Five Dimensions of Reconciliation PDF was publicised on the CoF website and COFI. Social Media Officer added posts related to the dimensions on Facebook. Educational resources (equality and integrity, race relations) were made promoted and shared, a truth telling exhibition (historical acceptance) was held at the Walyalup Aboriginal Cultural Centre and an online promotion of the exhibition during Reconciliation Week was held. Reconciliation films available on Kanopy were shown throughout the year and promoted as Free Film

4.2 Host ‘cross-cultural partnership’ training, building the capacity of Fremantle’s community and business leaders to develop genuine partnership with Aboriginal and Torres Strait Islander people, and take constructive approaches to cross-cultural tensions, build trust between Aboriginal and Torres Strait Islander and non-Aboriginal and Torres Strait Islander people.

Hosted a talk with Joe ‘Possum’ Collard about Nyoongar history and cultural awareness, cultural walks were held for trainees around the Bather’s Beach precinct, offered to staff (interrupted by COVID) and a cultural walk Video was produced and uploaded to City’s COFI and YouTube and shared on social media. Planned Roundhouse volunteer sessions were cancelled due to COVID-19 and are set to resume subject to budget allocation.

4.3 Continue to host safe, open community forums that enable yarning circles, storytelling, truth-telling hearing different perspectives.

A Living Library held at the Walyalup Aboriginal Cultural Centre in March featured 10 Aboriginal "Living Books" who shared their experiences and individual perspectives in one-on-one conversations to educate, challenge stereotypes and inspire. Topics ranged from inequalities in justice, health, education, reviving the Nyoongar language, truth-telling, stolen generation, culture and opportunities for reconciliation. A Truth Telling Photographic Exhibition was held throughout June with confronting photos depicting some of the harrowing and traumatic practices endured by Aboriginal people in Australia's history. In Makuru, over 55s took part in a yarning circle facilitated by local Elder Betty Garlett.

(June 2019) Elders Betty and Freda attended the Stephen Michael Foundation Indigenous Games with the Stephen Michael Foundation - 11 September that had 200 students from 10 schools attend.

4.5 Continue to advocate with local providers for culturally appropriate health and social services in the City of Fremantle.

City endorsed financial support of $20,000 to the Freo Doctor in this financial year to assist with the delivery of mobile health services to the most vulnerable within our community. (38% Aboriginal client representation). Indigenous services Palmerston and RUAH held promotional stalls at NAIDOC Week event. Shortback and sidewalks had a promotional stall at One Day (Jan 2020) Day Dawn Advocacy Centre advocated for 40 most vulnerable people relocation to restrict exposure to COVID (April 2020) at the Hougoumont Hotel in Fremantle.

4.6 Continue relationships with other Local Councils to share Reconciliation learnings, challenges, and to collaborate on Walyalup RAP initiatives.

5.1 Engage the senior management group across the organisation in the delivery of Walyalup RAP outcomes.

5.3 Communicate the Walyalup RAP to all City of Fremantle employees, highlighting how the outcomes of the Walyalup RAP are contributing to the success of the business.

Media and Communications have promoted stories through social media and FreO magazine, a WRAP document launch was held and the WRAP was distributed through the organization. Awards and accolades have also been shared through the organisation on CoFi.

5.4 Promote the Walyalup RAP and call on large local organisations and businesses to develop, implement and promote their own (as part of a ‘Freo Walyalup RAP champion’s network’) e.g. St Patricks Community Centre, Fremantle Ports and neighbouring councils, Chamber of Commerce.

Collaborated with Fremantle Port Authority, Fremantle Prison and Department of Communities interagency reconciliation working group. City has commenced the collection of oral histories with local elders in regards to building relationships with local police as a part of community awareness. City has attended reconciliation activities that St Patrick's Community Centre has delivered through Reconciliation Week and NAIDOC Week as well as attending activities at the Fremantle Maritime Museum through NAIDOC Week where Justin Martin shared cultural stories. 5.9 Promote Narragunnawali Reconciliation in Education to neighbouring schools.

6.1 Continue to encourage attendance of staff (and remove any barriers) to attend NRW events that draw Aboriginal and Torres Strait Islander people, or focus on related issues. Attending external NRW events in the local area is a great way to meet and establish relationships with Torres Strait Islander People.

Cross cultural competence training sessions have been held with a total of 80 staff across the 3 sessions. In year 2019/20 (1 July 2019 to current) a percentage of 90% of new hire staff completed the online Indigenous Awareness Training (May 2020) In 19/20 47 employees completed 'other' indigenous awareness training (14% Workforce) (May 2020) In total for 19/20 the City had 26% of its workforce complete cultural awareness or other indigenous related training. (May 2020)

8.3 Develop cultural awareness as part of the induction process for new staff. • Commit all Walyalup RAP Reference Group members, Senior Management and all new staff to undertake formal and structured cultural learning • Continue to achieve the cumulative target of at least 80% of staff to undertake structured cultural learning across the organisation through face to face opportunities, achieving at least 60% target annually • Continue to achieve the cumulative target of at least 90% of staff to undertake the SCORM Course Aboriginal and Torres Strait Islander

• Shooting Star eCards – these are used as a thank you or to recognise someone for living our culture principles in their day to day

• Exclusive manager Stellar Effort eCards – these are awarded by managers only to recognise exceptional efforts within their team or others’ team

• Our Wall of Stars – where recognition is posted and shared publicly (internally) detailing who received recognition and for what, and allows for social support in the form of likes and comments

• Supanova Awards – these are awarded to outstanding achievers, where a nomination is submitted and reviewed by a panel. The successful winner is announced every two months, in line with the Noongar Seasons, and used as an opportunity to publicly celebrate individual and team achievements. The winners each Nyoongar season receive a reward in the form of a voucher

• Service Awards - this award recognises commitment and loyalty to our organisation, recognising employees on their 10, 20 and 30 year service milestone

8.5 Maintain and disseminate across all business units a list of key contacts for organising a Welcome to Country as outlined in the City’s Aboriginal Engagement Plan.

Elder Dianne Wynne provided Welcome to Country for swearing of new council, WTC Marie Taylor, Herbert Bropho, Richard Walley for One Day. 12 Welcome to Country’s were performed during 2019/20 including 4 citizenship Ceremonies, One Day event, Anzac Day Service & March, Pioneers Lunch, NAIDOC Opening Event, Remembrance Day, Elected Members End of Year Function and Carols by Candlelight.

9.4 Continue to include Acknowledgement of Country or other appropriate protocols at the commencement of Council meetings

Kaalak was a Makuru night of Aboriginal storytelling, both ancient and contemporary. Storytellers included: Marie Taylor, Ron Bradfield Jnr, Cheryl Kickett-Tucker, Kamsani Bin Salleh, Helen Milroy, Sabrina Dudgeon Swift, Esther Kickett, Joshua Eggington (aka Flewnt), Jarrad Wall, Josie Boyle, Shalorna Dykman-Mippy. An extended Woylie schools program took place 24-27 June at Fremantle Arts Centre. 10 schools participated in half day workshops with 3 Aboriginal storytellers exploring stories in different mediums including oral storytelling, art poetry and song. Come and Try free activities, for over 55s are scheduled, due to COVID 19 only three term programs were promoted with a variety of options:

Short, 4-6 weeks ‘taster’ courses, providing an opportunity to try something new and meet new people. Snapshot July 2019 to June 2020 across the organisation 31 promoted, 1861 people participated across a variety of topics/activities from wellbeing, recreation/fitness, cultural, craft, technologies and to financial presentations. Locations and venues involved in delivering activities: The Meeting Place, Library, The Fremantle Arts Centre, Walyalup Aboriginal Cultural Centre, Sullivan Hall, Fremantle Town Hall and North Fremantle Hall. Lifelong Learning programs promoted quarterly (10 week term) and offers approx.70 activities at the Meeting Place, South Fremantle and Fremantle Library and also provide:

• Social groups (10) - language learning, food, creative writing, textiles, music, craft, walking, book clubs

• Courses and workshops (9) provide skill development and learning opportunities in second languages, computing and getting back to work programs

• Community presentations (8), speakers, author talks, film screening and book launches. • Social support activities and groups (6) • 80% of adult program and activity participants are over 55

The Meeting Place venue is accessible to anyone with a disability as the venue complies with access codes.

The Fremantle Arts Centre scheduled: • Three terms this financial year following the WA school calendar • Approx. 100 courses on offer each term • And over 55s made up approx. 60% of enrolments

Exercise equipment, at most locations, for older people are currently available are either a modification of children’s play equipment at specifically focuses on balance, flexibility, coordination and mobility.

In response to a petition received from South Fremantle residents an opportunity exists to provide support and education to the petition group on how the existing park infrastructure, including play spaces, can be utilised for exercise and mobility activities.

Further consideration for additional exercise equipment is in place for future planning.

Neighbour to Neighbour project received overwhelmingly positive feedback from members of the community, other local governments and service providers.

During COVIF 19 the State Department for Communities Vulnerable People Taskforce (Seniors) provided information in multiple languages to ensure older people from CALD backgrounds were well connected with information. The Taskforce convened regularly, sharing information and identifying emerging issues All information was promoted via the City’s website and locally via the Neighbour to Neighbour project.

Promotion of the Health Departments services to advertise all aged care assessment and delivery services now have access to free sign language and interpreting services to support older Australians who are deaf, deafblind, or hard of hearing to access or engage with Australian Government funded aged care services.

Face-to-face sign language interpreting and Video Remote Interpreting services are available to support clients to engage to navigate the Age Care system.

The City of Fremantle's 2016-2020 Access and Inclusion Plan outlines a strategic approach to improve access and inclusion for people with disability. The development of new Access and inclusion plan (2020-2025) is in progress.

Actions that have also benefitted seniors and include:

• Go Fetch and Return (GOFA ) waste service: for residents who are unable to present bins for collection.

• Quiet Hour: Set up for the autistic community and people living with Hearing impairments to enjoy the Fremantle Library

• Fair Go Freo Facebook Group: promoting, city wide, accessible programs for all. • Fremantle Biennale event (international): drop off and pick up points promoted for greater

access added to event plan • Supported Western Australian Multicultural Community Tours grant application: to provide

accessible bus tours to improve the connection of culturally diverse groups and individuals. Greater integration of new migrants into community.

• Changed size of text on business cards: new graphic design policy in place to increase the font size on all City of Fremantle staff business cards.

Free hire of two beach wheelchairs – located at South Beach, South Fremantle and Bathers Beach. The City continues to support DADAA to work through significant local and cross-sector partnerships that bring arts and health together. DADAA works in partnership with the City to deliver disability advocacy, accessible programming, digital inclusion, and research and evaluation.

Ongoing networking with age care service providers fosters good communications and understanding their core work. Collaborative sharing of projects and building partnerships providing people with support to stay in their home longer is a key outcome. • Umbrella Age Care Multicultural Services: Age Care Trial Navigator, Online Safety Webinar • Silver Chain: Adopt a grandparent project, initiated by local primary school

• 2019 the Expo was held at Melville Recreational Centre and in partnering with Seniors Recreational Council, an organisation that is recognised as the peak organisation supporting seniors’ involvement in sport and recreation.

• 2020 expo has been postponed to 2021 and to be hosted by City of Fremantle. Umbrella Multicultural Services facilitated free sessions (3) on how to navigate the My Age Care information, Q&A and how to navigate the website. City has a representative on the Alliance for the Prevention of Elder Abuse WA committee. This opens up a channel between state wide organisations, local government, age friendly communities and a voice for local residents, meetings February & June ‘20

This platform, supported by the City, provides the community opportunity to connect, share and find out what’s happening in Fremantle.

It is simple and easy to use. Key features include: free to list and update; update in real time; uploads of events and programs; social media feeds can be pulled through to organisation listings; fast, expert tech support.

Monthly online webinars for city staff to ensure all can navigate and make the most of our member’s dashboard.

A dedicated support team at the My Community Directory office support community members to register, list their community group or event and find information.

Currently, throughout the greater Fremantle area, there are 415 organisations listed and 510 services delivered. The three largest types of services listed are health services (20.9%), recreation and leisure (11.2%) and community centres (8.5%), and also includes accommodation services, disability services, child services, sport and counselling services. The directory currently averages 1,500 listing views per month.

Volunteers provide a valuable contribution with ideas and forward planning of what's wanted and needed for older people.

Aboriginal Elders provide insight and guidance to inform the City’s Walyalup Reconciliation Action Plan Reference group. Quarterly meeting held August, November, March and June.

The Wanjoo Lounge is a 'drop in space' with approx. 20 visitors a day. This provides an opportunity for good community engagement. It is staffed by 16 volunteers who provide grass- roots input on community conversations.

Community engagement projects out for comment are advertised through the Wanjoo Lounge via a notice board, comments drop box, communication channels, News Bites in the local paper and My Say website.

The City of Fremantle supports community precinct groups, to encourage community member to participate and take an active role in providing input into the operations of the local government. The meetings are open forums where anyone with an interest in their local area can attend and engage on a range of community issues.

Volunteer Fremantle Statistics: The Fremantle volunteer development plan (FVDP) coordinator manages Volunteer Fremantle Facebook group and utilises to post all volunteer related content to and connect with the local community. The page is a community group for people who are seeking volunteer positions, currently volunteering, seeking information about the sector, wanting to connect to others in the sector and connect with the City.

• 673 members in 2019 • 435 new members approved • 444 posts • 327 active members • 126 comments • 1481 reactions

Fremantle Volunteer Manager Statistics: The FVDP coordinator manages Fremantle Volunteer Manager’s Network Facebook Page and utilises it to share volunteer information, grants, events, training, sector news and advocacy. The Page is a private group for local volunteer managers to post information on and connect with one another as well. This page is used sparingly, providing only relevant information for volunteer managers. For current and broad volunteer information, volunteer managers are directed to ‘Volunteer Fremantle’ Facebook page and are encouraged to get their volunteers to join.

Volunteer programs: The City of Fremantle offers a number of volunteer programs that have intakes throughout this reporting year. Invitations to present, on age friendly communities, at volunteer team meeting, precinct meetings occur on a regular basis. Opportunities to volunteer include:

• The Meeting Place, South Fremantle, social group facilitators (12 volunteers) • Fremantle Library/Fremantle History Centre/Library programs (2 weekly volunteers) • Fremantle Ambassadors are volunteers (85) who provide a friendly face and local

knowledge to ensure visitors are able to experience the best Fremantle has to offer. There are three types of ambassadors: Visitor Centre Ambassadors , Roving Ambassadors , Cruise Ship Ambassadors

New Volunteer Handbook and Policy is being rolled out across all business units that have volunteers, with the aim to:

• Increased marketing of volunteering in the senior sectors/aged care • Increased support to Volunteer agencies servicing the aged care sector/utilising volunteers

The City continues to promote its Over 55s services, programs and initiatives on a regular basis, and alternative formats are available on request at all times. For example hearing loop set up at meetings, Auslan interpreter engaged for Welcome to Country and other events, audio descriptor and links to alternative print product to support translation provided.

Developed a City-wide What’s On Guide, which features a dedicated Over 55s category highlighting suitable events and activities for this community. The publication is included in the City’s resident’s magazine (FRE-OH!), with about 17,000 copies distributed to all households and select businesses. Resulted in increased attendance numbers at workshops and events.

The City partnered with My Community Directory to promote Over 55s activities and programs through this platform.

The City continues to have strict style guides for signage, ads and printed material (flyers and poster) that advise minimum font sizes. Alternate formats are available upon request for all produced collateral.

When including maps in publications, the legend has been made more accessible with a mix of upper and lowercase letters.

Alt text (alternative text) is now included on the City’s eNewsletter images, which is another accessibility requirement that ensures seniors with vision impairment can access the content. Videos produced by the City continue to include closed captions to make them more accessible for a broader audience.

Scans are undertaken on a weekly basis to identify and fix broken website and document links and misspellings.

She has also been active in community engagement for the City of Fremantle’s Age Friendly City Plan 2019-24.

Local resident June Hutchison was recognised with an Order of Australia medal in the Queen’s Birthday Honours for her services to the Fremantle community.

The Fremantle Map of Memories allowed older people to place a pin in the online map, provide a short description of what happened at that location and upload a photograph or image to illustrate their experience.

City connected with Aboriginal Elders with: One Day event, Elders morning tea and Walyalup Reconciliation meetings. Successful grant funding from Department of Communities Age friendly initiative 2020/21 to deliver another innovative project ~ Converging Stories. Comment from the Dept. of Comm “the City of Fremantle is a consistent leader in the age friendly space”. Dance Hall Days project won the Local Government Professional WA 2019 Honours Awards, winning a Participation and Collaboration Award. “A fantastic achievement and a testament to the success of the City’s age friendly program” (extract from Letter to the Mayor). Shared cultural activities at the Walyalup Aboriginal Cultural Centre include: Walyalup Aboriginal Cultural Centre schedules five programs a year, based on the Aboriginal season. Over 55s have the opportunity for cultural changes and join in activities to appreciate the land, the area and history. For example dot painting, jewellery making, cultural walks workshops.

The City has been on a reconciliation journey since 2000 and is committed to increase respect, foster relationships and develop opportunities for Aboriginal people. Given this commitment and the range of initiatives undertaken, Reconciliation Australia has advised that the format of a Stretch WRAP would be most appropriate for the City of Fremantle and this journey started July 2018. Homelessness week: Couch Conversation event was supported by the City working in conjunction with St Patricks and Uniting Care West.

Lifelong learning team schedule computer sessions for complete beginners. Covering the basic essentials to help familiarise with a computer. There are portable laptops available, during workshops, for those who don’t have a computer.

Computer courses promoted to assist with: creating Word documents, downloading and storing photos, using excel spreadsheets and how to set up an email account.

When touching base with residents in Neighbour to Neighbour project residents were offered an opportunity for any technical support they needed from a community development officer.

Presently there are 16 volunteers plus 10 tutors currently providing their skills free of charge to run workshop/activities. Volunteers provide a valuable contribution with ideas and forward planning of what's wanted and needed for older people. Wanjoo lounge has approx. 20 visitors a day. This provides an opportunity for grass roots community engagement. Community engagement projects out for comment are advertised through the Wanjoo Lounge communication channels. A notice board displays project details and a drop box allows paper comments to be collated. The current Age Friendly City Plan 2019-20 was guided by a working group with representatives from community members, key organisations, City staff and Elected Members. Its purpose is to prioritise positive ageing opportunities for the community and a great place for older people to visit.

The City has established a Terms of Reference for an Access and Inclusion working group to establish the next Access and Inclusion plan. To assist with programming online surveys are sent quarterly and tutor offer paper feedback to participants.

The City of Fremantle and Public Transport Authority (PTA) have an agreement to jointly fund the two free Central Area Transit bus routes in Fremantle. The Blue CAT operates on a loop along South Terrace and Marine Terrace between Fremantle Station and South Beach, while the Red CAT connects attractions like the WA Maritime Museum, Round House and Fremantle Arts Centre. Council resolved on 10 June 2020 to request the PTA to agree to cease operation of the Red CAT and reduce the frequency of Blue CAT service to bus every 20 minutes for up to 12 months from early in the 2020/21 financial year. Although the current CAT services are popular they are hard to justify in the current environment.

Aboriginal Elders are offered taxi vouchers to assist them with transport to attend community engagement events, reconciliation meeting and activities/events.

The City has been making improvements to its network of bicycle paths by installing a series of traffic islands to create protected bike lanes. These improvements are regularly promoted on the City’s channels.

The City is in the process of applying for the speed limit on roads in Fremantle’s city centre to be reduced to 30km/h to improve road safety, particularly for pedestrians and cyclists. The City regularly promotes Fremantle as a destination you can explore by foot and bike.

The City promoted its partnership with Tourism WA and WestCycle to launch two new cycling maps of Fremantle. The pocket-sized maps are part of Tourism WA’s Urban Bike Explorer series.

Free bike hire that is available from the Fremantle Visitor Centre. The City regularly promotes.

Cycling Without Age, an international not-for-profit organisation that allows elderly and less mobile people to experience an outdoor ride on trishaw e-bikes piloted by volunteer cyclists. The City partially funded and promoted.

The City runs regular cultural walking tours in the Bathers Beach precinct, and promotes these via its usual channels.

Other initiatives include: • Bike Week, Light me Up, led by senior volunteers • Ride to Work breakfast, October 2019, 50% attendees over 55

A 30km/h limit already applies on Fremantle’s famous Cappuccino Strip along South Terrace, while the rest of the city centre has a 40km/h limit.
