January/February is the right time to think about spring flood
preparations. The Rideau River watershed has a number of flood
vulnerable areas and they, as a result of late winter/early spring’s
unpredictable weather, can experience flooding. It’s best to plan ahead
and be ready — just in case!
RVCA monitors climate and flow conditions and provides local
agencies and the public with advance notice so they can respond to
potential flooding and flood emergencies.
Accurate flood forecasting relies on reliable and timely data. The RVCA
has several tools to forecast spring flooding: stream gauges, snowpack
measurements, weather forecasts, computer modeling and floodplain
maps — all are key in making a reliable flood forecast.
RVCA uses 15 stream gauges that continuously record water levels
within the Rideau watershed. We also do snowpack surveys which
help us understand just how much snow has fallen from which runoff
and water levels are estimated. We monitor six different sites in the
lower watershed east of Smiths Falls. Another six sites in the upper
watershed are monitored by Rideau Canal, Parks Canada staff. There
are also six sites where precipitation is measured. Floodplain maps
show the capacity of the river to hold water and where overbank
flooding can be expected. All this information, when combined with
weather forecasts and computer modeling, allow us to estimate flows
and predict potential floods.
If flooding is imminent, RVCA warns local municipalities and other
government agencies that emergency response plans should be
implemented. We also notify the public through the media and
special contact lists allowing individuals to stay informed and to take
appropriate precautions.
This is the best time for municipal flood emergency response plans to
be reviewed so that employees, equipment and communications are all
ready. Property owners should also assess their plans for minimizing
flood-related property damages. Should flooding occur, the first
response is up to the individual homeowners. If the flood is beyond the
capability of the homeowner, the municipal Emergency Response Plan
kicks in to assist.

Spring Flooding — are you prepared?
The RVCA provides member municipalities and local residents
advance notice and information about potential flooding. The
RVCA’s Flood Forecasting and Warning System operates
12 months a year (along with its involvement with the Low Water
Response Team).
When warranted, the RVCA issues one of three types of messages
to municipal emergency managers and the public; they are:
1. Watershed Condition Statements — water safety or flood
outlooks. These statements contain information about the
current conditions of the watershed that set the stage for the
possibility of flooding if the right weather patterns develop. Be
informed and be aware!
2. Flood Watch — these
messages are issued when
it is perceived that flooding
could result from an
approaching weather system that could bring heavy rain or
warm air causing a rapid snowmelt. Be prepared to activate
your flood response plans if it becomes necessary.
3. Flood Warning — these
messages are issued when
it is perceived that flooding
conditions definitely will be
experienced. Activate your flood response plan now!
It is the RVCA’s job to notify municipalities and residents of the
potential flooding from our rivers, creaks and streams. It is up to
each individual to develop a flood plan specific to their
property and their needs.

Flood forecasting is just part of the preventative measures that
Conservation Authorities take to protect the general public from flooding.
The RVCA also regulates development and promotes proper land use in
our local floodplains. Parks Canada and the Ministry of Natural
Resources and Forests manage water levels throughout the system at
dams and other water control structures and the RVCA works in co-

TD Friends Helps Kids Get Back to NatureThe Rideau Valley Conservation Foundation recently received a generous
gift from the TD Friends of the Environment to help more students visit
Foley Mountain Conservation Area. The $3,000 fund will be used to
provide $150 transportation subsidies to local schools to help get
students to Foley Mountain. The cost of bussing is a major barrier for
schools. Not only are outdoor education programs important for learning
but they also help connect children with nature and help build a future
generation of stewards for our watershed. There is a lot of evidence that
nature has significant benefits to our mental and physical health, as well
as providing different types of learners with meaningful educational

Five Million Trees and Counting!The RVCA’s tree planting program will be planting another 235,000 trees
this spring. This will surpass five million trees planted since the program
started. We continue to look for private land tree planting opportunities
throughout the watershed for the 2016 planting season. Our full-service
tree planting program is available to all landowners in the Rideau Valley
watershed who are interested in planting over one acre. Huge subsidies

New Hazard Mapping for Ottawa RiverNew and updated mapping has been prepared along the Ottawa River
resulting in minor revisions to existing maps. For the first time, however,
the mapping does include hazard identification up key tributaries of the
Ottawa River up to the point where the influence of the Ottawa River
1:100 year flood level begins to diminish. This includes Graham and
Stillwater Creeks in old Nepean and Greens and Bilberry Creeks in the
east end of the City. These maps show areas prone to natural hazards
such as flooding, erosion and unstable slopes and natural environmental
features such as wetlands. The maps are used by municipalities and the
RVCA when updating Official Plans and Zoning Schedules and in the
review of other Planning Act applications. Two open houses were held in
late 2014. Mapping was also completed for most of the Cardinal Creek
sub-watershed in Orleans. These hazard maps are available for viewing at

1. STAFF RECOMMENDATIONS
"THAT, the Economic Development Committee recommend that County Council adopt Official Plan Amendment No. 2 (OPA#2) for
Lanark County, File No. 0901-OP-14007, Brownrigg;
AND THAT, the Clerk be authorized to prepare the necessary adoption by-law for consideration by County Council;
AND THAT, OPA#2 be submitted to the Ministry of Municipal Affairs and Housing for approval, in accordance with the Planning Act."
2. PURPOSE
The purpose of this report is to recommend approval of Official Plan
Amendment No. 2 for the Lanark County Sustainable Communities
Official Plan (SCOP) File No. 0901-OP-14007, Brownrigg.
3. BACKGROUND
An application to amend the Lanark County Sustainable Communities Official Plan (SCOP) was received from ZanderPlan Inc. on behalf of
their client Anthony Brownrigg, to amend the Licensed Aggregate Extraction Operation designation to a Rural designation on Schedule
A, on land described as Part Lot 9 Conc. 1 Township of Montague.
Concurrent applications were submitted to the Township of Montague to amend the Aggregate designation on Schedule A of the Official
Plan and to introduce a special policy area allowing additional severances on the subject lands and to amend the Township's
Zoning By-law to rezone a portion of the lands to Rural Special Exception to remove the Extractive Industrial Zone and prohibit
additional residential development or lot creation.

The proposed amendment to the SCOP was forwarded to the Ministry
of Municipal Affairs and Housing (MMAH) on November 12, 2014 in accordance with the pre-consultation process for 'One-Window'
review by the Ministry. Once the SCOP Amendment (OPA) is adopted by County Council by by-law, it will be submitted to MMAH for formal
review, comment and approval/denial.
Notice of the Public meeting was advertised in the EMC December
23rd, 2014 edition, personal services to agencies and adjacent landowners as well as being posted on the web site for both the
County and the Township. The required Public Meeting to present the
proposals to the public was held on January 23, 2015 at the Montague Council Chambers, 6547 Roger Stevens Drive. Four
members of the public attended the meeting.
Municipal Plan Review services for the application have been
performed on behalf of the County by Eric Withers, Planner, Jp2g Consultants. A copy of the County Planning Consultant's Technical
Report is included as Attachment 'A'.

6. FINANCIAL IMPLICATIONS
In accordance with the Tariff of Fees for Official Plan Amendments
the applicant submitted the required application fee for a dual amendment (developer initiated) together with the Third Party Fee to
cover the costs incurred by the County for the Planning Consultant to review and report on the application.
7. LOCAL MUNICIPAL IMPACT
The application was submitted as a 'dual' amendment - Official Plan Amendment for both the County Sustainable Communities Official
Plan and the Township's Official Plan. The required public meeting for the SCOP and Township Official Plan was held jointly.
If the OPA to the County SCOP is approved by MMAH, then the Township will be in a position to adopt their OPA and submit it to the
County for review and consideration.

8. CONCLUSIONS
Official Plan Amendment No. 2 to the Sustainable Communities
Official Plan of the County of Lanark is appropriate and should be approved as presented.
Sustainable Lanark
The application to amend the Official Plan is to recognize that the resource has been depleted and therefore removes the Aggregate
Resource - Pit designation from the lands which will allow for additional development opportunities.
Theme 14: Housing, states "All people have access to safe,
affordable, appropriate, efficient housing in a supportive community."

The County of Lanark File Number assigned to this application is 0901-OP-14007.
2 Municipality
The site that is the subject of this amendment to the Lanark County Sustainable Communities Official Plan (SCOP) is
located in the Township of Montague. It is located on the southwest corner of Richardson Road and Burchill Road having
the municipal address 1019 Richardson Road. The lands are legally described as part of Lot 9, Concession 1.
The site comprises approximately 8.0 hectares of a larger 23.8 hectare holding spanning the east and west halves of Lot
9. The location of the holding is shown on the Key Map below with the site subject to the proposed amendment indicated
by the hatched area. The subject site was the location of an aggregate extraction operation, but has since been
remediated.
3 Type of Amendment
The Amendment to the SCOP is site specific. It amends the designation of the subject site from “Licensed Aggregate
Extraction Operation” to “Rural” on Schedule A to the SCOP. The Amendment is known as Amendment No. 2 to the
Lanark County Sustainable Communities Official Plan (Amendment No. 2, included in Appendix No. 1 to this report).

4 Effect of the Amendment
The effect of Amendment No. 2 is to remove the “Licensed Aggregate Extraction Operation” designation from the subject
site on Schedule A to the SCOP, in order to acknowledge the surrender of the aggregate license and subsequent
remediation of the site. Once the aggregate designation is removed, the site will be designated as “Rural” and will be
subject to the Rural policies of the SCOP. Removal of the “Licensed Aggregate Extraction Operation” designation will
permit the concurrent local Official Plan and Zoning By-law amendments to proceed in conformity with the SCOP.
5 Concurrent Applications
Concurrent applications with the Township of Montague include applications for amendment to the Township Official Plan
and Zoning By-law. One of the purposes of these concurrent amendments is to remove the former aggregate extraction
use of the property from the Township Official Plan and Zoning By-law schedules. Additionally, three applications for
consent are currently being considered by the County (File Nos. B13/116-118 inclusive). The applications for consent are
for three lots located on the east half of Lot 9, Concession 1.
6 Provincial Policy
Matters of provincial interest are contained in Section 2 of the Planning Act and through the Provincial Policy Statement,
2014 (PPS) issued under Section 3 of the Act. The PPS 2014 came into effect on April 30, 2014. According to the
Planning Act, planning authorities (i.e., County Council) must ensure that proposals are “consistent with” the policies
contained within the following three main policy objectives of the PPS when reviewing Planning Act applications:
1. Building Strong Healthy Communities;
2. Wise Use and Management of Resources; and
3. Protecting Public Health and Safety
The following is a brief overview of Amendment No. 2 in consideration of the PPS policies.
Section 1.1.4.1 Rural Areas in Municipalities
Section 1.1.4.1 lays out the Province’s objectives for supporting healthy, integrated and viable rural areas. Among these
objectives is the promotion of regeneration of rural areas, including the redevelopment of brownfield sites, and the
conservation of biodiversity and consideration of the ecological benefits provided by nature.
A basis of the proposed amendment is that the former aggregate pit has been remediated to a natural state. This
remediation has been acknowledged by the Ministry of Natural Resources and Forestry (MNRF) in their letter of October
31, 2012.
Section 2.1 Natural Heritage
Section 2.1 directs that natural heritage feature and areas, and their functions, shall be protected for the long term.
The Rideau Valley Conservation Authority (RVCA) has reviewed Amendment No. 2 and provided comments in their letter
of December 19, 2014. The RVCA has identified Significant Woodlands in the southern portion of the property while
Significant Valleylands have been identified to coincide with the Rideau Creek running through the north portion of the
property. As the basis for Amendment No. 2 is the surrender of the aggregate license for the property and subsequent
remediation to a natural state, and as no development is proposed as part of this application, no impact to natural heritage
features is anticipated as a result of approval of Amendment No. 2.
Section 2.2 Water
Section 2.2 directs planning authorities to protect, improve or restore the quality and quantity of water through various
means including considering watershed and cross-jurisdictional impacts, identifying and maintaining linkages among

groundwater features, surface water features, and hydrologic functions, and planning for efficient use of water resources.
With regard to stormwater management practices, stormwater volumes and contaminant loads shall be minimized.
As the commenting agency with respect to water quality, the RVCA has not indicated any concerns related to impacts to
water quality as a result of approval of Amendment No. 2.
Section 2.5 Mineral Aggregate Resources
Section 2.5.1 of the PPS states that mineral aggregate resource shall be protected for long term use. Section 2.5.3 further
states that progressive and final rehabilitation shall be required to accommodate subsequent land uses, to promote land
use compatibility, to recognize the interim nature of extraction, and to mitigate negative impacts to the extent possible.
The planning report submitted by the applicant in support of Amendment No. 2 (Zanderlpan, September 29, 2014) states
that the mineral aggregate potential of the site has been exhausted. In consideration of this, protection of the site in the
form of an aggregate designation on Schedule A to the SCOP can be considered unnecessary at this time. Final
rehabilitation of the site has been completed to MNRF standards, permitting the site to accomodate other rural land uses.
Section 3.0 Protecting Public Health and Safety
Section 3.0 states that development shall be directed away from natural or human-made hazards and shall not create new
or aggravate existing hazards.
The RVCA has reviewed the proposal in light of potential natural hazards associated with the approval of Amendment No.
2, and has no concerns. No new human-made hazards or aggravation of existing hazards are anticipated as a result of
this amendment. The Leeds, Grenville and Lanark District Health Unit has no concerns with the proposed amendment, as
indicated in their letter of January 20, 2015.
In conclusion, Amendment No. 2 has been reviewed with respect to matters of provincial interest and it is our opinion that
the approval of Amendment No. 2 is consistent with the Provincial Policy Statement, 2014.
7 Sustainable Communities Official Plan
The subject property is designated “Licensed Aggregate Extraction Operation” on “Schedule A – Land Use Designations”
to the SCOP. The relevant SCOP policies are as follows:
Section 8.3.1 Amendments to the Sustainable Communities Official Plan
Section 8.3.1 of the SCOP directs that when any amendment to the SCOP is proposed, sufficient information shall be
provided to allow Council to consider the following:
1. The impact of the proposed change on the achievement of the stated goals, objectives and policies expressed in
this Plan.
The SCOP recognizes the importance of identification and protection of mineral aggregate resources to its long term well-
being. The planning report submitted by the applicant in support the proposed amendment cites the exhaustion of the
aggregate resource as a key consideration in permitting the proposed amendment. The October 31, 2012 letter from the
MNRF confirms the surrender of the aggregate license and remediation of the site. In consideration of these submissions,
it can be concluded that the removal of the “Licensed Aggregate Extraction Operation” designation from the subject site is
appropriate.
2. The need for the proposed change.

In consideration of the concurrent applications for amendment to the Township of Montague Official Plan and Zoning By-
law to remove the aggregate extraction use of site, Amendment No. 2 will permit these applications to proceed in
conformity with the SCOP.
3. The effect of the proposed change on the need for public services and facilities.
The removal of the “Licensed Aggregate Extraction Operation” designation will not result in the need for additional public
services and facilities. The 8.0 hectare site will remain as part of the larger land holding.
4. The physical suitability of the land for the proposed use.
There are no proposed uses of the subject site at this time. The site has been remediated to a naturalized state to the
satisfaction of the MNRF, and would be compatible with the uses permitted in the “Rural” designation.
In conclusion, Amendment No. 2 has been reviewed with respect to the policies of the Lanark County Sustainable
Communities Official Plan (SCOP) and it is our opinion that the approval of Amendment No. 2 will conform to the SCOP.
8 Local Municipal Official Plan
The subject site is currently designated as a Licensed Pit in the Township of Montague Official Plan. According to the
Town Planner’s report on the concurrent Township Official Plan and Zoning By-law amendments (January 27, 2015), the
proposed amendment to the Township Official Plan will redesignate the site from Licensed Pit to Rural and establish a
special policy area affecting the number of permitted consents on the east half of the owner’s property. The Rural
designation in the Township Official Plan will permit uses that comply with the permitted uses of the Rural designation in
the SCOP.
9 Local Municipal Zoning By-Law
The subject site is currently zoned Extractive Industrial (MX) in the Township of Montague Zoning By-law. According to the
Town Planner’s report on the concurrent Township Official Plan and Zoning By-law amendments, the proposed zoning
amendment will change the zone of the subject site from Extractive Industrial to Rural Special Exception. The special
exception zone will prohibit future residential development on the subject site. The permitted uses in the Rural zone are
consistent with the permitted uses in the Rural policies of the SCOP.
10 Public Consultation
The Township of Montague provided Notice of a Public Meeting in the EMC (The Record News) newspaper on December
23, 2014. The statutory public meeting was held on January 27, 2015 at 3:00 pm in the Township of Montague Council
Chambers. Three members of the public were recorded as being in attendance in addition to the owners’ agent (Tracy
Zander, Zanderplan). The County Planning Administrator provided a description of the process to be followed for both the
Township and County applications. The agent for the applicant explained the nature of the applications. Members of the
public and Committee were given an opportunity to ask questions about the proposed amendments. Two members of the
public spoke in favour of the applications. One member of the public expressed concern with the proposed Township
Official Plan amendment as it related to the number of additional severances being permitted on the easterly portion of the
larger land holding. Ms. Zander responded to the concern by explaining that severance rights were being transferred from
the west half of the holding. All questions related to the applications appear to have been answered satisfactorily. The
public meeting ended at 3:40 pm.
11 Conclusions
Amendment No. 2 to the SCOP has been reviewed in consideration of the County of Lanark’s authority to amend its
Official Plan in accordance with Section 22 of the Planning Act. This review has concluded that adoption of Amendment
No. 2 is consistent with Provincial, County, and Municipal policy and regulations respecting land use planning.

PART A – THE PREAMBLE
Purpose and Effect of the Official Plan Amendment
The purpose of Official Plan Amendment No. 2 is to remove the “Licensed Aggregate Extraction
Operation” designation and replace it with a “Rural” designation on Schedule “A” to the Lanark
County Sustainable Communities Official Plan (SCOP) for land located in part of Lot 9,
Concession 1, Township of Montague. The land subject to this amendment comprises
approximately 8.0 hectares of a 23.8 hectare property. The 8.0 hectare site has been used for
aggregate extraction purposes until recently, and has since been satisfactorily remediated.
The location of the land subject to this amendment is shown on Schedule “A” to Official Plan
Amendment No. 2.
The effect of Amendment No. 2 is to have the entire 8.0 hectare site designated “Rural” as a
result of the cessation of extraction operations and subsequent remediation of the subject
aggregate resource area. The future use of the property will be governed by the permitted uses
in the Rural designation.
Basis of the Amendment
The planning justification report submitted by the applicant (Zanderplan, September 29, 2014)
notes that the former pit operation at the subject site has ceased and the license (license No.
4260) has been surrendered to the Ministry of Natural Resources and Forestry (MNRF). The
site has been remediated to a naturalized condition, and the remediation has been approved by
the MNRF with acknowledgement of the exemplary nature of the rehabilitation work completed.
This is confirmed by correspondence submitted by the applicant from the MNRF to the owner
dated October 31, 2012.
Section 8.3.1 of the SCOP requires that sufficient information be provided to the County in
support of an application to amend the Official Plan to allow County Council to consider:
a) The impact of the proposed change in the achievement of the stated goals, objectives
and policies in the SCOP;
b) The need for the change;
c) The effect of the proposed change in the need for public services and facilities; and
d) The physical suitability of the land for the proposed use.
In this regard, a planning justification report was submitted by the applicant, dated September
29, 2014 and addressed to Lanark County Council. A completed application form was submitted
for the SCOP amendment. A letter dated from the MNRF was submitted confirming the
surrender of the license and acknowledging the quality of the remediation completed. The

information submitted satisfactorily addressed all areas of provincial interest under the

matters of interest in Section 8.3.1 of the SCOP, which are addressed as follows.
a) The impact of the proposed change on the achievement of the stated goals, objectives
and policies in the SCOP.

resources to its long term well-being. The planning report submitted by the applicant in support

Amendments to the Township of Montague Official Plan and Zoning By-law are being
processed concurrently with this application to redesignate the former pit from Licensed Pit to
Rural and rezone from an Extractive Industrial (MX) zone to a Rural (A) zone. The amendments
recognize that the former aggregate pit is no longer in operation and that the site will be used for
rural land uses moving forward.

CP RAIL CORRIDOR UPDATE
1. STAFF RECOMMENDATIONS
“THAT, Report #CAO-06-2015: CP Rail Corridor Update be accepted
by the Economic Development Committee as information.”
2. PURPOSE
The purpose of this report is to provide the Economic Development Committee with an update on the CP Rail corridor negotiations, and
to stimulate discussion and ideas from the committee on moving forward with the purchase of the abandoned CR rail corridor, (Smiths
Falls to Pakenham).
3. BACKGROUND
The CP rail corridor from Smiths Falls to Mattawa has not been used
for rail transportation since 2009.
The corridor runs through Montague, Beckwith, Carleton Place, and
Mississippi Mills.
The County of Lanark together with our partners Renfrew County and the Township of Papineau Cameron have been actively talking with
CP rail about the corridor since 2010.
The three partner municipalities have a signed Memorandum of
Understanding attached as Appendix A.
4. DISCUSSION
Current Status of Rail Line
At this time CP has completely removed all the rail infrastructure from mile 1.0 (Montague) township to mile 88.6 in Renfrew County.
This property is now in a physical condition to be transferred.

Mile 0 to 1.0 is no longer for sale. This means the abandoned
portion of the rail corridor will start outside of the Town of Smiths Falls.
The partnership committee and CP continue to meet to discuss the potential purchase.
The committee has had the property appraised. The process of
issuing a defendable tax receipt has been investigated.
The County of Renfrew has secured, on behalf of the Committee, a
$20,000 grant from Trans Canada Pipeline to be used in relation to the corridor acquisition.
The committee has hired an environmental engineering firm to
evaluate the environmental records provided by CN and provide a report. The cost is $5,000 and will be covered by the Trans Canada
grant and an Ontario Highlands Tourism grant is also being explored.
The committee has received maps detailing the properties and a
lawyer report outlining which have clear title and which need survey
for transfer. The committee is working on getting an estimate of the cost of required surveys.
Lanark County Public Works staff member Doug Bowes inspected all 9 bridges, in Lanark County, and came up with an estimated cost to
repair and convert to trail readiness.
5. ANALYSIS AND OPTIONS
We are currently still at the stage of information gathering and
negotiating. Once a draft agreement is finalized the terms will be brought back to County Council to decide if the purchase is
approved.
There are two fundamental questions that this council will need to
answer in the near future:
1. Should the rail corridor be purchased?
2. If purchased what should be done with the corridor?
6. FINANCIAL IMPLICATIONS
Once we have answers to the survey costs and environmental
questions we will be able to bring back a report outlining:

1. Cost of Acquisition;
2. Cost of converting the corridor to a multi-use recreational trail.
Appendix B summarizes the expenses and revenues that need to be
determined in order to give council an idea of the overall cost of
these projects.
Considerations will need to be given to the economic impact of a trail
that links communities within and outside the County boundary.
7. LOCAL MUNICIPAL IMPACT
Decisions on the future of the rail corridor will have an impact every municipality in the County.
8. CONCLUSIONS
Acquiring the intact rail corridor across Lanark County is a historic opportunity that will never come again. It makes sense for Lanark
County to actively pursue the acquisition of this asset to ensure it remains in the public domain.

NOTICE OF PUBLIC MEETING PURSUANT TO SECTIONS 22 & 34 OF THE PLANNING ACT R.S.O. 1990, CH. P.13.
CONCERNING PROPOSED AMENDMENTS TO THE COUNTY OF LANARK SUSTAINABLE COMMUNITIES OFFICIAL PLAN
TAKE NOTICE that a Public Meeting will be held on March 25, 2015 at 5:30 p.m. in the Lanark County Administration Building, 99 Christie Lake Road, Perth ON K7H 3C6, with respect to the following requested amendments:
County of Lanark Sustainable Communities Official Plan (SCOP) Amendment OPA #3 (0900-OP-14004)
This Amendment provides updated mapping for Wellhead Protection Areas and Intake Protection Zones in Lanark County and policies to reflect new source water protection information.
The amendment applies throughout the entire County of Lanark with the exception of the Township of Lanark Highlands.
THE PURPOSE AND EFFECT – OPA No. 3 proposes to identify Wellhead Protection Areas and Intake Protection Zones in the SCOP through mapping. To support identification of these areas, policy modifications are proposed to guide development in these areas as identified in the Mississippi-Rideau Source Water Protection Plan approved August 27, 2014. Additionally, through proposed OPA 3, local municipalities will be required to identify these areas in their official plans.
IF YOU WISH to be notified of the adoption of the proposed official plan amendment or of the refusal of a request to amend the official plan, you must make a written request to Mary Kirkham, Planning Administrator, County of Lanark, 99 Christie Lake Road, Perth, Ontario, K7H 3C6.
IF A PERSON OR PUBLIC BODY does not make oral submissions at a public meeting or make written submissions to the County of Lanark before the proposed official plan amendment is adopted; the person or public body is not entitled to appeal the decision of County of Lanark Council to the Ontario Municipal Board.
IF A PERSON OR PUBLIC BODY does not make oral submissions at a public meeting or make written submissions to the County of Lanark before the proposed official plan amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to add the person or public body as a party.
