxford Street store.

S4M-07713# Malcolm Chisholm: Folic Acid Awareness Campaign—That the Parliament congratulates the Scottish Spina Bifida Association on its work in providing advice, advocacy

and support for people who were born with spina bifida and/or hydrocephalus and for their families and carers; understands with concern that, in Scotland, 52% of women are not aware of how they could help prevent spina bifida; welcomes the National Folic Acid Awareness campaign, Are You Getting Enough?, which will be launched by the association on World Spina Bifida Day on 25 October 2013; hopes that, in order to help prevent spina bifida and other neural tube defects, the campaign will encourage a greater number of women in Edinburgh Northern and Leith and throughout Scotland to learn about the importance of taking folic acid prior to pregnancy, and supports the association in its aim of ensuring that folic acid awareness should be part of family planning education throughout Scotland.

S4M-07723# Murdo Fraser: Stroke Association Feeling Overwhelmed Campaign—That the Parliament supports the Stroke Association’s Feeling Overwhelmed campaign on the emotional impact of stroke; understands that around 13,000 people in Scotland have a stroke every year and that there are over 120,000 stroke survivors living in Scotland; further understands that in 2011-12 there were 2,579 people in Mid-Scotland and Fife who had a stroke, of whom 1,631 survived; believes that stroke can have significant psychological consequences and that for many the emotional impact of stroke can be as devastating as the physical; understands that research conducted for the Feeling Overwhelmed campaign has found that over half of stroke survivors felt depressed and two thirds experienced anxiety as a direct result of their stroke; notes that, despite this, over a third of stroke survivors reported that they felt abandoned after leaving hospital and nearly half said that they had received no information or practical advice to help them cope with the emotional impact of stroke, and notes calls for the Scottish Government to help ensure that psychological and emotional support for stroke survivors is given a higher priority in the health and social care system in Scotland.

S4M-07731# Mike MacKenzie: The Best Buildings in Scotland—That the Parliament congratulates the 12 winners of the 2013 Royal Incorporation of Architects in Scotland (RIAS) awards who make up the shortlist for the RIAS Andrew Doolan Best Building in Scotland Award, which will be presented on 7 November 2013 at the Parliament; understands that there were 75 submissions for the RIAS awards, ranging from £0 to over £30 million in contract value; commends the quality, ingenuity and innovation of the projects on the shortlist for the award throughout Scotland; recognises the contribution that both Scottish and international architects make to the quality of the built environment in the Highlands and Islands and across the country and the international contribution that Scotland’s architects make, and considers that RIAS and the architectural profession stand ready to help design and build a better and more prosperous future for Scotland, ensuring a higher quality built and natural environment.

S4M-07735# Siobhan McMahon: Hemiplegia Awareness Week 2013—That the Parliament recognises that Hemiplegia Awareness Week will take place from 14 to 18 October 2013; understands that hemiplegia, which is caused by damage to a part of the brain, can occur before or during birth and affects 1 in 1,000 children across the UK; notes that hemiplegia affects either the right or left side of the body with varying degrees of weakness, resulting in limited control to the affected side and possible hidden problems such as epilepsy or visual or speech impairment; considers that Hemiplegia Awareness Week represents a valuable opportunity to increase knowledge and understanding of hemiplegia, particularly the impact that it has on people and their families; notes that this year’s activities include Mitten Monday where people can wear a mitten on one hand only to promote hemiplegia awareness and mimic one of the possible physical aspects of hemiplegia; believes that more should be done to assist those people and families affected by the condition, and notes calls for people and organisations to support and participate in Hemiplegia Awareness Week 2013.

S4M-07752# Colin Keir: 100 Years of Conservation, Research and Education at Edinburgh Zoo—That the Parliament commemorates the centenary of Edinburgh Zoo, which was opened by Thomas Gillespie, founder of The Royal Zoological Society of Scotland (RZSS) in July 1913 and which remains the only zoological park in the UK to have a Royal Charter; notes what it considers the varied programme of events planned to commemorate the centenary year, including exhibitions, lectures and interactive events for children and

adults; considers that the legacy of Thomas Gillespie has been continued into the 21st century, with Edinburgh Zoo a world-recognised centre of conservation for threatened domestic and international species, undertaking projects such as the Scottish Beaver Trial, the Pantanal Conservation and Research Initiative, the Cairngorm Wildcat Project Nyungwe Ecology Project, African Wild Dog Conservation, Water Vole Conservation, the Budongo Conservation Field Station and the Henderson Island Restoration Project; commends the in-the-field research and what is considered the highly significant international conservation work that the RZSS undertakes, most notably, the China/UK Giant Panda Project, a world-first research project to reintroduce giant pandas into the wild; considers that Edinburgh Zoo has a particular focus on education and has, as such, garnered an international reputation for excellence in the study of animals and their environments both in captivity and in the wild, with teams of experts working at the vanguard of scientific research to further investigate applied conservation genetics, population management, veterinary science, animal behaviour, ecology and nutrition, and understands that the design of the animal enclosures, which were originally based on the idea of the open zoo at Hamburg designed by Carl Hagenbeck, are constantly evolving in line with the continually expanding knowledge of physical and psychological animal welfare.

S4M-07754# James Dornan: The Cedar Network—That the Parliament commends the work done by third sector organisations, including the Cedar Network, in assisting women and young people who are affected by domestic abuse; notes that a branch of the Cedar Network has been established in Glasgow, adding to the network in Scotland; considers the work that it does with women and children, through group work and support, to be hugely important in their recovery from domestic abuse; notes its close working relationship with a number of third sector and statutory organisations, such as the Castlemilk Domestic Abuse Project; considers that the inclusion of trained facilitators from a wide range of statutory and voluntary agencies helps to foster a multi-agency support network that is crucial to the success of the project; highlights research conducted by Nancy Lombard, a lecturer in social policy at Glasgow Caledonian University, on young people’s attitudes toward violence, which suggests that engaging young people in discussions on violence will help challenge gendered perceptions of violence, and considers this move toward education on violence and support for women and children to be key in helping to break cycles of domestic abuse.

S4M-07755# Roderick Campbell: Scotland's Secret Bunker 60th Anniversary—That the Parliament notes the 60th anniversary of the opening of Scotland's Secret Bunker near St Andrews, which initially served as a radar station during the Second World War and was then rebuilt as an RAF ROTOR station before becoming the Regional Seat of Government, manned by the Civil Defence Corps, and then the Regional Government HQ in 1973 before its closure and declassification in 1993; understands that the bunker was the Northern Zone Regional War Room serving as a UK Government command post that would house 300 people including senior ministers, key civil servants and the emergency services in the event of a nuclear strike; believes that the bunker is now a popular tourist attraction, having been bought in 1993 on the open market; understands that the current owner of the site has purchased another bunker, in Barnton Quarry, with the aim of renovating the site and opening it to the public; considers it fortunate that the bunker was never required to be used as a nuclear shelter, and hopes that the site remains an educational resource to allow future generations to learn about the history of the Cold War.

S4M-07773# Sandra White: Glasgow Women's Aid's 40th Anniversary Celebration—That the Parliament congratulates Glasgow Women's Aid, which will celebrate its 40th anniversary on 1 November 2013; commends this organisation, which provides information, support and refuge for women, children and young people who experience the many forms of domestic abuse; understands that this help can take the form of signposting to other support organisations, providing information about legal, housing and financial rights, supplying interpreting services and providing access to safe refuge accommodation; notes that it also provides a service that allows people to talk to its staff members confidentially; considers that its work with women and children, through group work and support, is hugely important in the recovery process from domestic abuse, and hopes that it, and its staff, enjoy every success in providing meaningful and lasting support to women and children across Glasgow who face some of the most challenging times in their lives.

S4M-07776# Christine Grahame: I Come in Praise of Local Development Trusts and other Community Initiatives—That the Parliament recognises the significance and professionalism of the many local development trusts and community initiatives across Midlothian and the Borders and Scotland at large, the many individuals who give up their time, skill and energy to improving their communities such as Auchendinny, Gorebridge, Lamancha and Newlands, community hubs, Penicuik, Silverburn and Eddleston with projects such as The Lost Garden of Penicuik, Silverburn Community Garden and Hall, The Great Polish Map of Scotland at Eddleston and many more community initiatives; considers that these are solid testimony to their efforts, and notes their encouragement for other communities to dip their toes in trust waters.

S4M-07793# Linda Fabiani: Celebrating Maxillofacial Prosthetists and Technologists—That the Parliament congratulates Michael O’Neil, a maxillofacial technologist from East Kilbride, on winning the top prize from the Institute of Maxillofacial Prosthetists and Technologists, The Wim de Ruiter Delft Plate Award, for research that he undertook to gain his masters degree; understands that Michael pioneered a technique that enhances surgical results for patients who undergo jaw surgery; notes that maxillofacial prosthetics is the clinical healthcare science that deals with specialist rehabilitation of patients requiring treatment after, for example, traumatic injury, cancer surgery or defects from birth causing malformation, and recognises the work of maxillofacial prosthetists and technologists in Scotland and what it considers the immense benefits of this surgery to those who require it.

S4M-07824# Richard Lyle: 50th Anniversary of the JFK Assassination—That the Parliament acknowledges the 50th anniversary of the assassination of the 35th President of the United States, John F Kennedy, on 22 November 1963; remembers what it considers his great achievements as a political leader especially with regard to foreign affairs, civil rights and economic policy; commends what it believes were his efforts to limit the threat of nuclear weapons through diplomatic measures, most notably by signing the limited test ban treaty with the UK and Soviet Union; considers that he was instrumental in progressing the civil rights movement through open public support and executive orders, which resulted in interventions such as the President’s Committee on Equal Employment Opportunity; applauds what it believes was the recovery of the US economy under his presidency and understands that it enjoyed its longest sustained expansion since the second world war; recognises what it considers his ambitious vision of safely sending an American to the Moon by the end of the 1960s; believes with sadness that his time in office was unjustly cut short, and honours with sincerity and respect the memory of President Kennedy who, it understands, travelled through central Scotland in 1939 before delivering a speech in Glasgow on behalf of his father, Joseph, who was the USA’s ambassador to the UK at that time.

S4M-07837# Jamie Hepburn: Cumbernauld Community Allotments—That the Parliament recognises what it considers the increased and improved community allotment provision in Cumbernauld through the hard work of local organisations such as Cumbernauld Allotments Association and Cumbernauld Village Action for the Community (CVAC); understands that Cumbernauld Allotments Association was created in 1997 because allotment holders feared the loss of the allotments as North Lanarkshire Council was then in the process of selling off Cumbernauld House, which included the ground that the allotments are on; considers that the allotments exist to this day and are as popular as ever thanks to the efforts of Cumbernauld Allotments Association; considers that CVAC has made brilliant progress in creating community allotments and redeveloping the historic Langriggs, elongated plots of land that run south of Cumbernauld Village main street and would traditionally have been used to grow food and be used by the local weaving industry; notes that CVAC has recently received an Awards for All grant from the Big Lottery Fund and plans to use the grant to further enhance the community allotments; considers that, without the work of dedicated volunteers and strong local community groups, Cumbernauld’s community allotments may not have existed or been such a success, and hopes that towns across Scotland will experience similar community-based achievements.

S4M-07842# David Stewart: Average Speed Cameras on the A9—That the Parliament is concerned about the impact that installing average speed cameras on the 136 mile long A9

will have on drivers; understands that the majority of users of this road are against these proposals; considers that there are other, better options available to help reduce the number of collisions on the A9, and believes that road safety is not about miles per hour, but about driver behaviour and risk management.

S4M-07869# Murdo Fraser: The Future of Medical Research Funding in Scotland Remains Strong—That the Parliament understands that, for the last 100 years, the Medical Research Council (MRC) has funded research that has led to improvements in human health, boosted the economy, established jobs and sustained a competitive environment for world-class medical research in Scotland; welcomes its centenary and celebrates what it sees as the excellent research carried out by scientists in the universities and hospitals that the MRC supports; notes that, in 2012-13, the MRC awarded £74.7 million to scientists, £9.8 million of which was spent on research studentships; understands that it is currently providing £2.7 million in grants to the University of St Andrews and £45,609 to the University of Stirling, and notes that six of Scotland's universities, including the University of St Andrews, are sharing £20 million of MRC funding to help establish a UK health informatics research centre, the Farr Institute, which is due to be operational by April 2014, will have centres in Dundee, London, Manchester and Swansea and will aim to bring together expertise in health and social and computer science from 19 universities across the UK.

PARLIAMENTARY BUREAU SCOTTISH STATUTORY INSTRUMENTS

1. The Bureau is invited to agree the following motions—

Joe FitzPatrick on behalf of the Parliamentary Bureau: That the Parliament agrees that the following instruments be approved:

Glasgow Commonwealth Games (Trading and Advertising) (Scotland) Regulations 2013 [draft]; and

National Health Service (Cross-Border Health Care) (Scotland) Regulations 2013 [draft].

Glasgow Commonwealth Games (Trading and Advertising) (Scotland) Regulations 2013 [draft] Purpose

2. The Commonwealth Games Federation Host City Contract requires the Scottish Government to introduce legislation necessary to prohibit ambush marketing and eliminate unauthorised street trading in the vicinity of Games venues (event zones). The Glasgow Commonwealth Games Act 2008 (“the 2008 Act”) provides the overarching framework governing the Glasgow 2014 Commonwealth Games and lays the foundations for the control of advertising and trading at Games time. The 2008 Act also makes provision for Scottish Ministers to provide more detail on the trading and advertising offences through regulations.

3. The Glasgow Commonwealth Games (Trading and Advertising) (Scotland) Regulations 2013 set out the detail of the trading and advertising offences and prescribe the circumstances for which exemptions will apply.

4. The Regulations protect the revenue generated through sponsorship by ensuring that companies who have paid for Commonwealth Games association rights have their commitment protected. These sponsors have exclusive rights to associate their brands with the Games and the regulations prevent 'ambush marketing' by non-sponsor organisations. Consideration by committee

Purpose 6. The Regulations, which extend to Scotland, implement the requirements for „national

contact points‟ (NCPs) and the reimbursement of charges set out in the Directive 2011/24/EU of the European Parliament and of the Council on the application of patients‟ rights in cross-border healthcare. NCPs are national bodies charged with providing information, in appropriate formats, to prospective Cross-border patients and facilitating the exchange of information with NCPs in other Member States. The NCP for Scotland will sit within NHS 24.

7. The Regulations amend the National Health Service (Scotland) Act 1978 to insert new

sections which will apply to the reimbursement of the cost of European Economic Area treatment incurred on and after 25th October 2013. Consideration by committee

PARLIAMENTARY BUREAU REFERRAL OF DRAFT PROPOSAL FOR THE PROTECTION FROM EVICTION (BEDROOM TAX) (SCOTLAND) BILL

1. The draft proposal for the Protection from Eviction (Bedroom Tax) (Scotland) Bill was lodged on 25 September 2013 by Jackie Baillie.

2. The proposal is for a Bill to protect Scottish secure tenants from eviction as a result of rent arrears attributable to under-occupancy deductions of housing benefit (the so-called “bedroom tax”).

3. The draft proposal is accompanied by a consultation document.

4. In terms of Standing Orders (Rule 9.14.5), the Parliamentary Bureau is

required to refer the draft proposal to a committee (or committees) within whose remit the subject matters falls.

5. This referral is for information only – there is no expectation that the committee (or committees) will scrutinise or report on the draft proposal at this stage.

6. The proposal falls within the remit of the following committee(s):

To keep under review the passage of the UK Welfare Reform Bill and monitor its implementation as it affects welfare provision in Scotland and to consider relevant Scottish legislation and other consequential arrangements.

7. The proposed Bill amends housing legislation and so falls within the remit of

the Infrastructure and Capital Investment Committee. (Housing policy is listed as one of the portfolio responsibilities of the Cabinet Secretary, and is understood in this context not to fall under “regeneration”.)

8. However, the implementation of the Welfare Reform Bill as it affects welfare provision in Scotland is the specific responsibility of the Welfare Reform Committee. The so-called “bedroom tax” legislation is included in subordinate

9. The proposal is closely based on a petition that is under consideration by the

Public Petitions Committee. However, the remit of that Committee refers only to consideration of petitions, and review of the petitioning system, and does not involve scrutiny of legislation. Recommendation

10. The Bureau is invited to refer the draft proposal on the Protection from Eviction (Bedroom Tax) (Scotland) Bill to the Welfare Reform Committee.

PARLIAMENTARY BUREAU REFERRAL OF A BILL AT STAGE 1: PROCUREMENT REFORM (SCOTLAND) BILL Introduction

1. The Procurement Reform (Scotland) Bill was introduced by the Deputy First Minister and Cabinet Secretary for Infrastructure, Investment and Cities on 3 October 2013.

2. The Bill introduces regulation for procurements concerning public contracts above certain financial thresholds. It places a number of general duties on contracting authorities regarding their procurement activities and some specific measures aimed at promoting transparent and consistent practice in procurement. The Bill also requires larger-spending contracting authorities to publish procurement strategies and annual reports.

3. The Bill falls within the remit of the following committees for the following reasons:

Infrastructure and Capital Investment

Procurement falls within the responsibility of the Deputy First Minister and Cabinet Secretary for Infrastructure, Investment and Cities and, therefore, directly engages the remit of the Infrastructure and Capital Investment Committee.

Rural Affairs, Climate Change and Environment Economy, Energy and Tourism Finance

Section 31 of the Bill amends the Climate Change (Scotland) Act 2009, providing for Ministers to have a power to issue regulations requiring contracting authorities to include a proportion of recycled, recyclable or reusable materials in goods or construction works they procure. This directly relates to waste management policy and, therefore, engages the remit of the Rural Affairs, Climate Change and Environment Committee. The accompanying documents indicate that around 45,000 businesses contract with the public sector in Scotland. The Bill has a particular focus on making it easier and more efficient for businesses (particularly small and medium-sized enterprises) to participate in public procurement by ensuring consistency and transparency in procurement processes. The Bill, therefore, engages the remit of the Economy, Energy and Tourism Committee. Public procurement is said to amount to around £9 billion of spending each year. By regulating the processes that govern this spending, the Bill also, therefore, engages the remit of the Finance Committee in terms of its responsibility to consider matters relating

to or affecting expenditure of the Scottish Administration or out of the Scottish Consolidated Fund.

4. As the Bill regulates procurement activities across the public sector, other subject committees may also have an interest in it – in particular, committees such as the Local Government and Regeneration Committee, the Health and Sport Committee and the Education and Culture Committee, whose remits cover areas of the public sector with significant procurement activity.

5. The Infrastructure and Capital Investment Committee is considered to have the main interest in the Bill due to the direct link between its remit and the responsibilities of the Deputy First Minister and Cabinet Secretary for Infrastructure, Investment and Cities. It is, therefore, suggested that the Bureau recommends to the Parliament that the Infrastructure and Capital Investment Committee be designated as the lead committee.

6. No other committee has sought formal designation as a secondary committee. Lack of formal designation does not, of course, prevent any other committee from considering the Bill if it subsequently decides to do so. Recommendation

7. The Bureau is invited to consider recommending to the Parliament by motion that it agrees, under Rule 9.6.1, to designate the Infrastructure and Capital Investment Committee as the lead committee for consideration of the Procurement Reform (Scotland) Bill at Stage 1.
