he Rwanda government is expected to appear at the African Court of Human and Peoples R i g h t s , d e s p i t e requesting to withdraw from the court’s special declaration that allows individuals and NGOs to sue governments.In March, Rwanda put in a request to pull out of the declaration. The move led to the suspension of the hear ing of a case involving opposition l e a d e r V i c t o i r e Ingabire af ter the government failed to send representatives. Ms Ingabire, 47, who heads the unregistered political party FDU Inkingi, had taken the government to the Arusha-based court, accusing it of violating her rights and freedoms under the Universal Declaration of Human Rights. She wants the court to force the Rwandan government to release her on parole, as well as incur the cost of reparations. She is currently serving a 15-year jail sentence

handed to her by Rwanda’s Supreme Court in 2013, for i n c i t i n g r e v o l t , f o r m i n g a r m e d groups to destabilise the country and denying the 1994 Genocide against t h e T u t s i . Despite the good will of Mkapa, many people are not optimistic about the outcome of the dialogue. They focus on the fact that Cnared, the platform of the opposition, civil society, rebellion movements were not invited to the dialogue. They therefore doubt about its inclusiveness. Nevertheless, in his closing remarks, the Facilitator tranquilized all of them. “ I n t h e n e x t t w o weeks, I will continue a n d c o m p l e t e t h e consultations with those who did not come during this session, but whom I feel might have positive contributions to make to the process.” said Benjamin Mkapa. “In the meantime, I would like to request y o u t o p r e p a r e yourselves and choose representatives who will be able to present your views fully at the next sessions. higher than 43.8 billion of forecasts, a surplus of 3.17%.In cumulative figures, the revenue collected by OBR from January to May 2016 amounted to 246.23 billion BIF. These

Le ministère de l’énergie et des mines a publié mardi le 14 juin, la nouvelle structure officielle des prix des carburants pour le mois de juin 2016. Le prix d’un litre d’essence super est fixé à 2000 FBU, le prix du gazoil est resté à 1880 FBU le litre. Le pétrole lampant reste également inchangé et est de 1590 FBU le litre. Cette révision des prix des produits pétroliers est dictée par la variation négative du taux de change de la monnaie locale par rapport au dollar américain mais également par la hausse du prix du baril au niveau international selon le communiqué de presse de ce ministère sorti ce 14 juin.

Il s’observe dans ces jours une pénurie du sucre dans les boutiques de la Mairie de Bujumbura et même à l’intérieur du pays. Le prix par kg varie entre 3000F et 4000F là où on le trouve. L’exemple le plus parlant est celui du prix du sucre dans les rares boutiques de la commune musigati où on peut trouver cette denre. Le prix du sucre par kg a passé de 2200F à 3000F alors que le prix du sucre par kg était fixé par

le Gouvernement à 1750F. La popu la t i on de l a localité de Bukemba où est implanté la société sucrière du Moso (SOSUMO) s’indigne contre certaines personnes qui le vendent en TANZANIE où il s’achète à un prix élevé. La population accuse certains policiers de faciliter le passage du sucre à travers la frontière en demandant des pots de vain aux commerçants.

L e s c a n d i d a t s rencontrés au centre de passassion de ce Concour s s i t ué à l’Eglise EUSEBU de Nyanza-Lac disent qu’ils ne sont pas satisfaits de l’horaire de ce Concours. Ils disent que les Maths et le Français ne devraint pas se faire le même jours puisqu’ils sont plus pondérés et plus

volumineux que les autres cours. De plus ils disent qu’une heure et 30min n’est pas suffisante pour terminer une épreuve de Maths ou de Français.C’est la même lamentation chez les candidats de la 9e année qui, demain vont faire les épreuves de Maths et Sciences et Technologie en même temps.

Le 6 janvier 2016, Moise Katumbi Chapwe prend la parole pour annoncer que “2016 sera l’année où il y aura la première alternance” en RDC.D é p u t é à l ’ a s s e m b l é e nationaleAux élections législatives de 2006, Moïse Katumbi est élu député du Katanga avec plus de 100 000 voix en sa faveur. Il travaille à l’Assemblée nationale de la République démocratique du Congo et à l’Assemblée provinciale du Katanga, puis est élu en janvier 2007 gouverneur de la province du Katanga avec 94 voix sur 102.

Les revenus générés avec l’industrie minière permettent le développement rapide de la province : les principaux axes de Lubumbashi sont bitumés, et plusieurs axes routiers sont réhabilités et asphaltés. La construction d’une centrale hydro-électrique sur la rivière Luapula est lancée en mai 2013. Plusieurs hôpitaux sont également construits. Des écoles et universités sont rénovées. De 2007 à fin 2012, la part de la population alimentée en eau potable passe de 48% à 70%. Sur la même période, la tonne de farine de maïs passe de 2 200 à 500 dollars. Sur le plan agricole, depuis 2008, un arrêté oblige toute entreprise minière implantée dans la province à aménager 500 hectares de ter res cul t ivables afin de répondre aux ambitions d’autosuffisance alimentairede la région. En 2007, les employeurs de la province se voient par ailleurs obligés de verser un salaire minimum de 100 dollars à tous leurs employés. Il annonce dans la même déclaration l’organisation de larges concertations citoyennes afin de créer un mouvement républicain et démocratique dans le pays. Le 19 décembre, Moïse Katumbi est signataire

de la déclaration du “Front citoyen 2016”, une coalition entre l’opposition et la société civile congolaises engagée pour protéger la Constitution et le respect d’un calendrier électoral en 2016. Candidature à l’élection présidentielle de 2016Il est désigné candidat à la présidence par les opposants du G7 en mars 2016 et par les opposants d’Alternance pour la République en mai 2016. Le mercredi 4 mai 2016, il officialise sa candidature sur son compte Twitter. Le lendemain, sa résidence à Lubumbashi est encerclée par les forces de police et de l’Agence Nationale de Renseignement après que le Ministre de la Justice ait ordonné un dossier judiciaire à son encontre, tout en assurant détenir « la preuve documentée que plusieurs anciens militaires américains se trouvent actuellement au Katanga à son service ». Le 9 mai 2016, Moïse Katumbi se présente à une audience au parquet général dans le cadre de l’enquête sur l’affaire, dite “des mercenaires”, accompagné par un important soutien populaire. L’audience dure plus de sept heures et reprend le 11 mai 2016, la manifestation pacifique organisée pour le soutenir est sévèrement réprimée par les forces de l’ordre. A headmaster deputy Muramvya paramedical school got stabbed yesterday by a pupil of the same school named Prosper Ndayizeye. She didn’t die but was seriously wounded. As usual, at such schools, pupils who have high score in written exams have to do a f ina l exam given orally by a selected jury before they get their diploma.

u Burundi, les élèves des classes de 9e année (enseignement fondamental) et de 10e année pas s se ron t un Concours de Certification et d’Orientation du Mercredi 08/6/2016 au 10/6/2016.Ce Concours fait peur aux lauréats ainsi qu’à leurs parents. Cette peur prend son origine dans le fait que dans plusieurs écoles les programmes n’ont pas étés achevés alors que ce concours portera sur tous les programmes. Ce retard dans l’avancement des programmes a été causé par le retard dant l’octroit des manuels des professeurs ainsi que ceux des élèves.Le cours qui cause plus de panique est le cours de Sciences et technologies qui englobe les notions de chimie, physique, biologie, technologie et informatique. Certains professeurs disent qu’ils ont adopté la strategie de sauter des leçons jugées

“non essentielles”. Par contre le gouvernement n’a pas pris en considération l’état d’avancement des programmes dans le choix de ce concours.Ce qui accroi t ce t te peur panique est que seul les résultats à ce concours seront pris en considération pour avoir accès à l’enseignement post fondamental. Cela a été comme une surprise aux élès des classes de 10e puisqu’ auparavant ils faisaient un test national qui était considéré comme

examen du t ro i s i ème trimestre. La grande question qui se pose maintenant est de savoir le sort des élèves qui échoueront à ce concours.Les dates de passassion de ce concours devraient être fixés aux dates ultérieures, ou le gouvernement devrait prendre en considération l’état d’avancement des programmes. Si ce n’est pas le cas les élèves seront victimes d’une situation don t i l s ne son t pas responsables.

Le cas le plus récent est celui de ce 15 juin où 700 élèves qui ont été sommés de remplacer des manuels scolaires dont les photos du président Pierre Nkurunziza ont été abîmées, sous peine de ne pas passer les examens de fin d’année.Il s’agit d’élèves de quatre classes de 8e année (14-16 ans) et quatre autres de 9e année (15-17 ans) de l’Ecole fondamentale Carama I, qui compte 4.000 élèves. Ils sont accusés de gribouillis sur une photo de M. Nkurunziza dans des manuels scolaires.“Quatre élèves d’une école de la province de Cankuzo ont également été interpellés mardi et

mercredi, et sont détenus dans un commissariat de police, selon des témoins et une source administrative.D e s c a s s i m i l a i r e s , officiellement recensés pour la première fois dans le sud de Bujumbura fin mai, se sont multipliés depuis. Une source

du ministère de l’Education a assuré à nos confrères de l’AFP qu’une dizaine d’autres écoles sont concernées.Des centaines d’élèves ont déjà été provisoirement exclus de leurs écoles, puis pour certains réintégrés. Onze autres ont été inculpés d’outrage à chef d’état et écroués le 3 juin à Muramvya, au centre du pays. Comme on peut le constater dans certains livres, les yeux du président avaient été troués. Dans d’autres, sa photo avait été gribouillée, ou des propos insultants à son égard avaient été inscrits.Personne n’a encore su pour quelles raisons ce phénomène s’étend dans ces jours sur b e a u c o u p d ’ é c o l e d e s différents coins du pays.

Parmi les projets à court termes de cet agence figurent aussi la signature des accords de partenariat avec les médias représentatifs dans chaque pays membre du corridor central et la facilitation du commerce transfrontalier. L’annonce a été faite ce mardi 14 Juin 2016.D i e u d o n n é DUKUNDANE promet

d’améliorer la façon dont le corridor travaillait, dans le but de répondre aux besoins réels des hommes d’affairesIl a indiqué en effet qu’il est entrain d’ effectuer des tournées dans les pays du corridor central pour connaitre les projets de chaque pays. Il a ajouté que l’ouverture à Bujumbura d’un bureau de liaison du port de Dar-es-Salam, sera un ouf de soulagement pour les opérateurs burundais car les opérations portuaires du port de Dar-es-Salam par les hommes d’affaires burundais pourront se faire sur place.Il a en outre fait savoir que du fait que beaucoup d’opérateurs et d’usagers du corridor central ignorent les

processus d’utilisation de cet axe, l’agence prévoit de signer des accords de partenariat avec les médias représentatifs des pays membres de ce corridor, ce qui permettra aux usagers de ce corridor de faire connaître aux décideurs les problèmes auxquels ils font face. Cela permettra aussi aux décideurs de prendre des

l’apport de l’agence en tant que corridor central sera d’offrir aux pays membres un cadre pour identifier en commun accord des projets in tégrateurs , a précisé Dieudonné DUKUNDANE.Selon le secrétaire exécutif de cet agence, les pays membres doivent se mettre d’accord sur des projets d’intérêts régional et mettre en place les mêmes facilités et les mêmes équipements dans leurs ports respectifs. One could only see policemen in that area because vendors had fled fearing to be beaten. Many of those traders are women selling fruit and vegetables. Looking at them, we could see fear on their faces. They were observing the police hopelessly. These vendors said they could not have where else to do their trade.They said they were going to die of hunger. “I don’t have any other business to do. This is my daily job. If they ban our trade, how are we going to feed our children,” exclaimed a mother of three children. “I am a widow and I have to take care of my children. If they stop our activity here, they have to show us where else to go and how to feed

our children”, said angrily, another woman.The mayor of Bujumbura recommended them to join other vendors in different markets of the town. But these traders say they have no stalls in these markets because their income is too small to pay for them. They beg the government to stop that measure.Mr. Freddy Mbonimpa, the Mayor of Bujumbura indicated however that these itinerant traders were aware of this decision before it is implemented, reason why they have obey it and leave that place.
