4. Material Distribution System -Transportation Contracts: CR a) For local distribution, depots are having their own lorries / departmental

trucks. In the new SOPGEN, depot Officers have been given powers for entering into transport contract at Sr.Scale level upto Rs.75,000/- in each case and Jr. Scale level upto Rs.25000/- in each case.

b) Comprehensive centralized Road Transport contract is being processed by

Stores Department for transportation of Railway material within the railways for inter depot transfers, and for distribution to divisional consignees. This tender is due for opening on 20.11.07.

ER Road transport contracts are available in all depots for distribution and

collection of materials. NR Elect: General Stores depot, Shakurbasti is operating Road Contract on

annual basis for distribution of stores (including imprest items) to Delhi, Ambala and Ferozpur Division.

Sig: Signalling Items are stocked in two depots namely General Stores Depot, AMV/LKO and Signaling Depot, Ghaziabad. General Stores depot, AMV/LKO is operating Road Contract for distribution of stores to Moradabad and Lucknow divisions. Signalling Depot, Ghaziabad is primarily catering to Signalling Workshop, Ghaziabad and is located in the same premises. Apart from Signalling workshop, the Signalling Depot is also catering to the requirement of Delhi, Ferozepur and Ambala divisions. These divisions are collecting material from signalling depot themselves. In case of emergencies, transportation is being arranged through Dy.CMM/SSB, who is the complex incharge.

NER Dispatch of materials to the various indentors as well as inter depot transfers

are done through road. Road Transportation Contracts have been finalised by all the depots.

NFR By departmental trucks as well as by Rail. NF(C)

All the items are directly consigned to the ultimate consignee and hence there is no need of transportation contract to be undertaken by this organization.

SR Electrical: Since delivery is made on the door steps of the individual depots for Electrical items, transport contract is not required. Signal: One Road Transport contract concluded.

SCR a. ELECTRICAL GROUP: Annual Road transport contract exists for 20 trips to distribute the material from ELS/LGD to ELS/KZJ. All the Electric Loco depots are utilising the powers for entering into trip based Road Contracts i.e. upto Rs.40,000/- for the material distribution to the various sister depots.

b. S&C GROUP: Imprest items to divisions are being distributed from centralised depot at MFT by utilising Annual road transport contract for distribution of material to all divisions.(132 trips +/- 25% of variation)

SER A limited road transport contract was operated on trial for 6 months, which

expired. A regular road transport contract for material distribution to various locations e.g. SRC, KGP, TATA, Adityapur, BNDM, DPS, CKP. RNC, THE etc. has been processed by Dy.CMM/GSD/KGP and is under Finance concurrence. For collection of material by road from any point e.g. ICF, RWF, RSK etc to KGP for Work-shop has been processed by Dy.CMM/WS/KGP..

WR There are 5 depots which are dealing with Electric Loco & EMU items. 1. SMM/Loco/DHD 2. SMM/Elect./Loco/BRCY 3. AMM/Elect.Loco Shed/BL 4. AMM/Traction/BCT 5. AMM/EMU/MX

All above depots are attached either to loco shed or to workshop. As

these depots have captive customers, elaborate material distribution system is not required as materials are to be collected by attached shed/workshop only.

DHD & BRCY depots have their own lorries to collect material from

parcel office/transporter’s godown. As regards other 3 depots, the departmental vehicle is provided either by main depot or shed incharge as and when required.

Standing transportation contract is not available as the same is not

required. However, powers have been delegated to depot officers to enter into transportation contacts as and when required.

ECoR Transportation contract power has been delegated to depot officer. Contract being finalised by depot officer on case to case basis as per necessity.

ECR 1. SPJ Depot (i) Transportation contract for Transport contracts opening in 2nd week of Dec. 07.

2. For other divisions tender for transport contracts opening in 2nd week of Dec.07

2. TRS Depot/GOMOH TRS Depot/MGS

NA as the depot are situated in the loco sheds.

NCR As Electrical depots are attached to sheds, these are dedicated depots feeding materials to adjoining sheds. Hence transportation contract for distribution of materials is not involved as in the case of General stores depot.

There is one S&T depot at Gwalior on NCR. The distribution and transportation of these items shall be undertaken through transportation contract of CWE&G depot, JHS.

NWR HSD oil, kerosene and other items of imprest are being distributed through road transport. The details of transport arrangements made are as follows: 1 Jaipur division: The material distribution is being done with one new

departmental vehicle, which is working satisfactorily. 2 Ajmer division: One road contract is available for Ajmer division for the

purpose. 3 Jodhpur division: At present, the distribution on 8 routes of Jodhpur

division is made on contract awarded by Dy.CMM/JU, which is working well.

4 Bikaner Division: At present, the distribution on 8 routes of Bikaner division is made on contract awarded by Dy.CMM/JU and no problems are faced in material distribution.

SECR

Centralized contract is functioning.

SWR There is no transportation contract for full year. However as and when situation arises transportation contract is entered into.

WCR Nil CLW An annul transport contract has been placed by CLW valuing Rs.24 lakhs valid

upto 31-05-09 for distribution of materials to custodian as well as user department inside CLW.

DLW At present, there are two Road contracts entered into by DLW for transport of materials.

DMW Being a Production Unit which is Mechanical Items oriented, no transportation Contracts are required for Electrical Group.

ICF In ICF, there are 2 stores Depots viz Shell Depot and Furnishing Depot which are located adjacent to the workshop. Materials are drawn by Production Control Department as and when required. However, ICF has concluded annual Road Transport contract for movement of Railway Materials for distribution of coaching springs to other railways and for collection of materials from Suppliers to meet urgent requirements.

6. Modernisation of Depots: M&P and Works Programme: CR BHUSAWAL

Modernization of depots : A proposal was submitted for modernization of BSL Stores depot which covers automatic material handling and stacking within the stores godown. This is now being updated to include the civil work also. This proposal for Rs. 2 Crores duly vetted by associated accounts is under process for including civil work in line with PR/MTN depots.

CLW Railway Board have sanctioned 19 nos. of M&P items amounting to Rs. 199.28 lakhs and also sanctioned Rs.15.79 cr. towards works programme for creation of additional facility for storage of materials required for enhancing the production capacity of CLW upto 200 locos per y ear and this has been included in pink book sl. No.16. Detailed estimate are under process.

DLW Details of items sanctioned and pending procurement status is as follows. Item Tender Due on 01. Tractor 20/12/07 02. Heavy Duty Racking system 21/12/07 03. 3D mobile storage system. 27/12/07 04. CME/Planning against augmentation /Enhanced Loco production for 200 locos .

DMW Being a Production Unit for rehabilitation of Locos and manufacturing of components, DMW is a Mechanical oriented unit. As such no M&P and Works Programme is needed for Electrical Group.

ICF Depot Modernisation: In the process of Depot Modernisation, we procured the following items mentioned under M&P programme and got sanctioned for construction of new sheds and gantry for depots under works programme, as detailed below. Works Programme: 2007-08: Provision of covered accommodation for an area of 5000 sq. M, Rs.10.05 crores with 10 m stacking Height, with storage and Handling System. (Pink Book Item No.7 of 2007-08) Augmentation of capacity for manufacturing of 1500 coaches per annum: (Pink Book Item No.15 of 2007-08): I. A Open Gantry with 20 Ton Crane facility between G&H

shed after demolishing the existing RT storage area and spring parking area of size 110 m x 23m x 9m

B Construction of shed between A&K Gantry & the Goliath crane of size 60m x 20m x 15m

123 lakhs

C Additional coverage space required for stores for an area of 2550 sq m in furnishing division.

II. A proposal has been initiated for installation of AS(RS) at the cost of Rs.6.1 crores in ICF Shell Depot. M&P / Equipments: 1. The following M&P items were purchased and installed in Stores Depot:

RCF Depot Modernisation at RCF is already undertaken to meet the enhanced coach production target of 1400 coaches per annum. An amount of Rs.4.67 crores for construction of additional warehouse and an amount of Rs. 6.50 cr. for M&P has already been sanctioned by Rly. Bd.

and Electric Loco Sheds. (b) For registration of non stock demands, VENDOR-INDENTOR COUNTER

(single window system) has been introduced and the demands are registered and reference number advised to the indentors immediately.

(c) The status of the non stock requisitions is available on web enabled MMIS for the knowledge of indentors.

(d) The information of availability and other details of stock items is also available for the users on web enabled MMIS system.

SR Electrical& Signal: Customer care: Co-ordination meetings are held at regular intervals every month with user departments/customers to closely monitor their demands and corrective actions are subsequently ensured to their satisfaction. Dy.CMM/S&T visits GNT Divn. every month to take care of requirements of GNT Division.

a. Electrical Group: i. Every alternative month, AGM (ElectricalGeneral) Meeting is being

conducted by CMM/E&S/HQ alongwith SAG officers of user department and field officers of both Electrical and Stores departments.

ii. Every alternative month AGM (Electric Loco) Items Meeting is being conducted by CMM/E&S/HQ with CELE/HQ, and attended by field officers of Electric Loco Sheds.

In the above meetings position of items causing anxiety is discussed alongwith general issues to improve the satisfaction level of Customers. Dy.CMM/Elec visits HYB division for divisional co-ordination meeting once in a month to discuss items causing anxiety.

NWR Periodical meetings are conducted for ensuring availability of all items, including Vital, safety and other critical items, by Controller of Stores and CMMs. There is a day to day rapport by depot officers with the user department at workshops and sheds. CSP meeting at Headquarter level are being conducted with S&T department and Electrical department on 3rd Thursday and 2nd Thursday of every month. Inspection schedule issued by Railway Board and by this office are being followed regularly. Inspection notes are also issued for these inspections. The inspection of Ajmer depot has resulted in better working of Printing press. Daily reports of output are being received. The Compliance has become 100%. No demand more than 02 months old is pending. The emergency indents are covered within 10 days.

11. Other items as suggested by Railways:

Railways

CR Tender finalization within 60 days after opening of tender (TC cases) -Railway Board should issue guidelines in the following issues:- 1. Various stages to be adopted for example summary/tabulation statement preparation, technical comments, briefing notes, TC meetings,

Acceptance of TC recommendations, PO pre-check and issue of PO. 2. The time period for each stage - so that accountability for delay can be fixed. A- It is suggested that summary/tabulation statement preparation stage

should be discarded. Instead briefing note should indicate detailed and complete summary OR tabulation and same should be sent for vetting. This will save time.

B- LPR (Last purchase details) for high value purchase orders, say more than Rs. Five lakhs should be available on a common website OR each Railway’s website in the form of scanned copy of orders in PDF files. This will save considerable time and effort.

C- Number of tenders are discharged/re-tendered on account of change in specifications/drgs. etc. This nullifies the time and money invested. It is suggested that tenders due to open within 15 days or already opened may be allowed for procurement of at least 6 months or 50% requirement to take care of crisis situations that may arise. Such tenders shall use the specification and panel of approved firms (if applies) as existing on the date of tender opening.

ER

a. Finance vetting of PO – above Rs.1 lac instead of Rs.50000 presently in vogue.

b. Banning/delisting of firms from list of approved sources who are holding Pos but not responsive to meet up urgency of materials for ER eg M/s Saria Industries, Kolkata, M/s Shah Industries, Kolkata and M/s K.D. Chopra, Kolkata, all are EDSO approved sources are holding POs of carriage fans urgently required in ER but remained reluctant to execute them despite several requests for COS, CWM, CEE & CMM. These firms may be delisted from the RDSO approved vendor list.

c. Finalization of TC cases within 90 days instead of 60 days and DA cases within 45 days instead of 30 days.

d. Introduction of uniform PL number and specification/drawing references for all items common to all railways to facilitate easy identification.

present, Northern Railway is yet to place on line supply orders against DGS&D rate contract as officers & staff are not conversant with the procedure to be adopted for placing on line orders. It is desired to have adequate training in a phased manner with practical demonstration of placement of on line orders involving multiple consignees and multiple items. Inadequate response for spares of three phase locos – Electrical Loco Shed, GZB is maintaining 45 Nos. of three phase locos. The standardization and stocking of different PL Numbers is being done on continual basis at ETD/GZB depot. At present 450 Nos. of stock items have been standardized. The response to the tenders being issued for procurement of these items is inadequate. The vendors approved by CLW for three phase locos are not participating owing to small requirements of Northern Railway. Board is requested to impress upon CLW to develop vendors for these items in Northern Region. Inadequate response for procurement of Pantry Equipments - A large number of non-stock demands are being received by Northern Railway for procurement of different types of Pantry equipments. ICF has recently circulated (in August, 2007) a list of approved vendors for supply of these pantry equipments. The response of the vendors located in Southern Region is not encouraging as they are seldom quoting in the tenders issued by Northern Railway for procurement of pantry equipments. Board is requested to impress upon ICF to develop vendors for Pantry Equipments in Northern Region.

NER NFR - SR SCR 1. Procurement of WAG9 Spares

South Central Railway has very small population of approximately 15 locos of WAG9 type. Railway is facing difficulty in procurement of these spares as many of the sources are foreign based and quantities being small, no offers are being received. CLW may be asked to supply the spares to South Central Railway till substantial population of the locos is built up on this railway. 2. Procurement of TRD Spares Many of the items have been decentralized by CORE to be procured by zonal railways. However offers are not being received for many of the items or even then orders are placed, the suppliers are not supplying the items in time giving preference to supply to CORE. However for many of the items like transformer spares, Insulators and Tower Car spares, the offers are not forthcoming. These items may be centralized at CORE and supplies can be arranged through CORE only. 3. Procurement of MEMU items

The population of the EMU/MEMU on South Central Railway is small when compared to some other railways. Quantities being too small, firms are not participated in the tenders floated by South Central Railway thereby delaying the procurement and supply of spares to EMU/Car Sheds. ICF or any other major railway procuring the EMU spares may be nominated to assist South Central Railway in supply of EMU spares as per the indentors’ requirements.

SER (i) Enhancement of acceptance power of purchase of COS, CMM & other officers.

(ii) Waival of SD of unregistered firms as per letter 86/RS(G)/155/1 dt.11.07.87 requires approval of SAG with finance concurrence. As a result, small value cases of direct acceptance of AMM, SMM, Dy.CMM are put-up to CMM. These powers may be delegated to respective Purchase Officers.

(iii) Web-based uniformly structured single database for all the Railways & Pus may be provided for easy searching of PO rates etc for high value cases.

WR ECoR a. Training of stores officer abroad:

It is observed that though officers of user departments like Mechanical, Electrical, Traffic including Finance are being sent abroad for training frequently very few officers of stores department are being sent abroad for training. Stores officers should also be sent to abroad for training in same manner as User Department and other Department. b. Costing of item by approving authority and laying down QAP for safety

items.

While approving and circulating list of approved sources by approving authority like RDSO/ICF/RCF/CLW/CORE etc. an estimated cost should also be indicated in the list to prevent the approving source to quote exorbitant rate and exploit Zonal Railways after getting approval due to restriction of procurement from approved sources only. An item should be in restricted list of approved supplier only after sufficient no. of sources are developed. Putting an item in restricted list with only one or two sources allow the firm to quote exorbitant rate. Moreover instead of restricting sources QAP may be laid down by RDSO/ICF/CLW etc.for safety items and only firm which have eligibility criteria based on the QAP can be considered for placement of educational/developmental/regular order by zonal railway.

c. Policy circular for procurement should only be issued by Stores directorate and circulation of list of approved suppliers by RCF/ICF/CLW

& CORE to COS of Zonal railways.

Stores dte being nodal agency for procurement, the policy of procurement of various items should be issued only by Stores Dte. So many circulars for procurement issued by various directorate create confusion/ambiguity/debate and unnecessary delay in the procurement. Sometimes circular are issued by various other directorate without finance concurrence and approval of stores dte which creates confusion among TC members. Examples – The latest circular issued by Elec dte vide letter no.2001/Elect(G)/165/16 dt. 21.8.07 restricting sources of supply of various TL & AC items. Many times the policy guidelines issued by Electrical Directorate for procurement of a particular item for ICF/RCF/CLW approved sources, but neither ICF nor RCF issues list of approved sources, but neither ICF nor RCF issues list of approved sources of supply to COS of various Zonal Railways. Though the latest list of approved sources can be obtained from Website, that can not be considered authentic and moreover approved sources as on date of tender opening are not available on website also. So items which are required to be procured from approved sources other than RDSO, the organizations like ICF, RCF, CORE should be asked to circulate a list of approved suppliers in a similar manner like RDSO periodically i.e. yearly/half yearly as considered necessary.

d. Cartel formation:

For many items cartel formation by approved sources is observed. Railway Board has issued various circulars. These circulars were effective to a large extent to counter the cartel formation. These directives should be made applicable not only in case of cartel formation but also for items having single source and zonal railway enabling to purchase this item at fare price. However, the latest circular vide letter no.99/RS(G)/709/1 PT.I, dt. 29-06-07 that of educational order only to new suppliers after confirmation of their capacity/capability of supply by RDSO/PUs/CORE. It may be certified that this letter does not overrule Railway Board’s letter No. 2001/RS(G)/779/4 dt. 12-12-06 to invite flobal/open tender dispensing with the tender conditions for procurement of items from approved sources only or letter No. 2001/RS(G)/779/4 dt. 05-08-02 applicable in case of cartel formation. In recent cases of procurement of 100 VA inverter, a firm was considered as deserving case for placement of educational order and accordingly ICF was requested to carry out proto type test on the sample submitted by the firm. However, ICF refuses to carry out the prototype test on the ground

of developmental order has been placed by ICF. So it may be made obligatory on the part of approving organization/authority to assess the capacity, capability or prototype clearance test on reference from zonal railways within stipulated item frame say 2/3 months. Otherwise, zonal railways should be authorized to carry out the prototype test before placement of educational order/developmental order.

ECR 1. ECR is finding it difficult to procure imported items of WAG-9 locos because of non-availability of sufficient approved vendors and firms quoting higher rates in our tenders compared to rates quoted in CLW’s tenders (due to lesser quantity). Hence it is proposed that the purchase of imported items of WAG-9 locos should be centralized at CLW.

2. Item of Tap Changers of Bombardier should be centralized at Railway Board as RC item on the patter of RC for maintenance spares for E-20 Brake System on M/s Faireley Transport. It will improve availability of material and avoid need for proforma invoice payment.

NCR 1. Southern Railway is entering into Centralized Running Contract for MICO items. This contract is operated by other Zonal Railways/Production Units. Each Railway is procuring separately large no. of Spares of Elgi make Compressors (90 items by NCR), and Spares of Tap Changer and other assemblies of Bombardier (110 nos. by NCR). It is requested that Board may nominate Zonal Railway(s) for arranging centralized Rate/Running contracts for spares of Elgi and Bombardier makes also.

2. For the purpose of vendor registration, the following categories of vendors were laid down vide Board's letter no. 2002/RS/(G)/753/1 Dated 03-12-02. It is proposed to reduce the no. of categories from 5 to 3 (viz. upto 5 lakhs, 10 lakhs and 40 lakhs & above) as also to enhance the minimum limit from Rs.1 lakh to Rs.5 lakhs. This will help Railways in reduced procurement time, as all direct acceptance cases involving registered vendors will not attract security deposit.

The revision of purchase powers of stores officers is long overdue. The prices of raw materials, labour costs etc. have gone up substantially since the last revision which has pushed up the prices of materials. Due to non-revision of powers and increase in prices during the intervening period, the number of tender committee cases to be finalised at various levels has gone up and it is felt that immediate revision of powers of purchase is required. The situation in production units is worse due to high volume of purchases. Keeping in view the increased work load due to rise in prices, it is hereby suggested that the powers may be revised Suitably for TC case & DA cases both. . 2. Emergency purchase powers on ST – non PAC: The emergency purchase powers on ST-Non PAC basis of Rs.2.0 lakhs is hardly adequate for production units immediate requirements. It may be enhanced to Rs.5.0 lakhs. 3. These days RDSO issues letters of revision on status of firms very frequently which is difficult to keep track of. RDSO may be advised to keep all revisions on web-page updated on daily basis which should be treated as authentic for tender finalization purpose. 4. Recently, the approved list published by RDSO includes many firms which are neither in Part I nor in Part II lists in some items like Vinyl Coated Fabric, PVC flooring sheet etc). They are included as prospective sources, likely sources etc. This has created confusion over the correct status of the firms. It is also not clearly explained how these firms in these categories are to be treated. This needs clarification and standardization.
