해상교통관제(VTS‥:‥Vessel‥Traffic‥Service)란‥레이더,‥선박자동식별장치(AIS),‥초단파무선통신장비‥등‥선박의‥위치를‥탐지하고‥선박과‥통신할‥수‥있는‥설비를‥이용하여‥선박교통의‥안전과‥효율성을‥확보하고‥해양환경을‥보호하기‥위하여‥통항선박의‥동정을‥관찰하고‥항행안전‥정보를‥제공하는‥서비스를‥말합니다.

VTS refers to an information providing system to observe the movements of ships navigating to ports. It also provides information in order to secure the safety and efficiency of traffic for vessels and protect the marine environment through high-tech scientific equipments such as radar, AIS, VHF, etc.

Korea has been operating VTS systems in eighteen ports and coastal waters throughout the whole nations; The VTS systems are firstly established in Pohang Port(1993): Yeo-su Port(Apr. 1996): Ulsan port(Sep,1996): Masan Port(Sep, 1998): Incheon·Pyeong-Taek·Daesan Port(Nov, 1998): Busan Port(Dec, 1998): Jindo Coastal(Jul, 2006): Dong-Hae·Kunsan·Mokpo·Jeju port(Dec, 1999): Wando Port(Dec, 2004), Busan New Port(Dec, 2005), Gyeong-in Port(Nov, 2011): Yeosu Coastal(Nov, 2012): TongYeong Coastal(Aug, 2014).

우리나라는‥1993년‥포항항에‥VTS‥시스템이‥최초로‥도입된‥이후,‥여수‥1996년‥4월,‥울산‥1996년‥9월,‥마산‥1998년‥9월,‥인천·평택·대산‥1998년‥11월,‥부산‥1998년‥12월,‥동해·군산·목포·제주‥1999년‥12월,‥완도‥2004년‥12월,‥부산신항‥2005년‥12월,‥진도‥연안‥2006년‥7월,‥경인‥2011년‥11월,‥여수‥연안‥2012년‥11월,‥통영‥연안‥2014년‥8월‥등‥18개‥항만‥및‥연안수역에‥관제센터를‥설치‥운영하고‥있습니다.

VTS 주요업무 Major tasks

•Detect the ships which deviate from the fairway or approach to the dangerous area and have a risk of collision.•Provide the information, advice and instruction related to the prevention of marine accident.

•Give the priority of vessel’s entry/departure and provide port management information such as berth·anchorage·pilotage·tug assistance, etc. to increase efficient movement of vessels.

•Provide maritime safety information for the safety navigation such as current, tide, weather condition, marine firing, etc.

•Take an action and spread information promptly when a marine accident or a emergency situation occurs.

VTS 조직 VTS Organization

•‥‥VTS policy plan is implemented by Vessel Traffic Service Division of KOREA Coast Guard of the Ministry of Public Safety and Security; and, Vessel Traffic Service is performed by the eighteen VTS centers belong to the five Regional KOREA Coast Guard

•‥‥All VTS personnel including director, facility & general affairs managers and VTS operators operates the VTS center; and VTS operators work in three shifts and 24 hours a day for 365 days a year.

•‥VTS‥정책기획‥업무는‥국민안전처‥해양경비안전본부‥해상교통관제과,‥관제집행은‥5개‥지방해양경비안전본부‥소속‥18개‥관제센터에서‥수행하고‥있습니다.

This‥ is‥ the‥unmmanded‥base‥station‥equipped‥with‥various‥equipment‥such‥as‥Radar,‥Communications,‥Weather,‥CCTV,‥Steel‥Tower,‥etc.‥which‥are‥ tracking‥and‥monitoring‥ the‥vessels‥during‥navigation;‥and,‥all‥data‥ is‥transferred‥to‥WIS(warning‥and‥integration‥server)‥located‥in‥this‥place.

This‥is‥an‥unmanned‥relay‥station‥which‥is‥the‥place‥to‥transmit‥the‥information‥getting‥ from‥Radar,‥Meteorological‥equipment,‥Radio‥direction‥ finder‥of‥ the‥long‥distance‥or‥out‥of‥distance‥range‥of‥unmannded‥base‥station‥to‥the‥VTS‥center.

This‥ is‥a‥system‥monitoring‥and‥controling‥ the‥movement‥of‥vessels‥with‥displaying‥all‥data(radar,‥AIS‥ information,‥weather,‥ radio‥direction‥ finder,‥etc.)‥and‥ integrated‥alert‥of‥WIS(warning‥and‥ integration‥server)‥on‥ the‥ENC(electronic‥navigation‥chart)‥screen‥by‥VTS‥operators.

This‥is‥the‥real-time‥data‥acquisition‥and‥storage‥system‥which‥deals‥with‥all‥kinds‥of‥information:‥(Radar‥image,‥VHF‥voice‥communication,‥etc.)

∙ Towing vessels installed with AIS devices which maneuver barges or floating Structures by pushing or towing

∙ Passenger Ships as defined under Article2 of the Ship Satety Act of Korea∙ Excursion vessels of 2 G/T and upwards installed AIS(automatic identification system) ∙ Fishing boats in length of 45m and upwards ∙ Vessels of 300 G/T and downwards installed AIS(automatic identification system) and VHF (very high frequency)

- oil tankers and fuel oil supply vessels, waste transport vessels and pilot boats, harbor tugs, water supply ships, service boats, official boats(except Korean Navy Warships, Korean Coast Guard Ships) and vessels engaged in construction and maritime survey or work in the harbor limit

· Vessels involved in accidents and incidents shall inform the VTS immediately in the VTS Area

· Vessels shall inform the VTS when drifting obstacles and oil spill are seen in the VTS Area

· Anchorage should be permitted to use before anchoring.· Keep the distance at least 0.5NM from coastal line· Keep watching on VHF Channel 16(sector3), 12(sector 1), 09(sector 2).· Any of the following conditions should be immediately reported to the VTS : - any defect in an aid to navigation. - marine casualty, manning shortage. - any pollution incident, floating obstructions. - defective main engine, steering gear etc. - reduced visibility and other adverse weather conditions.
