Mr. McConnell called the meeting to order at 6:33 p.m. Commissioners Present: Steven Greeley, Susan Stelford, Paula Rieghns, Gloria Mack, Laurie Selpien, Linda Spencer and Jim McConnell. Commissioners Absent: Lynn Gray. It was noted a quorum was present.

A. Holcombville School: status report and further action (if any).

Mr. Sandquist stated the Demolition by Neglect Ordinance is when the building owner has allowed the property to fall into a state of repair, where it creates a hazardous or unsafe condition as determined by the Department of Planning and Development or the Health Department. He stated he and Mr. Wallen, the Building Manger and Building Enforcement Manager, makes those kinds of inspections when our department is notified. He told the Commission that Mr. Wallen went out on the school inspection. Ms. Mack noted she received a letter from Judy Lovaas, with the scope of work for future masonry restoration of the school. Mr. Sandquist informed the Commission that he and Mr. Wallen would review that letter. Mr. Wallen said he was out on the site on a windy overcast day. It rained several days prior to that inspection.The structure was unoccupied, and there was no evidence of current or recent water infiltration. The paint peeling was of standard age. He stated the foundation is a cobblestone foundation and it had natural weathering and age deterioration. Some repair work has been done over the years, and all of the repairs are manageable.

He reported the foundation has sunk in, and where it had not sunk in, it was stable. There were fractures going up the wall in a wide pattern which is characteristic of general masonry structures. The walls were sound with the exception of the reaction they had from the foundation settling. There are missing bricks that would acquire attention. The electrical service on the building is falling off, and should be anchored at two points instead of one. The chimney, in its current condition, it is stabilized, but it is also being held together with retrofit turn buckles. Deconstruction and constructing that chimney would be advisable. The front stoop seems to have been modified. He explained it is a cold joint and the foundation wall is intact, however the platform has sunk toward the wall which brings water to the masonry. The interior wood floor has some level of bulging, but repairs to the foundation and walls that should help. the joist may need some attention. Mr. McConnel stated the owner is committed to spending the money to repair the school. Mr. Sandquist reminded the Commission that the property is in the Village of Bull Valley, and any permits would be issued through them. Mr. McConnell noted the Commission needs to give their consent to make sure they are using historical accurate materials because of the landmark status. It was noted, the owner will be sent a copy of Mr. Wallen's comments, and mention that she needs the Commission's approval before the work begins.

B. Coventry House: status report and further action (if any)

Mr. Sandquist mentioned he attended the Planning Environment and Development (PED) meeting. He stated the PED reviewed the HPC resolution regarding Coventry House, and they made some amendments to direct staff to conduct an inspection of the property, and report the findings to the HPC Commission and the County Board for discussion on any possible additional enforcement action. Mr. Sandquist stated staff can send a violation letter to the owner citing the hazardous structure, and instruct the owner to take action. County Board action would only be needed if the property owner ignored the letter and did not do the repairs. After discussion, Mr. Sandquist stated he will make every effort to have that inspection completed and Mr. Wallen's report back to the Commission before their next meeting.

C. Landmark Bus Tour planning: status and further action, including possible

appropriation of funding.

Ms. Reighns stated they have a potential source of busses through Familay Alliance. Ms. Reighns informed the Commission that she was getting married, and is moving out of the County. She did not know if she could be put on a subcommittee to continue working on the bus tour, because she does not want to quit halfway through. Mr. McConnell stated since there will not be a meeting in July, this may not have to be addressed for a few weeks. He mentioned she is welcome to continue participating in support of the tour, but the Commission may need to advertise a vacancy for her position in August.

Motion by Ms. Reighns, seconded by Ms. Selpien to appropiate an amount not to exceed $750 for the rental of potentially two pace size busses from Family Alliance for the bus tour of landmarks scheduled for October 14, 2017. Mr. Greeely asked about busses from MCDOT. Ms. Reighns explained they do not have busses. She said she spoke with someone from MCDOT, and they told her that the County Board had recently used Family Alliance buses. Ms. Spencer mentioned that the Crystal Lake Historic Trolley tour is this Sunday. She mentioned she could find out how much the trolleys cost. All Commission members voted aye on a roll call vote. Motion passed.

Subcommittee Report: Bus Tour 2017: July 26, 2017

The Subcommittee, comprised of Paula Rieghns, Linda Spencer and Laurie Selpien were tasked on March

1, 2017 with organizing the event, meaning, picking the bus route, the event date, and the places that

the bus tour will see.

OUTSTANDING ITEMS TO BE DECIDED:

2. WHO WILL BE GIVING THE PRESENTATIONS

3. WILL SOMEONE ON THE BUS BE POINTING OUT THE SCENIC ROADS AND PLACES THAT WE ARE

DRIVING BY BUT NOT STOPPING AT

4. I will be doing a drive of the route to check if the estimated times are appropriate, and giving a

report on that, on Saturday, July 29, 2017.

5. WHEN: October 14, 2017, leaving at 9:00 a.m., returning 4:30 p.m. (approx.)

6. HOW MANY PASSENGERS: Planning for approximately 20, cap at 40.

7. WHAT TIME IS DEPARTURE: 9:00 a.m.

8. WHAT TIME IS THE RETURN TRIP: Approx. 4:30 p.m.

9. WHERE ARE WE GOING: See Itinerary, below

10. HOW MANY STOPS: Seven (7), NOT including the beginning and return to the Woodstock

Square.

a. Start at historical opera house– boarding, 8:30 – 9:00 a.m. This will give someone from

the historical courthouse to hand people boarding a flyer about the courthouse and

perhaps a request to donate a window. No actual tour of the inside of the courthouse is

anticipated.

b. Go to Mount Auburn Cemetery, 50201 east brink street, Harvard (#12) Drive time: 20

minutes, 9:00 a.m. – 9:20 a.m. Chapel will be open and we can have a short tour of it.

There are no bathroom facilities at the cemetery. Please call the cemetery a few days

ahead of time to remind them. (815) 943-4640.

c. Scott Summers and his wife will give a presentation in period garb as to both the historic

cemetery but then walk people over to his house for a discussion of his house (Newman

house). The bus can park at the cemetery, and the Newman house is literally next door.

e. Go to Rudolph Hutchingson House, Route 14 and Hebron Road (#13) Drive time from

f. Gail also suggests pointing out the Tryon Grove Farm on the way, and going on Tryon

minutes 11:05 – 11:25. 20 minute presentation, outside, plus getting on and off the

1 am writing on behalf of Mr. Peter Janko who I understand is interested in serving on the McHenry County Historic Preservation Commission. I have known Pete a long time in relation to his business practice with Lumenelle. We have had many discussions about historic preservation and the importance of giving new life to old buildings in a way that allows the most important histotic aspects of the building read true while finding creative ways to make the building function better. I know Pete understands the issues at hand and believe his practical experiences would be a valuable asset to the Commission and the people of McHenry County. I recommend him wholeheartedly.

McHenry County Historic Preservation Commission June and July Report – Submitted by Gloria Mack

June 8, 2017 – I presented the framed Resolution commending McHenry Township for their

construction of a replica of the original signage and period appropriate fence at the Ostend Cemetery.

July 11, 2017 – I attended the Riley Township meeting. I informed them of the Immanuel Lutheran’s

desire to rid the church of ownership of the Barber Cemetery. One of the trustees informed us that 40

years ago a prominent Riley Township family bequeathed their land, which included the Riley Cemetery

to the Immanuel Lutheran Church. The church has sold the land, but the purchaser did not want the

cemetery. The Township board decided to look into ownership of the cemetery. I will attend the

August meeting. Note: The Barber Cemetery Landmark Plaque is hanging on the bulletin board in the

Riley Town Hall. (See attached)

Other Historic Activities:

June 10, 2017 – Served ice cream at the Powers Walker 1850’s Ice Cream Social. Over 100 people

attended.

The following are classes I took at McHenry County Colleges RAP (Retired Adults) program:

June 15, 2017 – A field trip to the Frank Lloyd Wright’s Laurent House. The Kenneth and Phyllis Laurent House in Rockford is the only building ever designed by Frank Lloyd Wright for a person with a disability. Kenneth Laurent was a WWII vet who was a paraplegic. The Laurent’s were common people and Wright changed some of his original designs to accommodate their income constraints. The house was occupied by the Laurent family from 1952 to 2012. As always, Wright insisted on his own furniture designs. I was so impressed that all the chairs were lowered so that when Kenneth talked to anyone he did not have to look up. This house was built prior to ADA. The pubic front of the house has small windows; however, the private back side of the house faces the woods and is all glass. In Kenneth Laurent’s own words, “This house lets me forget my disability and instead focus on my capabilities. That is the gift Mr. Wright gave me”. In later years Wright decided to acknowledge his best 35 designs. He considered the Laurent House one of the 35. He honored each of the 35 sites with a Red Tile. The Red Tile now graces the entrance. The home is now operated by a Foundation and is open for tours. (See attached)

June 29, 2017 – Archaeology of McHenry County. Steve Katz, Senior Archaeologist/Principal Investigator with Midwest Archaeological Research Services was the instructor. Mr. Katz, showed slides of the various areas in the County that he researched. The most interesting to me was the Powers/Walker House, a County Landmark. He showed slides of the house prior to its restoration and after its restoration. He also showed slides of the items found in the former privy. (See attached) Other sites shown were the Hawk’s Nest, McGraw Farm and McMillan Farmstead.

In the mid 19th Century the American art movement was embodied by a group of landscape painters whose vision was influenced by the beauty of the American open lands. The founder of the Hudson River School was Thomas Cole. Others who painted the magnificence of the American Wilderness were Fredrick Church (Niagara) and Frederick Bierstadt’s (Yellowstone Falls).

The Kenneth and Phyllis laurent House in Rockford, Illinois

is the only building ever designed by Frank lloyd Wright

for a person with a disability. The laurents commissioned

the home in 1948 and lived there from 1952 to 2012.

Considered by Wright as one of his 38 most important works,

this "Little Gem" is listed on the National Register of Historic

Places. It was opened to the public in 201 4 .

This one-owner Usonian home is a rare mid-century treasure

in pristine condition, complete with original W right-designed

furnishings. O ther features include a solar hemicycle floor

plan, patio, fishpond, carport and outdoor connectivity

to nature. Fully wheelchair accessible, the home is bath

functional and breathtaking. In Mr. Laurent's own words,

"This house lets me forget my disability and instead focus on

my capabilities. That is the gift Mr. Wright gave me." •
