4. BUSINESS ITEMS

4.1 Chair's Report

The Chair acknowledges the recent passing of Neil Campbell, a former memberof the Windsor Bicycling Committee.

4.2 Meeting Attendance and Commitment to the WBC

The Chair requests members provide comment to e-mailed administrativereports/environmental assessments etc. as there is great momentum and appetite forcycling in Windsor at this time.

4.3 Bikeshare Proflram

As representation from the University of Windsor Students' Alliance is notpresent, Dr. Waters advises the Bikeshare Program is doing well and bikes are beingused by the students.

4.4 Top Cyclist Collision Locations - City Wide

City Council November 7, 2016 Meeting - CR671/2016

1. That the report of the City Engineer dated September 29, 2016 entitled "TopCycling Collision Locations" BE RECEIVED for information; and further,

2. That Administration BE AUTHORIZED to engage an engineering consultant, atan upset limit of cost of $20,000 plus HST, to undertake bicycle road safety audits at thefour locations identified (Lauzon Parkway/Tecumseh Road East,Windsor Avenue / Tecumseh Road East, Drouillard Road / Wyandotte Street East,and Walker Road/Ypres Avenue).

D. Dawson indicates the scope of the audit is yet to be determined and it isanticipated to have a project update by mid-summer 2017.

Dr. Waters suggests the Request for Proposal stress the importance of activetransportation at the four identified top cyclist collision locations.

Discussion ensues regarding the comments provided by a Councillor at theOctober 19, 2016 Environment, Transportation & Public Safety Standing Committeemeeting. K. Dohring indicates an e-mail was sent to the Councillor the next dayfollowing the meeting expressing concern with his comments. It is generally agreed thatno further action will be taken on this matter.

D. Dawson advises local cycling groups/cyclists will be contacted to provide inputregarding the bicycle road safety audits for the four identified locations.

4.5 Cycling Infrastructure Opportunities

J. Leitzinger provides a map delineating the Windsor Loop and notes it will takethree to five years for completion.

In response to a question asked by the Chair regarding if there will be separatedbike lanes in the Windsor Loop, D. Dawson responds separated bike lanes can includea separation using pavement markings or physical separation.

Dr. Waters states perception is important as to encourage families to cycle on theroad.

D. Dawson indicates physically separated lanes require proper location andfunding.

Councillor Bortolin advises the expansion of Cabana Road will include bufferswith no physical separation from the vehicles.

Councillor Bortolin reports in terms of the Vista Project, there are budgeted fundsfor this project, that will include cycling facilities and will extend down Riverside DriveEast to Strabane.

K. Dohring supports the recommended cycling facilities locations as identified bythe Chair as follows:

• Collision Hot Spots - Consideration to be given to the areas identified in theCollision Hot Spots report.

• Riverside Drive Vista Project - Moving forward with the project on RiversideDrive East will increase ridership, particularly for those who are reluctant to ride.

• Dougall Avenue Tunnel Under CN Rail- Implementation of interim measures iscritical to pedestrian and cyclist safety. In addition, it is recommended that theroute continue through to the Downtown. (This has also been a requestexpressed by the DWBIA).

• Ambassador Bridge - Linking up facilities directly east and west of theAmbassador Bridge to connect with the Riverfront Trail.

• Herb Gray Parkway - Linking the new trail with the surrounding communities. Inthe current condition, the network is confusing and disconnected.

CounciHor Bortolin suggests a discussion be held in 2017 regardingconsideration for future cycling infrastructure to assist with providing connections and toensure all gaps have been identified.

4.6 Bike Safety Enforcement Week and One Metre Campaign

The Chair reports the Bike Safety Enforcement Week was not held in 2016.

Dr. Waters questions if Windsor Police Services can provide the number ofcharges/warnings that have been issued since the establishment of the One-Metre law.

4.7 Motion for Front Bicycle Lights

Clerk's Note: The WBC at its meeting held March 30, 2016, approved $1,000 for thepurchase of front bicycle lights. As they were not available at the time, bike bells werepurchased at a cost of $708.51. As $292 remained from the approved $1,000expenditure, this amount was added to the $442.50 which equals $734.50 (the cost ofpurchasing 200 front bicycle lights). As the bicycle lights were not suitable, the chequewas returned by City Cyciery.

Moved by A. Ventimiglia, seconded by R. DiMaio,That APPROVAL BE GIVEN to an expenditure in the upset amount of $754.28

(includes HST) for the purchase of 150 front bicycle lights from City Cyclery.Carried.

4.8 Financial Summary Variance Report

The Financial Summary Variance Report for the period ending October 31,2016is distributed and attached as Appendix "A", The balance of the WBC 2016 Operatingbudget is $2,721.

Discussion ensues regarding the remaining funds in the operating budget, andseveral suggestions are put forth, i.e. bicycle helmets for the Brain Injury Association,the Bike Share Program at the University of Windsor and commercial spots on CT\/Television.

Moved by K. Dohring, seconded by R. DiMaio,That APPROVAL BE GIVEN to an expenditure in the upset amount of $1,000

payable to the Brain Injury Association of Windsor and Essex County for the purchaseof bicycle helmets for children in need.

Carried.

Moved by Dr. Waters, seconded by Councillor Bortolin,That APPROVAL BE GIVEN to utilize the remaining funds in the 2016 Windsor

Bicycling Committee Operating Budget for the Share the Road ad campaign on CTVTelevision and for the purchase of Share the Road Bike stickers.

4.9 Annual Meeting with the Transit Windsor Advisory Committee

It is generally agreed a meeting will be convened with the Transit WindsorAdvisory Committee on a date to be determined in 2017.

4.10 Cyclist/Pedestrian Ferry & Bicycle Racks on the Tunnel Bus

City Council at its meeting held October 17, 2016 adopted the following motionrelating to the Windsor/Detroit Pedestrian Ferry:

City Council at its meeting held October 17, 2016 adopted the following motionrelating to bicycle racks on the Tunnel Bus:

That City Council also APPROVE the application of Windsor Chartabus Inc. for theSpecial Vehicle Configuration Permit and AUTHORIZE the Chief Administrative Officerto sign a letter of support as described herein, which letter shall be approved as to legalcontent by the City Solicitor and as to technical content by the Executive Director ofTransit Windsor."

5. COMMUNICATIONS

The e-mail from Mike Penner dated September 2, 2016 expressing appreciationto the WBC regarding the Cycle route that follows the Herb Gray Parkway and for thebike routes found throughout the City of Windsor is received for information,

L. Newton advises the Official Opening of the Herb Gray Parkway Trails will beheld November 9, 2016 at 10:00 a.m. on the Parkway Trail and Spring Garden Road.

6. NEW BUSINESS

J. Leitzinger states in support of Ontario's Climate Action Plan (CCAP), theMinistry of Transportation (MTO) will be implementing a number of cycling initiatives tosupport emission reductions. Comments can be provided through the EnvironmentalRegistry by November 30, 2016. A link to the MTO website is available oncyclewindsor.ca .

Items for discussion at the first meeting of the WBC to be held in 2017 willinclude allowable window tint on vehicles and the 2017 WBC budget.

1. POLICY

1.1 This policy outlines the bike parking requirements for bicycle parking on the publicROW.

2. PURPOSE

2.1 The revised Bicycle Parking on the Public ROW Policy is to provide a consistentapproach for the installation of bicycle parking in the City of Windsor, streamline theprocess for reviewing requests, and ensure the exposure to risk and liability ismitigated. The Bicycle Use Master Plan (BUMP) includes recommendations for end-

of-trip facilities to encourage cycling.

3. SCOPE

3.1 The policy covers Bicycle Parking requests on the ROW:

3.1.1 Bicycle parking can be requested by a business or non-business (i.e.resident, resident association) within the following locations:

3.1.1.1 Within a Business Improvement Area (BIA);3.1.1.2 Outside of a BIA.

3.1.2 Bicycle parking for streetscaping/reconstruction projects.

3.2 The policy does not cover bicycle parking on private property. Bicycle parkingrequirements for developments are addressed through the Official Plan, Zoning By-

laws, and other related by-laws, standards, and guidelines.

4. RESPONSIBILITY

The responsibilities related to use of this policy are detailed as follows:4.1 The Mayor and City Council are responsible for:

4.1.1 Approving, supporting and reviewing the Bicycle Parking

4.2 The Office of the City Engineer is responsible for:4.2.1 Establishing the Bicycle Parking on the Public ROW Policy and resolve

any exceptions or disagreements;

4.2.2 Administering the Bicycle Parking on the Public ROW Policy;4.2.3 Ensuring the Bicycle Parking on the Pubic ROW Policy is satisfactory in

technical content;

4.2.4 Recommending revisions to the Bicycle Parking on the Public ROW

Policy;4.2.5 Recommending procedures under the Bicycle Parking on the Public ROW

Policy.4.2.6 Approving procedures under the Bicycle Parking on the Public ROW

Policy.

5. GOVERNING RULES AND REGULATIONS

5.1 Bike parking can be requested by a business or non-business (i.e. resident, residentassociation). These requests may be located within a BIA or outside of a BIA.

5.2 Bike Parking Request (Within a BIA and Outside of a BIA)5.2.1 Eligibility Requirements -Bike parking on the public right-of-way must

meet the following criteria:5.2.1.1 The Requester must confirm that bike parking cannot be

accommodated on private property prior to contacting the BIA or

City;5.2.1.2 If bike parking on private property is not feasible, the City

Engineer or designate will decide if bike parking will be providedon the public right-of-way;

5.2.1.3 The final location of the bike parking will be determined by theCity Engineer or designate.

5.2.2 Requester will cover the cost of the bike parking and installation;

5.2.3 Installation will be done by the City and/or an approved City of Windsorcontractor;

5.2.4 Bike parking will be owned by the City of Windsor;

5.3 If Bike Parking Request is Within a BIA5.3.1 Request for bike parking must be made through BIA;5.3.2 BIA must confirm that the style and location is appropriate;

5.3.3 If BIA agrees with this request, City Administration (TransportationPlanning) is to be contacted for further review;

5.3.4 Maintenance costs in BIA areas will be covered by the BIA.

5.4 If Bike Parking Request is Outside ofBIA5.4.1 Request can be submitted through 311;

5.4.2 City Administration shall approve the style and location;5.4.3 Maintenance costs will be covered by the Operations Department.

5.5 Streetscaping / Reconstruction Projects5.5.1 The inclusion of bike parking is completed in consultation with the

appropriate City departments;

5.5,2 If bike parking is within a BIA, City departments shall consult with theBIA during the planning stages and discuss appropriate bicycling parkinglocations;

5.5.3 The costs for the bicycle parking and installation are included in the

capital budget for this project;5.5.4 Installation will be done by the City and/or an approved City of Windsor

contractor during the capital project;

5.5.5 Bike parking will be owned by the City of Windsor;5.5.6 Maintenance within the BIA is covered by the BIA.5.5.7 If outside of a BIA, maintenance will be covered by Operations

Department.

5.6 Cost of bicycle parking will be included in By-Law 166-2014 (A By-Law to Establishand Require Payment of Fees and Charges).

Dear Councillors Borrelli, Francis, Holt, Man'a and Paync,

On January 16, 2017 the Windsor Bicycling Committee (WBC) were informed by Council Services that a newBicycle Parking Policy was being proposed and scheduled for consideration at the January 25th, 2017 ETPSStanding Committee meeting. We were asked to indicate by January 20, 2017 whether we wished to be added

as a delegation. We were unable to adequately consult the Committee membership in 4 days. However, we

respectfully submit the following points in writing for your consideration as we are unable to attend in person:

1. Regrettably, the WBC was not consulted on the Report or the Policy prior to the proposed Policy being

placed before the ETPS. Other active transportation stakeholder groups such as Bike Windsor Essex werealso not consulted. Creating policy in the absence of consultation with effected groups is poor practice and

the Policy as proposed is, perhaps unsurprisingly, flawed. We recommend that the ETPS refer the draft back

to Administration and request that it consult with the WBC and other stakeholder groups such as BikeWindsor Essex and the BIAs (if the latter have not yet been consulted).

2. The Report and Policy ignore the Bicycle Use Master Plan (BUMP). To be clear, the Report is notexplicitly suggesting a departure from the BUMP with cogent reasons; rather it appears the Report and

Policy were drafted without reference to the BUMP at ati. As an appendix to this email, some relevantprovisions of the BUMP are set out. The thrust of BUMP on bike parking, however, is that the City should

"Increase the amount and quality of bicycle parking facilities by.. .proactively installing short and long-termbicycle parking in the public right-of-way." We recommend that the ETPS refer the Report and Policy back

to Administration and direct that it explicitly consider the BUMP recommendation when Grafting a new

Policy.

The Report and Policy appear to ignore best practice from comparably sized municipalities. Tn placing the

onus on local businesses to both request and cover the cost for bike rack installation, it ignores the role acoherent and systematic approach to bicycle parking can have and does have in other municipalities. There

are also innovations in bicycle parking which have been ignored. For example, last summer London,Ontario, installed its first on-street "bike corrals". London's mayor put it this way:

"We are introducing more bike parking in London in a truly unique way. This new bike parking corral

holds up to 14 bikes in the size of one parking spot. These latest additions, coupled with the bike racks,

bike rings and stylized bike posts we've added over the years, encourage Londoners to cycle to work orschool and lead a more healthy, active lifestyle." [See https;//www.london.ca/newsroom/Paees/bike-can'ols.aspx].

We are not proposing bike corrals. We arc however suggesting that Administration be asked to canvassinnovations and good practices in bicycle parking in comparable municipalities in a redrafted report.

It is our hope moving forward that WBC will have the opportunity to engage in a constructive dialogue withAdministration on this matter, as well as other policies pertaining to bicycle facilities.

APPENDIX: Selected BUMP References on Bicycle Parkins

P. 67 The provision of bicycle parking plus related support and end-of-trip facilities is a key and sometimesoverlooked element ofbikeway system design. Developing and maintaining a comprehensive network of on and

off-road bikeway facilities does not automatically mean cyclists will use the network. The network has to bepromoted, cyclists need to feel comfortable and safe in using it, and they must have access to adequate

parking and end-of-trip facilities. For commuters, this means secure bicycle parking facilities,

Department since this department is responsible for the implementation of this Plan. The responsibilities of this

position will include: coordinating and championing the implementation of the BUMP across various
