da ta on street conditions and to schedule m aintenah ce . Dnder thls

sy sten , every stree t was ïnspected about on ce every ten years te

determzne maintenance and/or resurfacing needs. Hovever. thestreet ra tïngs w ere strictly the op tnton of an fn specto r and

w ere no t based on quan tifiable criterta . The da ta genera ted by

the sy stem did n ot include reasons for the ra tings or cost es timates

for recommended matn tenance . Since the system did not fully

meet Charlocte's needs: tt was decided aot to make the majorprogrammiag ebanges neûessa ry to convert it from t* e o1d 3urroughs

compu ter to th e IBM sy ater now in u se b y th e C ity .

Caroltna Iastitute for Transportation and Education (ITRE). Thissysteu ts used by over 50 North Carolina cities and tovns , and

by the State D epartm en t of Transportation to Qonitor over 60,000

mtles of sta ta main tained roads . Pnder th is system , streets are

rated on a scale from l tc 100. Qualifted inspectors conduct
