May 5, 2016

The meeting of the Parks Advisory Board was called to order at 6:33pm.

Members Attending: Jerramy Pankratz, Rob Chandler, Mike Rawlings, Justin Londagin , Betty Roy, Eric Birk, Members Absent: Mike Ashenfelter Staff Present: Josh Shaw, City Manager; Cody Sims, Assistant City Manager; Brian Alfaro, Parks and Recreation Foreman

Minutes Betty Roy made a motion to approve the minutes from the February 24, 2016 meeting. Rob Chandler seconded the motion. Motion carried without opposition.

Introductions Introductions of newly appointed Parks Advisory Board members.

Splash Park Update Staff presented the Board with the idea of a splash park with a rain garden design or an option of a recirculating system. After discussion of the different options, Rob Chandler made a motion to approve the splash park with the rain garden design. Jerramy Pankratz seconded the motion. Motion carried without opposition.

Staff presented the Board with several designs developed by ATHCO for the splash park. The Board reviewed each design and made a few changes to come up with three design options: classic theme, medieval theme, and a nature theme. These three designs will be presented for a public vote and the winning design will be presented to the City Council at a future meeting.

Parks Master Plan Update Staff presented the Board with a progress update of the Parks Master Plan Update. Staff also updated the Board about future park projects that would enhance the city’s quality of life amenities.

Adjournment Justin Londagin made a motion for adjournment at 8:30pm. Mike Rawlings seconded the motion; motion carried without opposition.

Agenda Title: Augusta City Lake Docks

RECOMMENDED ACTION: Approval of dock proposal that best meets the RFP criteria.

BACKGROUND: In April 2015 the voters of Augusta overwhelmingly approved a one-cent sales tax in which a significant portion of the annual revenue generated will be dedicated to capital improvement projects throughout the community, and, in August 2016, the Augusta City Council closed a bond sale to fund major quality of life improvements. Of the projects selected for funding, the Governing Body included $40,000 for the procurement, delivery and installation of fishing docks to be installed at Augusta City Lake. The docks will further enhance the fishing environment at the lake, which was recently re-opened to the community after years of drought and major improvements to the spillway rendered the lake unusable.

ANALYSIS: A Request for Proposals (RFP) for three docks at Augusta City Lake was sent out on September 6, 2016. The deadline for submittal was September 19, 2016 at 5:00pm. The City received two proposals, one from EZ Dock and another from Wahoo Docks.

EZ Dock submitted a proposal for three docks for a total of $39,849.00. Platform dimension for one dock is 10’x18.4’ and a gangway length of 25’ and the other two dock platforms are 10’x15’ with a gangway length 20’. Each gangway will be 5’ wide and all docks meet ADA requirements.

Wahoo Docks submitted a proposal for two docks totaling $40,000. Platform dimension for one dock is 8’x16’ with a gangway of 30’x52” and the other platform is 20’x15’ with a gangway length of 30’x64”. Both docks meet ADA requirements.

FISCAL IMPACT/FUNDING SOURCE: Funding for the docks will come from the 1% Sales Tax.

REQUEST FOR PROPOSALS AUGUSTA CITY LAKE FISHING DOCKS

RFP No. CD2016-03 September 6, 2016

The City of Augusta is soliciting proposals by qualified vendors for fishing docks to be installed in three (3) locations at Augusta City Lake. It is the City’s intent to procure the docks and have them delivered and installed during the upcoming fall months. All questions regarding this RFP shall be directed to Cody Sims, Assistant City Manager via e-mail at [email protected] or via telephone at (316) 775-4505.

Of the projects selected for funding, the Governing Body included $40,000 for the procurement, delivery and installation of fishing docks to be installed at Augusta City Lake. The docks will further enhance the fishing environment at the lake, which was recently re-opened to the community after years of drought and major improvements to the spillway rendered the lake unusable. In order to be considered, the vendor is required to submit a proposal to the City of Augusta which outlines the type of docking system(s) that can be purchased, delivered and installed for $40,000. All proposals shall maximize the value of the $40,000 allocation and be signed by an authorized representative of the company. Responses to this RFP will be evaluated as follows: City staff will present the proposals to the Parks Advisory Board and a citizen committee

to determine which proposal best meets all desired criteria. The Parks Advisory Board and citizen committee will evaluate criteria such as overall cost of the proposal, material, aesthetics, size, and maintenance requirements of the docks.

After the proposals have been reviewed and a selection has been made, City staff will contact the selected vendor and notify them of the Park Advisory Board’s recommendation.

City staff will prepare a purchase order to be reviewed and approved by the Governing Body at a regular scheduled City Council meeting that will authorize the procurement of the docks.

The following is a tentative schedule that will support the RFP and the acquisition of the docks at Augusta City Lake.

Project Details Augusta City Lake is a 265 acre municipal lake located in the northwest portion of the community. Citizens and visitors can enjoy picnicking, feeding the ducks and geese, sail boating, canoeing and kayaking, or simply relaxing and enjoying the view. In April 2016 the Governing Body re-established fishing in the city lake after a four (4) year restriction while the lake was recovering from a significant drought and major rehabilitation project of the lake spillway. After the spillway was rehabilitated, a fish re-stocking plan was initiated to ensure quality species of fish populated the city lake. Since the re-establishment of fishing, Augusta City Lake has transformed into a destination in the community for those who wish to partake in what nature has to offer. In May 2016 the Governing Body made a commitment to quality of life improvements, and part of this commitment allocated $40,000 to purchase and install three (3) docks at Augusta City Lake. The intent is to make the lake more accessible for patrons who want to fish or otherwise enjoy the lake from the shoreline. The Community Development Department – Parks and Recreation Division has identified three areas of the lake to install the docks, as illustrated in Exhibit A (attached).

1. Spillway – The spillway is a popular area for patrons to gather for fishing. The large open area of the water in this location is a suitable location for a larger sized dock.

2. Lakepoint Cove – Lakepoint Cove has been observed as the most popular location for shoreline fishing at Augusta City Lake. The area around the cove has picnic amenities and an adjacent private development is preparing for a significant investment that will construct new apartments overlooking the cove.

3. Shryock Park – Shryock Park is currently the epicenter of much of the activity resulting from the quality of life commitment. A new splash pad is nearly finished with construction and focus will soon be shifting to a new pedestrian trail that will route throughout the park, as well as a new parking lot. With the increase in activity occurring at Shryock Park, a fishing dock in this location is also desired.

Dock Requirements The City of Augusta is seeking three (3) docks that will require minimal recurring maintenance. The docks can be made of aluminum or HDPE (or other similar material); however, wood will not be considered. The docks shall be capable of self-adjusting as water levels at Augusta City Lake fluctuate. The docks must also be able to meet ADA requirements to ensure all patrons have the opportunity to enjoy the Augusta City Lake. Lastly, the docks must have adequate railing along the gangway and around the perimeter to ensure safety of patrons. In order for this project to provide the most benefit to the patrons who utilize Augusta City Lake, it is important for proposals to maximize the $40,000 allocation.

Proposal Submissions Written proposals and product information will be accepted until the close of business (5:00pm CST) on Monday, September 19, 2016. Proposals must contain the cost of the proposal (which shall include procurement, delivery and installation), as well as specification sheets and illustrations to assist in the decision making process. Proposals missing any required information may be disqualified from further consideration by the Parks Advisory Board. Electronic proposals will not be accepted. Envelops shall be clearly marked as indicated below. Proposals shall be either mailed via postal mail or delivered personally to the City Clerk’s Office.
