Newsletter 2018-25 June 22, 2018 AGC SURVEY - HELP MEASURE THE SCOPE OF CONSTRUCTION LABOR SHORTAGES As demand for construction in most parts of the country continues to expand and the number of unemployed construction workers hits record low levels, AGC of America and Autodesk are working to better quantify where these shortages are taking place, how severe they are, and what steps firms are taking to both cope with tight labor markets and improve the supply of new, qualified workers. That is why they are asking members to take a few minutes to complete the workforce survey that AGC has prepared. The more people understand the scope, and consequences, of a tight construction labor market, the more likely they are to act on the measures we are promoting to make it easier for school systems, local associations and private firms to establish career and technical education and training programs. The more members who take the survey, the better able AGC of America and state chapters will be to describe labor market conditions where you operate. Members can click here to take the survey. CAWV ANNUAL MEETING - ROOM RESERVATION DEADLINE TODAY! Over 250 members are registered to attend the CAWV Annual Meeting, which will be held July 12-15 at The Greenbrier. The Greenbrier has notified us that we are almost at capacity, so we encourage members to reserve your room(s) immediately. Today, Friday, is the last day to obtain rooms at the CAWV event rate. We want to make sure that we can accommodate everyone that wants to attend. Both meeting and room reservation forms are available online at http://www.cawv.org/events/annual-meeting.html. INTERNET TAX DECISION COULD PROVIDE INFRASTRUCTURE INVESTMENT The Supreme Court this week ruled in favor of allowing states to require internet retailers to collect state and local sales taxes for online purchases and send those taxes to the state where the purchaser lives. The 5-4 decision overturned an earlier Supreme Court ruling prohibiting states from imposing such requirements. Some states may be looking at the sales tax windfall as a revenue source to pay for transportation infrastructure improvements necessary to deliver the goods purchased on-line. Currently, online retailers need to collect those taxes only if they have a physical presence in the state. An AGC analysis of the decision can be read here. In 2013, Virginia passed transportation funding legislation which included a provision directing that a large portion of proceeds from a tax on internet sales would be used to help pay for transportation projects. At that time a state legislative committee estimated that the sales tax change would generate nearly $170 million annually. Maryland has similar legislation and other states have considered measures and may now be incentivized to take up legislation. With estimates of between $8 billion and $33 billion in sales tax revenue annually impacted by this

decision, Chapters may want to ensure that their states direct any additional revenue resulting from this decision to infrastructure investment. 2018-2019 BOARD OF DIRECTORS BALLOTS SENT TO CONTRACTOR MEMBERS Contractor members recently received an official ballot for election of officers and directors of the CAWV for 2018-2019. For each office, the nominee with the largest vote will be declared elected at the association's General Business Session at the Annual Meeting, July 12-15, at The Greenbrier, White Sulphur Springs. CAWV Nominating Committee Chairman C.R. Neighborgall asks contractor members to mark and return their ballot to the CAWV office by July 7, 2018.

SCHOOL BUILDING AUTHORITY APPROVES $5 MILLION FOR COUNTY SCHOOL PROJECTS The state School Building Authority voted this week to allocate more than $5.1 million in improvement projects in nine counties including $1 million for a project in Fayette County. The money, which comes under the SBA’s Major Improvement Projects category, includes $86,000 given back to the SBA in recent months from counties that could not pass a school bond issue to go with the funding. The $1 million Fayette County project will finance the construction of six new classrooms that will convert the current Fayette County High School into the new Fayette PreK-8 school. The project is the final project needed to complete the first phase of Fayette County’s school facilities plan approved in 2016. Other funding and projects approved Monday include:

• Logan County– $800,000 renovations at West Chapmanville Elementary School

• Monroe County– $577,709 renovations to James Monroe High School

• Berkeley County– $900,000 classroom addition at Orchard View Intermediate School

• Randolph County– $300,000 HVAC improvements at Coalton Elementary School

• Wyoming County– $389,317 window and door replacement at Wyoming Career and Technical Center

• Pocahontas County– $496,517 renovations to Greenbank Elementary/Middle School.

• Cabell County– $256,053 safe schools entrance renovations at Altizer Elementary School and Spring Hill Elementary School

• Wayne County– $386,238 HVAC improvements at 12 schools throughout the county Twenty-two counties in all sought the funding. The SBA also approved changes in Comprehensive Education Facilities Plans for Cabell, Monongalia, Randolph, Roane-Jackson and Wirt counties. The next SBA meeting is set for Sept. 17. TIPS AND TRICKS TO BEAT THE HEAT AT THE CONSTRUCTION SITE THIS SUMMER

Predictions are for a hotter than normal summer for most parts of the country. The dog days of summer will soon be upon us and the higher temperatures bring with it the danger of suffering heat-related illnesses at the construction site. Construction workers are at a high risk for heat-related illnesses due to the strenuous nature of their jobs and prolonged exposure to the heat and humidity brought on during the summer months. The risk is increased for workers where the temperature can reach higher than the outside air temperature such as those performing roof work, road construction or doing interior work on a building with no air conditioning and poor ventilation. Hydrate, hydrate, hydrate. You should be drinking water or other fluids every 15 – 20 minutes. Cool water should be your main source of hydration. Sports drinks (i.e. Gatorade, Powerade, etc.) and coconut water are also good for restoring electrolytes. Beverages to avoid include coffee, sodas, and alcohol which contain diuretics and will cause you to become dehydrated. Some of the symptoms of dehydration include increased thirst, dry mouth and swollen tongue, inability to sweat, weakness, dizziness and decreased urine output. Dress for success. We aren’t talking about a suit and tie. Light-colored, loose-fitting and lightweight clothing is the way to go. Natural fiber clothing such as cotton is always a good choice because it’s breathable and absorbs moisture well. Moisture wicking clothing is also a smart option because it draws the sweat off your body. This allows your body to cool quicker which is helpful in more humid climates where sweat evaporation becomes more difficult. Lather on the sunscreen. Whenever you are working outdoors you should be using sunscreen. Even on cloudy and overcast days, ultraviolet (UV) rays can reach you and cause sunburn. When working outside you should reapply often with a broad-spectrum sunscreen that is either sweat-proof or waterproof to help ensure that you don’t sweat it all off in the first few minutes of work. Mind the heat index. Employers and workers should always be aware of the heat index. The heat index combines air temperature and relative humidity to determine the apparent temperature. Apparent temperature is what it actually feels like outside. As we mentioned earlier, if the humidity is too high it inhibits sweat from evaporating which reduces the body’s ability to cool itself. Very low humidity increases sweat evaporation which can lead to dehydration. Know the signs. Heat stress, heat rash, heat cramps, heat exhaustion and heatstroke are all heat-related illnesses that can occur at the construction site. Symptoms can arise quickly so it’s also important to train your workers so they also monitor themselves and their coworkers and empower them to notify a supervisor and take the appropriate steps if they feel they or a coworker is becoming ill. Thousands of workers every year are affected by heat-related illnesses every year. Heatstroke can cause major damage to your organs including your heart, liver and kidney. It can also cause damage to muscles, blood disorders and death. Heat exhaustion can cause workers to be less alert which can result in other construction related injuries.
