IV. Association Business/Action Items A. Approval of Minutes – Dixie Leikach Motion was made to approve the June minutes; the motion was seconded. Motion

was carried. B. Board Commitment/Conflict Documents – Dixie Leikach Board needs to sign the two forms.

C. Consent Agenda – Dixie Leikach Board members now have access to a board portal through MPhA’s website with

information only for the Board. The board can now view reports before the meetings. Board verbally agrees to consent agenda.

D. MPhA Financials – Matt Shimoda The 2016 budget will be considered at the November meeting. Committees need to submit budget requests to Matt by the end of September.

A motion was made to approve the strategic plan; the motion was seconded. Motion was carried.

The strategic plan will be posted on MPhA’s website. F. Committee Action Items Committee orientation will be on Thursday, September 24 at 7:00pm at MPhA’s

headquarters. Professional Development Committee: working on a project to promote

pharmacists to other healthcare professionals. Vote for the video contests by going to MPhA’s Facebook.

V. Strategic Discussion A. Governance

I. Bylaws – Chris Charles Reviewed bylaws changes that were approve in 2015.

II. Board Portal – Aliyah Horton Reviewed board portal. This will also be used for other groups.

B. Engagement – Hoai-An Truong I. Recognition

Thank you to the committee chairs who have recently stepped down for their service and for the chairs who have taken their place.

II. Task Forces/Committees Opportunities Read the committee/network/task force descriptions in the Monday Message.

Be on the lookout for the survey to fill in which ones you are interested in. C. Membership R3 – Aliyah Horton An online directory for MPhA members only will be visible soon. There will be an

option to opt-out. Renewal and engagement plan will be developed.

D. EFK Properties, LLC – Matt Shimoda Building Committee is now a standing committee. It is chaired by the treasurer, with

the chairman and vice president as members. In negotiation for a tenant to lease Suite 400. A motion was made to approve up to $50,000 from the Kelly fund to finalize the

lease build out next door. Motion was second. Motion carried.

VI. Leadership Reports A. President – Hoai-An Truong ASK ME 2 about MPhA: Invite fellow pharmacists to join MPhA Join a committee and contact the chair for more information. See you next month at our membership program in lieu of a Board of Trustees

meeting on October 15. B. Executive Director – Aliyah Horton Passive revenue: (1) Credible, a market place for student loan refinance. (2)

Multiweb, a company that will place small banners on MPhA’s website for marketing which MPhA receives 30%.

VII. Informational Reports/Announcements

A. Board of Pharmacy Update – David Jones/Dixie Leikach Written report submitted.

B. MPhA Foundation – Paul Holly Thank you for the support to the board during the Annual Convention. The Building Campaign has had four Past Presidents pledged. The Leadership Workshop is on November 7.

C. ASP Updates UMES SOP Shannon Riggins – event update. NDMU SOP Hanna Fenta – event update. UM Elissa SOP Lechtenstein – event update.

D. Schools of Pharmacy UMES Rondall Allen – The new building is hoping to be completed in 5 years. UM Natalie Eddington – written report submitted. NDMU Anne Lin – no update.

E. MD Pharmacy Organizations – MSHP Meghan Swarthout – no report. MD-ASCP David Jones – Nicole Brandt is MD-ASCP new president. MPHS Ashley Bivins – no report.

VIII. Discussion/New Business

A. Medical Cannabis Commission: An emergency bill went into effect immediately. MPhA submitted comments and there were technical changes only. Mid-to-late next year, medical cannabis should be available for patients.

B. Immunization Commission: Next meeting is on Thursday, September 24. There is a new chair from Hopkins.

C. Laboratory Advisory committee: Next meeting is on Wednesday, November 18 D. MPhA is working with the Jewish museum of Maryland. They are doing an exhibit in

2016 that focuses on Jews in medicine. They borrowed some items and we will share information once we know when the opening is.

IX. Adjourn The meeting adjourned at 9:30 PM.

UMES APHA-ASP AMERICAN PHARMACISTS MONTH In the month of October, the UMES APhA-ASP chapter sought to really bring awareness to the profession of pharmacy. By educating congressmen at the Capitol Hill health fair about provider status, immunizing hundreds of people at our 5 immunization events, supporting our region’s fellow student pharmacists at MRM, raising hundreds for our local non-profit women’s clinic, and thanking our faculty for the education and mentorship they have provided along the way, we hope to continue to proudly serve our community, and demonstrate what the future of pharmacy holds.

Date: November 2015 To: Board of Trustees From: Matt Shimoda, Treasurer Aliyah N. Horton, Executive Director Subject: 2016 Proposed Budget and Briefing Materials On behalf of the Budget and Finance Committee, we are pleased to present the 2016 proposed budget and overview narrative. The 2016 budget projects a net budget deficit of ($494,500) compared to a 2015 budget forecast deficit of ($546,564). The 2016 budget was created in an effort to begin to reduce the expenses and increase revenue so that MPhA no longer pulls from reserves to support operations. The expectation is that as we move through 2016 and into 2017 those expenses will be reduced even further and we will gain direct income from EFK properties. The budget was designed to increase operational efficiency, predictability of cash flow and to provide a platform to align organizational resources with our strategic goals. The proposed budget differs from previous budgets in the following: Income: New lines of income for grants, facility rental, CE Programs and golf tournament will be managed under via the Foundation. Expense: Expenses are realigned to reduce administrative expenses and focus on strategic objectives of increasing membership recruitment, retention and membership value as well as a focus on advocacy. Please review the budget overview narrative outlining detailed business assumptions. We look forward to your questions and approval.

Revenues for 2016 are budgeted at $333,900, representing a 7% increase compared to the 2015 budget. Expenses for 2016 are ($828,800) for a 3% decrease over 2015 budgeted expenses. For 2016, there is a ($494,100) net budget deficit, which will be pulled from the Kelly Fund on a quarterly basis. Further details are provided in this overview document. *Please note the 2015 budget did not include building move expenses and payments on the Middle Valley Bank Loan, but the 2015 budget assumptions do. **Transfer from reserve was budgeted as a line of revenue in 2015. NEW REVENUE

ADMINISTRATION Expense side includes effort to streamline operations, reduce vendors, and more accurately reflect operations. Assumptions:

• Request of $5,000 from MPhA Foundation as seed funding to support staff related to the implementation of Foundation activities and fundraising including golf tournament.

• Increased support for accounting services. An engagement amount for fully outsourcing accounting will be presented at the BOT meeting.

• Streamlining and updating equipment lease and maintenance agreements to current operational environment.

• Implementation Online service to combine Payroll and HR functions that will reduce vendors, smooth operations. Initial start-up costs in 2016, but for 2017 combined Payroll and HR support will be less than 2015 expense.

• Recognizes increased responsibility as tenant in a single floor building, MPhA covers all costs related to maintenance inside the rented space.

Proposed MPhA 2016 Budget

• Additional reductions in expenses expected as more services are streamlined in later part of 2016 and into 2017.

PROPERTY

• MPhA will pay rent and some expenses on the Montgomery Park Space through the expiration of the lease June 2016.

• MPhA must pay back loan for buildout expenses. EFK begins repayment on one of its Promissary Notes in September 2016, which is reflected on the income side.

INVESTMENT IN MPHA’s STRATEGIC GOALS Lobbyist Expenses include retainer and MPhA administrative costs for support for a lobbyist in Annapolis to provide support on legislative process and relationship building prior to and during legislative session. Scope of lobbyist support, may include up to the follow activities. All to be determined at MPhA discretion. Legislative Process

• Identify proposed legislation with MPhA members • Identify legislator bill sponsors and supporters • Lobbying and vetting MPhA’s bill position on MD General Assembly bills • Assist with drafting and delivery of testimony • Schedule regular conference calls during session to discuss legislation and MD

General Assembly updates • Monitor bills of interest by attending hearings and committee meetings, and

communicating with bill sponsors and committee members • Provide written monthly reports to reflect updates on legislation and various

tasks • Attend MPhA membership events as requested • Engage MPhA members by providing written and/or in-person testimony,

contacting legislators, attending events, and other tasks as requested Relationship Building

• Identify and schedule introductory meetings with key officials and staff before and during session, i.e. Governor, Lt. Governor, MD General Assembly Leadership and Officials, State Agencies, interest groups, etc.

• Identify legislative events for MPhA membership attendance – District Night events, political receptions, hearings, etc.

• Coordinate MD General Assembly Committee dinners to include MPhA membership

• Assist in the planning of MPhA’s Legislative Day during session to include assistance with scheduling a political speaker, arranging meetings with legislators and helping to contribute to the overall success of event

Publications

• Investment in full color Maryland Pharmacist Journal and options for digital distribution.

Proposed MPhA 2016 Budget

• Reduced production costs due to increase in fee for color ads Annual Convention and Mid-Year Meeting

• Budgets are straight-lined • 2016 MY meeting space is more expensive than 2015; Convention expanding by ½ a day. • Increased effort to offer gain more sponsorships, attendance by increasing engagement

opportunities Member Programming/Committees

• Focus on member programming and activities that include collaboration amongst committees and staff to advance membership return on investment (ROI) and strategic plan goals.

• Includes line item for MPhA President to utilize resources to advance initiatives or projects during their tenure.

Marketing

• General marketing is focused on membership outreach and education and advancing MPhA brand.

• Community Outreach includes awards and other areas where MPhA works in collaboration with strategic partners.

Student Chapters

• Straight-lined for all schools. • Student Chapters to report back to BOT on how funds are used to support student

engagement and connection to MPhA. • MPhA branding will be required for any activities that include use of MPhA funds.

Payroll and Benefits

• 4% merit increase pool for staff and staffing realignment.
