P reparations towards a suc-
cessful 46th AFRAA Annual
General Assembly scheduled
to take place from 9-11 No-
vember 2014 in Algeria kicked off
early this year. A team from AFRAA
Secretariat and Air Algerie held a
preliminary meeting in Algiers from 4-
5 March 2014 to set pace for the plan-
ning activities of the AGA.
Following a site inspection visit of
various hotels and conferencing facili-
ties in Algiers, the team held a meeting
at the Air Algerie Headquarters where
the AFRAA Secretariat and Air Alge-
rie’s key Directors and Department
Heads established contact and dis-
cussed at length the scope of activities
for both teams. Present from Air Alge-
rie was the head of the AGA team, Mr
Nacer Eddine Sadji, Head of Coopera-
tion & Industry Affairs, the advisor to
the CEO, Mr. Amine Mesroua and
eight Directors from key departments.
The AFRAA Secretariat was repre-
sented by Mrs. Juliet Indetie, Deputy
Director, Corporate Finance and Admin-
istration, Mr. Ephrem Kamanzi, Consult-
ant and Ms. Maureen Kahonge, Business
Development Manager.

Kenya Airways to receive six Dreamliners and one Boeing 777 in 2014
S A Express announced that it
will launch the Global Naviga-
tion Satellite System (GNSS)
approach capability, which will
significantly enhance its passenger expe-
rience in the newly introduced route of
Johannesburg-Pietermaritzburg. The new
GNSS approach capability, which comes
into operation in April 2014, will enable
SA Express flights to land in Pietermar-
itzburg smoothly under most weather
conditions.
Since launching the route in November
2013, SA Express has invested considera-
ble into procuring the GNSS technology
and securing the requisite regulatory
approval from the Civil Aviation Authori-
ty of South Africa. The GNSS technology
is compliant with all applicable standards
and safety requirements. The newly im-
plemented GNSS capabilities will apply
to all SA Express aircraft and offer SA
Express increased capability on many

RwandAir celebrates delivery of a dual class Bombardier Q 400 NextGen
K enya Airways fleet and
route expansion plan-
Project Mawingu, enters
a new phase in April
2014 when the airline takes delivery
of the first of its six Boeing 787
Dreamliner planes expected this year.
The first 787 Dreamliner arrives in
April followed by its second B777-
300ER in May 2014. This will be
followed by a receipt of five other
Dreamliner planes within the course
of the year, in a deliberate effort to
increase the airlines capacity for long
haul routes.
“We are pleased to be using Dream-
liner for our expansion plans, which
will be both more environmentally
friendly and more economic as we
embrace the benefits of its design. The
delivery of these exciting aircraft opens
a new chapter and a very exciting time
for the airline,” said Dr. Titus Naikuni,

In another development, Kenya Air-
ways topped Heathrow’s punctuality
rankings in February 2014. According
to the ranking, Kenya Airways had the
most punctual flights that flew in and
out of London Heathrow International
Airport in the United Kingdom during
the month of February 2014. All Kenya

Mozambique Government to restructure LAM
L AM Mozambique is to be
restructured in order to
allow it to offer better
domestic coverage as
well as improve its regional network,
the Mozambican government has
announced.
Outlining the country's new
Transport Sector Integrated Develop-
ment plan (Estratégia do Desenvolvi-
mento Integrado do sector dos Trans-
portes), the Ministry of Transport
said the plan envisages LAM serving
all capitals of the Southern African
Development Community (SADC) -
Kinshasa N'Djili, Luanda, Lusaka, Dar-
es-Salaam, Lilongwe, Harare Int'l,
Gaborone, Windhoek Int'l, Johannes-
burg O.R. Tambo, Antananarivo, Mau-
ritius and Mahé - by 2016. Expansion
will be denominated with a fleet of
three new B737-700s ordered from
Boeing in November last year. The
carrier also holds options for an addi-
tional three of the type.

R wandAir celebrated the
delivery of a dual-class
Q400 NextGen turbo-
prop airliner at the Kiga-
li International Airport in March
2014. The event was attended by
RwandAir’s senior management;
Bombardier management team from
Canada and guest of honor Minister
of Infrastructure Silas Lwakabamba
together with the Minister of finance,
honorable Gatete Claver and minister
of state in charge of transport, honora-
ble Alex Nzahabwanimana.
The delivery of the Bombardier Q 400
NextGen aircraft marks the official
commencement of its operation in the
region. RwandAir will operate this new
Bombardier Q 400 NextGen aircraft
equipped with 7 Business Class and 60
Economy Class seats. The aircraft will
operate daily services to Brazzaville,
Libreville, Entebbe, Nairobi, Kiliman-

A ir Tanzania has taken
delivery of its first CRJ
-200, 5Y-WWA, on
lease from Kenya's
Trident Aviation. The twinjet arrived
in Dar-es-Salaam in March 2014 and
will reportedly be joined by two CRJ-
700s in April and May.

AFRAA/IATA lobbying efforts against high fuel taxes and charges
T AAG Angola Airlines will
refocus its growth plans on
Europe as part of an upcoming
partnership agreement with
Emirates. According to Lusophone news-
wire, Macauhub, the agreement will see
Luanda's future Angola International
Airport become a new Central African
hub feeding both passenger and cargo
traffic into Dubai.
The China International Fund along with
Brazil's Oderbrecht are in the process of
constructing the new airport some 40 km
southeast of Luanda's city centre. With a
capacity for 13 million passengers per
annum, the airport is set to become one of
the largest in Africa.
In terms of its operations, among the
changes involved are the reduction of
TAAG's existing flights to São Paulo
Guarulhos and Rio de Janeiro Int'l in
Brazil as well as Beijing Capital services
which will then become the domain of
Emirates. TAAG will instead focus on
expanding its European network to in-
clude Rome Fiumicino, Amsterdam,
London Heathrow, Paris CDG, Brussels
National and Frankfurt Int'l. The two
airlines are also expected to code-share
on routes starting or ending in Luanda.

A FRAA has been working
closely with IATA in the
lobbying efforts against
high fuel taxes and charg-
es. The two Associations have found
that they can leverage against each
other for the benefit of their members.
Africa remains the region with one of
the highest taxes and charges. During
the month of March 2014, two key
meetings were held in Abidjan and
Lusaka. The outcome is as follows:
1. Abidjan
Lobbying efforts in Côte d'Ivoire were
successful in 2013 with the 16% re-
duction in fuel prices in Abidjan. This
was initially for a trial period for three
months-October to December 2013.
The understanding was that the air-
lines would uptake fuel from Abidjan,
the argument being that there was
tankering due to the high prices and
charges. However, SIR refinery during
a review meeting held on the 21st
March 2014, indicated that in the three
months period they had lost about
USD 3.8 million in unrealized gains
and questioned the relevance of the
discount incentive. They had even
extended the trial period by another
three months to review the trend.
2. Lusaka The lobbying team comprising of
AFRAA, IATA, Air France, South
African Airways, TAAG Angola,
Emirates, Puma, Air Total met with
the Energy Regulatory Board of
Zambia with the following objectives:
Obtain 23% reduction on the
wholesale price to maximize up-
lifts and profitability of all actors
of the supply chain
Align pricing structure to market
based prices and compatible with
ICAO principles
Coordinate communication plan
with the industry to implement in
the shortest timeframe decisions
taken by the ERB
Presentation made to ERB indicat-
ed that airlines were tankering fuel
from Harare which comes with
related costs and opportunities.
One of the Airlines present said
that out of the 25 locations they
were flying in Africa, Lusaka was
one of the most expensive loca-
tions and in the last six months,
had been tankering from Harare.
The fuel suppliers indicated that they
had noticed decreased volume up-

Agreement reached
The meeting sought an agreement
which was mutually acceptable to all
the stake holders as follows:
a) SIR refinery agreed to implement a
transparent formula price based on
international quotations and pub-
lished in their invoices.
b) SIR agreed to post its price on the
1st day of the month to better align
with airlines accounting and
tankering decision making sys-
tems.
c) SIR requested IATA to inquire on
the possibility of production of a
cheaper DPK flash 38 instead of
the current DPK flash 48. IATA
would refer the issue to the tech-
nical committee for review and
advise.
d) To mitigate the loss suffered and
allow for a continuation of dis-
count, SIR refinery imposed an
increase of about 5 CAG on the
price, which effectively reduced
the discount to about 13.2%. (It
was noted that this was well
above the 10% airlines threshold
for tankering).
e) The situation would be reviewed
in October 2014, by then a better
trend would have been estab-
lished

A situation analysis of how the
current price of Jet A-1 has affected
your operations as a business;
Analysis on how the increase in
volumes of Jet A-1 uplifted from
Zambia can benefit infrastructure
development (airports, refinery,
employment, tourism etc.)
How tankering of fuel has affected
the performance of your company;
How the price of Jet A-1 affects the
price of an air ticket;
Propositions of your company on
how the price of Jet A-1 can be
reduced in Zambia; and
Any other information specific to
your company that can be useful in
developing our case for reduction of
the Jet A-1 price.
Once the information was given, ERB
committed to give feedback to the
group within 4-6 weeks. AFRAA
would like to request its members
flying to Lusaka to submit this infor-
mation urgently to Gerardo Mesias,

E thiopian Airlines an-
nounced that it has final-
ized preparations to start
four weekly flights to
Vienna, Austria starting 2 June
2014. The flights to Vienna will
bring the total number of the air-
line’s international destinations
across five continents to 80. The
city will mark the 9th European city
served by the airline.
"We are very happy to spread our
wings to Vienna, which is one of the
most popular convention and con-
ference centers in Europe. In addi-
tion to serving the growing travel
needs between Vienna and Africa,
we will be able to offer efficient
connections between Africa and
Central/Eastern Europe in coopera-
tion with our Star Alliance partner,
E gyptAir has launched its twelfth
news episode in which it an-
nounced a number of promotions
and news. The episode unveiled
offering up to 20 % discount for travel from
Doha and Abu Dhabi to all EgyptAir net-
work. Moreover, the episode sheds the light
on the availability of booking the flights to
new destinations in the US, this is as well as
Star Alliance winning best Alliance Award
at Business Traveler USA. Further,
EgyptAir offers special fares from Cairo to
Frankfurt, Paris and Istanbul.
In another development, A delegation from
the US Federal Civil Aviation Authority
arrived in Cairo in March for the start of a
five-day visit to Egypt to inspect. During the
visit, the group inspected EgyptAir's mainte-
nance and technical facilities. The inspec-
tions were carried out in time for the renew-
al of the Federal Aviation Administration
(FAA)'s international aircraft certification
that Egypt Air has been granted annually

In another development, Ethiopian
Aviation Academy announced that it
S outh African Airways took
delivery two new A320
aircraft in March 2014,
bringing the total number
of narrow bodied aircraft to join the
SAA fleet this year to six. Four
more A320 aircraft are expected to
arrive later in the course of 2014.
“We are very excited about the
latest new arrivals in our fleet,
which brings our customers the
added pleasure of flying on brand
new, aircraft,” said Kendy Phohleli,
SAA Ag. General Manager Com-
mercial.
In another development, SAA an-
nounced that it has accepted Qantas’s
decision to conclude their long stand-
ing code share agreement effective
May 2014. SAA has been flying to
Sydney for more than 27 years before
the code share with Qantas was put
in place in October 2000. SAA cus-
tomers will continue to have the
opportunity to travel on the service
between Johannesburg and Sydney,
through our gateway in Perth, which
will offer a daily service.
Similarly, SAA announced a new
code share agreement with Virgin
Australia. “Through the code share
agreement with Virgin Australia, our
valued customers will gain new

French general public in 2014
according to the fifth Randstad
Awards survey in France.
This online survey was carried out in
November 2013, with a panel of 12,000
people (employees, job-seekers, students,
housewives and pensioners) aged between
18 and 65. They chose Airbus as the most
attractive employer in France. Airbus won
the number one place out of some 250
companies on the basis of 10 criteria linked
to HR topics. “We are of course extremely
honoured by the results of this survey. It is
true that Airbus as a company generates
passion and innovation, allowing everyone
to express their skills to the full and

B usiness World reports
that Dublin-based Air
Contractors Ltd (ACL)
has signed an agreement
with Afriqiyah Airways that will
enable the latter to fly unrestricted
into Europe from the beginning of
May. Under the two-year deal, ACL
will operate three of Afriqiyah’s
Airbus 320s on European routes
using the carrier’s existing crews and
ground staff, meaning that the airline
will no longer be restricted by the
ban on Libyan aircraft flying into EU
airspace, which has been in force

AFRAA in conjunc-
tion with the Aviation
Compliance Solutions
(ACS) held Quality Management
Systems-Lead Auditor course that
drew 22 participants from 8 airlines
and one consultancy firm. The
course was on Quality Management
Systems based on the ISO 9000
certification but customized for
Aviation industry needs.
AFRAA and ACS are working
together towards key objectives that
will ultimately increase the safety of
air travel within Africa. To this end,
Working with AFRAA, ACS is
developing a foundation of accredit-
ed IOSA auditors based in the Afri-
can region. The first step was for
ACS to conduct the QMS/IOSA
C FM was honored with the En-
gine Manufactuer of the Year
Award by Air Transport News
at a ceremony in Istanbl, Tur-
key, in March 2014. The company was
selected by a combination of a jury selec-
tion and on-line reader votes.

vair, Mr.Eric Rouvillois, paid a
courtesy visit to the AFRAA

where he met the AFRAA Secretary Gen-
eral Dr. Elijah Chingosho to discuss areas of
mutual cooperation and Servair’s forthcom-
ing projects.
