recommendation: High (100pts) /Medium (80pts) /Low (50pts)/ None (0pts).

These recommended point assignments will be presented to the TCC and TAC for their

review and approval. The TCC retains the discretion to make recommendations to the

TAC regarding changes to list. The TAC has the final discretion regarding assignment of

local points, and retains the flexibility to make changes to these point assignments if it is

able to document a reason for doing so. These changes must be documented and

made available as information to the public.

Metrolina Region CommunitiyViz Initiative

Progress Report Reporting Period: April 2015 -December 2015

I. Project Overview

The four MPOs and two rural planning organizations in the region are responsible for developing a safe, convenient, and effective multimodal transportation system. One of the tools available for studying long-term impacts to the transportation system is the Metrolina Regional Travel Demand Model (MRM), which is a computer program that forecasts future year demand on existing and planned transportation facilities using anticipated land use, demographic information and travel patterns unique to the region. The planning horizon years for the regional travel demand model usually are 10, 20, and 30 years beyond base year conditions. Approximating future year conditions on the transportation system enables officials to assess the implications of growth, to compare alternative transportation solutions, and to provide a framework for measuring the impact of policy decisions. The foundation for the MRM includes socioeconomic data — including population, housing, and employment estimates — organized into 3,490 distinct geographic subareas referred to as traffic analysis zones (TAZs). Collectively, this information represents the assumed development potential for cities, towns, and counties (or portions thereof) in the region. Demand on the transportation system (i.e., trip generation) is calculated directly from the model’s socioeconomic data. Updating socioeconomic data in the current MRM is time intensive, and the different processes used by member jurisdictions create significant challenges for normalizing methods to best forecast and allocate future year growth patterns within the planning area. The current process to develop socioeconomic data also severely limits the potential to evaluate the effects of alternative development patterns on the efficiency of the transportation system. The region’s MPOs and the RPO (minus the Cabarrus-Rowan MPO) would like to standardize the socioeconomic data allocation processes for the planning area. This effort is part of a regional process to work collaboratively with other MPOs/RPO in the Charlotte region to gain efficiencies and consistency in this work. The primary elements of the project include:

A GIS based model, using CommunityViz Software (ArcGIS) that will consider available land for development, local land development controls, buildout potential, development attractors, etc. to allocate future year socioeconomic data in the planning area (households and employment, by category in the MRM).

Updated regional data sets (community type, development status, growth attractors, etc.) to inform the CommunityViz model.

Analysis of existing processes for annual socioeconomic data updates and recommendations on best practices.

TAZ level data for each MPO/RPO to submit to the MRM coordinator for horizon years associated with each metropolitan planning organization’s metropolitan transportation plan (MTP) planning process. For NC MPOs/RPOs, that includes 2025, 2035, and 2045.

At the completion of the project, the CCOG will make available (to the participating MPOs/RPO) the file structure and GIS data files used to create the CommunityViz model for their independent use.

II. Summary of Work – April to December 2015 Below is a brief summary of activities performed between April and December 2015:

Coordinated Steering Committee meetings in April, July, and December 2015, to discuss partnering strategy, scenario planning tools, data collection needs, lessons learned from the Triangle Region (NC), and the CommunityViz model architecture. The Steering Committee is made up of technical staff from the NCDOT, FHWA, and all participating MPOs/RPO.

Coordinated a technical subcommittee of the Steering Committee in August 2015, to discuss CommunityViz model architecture, data needs, and key assumptions for the project.

Completed GIS coding at the parcel level for all project counties. Layers include: o Carrying Capacity (street rights-of-way, water bodies, conservation areas,

stream buffers, etc.) o Development Status (developed, undeveloped, or under-developed) o Community Types (based on land use/design categories used for CONNECT

Our Future CommunityViz models) o Land Suitability layers collected/developed for the horizon years 2025, 2035,

and 2045. (i.e., interchange locations, major roads, major intersections, major activity centers, town centers, utility service areas, etc.)

o 2015 Land Use Layers (reflects changes to community types since 2012 associated with new plans adopted in the participating counties)

Prepared for coordination meetings with planners, utility providers, and TCC members in January 2016. The purpose of these meetings is to obtain feedback on data layers and obtain sign off on data that will flow into the CommunityViz model.

Built the CommunityViz Beta Model for the MRM study area to test different variable combinations and weighting factors for the land suitability analysis module. Reported results and recommendations to the Metrolina Region CommunityViz Initiative Project Steering Committee on July 23, 2015.

Participated in weekly project team calls with the model development team.

General coordination with the MPOs/RPO and CDOT (Anna Gallup) related to growth control totals, forecast horizon years and schedule questions moving forward.

III. Upcoming Milestones

January 2016 – Regional coordination meetings for data sign off. January – February 2016 - Confirm a preferred methodology, tools, etc. for developing the

base year condition in CommunityViz. February – March 2016 - Document CommunityViz model documentation and get sign off

by MPOs/RPO. March – April 2016 - Incorporate new/updated GIS layers into the CommunityViz Beta

May – June 2016 - Analyze existing annual update processes and develop recommendations. June 2016 - Conduct CommunityViz Training for MPOs/RPO.
