History of the OBMP and its implementation

• Why was the OBMP created?

• How did we develop and implement it?

• What did we accomplish in implementing the OBMP?

Page 10: AGENDA - IEUA

Why was the OBMP created?• Paragraph 41 of the Judgment provides that “Watermaster, with advice

of the Advisory and Pool Committees, is granted discretionary powers in order to develop an optimum basin management program for Chino Basin, including both water quantity and quality considerations.”

• Confronted with the then-existing challenges and opportunities facing the Basin, Judge Gunn ordered Watermaster to complete an OBMP by June 30, 2000.

Integrated Water Resources Plan

Key Goals:• Regional long-term implementation strategy • Strategically position the region for funding opportunities

Background:• Evaluated growth, development, and water demand

patterns • Assessed water needs and supplies• Phase 2 is a continuation of the 2015 IRP

IRP Charrette Workshop • 16 agencies represented by almost 40 attendees • Regional partners drafting regional concepts

Modeling Scenarios:1) Loss of imported water supply (long-term shutdown)2) % Loss of imported water from MWD allocation3) Multi-year drought4) Water quality impairment5) Water movement/management (hybrid)
