A meeting of the Council of the Corporation of the Township of North Dundas was held

in Council Chambers in Winchester Village on April 11, 2017 with Mayor Duncan in the

Chair.

Re: Potential Agricultural Burn Ban:

President Byvelds addressed Council regarding the potential agricultural burn

ban and presented views and possible solutions on behalf of the Dundas

Federation of Agriculture for Council consideration. Mayor Duncan advised

Council will discuss this issue at the May 9th meeting.

extend the contract for Ground Water Monitoring as submitted by Golder

Associates for the services at the two Township of North Dundas Landfill

Sites, for one year commencing, January 1, 2017 in the amount of

$55,000.00 plus applicable taxes including contingency costs associated with

the establishment of an additional background surface water station.

Financial Statements:

Annik Blanchard presented the draft Financial Statements for the year 2016

to Council for review and comment. Ms. Blanchard reported the Township is

in good financial position.

11. Key Information

a) SDG Regional Tourism:

Director of Economic Development & Communications Mann provided information

regarding The Cornwall & Counties Tourism Guide, SDG Tourism Grants and SDG

Tourism Information Signs. He also updated Council on the upcoming Hill 70 100

Anniversary celebrations taking place in Mountain on August 24, 2017.

b) Mountain Hall Vacant Property:

Director of Recreation & Culture Meerburg provided information relating to the

current listing price of the above noted property. Council agreed with the opinion of

the Realtor to lower the listing price to $29,900.00

c) Winchester Ball Diamonds:

Director of Recreation & Culture Meerburg informed Council of a request for an

additional portable toilet at the Winchester Ball Diamond. Council agreed to the

request.

Mayor and Members of Council April 25, 2017 Municipal Drainage Works

RECOMMENDATION THAT the Council of the Township of North Dundas authorize hiring M.A. Ford & Associates Inc. to prepare reports for the modifications and/or improvements of the Ball Young Municipal Drain and the Kittle Creek Municipal Drain in accordance with Section 78 of the Drainage Act RSO 1990. BACKGROUND: The Township of North Dundas has received two requests for modifications and/or improvements for Ball Young Municipal Drain and the Kittle Creek Municipal Drain. In order to proceed with the requests for drainage works, Council must appoint an Engineer to prepare the necessary reports. OPTIONS AND DISCUSSION:

1. Approve the Recommendation. Updated Reports are required for each municipal drain prior to modifications and improvements of the drainage works.

2. Do not approve the Recommendation. This option is not recommended.

RECOMMENDATION THAT the Council of the Township of North Dundas approve the recommendation of the Director of Public Works to award the position of Public Works Department Full Time Operator/Laborer to John Perry at pay Grade #2 Level #2 BACKGROUND: We received 23 applications for the full time Operator/Laborer position. 11 applicants were from outside the Township and 12 were from the Township. After reviewing all applications 4 applicants were chosen for an interview. 3 of the applicants are currently employed by the Township under contract or part-time. OPTIONS AND DISCUSSION:

1. Approve the Recommendation. Award the full time Operator/Labourer Position to John Perry at pay Grade #2 Level #2. This option is recommended.

Mayor and Members of Council April 25, 2017 One year Contract Laborer and Equipment Operator

RECOMMENDATION THAT the Council of the Township of North Dundas authorize the Director of Public Works to hire Dave Kirk for the contract position of Laborer/Equipment Operator for the period of one (1) year beginning May 1st, 2017 at the Township salary wage system Grade 2 Level 1. BACKGROUND: This candidate was chosen from the four candidates that were interviewed for the full time position. Dave has been working for the Township as an on call plow operator for the winter period. Since Barry Giberson was promoted to the lead hand position, this left us short one man. Dave Kirk has been filling this position on call when needed. He also has experience operating an excavator, therefore minimal training is required. OPTIONS AND DISCUSSION:

1. Approve the Recommendation. Authorize the Director of Public Works to hire Dave Kirk has a Laborer/Equipment Operator for a one year contract beginning in May 1st, 2017.This option is recommended.

Mayor and Members of Council April 25, 2017 Winchester Ribfest Designation

RECOMMENDATION: That Council designate “Winchester Ribfest” hosted by the Winchester Downtown Revitalization Committee scheduled for Friday June 16, 2017 as a “Public Event of Municipal Significance”. BACKGROUND: Ribfest Celebrations have been taking place in Winchester for the past seven years. Events of municipal significance must be designated as such by a resolution of municipal council. The resolution must be included with the Special Occasion Permit application. OPTIONS AND DISCUSSION:

1. Approve the designation. Recommended. Designating “Winchester Ribfest” as a Public Event of Municipal Significance

conveys endorsement and support to the event organizers and volunteers.

2. Do not approve designation. Not Recommended.

Mayor and Members of Council April 25, 2017 Ribfest Street Closure

RECOMMENDATION: THAT Council seek permission from the United Counties of SDG to close a portion of County Rd 38 (St. Lawrence Street) from the corner of Winchester Main south to Caleb Street to vehicular traffic between the hours of 2 p.m. to 10 p.m. on Friday, June 16, 2017 to facilitate Ribfest Celebrations. BACKGROUND: Ribfest is an annual event hosted by the Winchester Downtown Revitalization Committee. The event is scheduled to take place on Friday, June 16th at Sweet Corner Park. In the event of rain, Ribfest will be moved to the Joel Steele Community Centre. OPTIONS AND DISCUSSION:

1. Approve the request to the United Counties of SDG. Recommended. The temporary closure enables the Winchester Downtown Revitalization Committee to hold this annual event in the downtown corridor of Winchester at Sweet Corner Park.

Mayor and Members of Council April 25, 2017 Vegetation Management Program

RECOMMENDATION THAT the Council of the Township of North Dundas accept the tender from Wagar & Corput Weed Control Inc. for the Vegetation Management Program for the Recreation & Culture Department at the stipulated price of $4,950.00 plus HST, per application, with the option to renew for 2018. BACKGROUND: A tender for the Vegetation Management Program for the Public Works and Recreation & Culture Departments was advertised. Submissions were received and opened on Wednesday, April 19th, 2017. A summary of the bids received, is attached. OPTIONS AND DISCUSSION:

1. Authorize that Wagar & Corput Weed Control Inc. be awarded the tender for the Recreation & Culture Dept., for the stipulated price of $4,950.00 plus HST, per application. Recommended.

RECOMMENDATION THAT the Council of the Township of North Dundas accept the tender from A.L. Blair Construction for Construction and Maintenance Gravel and Winter Grit at the total price of $221,402.03 including HST. Product to be delivered on site. BACKGROUND:

This is an annual activity that needs to be performed in order to maintain our gravel roads and get them ready for summer maintenance and dust control application. This bid also includes construction gravel and winter grit, for winter control. This grit will be mixed with 6% salt and treated with a calcium and magnesium liquid product that helps it stick to the roads in order to be effective for the winter period. RECOMMENDATION THAT the Council of the Township of North Dundas accept the tender from D Squared Construction for the Removal and Reinstatement of Sidewalks at various locations throughout the Township at the total price of $79,095.48 including taxes. BACKGROUND: D Square hasn’t worked for the Township, however they did lots of work for the City of Ottawa. I checked with project managers, they all had a good recommendation. Our sidewalk budget for 2017 is $93,000.00. By accepting the lowest bid we will be able to replace more than we itemized in the tender. RECOMMENDATION THAT the Council of the Township of North Dundas accept the Tender from Duncor Enterprises Inc for Surface Treatment at the total price of $351,172.55 plus HST. BACKGROUND: Road base preparations were completed on the Armstrong Rd, Merkley Rd, Harmony Rd and French Settlement Rd in 2016. These Roads have been sitting over the winter and recent inspections (early spring) show that they are now ready for a double surface treatment with a Fog Seal. The amount allocated in the 2017 budget for Surface Treatment was $478.000.00. The lowest bid received is $351,172.55, a total saving of approximately $120,000.00. SUBJECT: Sidewalks Spraying and Weed Trimming

We have a total of 23.5 kms of sidewalks throughout the Township.

Tenders came in for the spraying of weeds along sidewalks, fire hydrants and Hydro poles. After discussing with the contractor the process and the chemical used for that purpose we found out that everything would need to be sprayed at least every three weeks because the product will not kill the roots of the plant only the surface. This would be very costly at approximately $6,500.00 per treatment. Also, in order for the product to work properly we would need to let the weeds grow enough that the plant could absorb the treatment.

John Oswald and I have looked at different options. We have met with a local contractor to discuss weed trimming along sidewalks and anything adjoining the sidewalk such as Hydro poles and fire hydrants. I do believe that if we could cut twice during the summer we would be sufficient. We could send out a RFP to local contractors for weed trimming along sidewalks, fire hydrants and Hydro poles in Winchester and Chesterville and in Morewood, just sidewalks and Hydro poles. Another option would be to hire two more students to create a crew with one of our full time workers to supervise and do the work ourselves. We would move one of our other students to work with the roads crew to free up the full time worker.

If we chose to go to an RFP for the three towns mentioned above. Inkerman, South Mountain, Mountain and Winchester Springs could be done by our students.

THE CORPORATION OF THE TOWNSHIP OF NORTH DUNDAS

BY-LAW NO. 2017-14

Being a By-law of the Corporation of the Township of North Dundas to adopt, confirm and ratify matters dealt with by resolution.

WHEREAS the Municipal Act, 2001, as amended, provides that the powers of the Corporation of the Township of North Dundas, shall be exercised by By-law. AND WHEREAS in many cases, action which is taken or authorized to be taken by the Township of North Dundas does not lend itself to the passage of an individual By-law; NOW THEREFORE THE COUNCIL OF THE TOWNSHIP OF NORTH DUNDAS ENACTS AS FOLLOWS; 1. That the Minutes of the Regular Meeting including the Minutes of the In Camera Meeting held April 11, 2017 of the Council of the Township of North Dundas, are hereby adopted. 2. That the actions of the Township of North Dundas, at its meeting held on April 25, 2017 in respect of each motion, resolution and other action taken by the Township of North Dundas at its meeting are, except where the prior approval of the Ontario Municipal Board or other authority is required by law, hereby adopted, ratified and confirmed as if all such proceedings were expressly embodied in this by-law. 3. That where no individual by-law has been or is passed with respect to the taking of any action authorized in or by the above-mentioned minutes or with respect to the exercise of any powers by the Township of North Dundas in the above-mentioned minutes, then this by-law shall be deemed for all purposes to be the by-law required for approving and authorizing and taking of any action authorized therein and thereby or required for the exercise of any powers therein by the Township of North Dundas. 4. That the Mayor and Members of Council of the Township of North Dundas are hereby authorized and directed to do all things necessary to give effect to the said action of the Township of North Dundas to obtain approvals where required and except as otherwise provided, the Mayor or Clerk are hereby directed to execute all documents necessary on behalf of the Township of North Dundas. READ and passed in Open Council, signed and sealed this 25th day of April, 2017.
