The CEC at its meeting held on 15th January, 2019 approved the Balance Sheet(consolidated) of Indian Dairy Association (IDA) alongwith statement of Incomeand Expenditure for the financial year 2017-2018 duly audited and adoptedfollowing resolution for placing at the AGBM for its approval :

RESOLUTION

"Resolved that the consolidated audited financial report of IDA (HQ) including allZones and Chapters for the financial year 2017-2018 is hereby approved and itis recommended to be presented for approval at the 67th AGBM of IDA to be heldon 9th February, 2019 at Patna".

5. APPROVAL OF THE PROPOSED BUDGET OF IDA(HQ) AND ITS ZONES/CHAPTERS FOR THE FINANCIAL YEAR 2019-2020.

The CEC in its meeting held on 15th January, 2019 approved the ProposedBudget of IDA(HQ) and its Zones/Chapters for the financial year 2019-2020 andadopted following resolution for placing in the AGBM for its approval:

Resolution

"Resolved that the proposed budget of Indian Dairy Association (HQ) includingall the Zones and Chapters for the financial year 2019-2020 (both revenue and

capital) is hereby approved and recommended by the CEC to be presented forapproval in the ensuing 67th AGBM of IDA to be held on 9th February, 2019 atPatna".

6. APPROVAL OF THE APPOINTMENT OF AUDITORS AND THEIRREMUNERATION FOR THE YEAR 2019-2020.

The CEC in its meeting held on 15th January, 2019 approved the appointmentof Chartered Accountant, M/s SSR & Co., New Delhi as Auditors of IDA(HQ) forthe financial year 2019-2020 on the same rates & Terms and Conditions of theprevious year and adopted the following resolution:

RESOLUTION

"Resolved that M/s. SSR & Co. be appointed as auditors of IDA for the year2019-2020 at a remuneration of Rs. 49,500/- for statutory audit (Annual), incometax matters and annual GST audit and Rs. 4,950/- per month for internal auditand filing TDS/GST returns."

Placed before the AGBM for its approval.

7. CONFIRMATION OF THE MINUTES OF THE EXTRA GENERAL BODYMEETING (EGBM) HELD ON 15TH DECEMBER, 2018 AT IDA HOUSE, NEWDELHI.

The minutes have already been circulated to all the members who attended themeeting vide our letter No. IDA:EGBM:2492 dated 30 January, 2019 (Page No.-50-60). The minutes may accordingly be confirmed.

MINUTES OF THE 66TH ANNUAL GENERAL BODY MEETING (AGBM)OF INDIAN DAIRY ASSOCIATION (IDA) HELD ON

10TH FEBRUARY, 2018 AT KOCHI

The 66th AGBM of IDA was held on 10th February, 2018 at 4:00 pm atAdlux International Convention and Exhibition Centre, Angamaly, Kochi(Kerala), it was attended by 109 members. The President formallydeclared the AGBM open.

1.0 WELCOME ADDRESS

1.1 Dr. G.S. Rajorhia - President, IDA welcomed the members present inthe 66th AGBM.

2.0 CONFIRMATION OF THE MINUTES OF THE 65TH ANNUALGENERAL BODY MEETING HELD AT MUMBAI ON 18TH FEBRUARY,2017.

2.1 The minutes have already been circulated to all the members vide letterNo. IDA:65AGBM:2678 dated 15/03/2017 to which no comments havebeen received. The minutes were accordingly confirmed.

3.0 PRESENTATION OF ANNUAL REPORT OF IDA BY THE PRESIDENT.

3.1 Dr. Rajorhia, President-IDA presented Annual Report of Indian DairyAssociation (IDA) for the period under review which was inclusive ofactivities of IDA(HQ) and Zones/State Chapters as well.

3.2 Following are the highlights of the report presented by the President:

45th DAIRY INDUSTRY CONFERENCE — The 45th Dairy IndustryConference (DIC) was held during February 16th-18th, 2017 at MumbaiConvention and Exhibition Centre, Goregaon, Mumbai. The theme ofthe Conference was "Climatic Change and Dairying".

The DIC was attended by a large number of delegates where severaltopics of technical and general nature were discussed. Therecommendations of the DIC were published in the special issues ofthe Indian Dairyman during April & May 2017. The recommendationswere sent to various concerned Govt. Departments, CooperativeInstitutions and Private Sector Dairy Plants for implementations.

OTHER ACTIVITIES OF IDA HEAD QUARTER, New Delhi – IDA hadconvened four meetings of the Central Executive Committee during theyear 2017-2018 on May15 & August 21, 2017 and January 20, &February 07, 2018. Many important issues related with the functioningof IDA were discussed and appropriate decisions taken.

IDA continues to publish the monthly Journal "Indian Dairyman" and"Indian Journal of Dairy Science" on bi-monthly basis. It is a matter ofpride that these two journals have received world wide acclamation andtheir circulation continues to increase significantly.

The quality of both the journals has appreciably improved. The IndianDairyman is published on the 1st day of each month and despatched tomembers on the 2nd day.

The much-awaited Hindi bi-monthly magazine titled “Dugdh Sarita”was launched on 9th September 2017 to cater to the needs of MilkProducers.

The IDA (HQ) building constructed during 1970-71 needed renovationboth in the internal and external structures. The meeting hall and thePresident’s enclosure fell short of space. The CEC at its consecutivemeetings discussed this issue and accorded their approval to undertakethe renovation work on modern lines with a view to increase the spacein the meeting room. The work has been awarded in the month ofAugust, 2017 and renovation is in the final stage.

IDA has initiated several actionable measures on issues impactinggrowth of dairying at national level. Given the importance of thegovernmental reform of the national tax system i.e. GST and its relevanceto dairying, a meeting on GST was called by IDA on 12th June, 2017primarily for seeking tax exemptions on milk and milk products. Thiswas attended by eminent IDA stake-holders and recommendations wereforwarded through Department of Animal Husbandry Dairying andFisheries to the Government of India.

A meeting on Pre-budget memorandum was held on 9th October 2017with a focus on direct and indirect taxes. The recommendations of thePre-budget Memorandum have been forwarded to the Government ofIndia.

Two important historic dates in the dairy sector calendar are the NationalMilk Day and the World Milk Day. IDA (HQ) organised the World MilkDay on 1st June at IDA House, New Delhi and the National Milk Dayon 26th November at IDA (WZ) Mumbai. The Zonal and State Chaptersof IDA also celebrated the National Milk Day programmes at local levels.

With the approval of CEC, a new office space for IDA(WZ) has beenpurchased in Mumbai at the total cost of Rs. 2.9 crores with contributionof Rs.1.65 crore from IDA(WZ) and Rs.1.25 crore from IDA(HQ). TheWest Zone office is located in A-501, Dynasty Business Park, Andheri-Kurla Road, Andheri (East), Mumbai.

IDA has also planned to undertake rainwater harvesting in the campusof IDA House, New Delhi. According to Government stipulations, it is amandatory ecological requirement for all offices having an area exceeding1000 sq. ft. IDA has given the work order for this in December, 2017.

CEC - IDA ELECTIONS FOR THE TERM 2018-2020.

Elections of CEC-IDA were completed on 9th January, 2018 and theresult was announced on 10th January, 2018.

IDA Membership — The strength of IDA members has crossed 3500this year for which the members of CEC of Zones and Chapters andmembership department of IDA deserve to be complemented. Themembership of IDA continue to be accessible online.

OVERSEAS/INTERNATIONAL Visitors – IDA is receiving World Widerecognition. During the period of the report, IDA House was visited bymany foreign delegations/dignitaries who held discussions with thePresident and other members of the Association. Some of them are asfollows:

a) A farmer delegation from Argentina and Chile visited IDA House on25th February, 2017 and had wide ranging discussions with IDA officialson the emerging dairy sectors of the respective countries.

b) A delegation from Australia and New Zealand comprising of 22 dairyfarmers led by Mr. Adrian Dale Curtis Price visited IDA House on 3rdApril, 2017. The delegation explored the possibilities of investments indairy farming in India and to study the pattern of dairy activitiesundertaken by Indian farmers. IDA was represented by the Presidenttogether with Dr. R.S.Khanna, Shri Ram Chander Choudhary and ShriN.K.Bhanot.

c) A delegation from Mongolia led by Team Leader Ms. TUULTuvshinbayar visited IDA House on 20th April 2017. Mr. MunkhjargalB., Executive Director, NDDB and National Coordinator of Mongoliawas also part of the delegation. The delegation was very much impressedwith the growth of dairy development in India and sought the technicalassistance from India in promoting dairying in their country. It soughtsupport of IDA in organising training programmes in areas like milkproduction, breeding, processing, value addition and marketing etc.The President-IDA alongwith Dr. R.N.Kohli and Shri N.K.Bhanotrepresented IDA in the meeting.

d) A meeting was held on 1st December, 2017 at IDA HQ with Ms.Ikegaya Fumiko, KMC, Inc. Japan who was representing the JapanInternational Cooperation Agency (JICA). JICA had commissioned astudy on "Dairy Sector in India" for the purpose of identifying areas

which need technical and financial support. Dr. R.S.Khanna and ShriN.K.Bhanot focused on the functioning of the Indian Co-operatives,Private and Government sectors to inform JICA on the status of thedairy sector specifically milk handling, processing and marketing.

Further he presented a brief report on the activities of Zones and Chaptersbased on the material provided by the Zones/Chapters as under:

EAST ZONE – Elections of ZEC members of IDA (EZ) for the term 2016-2019 were held. A training programme on Clean Milk Production wasorganised for the farmers of 24-Paraganas (North) in collaboration withM/s. Red Cow Dairy Pvt. Ltd. More than 150 farmers attended thetraining programme. Five ZEC meetings were held during 2016-17. AnAll India Essay Competition for students of various dairy science/foodtechnology colleges/universities on the topic "Milk for Today'sconsumers" was organised. A one day National Seminar on "A DairySnap Shot 2017" was also organised at West Bengal University of Animal& Fishery Sciences. The 26th AGBM was held on 5th August, 2017.The National Milk Day was celebrated on 26th November, 2017 tocommemorate the 96th birth anniversary of Late Dr. V. Kurien throughR.K.Mission, Kashipur and Barahanagar.

BIHAR STATE CHAPTER - Bihar State Chapter IDA(EZ) organized aworkshop in association with National Productivity Council, Patna onEnergy Conservation on 31st July 2016. The Chairman, Bihar Chapter,Shri Sudhir Kumar Singh addressed the gathering and suggested themeasures required to achieve Energy Conservation in Dairy Industry.The Bihar State Chapter took an opportunity to diversify its activitiesby associating it in the Seminar organized by Bihar Industries Association(BIA) on 26th September, 2016 at BIA building, Patna on the occasionof 70th AGM of BIA. On the occasion of World Food Day on 16.10.2017a seminar was organized by Bihar State Productivity Council, Patna inassociation with the IDA-Bihar Chapter. The topic of the seminar was"Family Farming Feeding the World, caring for the Earth" NABARD &Mukhyamantri Sodh & Mulyankan Pariyojna of Govt. of Bihar cosponsored the seminar. On the eve of 96th Birth anniversary of Dr.Verghese Kurien, the Chapter in association with Vaishal PatliputraDugdh Utpadak Sahakari Sangh Limited, Patna celebrated NationalMilk day in the premises of Hazipur Dairy Plant of VPMU on 26.11.2017.More than 2000 farmers and people associated with the dairy industryattended the function. The Chapter in association with Krishi VigyanKendra, Bihar Veterinary College, Vaishal Patliputra Dugdh UtpadakSahkari Sangh Limited, and People for Animal (PFA) organized a MegaAnimal Health Camp cum Kisan Ghosthi at Pachaura Village on22.10.2016.

SOUTH ZONE – The South Zone of the Indian Dairy Association had achallenging year with initiation of activities towards organising the 46th

Dairy Industry Conference. The place of the conference was fixed atKerala and Prof (Dr) Geevargheese was nominated as the SecretaryGeneral for the Conference. The Office Bearers of the IDA-SZ were recastwith Shri CP Charles as Chairman and Dr. K.S.Ramachandra as Vice-Chairman in place of Shri Ravikumar Kakade and Dr PK Dixitrespectively. The ZEC meeting was convened six times during the yearand took important decisions with regard to organising the 46th DairyIndustry Conference. The World and National Milk Days were celebratedwith National Dairy Research Institute, Bangalore. IDA-SZ alsoparticipated as a sponsor in the Seminar organised by the AlumniAssociation of NDRI, Bangalore. IDA-SZ provided a financial assistanceof Rs. 30000/- to Kerala Chapter to conduct the training, seminar etc.,and Rs. 20000/- to Alumni Association of ICAR-NDRI, Bangalore, toorganise a brain storming session on 'Indigenous cattle' . The TN Chapterhas become active during this year with the renewed EC. A white paperon 'Sponsoring participants to Dairy Industry Conference' and 'FinancialSponsorship by IDA-SZ' had been approved by the ZEC andimplementation will commence in 2017-18. Ms. Veda Seetaram Hegdeof Uttar Kannada district was nominated and honoured with 'BestWoman Dairy Farmer' award of the South Zone in the 45th DIC held atMumbai. As on date, IDA(SZ) membership stands at 494.

KERALA STATE CHAPTER - Kerala State Chapter had three ExecutiveCommittee meetings. A three day Hands-on training in the "Preparationof milk products for small scale entrepreneurs" was conducted atDepartment of Dairy Technology. The chapter also celebrated WorldMilk Day on 1st June, 2017 and World Environment Day on 5th June,2017. One day awareness Seminar on Quality and Food SafetyManagement System was organised on 20th June, 2017. A NationalSeminar on "Food Adequacy and Climate Change: Strategies forSustainable Food Production" was held on November 3 and 4, 2017. Aone day Workshop on Farmer to Farmer Extension was organised on27th November, 2017 as a part of National Milk Day 2016. Kerala Chapterin association with AFST (I), Thrissur prepared the wall calendar for theyear 2018 incorporating details of dairy and food science celebrations.

WEST ZONE – The IDA(WZ) organized the 45th Dairy IndustryConference on a theme " Climate Change and Dairying" and IIDE 2017,Exhibition on Dairy Farming, Milk Processing, Packaging and Marketingof milk products from 16th to 18th February 2017 in Mumbai. TheConference was attended by 1350 delegates whereas the exhibitionwas visited by 6437 visitors. The exhibition was spread over 8000 sq.mt. area with 188 exhibitors comprising 23% overseas companies. IDA(WZ) purchased its own office at A 501, Dynasty Business Park, Chakala,J B Nagar, Andheri Kurla Road, Andheri (East), Mumbai - 400 059.Further, the 1285 sq. ft. office is renovated and converted into 'State ofthe Art' training centre with a seating capacity of 30 trainees and is

well equipped with audio and Video Conferencing facilities. The IDAWest Zone celebrated National Milk Day and 96th Birth Anniversary ofDr. V Kurien on 26th November 2017 at IDA (WZ) office. The Zone hadundertaken membership enrolment drive and increased the IDAMembership substantially. To take the policy decisions, the ZEC metthree times during the financial year.

GUJARAT STATE CHAPTER - Gujarat State Chapter organised threeSeminars on "Current Position of International and National Dairy Sectorand Factors Affecting Profitability of Milk Production", Seminar on"Enhancing Effectiveness of Animal Husbandry Input Services", andSeminar on "Raw Milk Quality - the first Critical Step to Ensure FoodSafety".

NORTH ZONE - The Annual General Body Meeting for the year 2016 -17 was conducted at India International Centre along with the Seminaron 10th June 2017. Four ZEC meetings of IDA (NZ) were conducted on29.03.2017, 12.05.2017, 09.09.2017 and 27.11.2017. A national seminarwas organised on the theme "Dairying for doubling the farmers' income"on 10.06.2017 at India International Centre, New Delhi and was a greatsuccess. IDA North Zone Executive Committee elections for 2017-2020were held on 22.08.2017 and new Executive Committee took over thecharge on 09.09.2017 headed by Shri S.S. Mann as Chairman.

RAJASTHAN STATE CHAPTER - Rajasthan State Chapter of IDAcelebrated World Milk Day on 1st June, 2017 and National Milk Day on26th November, 2017. Annual General Body meeting for the year 2016-17 was held on 14th January, 2017 in Jaipur.

PUNJAB STATE CHAPTER - Punjab Chapter in collaboration withPunjab Dairy Development Board and Milkfed Punjab celebrated WorldMilk Day with a great fervor and enthusiasm at Livestock Complex,Sector 68, Mohali on 1st June 2017. The celebration was a multifacetedactivity. On this occasion a seminar on the topic of "Milk for Health andProsperity" was organized. The District level winners of the essaycompetition conducted by the Board on the same topic throughout theSenior Secondary schools of the State were awarded cash prizes. ThePunjab Chapter in collaboration with Punjab Dairy Development Boardand Baani Milk Producer Company, Patiala celebrated National MilkDay at Dairy Training and Extension Center, Sangrur (Punjab) on 26November 2017. The highlights of the celebration included a technicalseminar on the topic of "Importance of Milk for the formation of aStrong Society" with a Prize Distribution for the District level winnersof the essay competition on the same topic. The Punjab Chapter activelypursued the membership drive during this period, as a result of whichone life member and 14 ordinary members got enrolled and membershipof 15 members was renewed.

The President expressed his gratitude to all the CEC members for theirwhole- hearted co-operation and thanked them for their keen interestin the activities of the Association.

The members appreciated the Annual Report presented by the Presidentand approved the Report and adopted the following resolution:

RESOLUTION No. 66/01

“Resolved that the Annual Report of IDA presented at the 66th AnnualGeneral Body Meeting (AGBM) is hereby approved and adopted aspresented in the agenda papers”.

4.0 PRESENTATION OF FINANCIAL REPORT OF THE ASSOCIATIONALONGWITH THE AUDITED STATEMENT OF INCOME ANDEXPENDITURE FOR THE FINANCIAL YEAR 2016-2017.

4.1 Shri N.K. Bhanot, Secretary (Establishment) presented the FinancialReport for the year ending 31st March, 2017 alongwith the auditedstatement. The General Body approved the Financial Report and adoptedthe following resolution:


“Resolved that the Financial Report of IDA for the financial year 2016-2017 presented in the 66th AGBM is hereby approved”.

5.0 APPROVAL OF THE PROPOSED BUDGET OF IDA(HQ) AND ITSZONES FOR THE FINANCIAL YEAR 2018-2019.

5.1 Budget for IDA(HQ) and all the four Zones/Chapters for the financialyear 2018-2019 as brought out in the agenda papers were consideredand approved except provisioning of Rs.1.25 crores from IDA(HQ) forpurchase of office space for IDA(SZ) and adopted the following resolution:


“Resolved that budget for IDA(HQ), all the four Zones/Chapters for thefinancial year 2018-2019 shown in the agenda papers are herebyapproved except provisioning of Rs.1.25 crores from IDA(HQ) for purchaseof office space for IDA(SZ)”.

6.0 APPROVAL OF THE APPOINTMENT OF AUDITORS AND THEIRREMUNERATION FOR THE YEAR 2018-2019.

6.1 The appointment of M/s SSR & Co., New Delhi as the auditors of IDA(HQ)for the financial year 2018-2019 was approved by the AGBM and thefollowing resolution was adopted:

“Resolved that Chartered Accountant, M/s SSR & Co., New Delhi arehereby appointed as Auditors of IDA for the financial year 2018-2019at a remuneration of Rs.49,500/- per annum for annual audits andRs.4,950/- per month for filing Audit and TDS/Service Tax Returnsetc.”.

8.0 ANY OTHER MATTER BROUGHT TO THE NOTICE OF THEPRESIDENT, PROVIDED IT HAS BEEN BROUGHT WITH 7 DAYSPRIOR NOTICE.

8.1 The members raised following issues in the meeting :

i) That all the members be informed about the policy made on fundingfor purchase of property/site for offices of Zones/Chapters beforepurchase of office space for IDA(WZ) in Mumbai.

ii) That necessary amendments are required in the criteria forenrollment of membership based on Dairy qualifications and theirconversion to Life Membership.

iii) That updation and up-gradation of IDA Website is required withuploading of important decisions taken by the CEC and important matterconcerning all the members on the website from time to time.

iv) Re-constitution of Committees for selection of Awards and reviewthe Guidelines for various Awards.

v) Eligibility criteria for voting rights of members for election purposeto be reviewed. Similar to the tenure of IDA President confined to twoterms of three years each, the tenure of other office bearers of the CEC,ZEC and State Chapters be also limited to two terms of three yearseach.

The President assured the house that the above issues would be taken-up for deliberations by the CEC Committees nominated for the purposeand suitable recommendation at the earliest.

ANNUAL REPORT OF IDA

Dear Members of IDA,

I have the honour to present before you the Annual Report of the Indian DairyAssociation (IDA) at the 67th Annual General Body Meeting here at Patna.

Your esteemed Association has successfully maintained its pace of growth atthe national level. The head office and zones have greatly contributed to thisgrowth. A brief account of which is presented:

DAIRY INDUSTRY CONFERENCE — The 46th Dairy Industry Conference(DIC) was organised between February 8 and 10, 2018 at Adlux Conventionand Exhibition Centre, Anagamali, Kochi. The theme of the Conference was"Dairying:Sufficiency to Efficiency".

The DIC was attended by 2076 registered delegates where several topics oftechnical and general nature were deliberated. The recommendations of theDIC were brought out in the special issues of Indian Dairyman March & April2018. The recommendations focussed on efficiency in dairying were sent toconcerned departments, cooperative institutions, corporates and private sectordairy plants for implementation.

OTHER ACTIVITIES OF IDA HEADQUARTER, NEW DELHI – IDA hadconvened four meetings of the Central Executive Committee after the 66thAGBM on May 29, 2018, September 5, 2018, January 15, 2019 and February 6,2019. Many important issues related with the functioning of IDA were discussedand decisions taken on democratic lines.

IDA continues to publish the monthly Journal "Indian Dairyman", and "IndianJournal of Dairy Science" and “Dugdh Sarita” (a Hindi magazine), both onbimonthly intervals. It is a matter of pride that all the three journals are wellreceived in India. Their circulation continues to increase significantly allover the world. Not only the cover page but also the contents have greatlybeen improved. The National Academy of Agricultural Sciences rating for IJDSis now 5.26. Efforts are being made to improve the rating. Thanks to theEditors and the new team of Editorial Board for this achievement.

For the past six years the IDA and its zones and chapters, dairy plants anddairy colleges have been celebrating the World Milk Day to advise about thegoodness of milk - the most nutritious super food - through a gamut of activitiesconnected with dairy sector.

Indian Dairy Association at its HQ in New Delhi organised the World Milk Dayon June 1, 2018. Thirty professionals from the cooperative milk unions, privatedairies, Mother Dairy, Member of Haryana Kisan Ayog, eminent scientistsand IDA officials participated in the celebration. The President, IDA highlightedthe nutritional significance and virtues of milk in the Indian diets. Hementioned that some vested groups through Press and Media are trying todiscourage the public from consuming milk and milk products by negativepublicity. IDA is committed to spread the knowledge among masses about theimportance of milk, milk products and the ingredients derived from milk indaily diets.

On 26 November, 2018, IDA celebrated National Milk Day on the 97thAnniversary of Padma Vibhushan Dr. Verghese Kurien. Your President raisedthe issue of glut of Skimmed Milk powder and ghee and the inappropriateprice that the milk producers were getting. Another current issue raised byhim was that non-dairy products or dairy analogs should not be called dairyproducts as notified recently by FSSAI.

A team of dairy professionals, Central Government Officers including themembers of Indian National Committee (INC) of IDF and representatives ofNDDB, Cooperative milk unions, dairy scientists, IDA President and privatesector dairies participated at the World Dairy Summit 2018 in South Korea,in mid of October 2018. The theme of the Summit was "Dairy for nextGeneration". The members should be delighted to learn that the InternationalDairy Federation has assigned the World Dairy Summit 2022 to New Delhi.This was a long cherished wish of most of the dairy professionals, industrygroups, researchers and dairy farmers of India to showcase the progress ofIndian dairy industry to world dairy leaders. The last World Dairy Congresswas held in New Delhi during 1974. At that time Mother Dairy was establishedin Delhi. Dr. V. Kurien, Chairman, NDDB took the leadership and Dr. (Miss)Amrita Patel, acted as the Secretary General of the Congress.

The global expertise which gathered at the World Dairy Summit 2018 infusedgreater scientific knowledge and technical understanding among the membersand industry players to keep abreast of international developments in thedairy sector. The milk producers, processors, cooperatives and dairy relatedorganisations had the benefit of learning from their counterparts from othercountries and benchmark themselves against the global success of leadingbrands. We had the privilege of listening to Ms. Caroine Emond, DirectorGeneral, IDF in her curtain raiser lecture and also for her gracious presenceat the Inaugural Function of the 47 DIC.

IDA has been empaneled as Training Partner of FSSAI to conduct Food Safety

training of the trainers and training of food safety supervisors. According toSection 16(3)h of the Food Safety and Standards Act, 2006, the Food Safetyand Standards Authority of India has to ensure training of persons who are,or intend to become involved in food business, as food business operators oremployees or otherwise. It has been decided that it would be mandatory forall food business operators having Central License or State License to have atleast one trained and certified Food Safety Supervisor for every 25 food handlersor part thereof on all their premises. IDA has conducted the training of foodsafety supervisors at Vaishal Patlipura Coop. Milk Producers Union, Patna, inthe first instance. IDA is preparing several such training across the countrythrough its Zonal branches. FoSTaC training programme will also be conductedat its renovated and well-equipped IDA House at New Delhi. The FSS trainingis mandatory as per the FSSAI regulations.

The President inaugurated an in house dairy technology academic programmeat Ananda Foods - Pilkhwa and also released the training manuals on 6 April,2018. He also participated at the Export Promotion Council meeting on 9thMay, 2018.The NAAS organised a meeting on 19 May, 2018 to discuss the issue of A1 A2milk, which is known as Unethical marketing strategy to sell milk. FSSAIhave not formulated any standard for A2 milk. Most of our native breeds ofcows buffaloes and goats produce A2 milk. The President made a presentationat this meeting to conclude that at present there is no clinical evidenceavailable to support the claim of A2 milk.

The President IDA participated at the one day Seminar organised by TamilNadu State Chapter in Chennai. Theme of the Seminar was "Futuristic Trendson Dairy Development in Tamil Nadu".

The President was invited by the Ministry of Food Processing Industriesalongwith Dr. R.S.Sodhi and other selected dairy industry professionalsmembers to discuss the availability of financial support for establishing coldchain and upgradation of processing facilities and and modernisation ofanalytical laboratories.

The President and Secretary (E) participated at the NRI-Achievers Awardfunction organised for recognising the outstanding country men who haveexcelled in their activities in foreign countries.

The President IDA was also invited at the Food Safety Summit organised bythe Sinnex India to deliver the Presidential Address on Food SafetyRequirements in Dairy Industry. The Secretary (Establishment) IDA alsoparticipated at the Summit. Large number of dairy and food professionals

attended the Summit.

The CSIR invited the President of IDA to assist the CSIR Institute in monitoringthe ongoing research projects for developing food safety gadgets in variousCSIR Institutes.

IDA President was invited by the GCMMF at its Banas Dairy, Faridabad to bethe Chief Guest for paying tribute to Dr. Kurien at the time of assembly ofBikers' Rally covering the Northern region of India from 17 to 26 November,2018.

An interactive meeting of the dairy industry leaders was organised at IDAHouse to discuss the problem of GST on ghee and its reduction from 12% to5%. It was for the first time that the CMDs of the organised private sector andcooperatives participated at this meeting. It is planned to address the Pressand Media on the GST issue on 14 February, 2019 in New Delhi in the presenceof industry leaders.

During the last AGBM held at Kochi, the President informed the members of theAssociation that the improvements and modifications sought by majority of IDAmembers in Memorandum, Rules & Regulations and Bye-laws of IDA, will bemade as soon as possible. The modifications in the Memorandum of Association,Rules & Regulations and Bye-laws of IDA were unanimously approved at theExtra General Body Meeting held at IDA House on 15 December, 2018. Thesechanges will provide greater transparency in the functioning of IDA, especiallythe Election process and tenure of elected Office Bearers and members of CEC,ZEC, SEC and Local chapter.IDA MEMBERSHIP — The strength of IDA members has crossed 3500 thisyear for which the Office Bearers of Zones and Chapters deserve appreciationand also the role played by IDA staff also needs to be complimented. Themembership of IDA is now accessible online to everyone eligible for it.

OVERSEAS/INTERNATIONAL VISITORS – IDA House was visited by Mr.T.B.Thapa, Chairman, Nepal Dairy Science Association on October 23, 2018seeking technical support in furthering the activities of their Association.They are preparing to conduct a Seminar in Kathmandu during the year 2019and requested for support of IDA in organising an exhibition during theSeminar.

The Netherlands High Commissioner invited the representatives of IDA on 23November, 2018 in their office, comprising of President, Vice President, ShriA.K.Khosla; Chairman IDA(NZ), Shri S.S.Mann; and Secretary (E), to discussthe possibility of collaborative industry participation for establishing new dairy

projects.

A French delegation visited IDA House to explore the possibility of collaborativepartnership in dairy industry.

I have now the pleasure of presenting the brief report on the activities of Zonesand Chapters on the basis of the information provided by the Zones/Chaptersas under:

EAST ZONE – IDA (East Zone) organized a technical seminar on 22ndSeptember,2018 on "Macroeconomic Policy Framework and Role ofEntrepreneurial Initiatives in Achievement of the Macroeconomic Goals". Theseminar was attended by 51 members. 27th AGBM was held on 22ndSeptember, 2018. 28 members were attended in the meeting. During theabove said period five ZEC Meetings were held, out of which one ZEC meetingwas held at Patna on 8.12.18 to co-ordinate effective organization of 47th DICat Patna.

BIHAR STATE CHAPTER - Bihar State Chapter organised World Food Dayon 16.10.2018. A seminar was organized by Bihar State Productivity Council,Patna in association with Indian Dairy Association, Bihar State Chapter, Patna,on the topic "Change the Future of Migration-Invest in Food Security andRural Development" at Bihar Industries Association Building, Patna. TheNABARD co-sponsored the seminar.

On the eve of 96th Birth anniversary of Dr. Verghese Kurien, Indian DairyAssociation(EZ), Bihar Chapter in association with Vaishal Patliputra DugdhUtpadak Sahakari Sangh Limited celebrated National Milk day in the premisesof Feeder Balancing Dairy Plant of VPMU on 26.11.2018. More than 2000farmers and people associated with the dairy industry attended the function.

SOUTH ZONE – The 46 DIC of IDA was held at Angamaly, Kochi from February8-10, 2018 with the theme "Dairying - Sufficiency to Efficiency". More than2200 participants attended the Conference. Dr. V. Kurien Award was presentedto Shri P.T.Gopalakurup, Chairman, KLDB. First time E-registration and E-poster was introduced in the Conference. A Postal stamp and My cover (firstday stamp) by the Postal Department was released commemorating the DIC.The World and National Mik Day was celebrated with NDRI, Bengaluru. IDASZ provided a financial assistance to Kerala Chapter to conduct training,Seminars etc and to Alumni Association of ICAR-NDRI, Bengaluru, to organisea Brain Storming Session on "Indigenous Cattle". The ZEC met six times.Membership of IDA(SZ) is 505.

KERALA STATE CHAPTER - Kerala Chapter had five Executive Committeemeetings. AGBM was held on 2 June, 2018. Kerala Chapter in associationwith AFST (I), Thrissur prepared the wall calendar for the year 2018incorporating details of dairy and food science celebrations. The State ExecutiveCommittee took charge on June 2, 2018 in the GBM at Thrissur. A one daySeminar on "Integrated Cold Chain Infrastructure in Food Processing" washeld on 2 June, 2018 at Thrissur. The Chapter in association with theStudent's Union of College of Dairy Science and Technology, Mannuthycomducted a poster competition on the topic "Safe Milk" for students on theoccasion of World Milk Day 2018. A three days Hands-on training in the"Preparation of milk products for small scale entrepreneurs "Palarivu 2018)was conducted at the Department of Dairy Technology from 21-23 March2018. World Environment Day was celebrated at CDST, Mannuthy on 5 June,2018. The Kerala Chapter in association with the EasyLink Academy, Thrissurconducted an awareness class on "Study abroad with excellent career optionsand scholarships" for final year B.Tech (Dairy Science and Technology) Studentsof the College of Dairy Science and Technology, Mannuthy on 13.7.2018. Aone day seminar on "A1/A2 Milk - Myths and Facts" was organised in associationwith the IDA(SZ) on 26.11.2018.WEST ZONE – Election of the Zonal Executive Committee of IDA (West Zone)for the term 2018-20 was conducted in February-March 2018 and new ZECwas elected unopposed on 12 March 2018. New ZEC has conducted threemeetings during current financial year upto December 2018 to transact normalcourse of business. IDA (West Zone) celebrated World Milk Day on 1st June2018 in association with Bombay Veterinary College by distributing milk totribal children of Aarey Colony. New office of west zone has become fullyfunctional from April 2018. New Manager (Admin) has been appointed fromJuly 2018. IDA (West Zone) conducted 6 one day workshops on different topicsfrom June to September 2018. Total of 79 delegates attended the workshops.Zone will conduct more such workshops in the coming years. IDA (West Zone)conducted brainstorming session on the new FSSAI regulation on residue ofantibiotics and pharmacologically active substances in milk on 10 September2018. Fifteen experts from the industry attended the session. Dr. KrishnaMethekar, Jt. Director, FSSAI Western Region addressed the attendees. Ajoint representation on the subject was prepared and submitted to FSSAI atState and Central level. The West Zone requested the President of IDA totake forward this issue with the FSSAI authorities, which is being reviewedat the FSSAI HQ.

GUJARAT STATE CHAPTER - Gujarat State Chapter organised a Session on"Growth Opportunities for Dairy Industry in Gujarat" on 10 March, 2018 atSMC College of Dairy Science Anand. About 150 professionals and IDA membersfrom various dairy member unions of Gujarat, attended the BrainstormingSession. Annual General Body Meeting was also held on 10 March 2018

Radhakrishna Auditorium, Anand.NORTH ZONE - During the period, 6 Zonal Executive Committee meetingswere held by IDA North Zone. An AGBM on 1st December 2018 was also heldat Jaipur alongwith the Seminar. IDA (NZ) continued to conduct the BestMaintained Dairy Plant Scheme to identify the most hygienic and economicallyproductive dairy unit in the North Zone. IDA (NZ) continues to provideFellowships to the best students of B.Tech (Dairy Technology) programmes inthe State under Dr. P. Bhattacharya Memorial Award and additional awardsinstituted by the IDA(NZ).

RAJASTHAN STATE CHAPTER - During the year 2018-19, The AnnualGeneral Body meeting of IDA Rajasthan State Chapter for the year 2017-18was held on 07/01/2018 at Hotel Souvenir, Jaipur. Around 40 membersattended the meeting. A Seminar on "Packaging Innovations in dairy & foodIndustry" was organised on 1st December 2018 as a part of celebration weekof National Milk Day (26th November) at Jaipur. A total number of 150 IDAmembers participated at the Seminar.

PUNJAB STATE CHAPTER - Punjab Chapter in collaboration with PunjabDairy Development Board and Milkfed Punjab celebrated National Milk Daywith great fervor and enthusiasm at Govt. High School, Mohali on 28 November,2018. The celebration was a multifaceted activity. On this occasion a seminaron the topic "Milk as the base of human health" was organized. The Districtlevel winners of the essay competition conducted by the Board on the sametopic throughout the Senior Secondary schools of the State were awardedcash prizes. The Punjab Chapter are regularly holding the camps in the citiesto aware milk consumers regarding importance of milk and its constituents.Eight mobile vans having a milk analyzer and milk adulteration detection kittests the quality of milk. From February 2018 to December 2018, 598 campswere organised and 16865 milk samples were checked. No harmful chemicaladulterants were found anywhere.

HARYANA STATE CHAPTER - The Haryana State Chapter of Indian DairyAssociation (North Zone) has been formed and the office is located at ModelDairy Plant, ICAR-National Dairy Research Institute, Karnal-132001, Haryana,under the Chairmanship of Dr. S. K. Kanawjia.

May I take this opportunity on behalf of the CEC to express sincere thanks toIDA (East Zone) for holding the CEC meeting as well as the AGBM at Patna.We also express our gratitude to the Organizing Committee of IDA (East Zone)and Bihar State Chapter for making excellent arrangements for successfullyholding the 47th DIC. Minutes of the Extra General Body Meeting held on 15th December, 2018 at 3:00 pm at IDA House, New Delhi.

1.0 WELCOME ADDRESS BY THE PRESIDENT ‐ INDIAN DAIRY ASSOCIATION

The President IDA welcomed all the members present at the EGBM and explained the justification and desirabilities for improvements in the Memorandum, Rules and Regulations and Bye‐laws of IDA. He requested the Secretary (Establishment), to count the number of members attending the EGBM. The Secretary confirmed that 54 members are present at the meeting against a minimum quorum of 50.

The President of IDA in his opening address mentioned that in compliance to the decision made at two consecutive Central Executive Committee (CEC) meetings of Indian Dairy Association (IDA) held on 29th May, 2018 and 5th September, 2018, the Extra General Body Meeting (EGBM) was held at 3:00 pm on 15 December, 2018 to approve the amendments in the Memorandum, Rules and Regulations and Bye‐laws of IDA.

The amendments have already been approved by the CEC at its meetings mentioned above. The amendments were circulated through e‐mail and postal letters to all the bonafide members of the Association. The amendments were also placed on the official website of the IDA to seek comments from the members for the consideration at the EGBM.

The President mentioned about the comments received from the members of the Association and EGBM, after thorough deliberations, approved the amendments proposed in the agenda of the EGBM for Memorandum, Rules & Regulations and Bye‐laws except the following which were approved with the modifications suggested:

4.5.7 All contracts and other engagements arranged by the CEC, ZEC, SEC and LEC shall be signed on behalf of the Association by the Secretary General/Secretary of IDA and countersigned by any other officer who is duly authorised in that behalf by the CEC.

4.5.7 All the Contracts, MOU and other engagements arranged by the CEC, ZEC, SEC and LEC shall be signed by the IDA(HQ) after vetting by the Chartered Accountant of IDA.

4.5.13 Excess, if any, of funds raised for the Annual Dairy Industry Conference ( whether by the CEC or by the Zones or by the State Branches or by the Reception Committee) shall accrue to CEC and be placed at its disposal.’

5.5 Eligibility and Mode of Election: Any person who has been a member for at least a year at the time of election and not in arrears so far as his membership subscriptions concerned, will have the voting right. The office bearers of the CEC, shall be eligible for re‐election to the same office or to any other office in the CEC. Person for election as members of CEC, ZEC and SEC and office bearers thereof will be proposed by the respective out going Executive Committee and circulated to all members in case of CEC to all members of the concerned Zone in case of ZEC and to all members of the concerned State in case of SEC, at least 12 weeks before the date fixed for polling. The members will be requested to propose alternative name(s) in case they do not agree to any one or more names circulated by the outgoing Executive Committee. In case no alternative names against specific proposals are received within the date specified by the Executive Committee, the

15 Election: (i)Any person who has been a member, other than a student member, at least for a year from the date of his enrolment at the time of election (Last date for receipt of ballot) will have voting rights. However, any person who is in arrears in payment of subscription for renewal of membership within 15 days of issue of a notification, announcing the nomination by the outgoing Executive Committee or within 61 days from the beginning of the new membership year, whichever is shorter, will be considered as arrears in payment for renewal of membership and will neither have any voting right nor will be eligible for election. The two year qualification for a member will not be applicable to the members nominated by the CEC, as they are not standing for election.

Persons for election as members of CEC, ZEC and SEC and office bearers thereof will be nominated by the respective outgoing Executive Committees and their names circulated to all eligible members in case of the CEC, to all members of the concerned
