1. INTRODUCTION

1.1. Environmental Report:

The Bi-annual Environmental Monitoring Report for the road of Sharana to Urgoon Ada Construction project prepared by consultant Dong IL Engineer consultant for the of period from July, 2017 to December, 2017 of SHARAN-ANGOR ADA Road Project prepared by the Consultants is a part of Environmental Monitoring Program. The objective is to identify environmental impacts and to assess adequacy of undertaken mitigation measures during the reporting period and provide recommendations for improvement of environmental performance.

The Bi-annual Environmental Monitoring Report has been prepared based on Monthly Environmental Impact Monitoring reports. Supervision Consultants prepare these reports and submit them to Ministry of Public Works (MPW), Afghanistan through Project Management Office (PMO). This report covers the Environmental Impact Monitoring activities from July to December 2017. Findings and recommendations of this report are based on the review of IEE, contract document and field inspections under taken by Consultant Engineers.

1.2. Project Description:

There are two sections of this road project. Section 1 is from Sar Hawza Village to Orgun District 23 kilometers; and Section 2 is from Rabat Village to Shkin border involving about 25 kilometers. The road will also complete a transportation corridor between Afghanistan and Pakistan.

The Ministry of Public Works (MPW), Islamic Republic of Afghanistan, intends to provide better accessibility between Sarhowza to Orgun. The Sarhowza-Orgun/Rabat-Shkin road project is financed by the Asian Development Bank (ADB) under the Multitranche Financing Facility (MFF) for Transport Network Development Investment Program. The existing road is generally passing through rolling to mountainous terrain. The 50-kilometer (km) road passes through the settlements and districts of Sarhowza, Orgun, Sarobi, Gomala and Bermal in Paktika Province. The Project road is designed according to the two-lane major road standard. The works consist of construction of the existing track to a two-lane paved (bituminous) road of 7.0 m width with 1.50 m paved shoulder on each side as per the

Interim Road and Highway Standards of MPW. In addition, the works also involve construction and rehabilitation of bridges, culverts, causeways, retaining walls, protection walls etc. to two-lane standards. The objective of the project is providing transport facilities from Sharan to Angor Ada and to improve the regional economy and welfare. The 1st Section has been completed in December, 2017 and the 2nd section is supposed to be finished by December 2018.

1.3. Construction activities:

The overall progress of work of this project up to the end of December 2017 is 53.81%. From

July to December 2017 the project construction activities conducted were granular sub-base,

aggregate base course, bridges, culverts, asphalt concrete base course, asphalt concrete

wearing course, double bituminous surface treatment (DBST), Plain/Reinforced Cement

Concrete, retaining walls- protection walls, concrete lined drains, road furniture's and other

miscellaneous works have been completed. Trees plantation was done in the last year, the

dead trees will be replanted during coming seasons. The activities observed during the

reporting as follows:

1.4. Results of Environmental Inspections:

Environmental Impact Assessment by the Project had been made on the based IEE. Visual environmental monitoring is done during the period of construction works. The project has been completed during this period and it has positive social and environmental impact. In accordance with ADB policy, ADB classified this project as a Category B project for environment.

The inspections provide information on the environmental impact. During environmental inspections the segments of alignment form km 100+000 to 123+023 were visited. However a numerous of minor environmental suggestions were identified during inspections and reported to Contractor’s.

The disposal of unsuitable spoil material is a serious environmental issue identified during the environmental inspections to the site. The improper disposal may cause the water pollution and dusting. In rainy season this dumps material may become a reason of flood and accelerate erosion. During environmental inspections the excavation at bridge locations, cut material has been found dumped at the river bed. Contractor has been instructed to remove those materials. The mountainous section of the road passes right side near the river flowing from Km 114+300 to 123+00 within a narrow valley with steep rocky slopes from left sides.

1.6. Awareness Program:

Training was conducted to implement EMP requirements on strengthening the implementation of environmental management plan. The trainings objectives mainly focused on the mitigation measures against safety health and environment protection issues and it covered issue of Asphalt PPE, storing and handling easily flammable materials. The training has also contained topics on storage/disposal of garbage’s, waste tires and other spare parts in workshop, maintenance of cleanliness and control dust in both site and main base camp. Contractor’s Environmental specialist is responsible to implement the environmental management plan and regularly visiting the site and developing awareness program on destructible project site issues. The Contractor was provided with detailed instruction on preparedness of EPMMP, and completion of Environmental Check-lists. Monthly Environmental monitoring reflected the Awareness program.

2. ENVIRONMENTAL MONITIORING Environmental monitoring is overseen by the PMO, through a special unit called the

Environmental Division. This division reviews the EIAs and EMPs related to the Roads projects and perform monitoring of compliance of the construction works. Environmental monitoring in the field is undertaken by consultant environmental specialist. The environmental inspections are carried out during the construction activities and verify that the undertaken in compliance with the requirement of Environmental Management Plan. The reporting period; from July-December, 2017 construction work progress was very good. The Consultant team monitored the construction activity in the presence of SRE and RE according to IEE on the base of ADB safeguard policy. The environmental monitoring activities at various locations at the work sites focused on the Asphalt PPE, Asphalt and concrete plant,

Air Quality, Drinking water Quality, soil erosion, flora and fauns, waste management, and the condition of construction equipment and transport.

On the month of July, 2017 Consultant and Contractor jointly monitored the Asphalt plant before starting Asphalt paving of road. Asphalt plant problem was mitigated to a large extent. The main important steps taken were proper maintenance of generator, fences surrounding the camp, improvement of the condition of Asphalt workers rest room, their working system, awareness on taking food during working etc.

In the month of August, 2017 it was observed that the camp waste material were dumped

close to river bed stream. The contractor was advised to take mitigation measures further to

clean the drain and filled it back soon. On the month of September, 2017 it was observed the

excessive dust on diversion road by moving the vehicle. It is instructed to spray water on

diversion road two times a day especially in hot weather. In the month of October, 2017

Asphalt paving, Aggregate base course, and concrete site Line ditch work was ongoing

during the period some deficiency observed, consultant explained to the workers at site like

Fire exposing hazards, explosively problem, don’t eat or drink while being handling. During

inspection on the period it was found the contractor excavated the borrow area at km 18+000

vertically. It was instructed to keep slope properly and not more than 2m inside the river bed.

In the month of November to December, 2017 the major activities like asphalt paving, road

site drain line, road furniture, DBST shoulder have been completed and all environmental

issues is like unsuitable soil were removed in proper way. Regular inspection was done by

consultant to the asphalt plant and asphalt paving machinery about safety tools. During the

July-December, 2017 period at some location road hill sliding had happened. The results of

inspections were always reported through monthly environmental reports. During the

previous six months, Sharan Angor Ada road project Section: 01 was completed and no

environmental major issues were noticed. The environmental monitoring typically covered the

following: According to ADB the project is classified as category B. IEE provides detail

sketched of environment condition of the project site. The environmental monitoring typically

2.1. Water quality:

The project is located in the hilly catchment area of the Paktika Province of Afghanistan. River flows in Project area depend on the scale of annual rain and snowfalls. There are many hilly streams which collect the rainwater and cross the road. This water is drained through by culverts, line channels and under bridges. Soil erosion and sedimentation are expected to be limited.

Observations: One surface water resource is along the road at bridge no: 01 km. 102+400, it is used for agriculture land. Consultant monitored the water quality and found the resource to be well and the water was being used for construction activities. There are several other water resources, which are located more away from road. Due to completion of road Section-01 number of bridges, culverts, causeway and drainage avoided the soil erosion and sedimentation during the rainy seasons. Mostly people are using the well water for drinking. There will be no major impact for the surface water for crossing road alignment at the bridges. No objectionable condition has been observed about the water bodies beside the construction site and not be possible at future.

Mitigation measure: The construction activities were completed with mitigation measure to protect the water no possibilities to make the water sources dirty. Providing appropriate slope protection measures at stretches of high embankment and hill cut such as retaining walls and breast walls. Mitigation measures for minimizing impact on water resources will be affected.

• No vehicle cleaning activity will be allowed within 300 m from water stream. • Due to the construction of bridge temporary pollution of water bodied avoided. • Separate independent arrangement for drinking and construction water requirements

should be made. • Adequate temporary drainage arrangement along the road has been constructed to

avoid direct discharge of road surface runoff to water bodies, wherever required. • Providing sedimentation tanks to avoid contaminating receiving water bodies with

sediment water from construction sites. • Providing adequate long and cross drainage system to moderate flow of surface

runoff from the road with protection measures at outfalls. .

2.2. Natural Disaster: As reported in the IEE the road passes through earthquake prone area of magnitude VII and also floods happening in rainy season in some locations. Though natural disasters are the main Environmental problems but they aren’t related with construction activities. But natural Disaster directly or indirectly impacts the ongoing road progress. The project site may be affected by natural disaster like earthquake, heavy rain and snowfall. However no natural disasters have been observed during the reporting period.

Observations: Within the reporting period from July 2017 to Dec 2017 there was no any case that should be counted as natural disaster incident although we cannot ignore natural disaster in the area like earthquake, discusses and heavy rain.

Mitigation measure: The flood areas that were notified by local people were given high attention to avoid the floods. Bridges, culverts and causeways were constructed across the roads. Although no natural disasters issue was observed in reported period in the project area but awareness program was arranged to train the community and employees about how to mitigate adverse effect of natural disaster in future.

2.3. Air quality, Dust generation: Dust will be generated by the access road rehabilitation construction activities and other road work activities. The construction activities generate dust but it is temporary not permanent. Dust creating was still a problem on diversion road up to 118+000. Construction vehicles and

machinery shall be kept in good working categorize. The Contractor shall take all essential measures to ensure that operation of all mechanical equipment and construction processes on site and camp shall not cause any unnecessary or excessive noise. Dust control measures at construction site and diversion road will be implemented by regular spraying of water on unpaved surfaces used by construction vehicles. High level of dust pollution was observed on diversion road up to Km 116+500 and Km 123+00 due to parts of fine spoil earth under traffic converting into dust clouds.

Observation: The air quality of project region is clean as there is no industry, public community, commercial area, which may contribute any air pollutants. But due to construction activity dust pollution was major problem during these months. It was observed that dust generated in the unpaved area and road diversion. High level of dust pollution was observed at km 118+500 and 123+000 due to traffic converting parts of fine spoil into dust clouds. However the contractor opened a new diversion road in the area. It was advised to Contractor to ensure that additional numbers of water tankers are used specifically for dust control measures. Contractor’s plants (Stone crusher, concrete plant, Asphalt plant) were located 2 km away from road.

Mitigation measures: All unpaved diversion roads will be continuously watered by watering trucks so that surfaces remain damp at all times when in use during construction. The Contractor will make provisions to have an adequate amount of water and appropriate equipment to disperse water onsite at all times. A speed limit of maximum 40km/h for light vehicles and 30km/h for heavy vehicles will be maintained on routes used to access the construction sites. Stockpiles of construction materials will be shielded from wind and monitored daily during the construction phase. In addition, they will be located away from public and residential areas. Fill again all borrow pit to minimize the hazards.

2.4. Noise and Vibration: The proposed project has been determined as a category B project because it is rehabilitation of existing road. The IEE has determined that the project will have no significant impacts on the environment. The IEE identifies that overall project does not pass through any environmentally sensitive areas. During construction improvements, noise and vibration is created by the operation of mechanical equipment. From July to December, 2017 the project activities included the laying of aggregate base course and asphalt paving, the machinery for which does not have very high noise and vibration levels. Moreover, the noise and vibration impact is temporary and takes place during the day time only. The project has been completed during the reporting period. Observation: As per visual observation, noise and vibration level resulting from the use of heavy equipment seems to be within the limit. The construction of road alignment was out of settlement and located in open hilly area. Construction plants were installed far from main base camp and development area and all plants were as per ISO certified standard. Mitigation measure: Unnecessary noise from the construction crew (such as loud music) is prohibited. Ear protection aids such as ear plugs, earmuffs, noise helmets, etc., must be provided to the workers and the use of horns should be reserved for safety considerations, and not used as a common communication method.

2.5. Soil erosion: The construction activities at project site may lead to soil erosion. Soil erosion can be caused by improper construction activities during the rainy season, and can adversely impact, embankment slopes, carriageway and surrounding agricultural and nonagricultural land.

Observation: Soil erosion along the road and borrow pit is being monitored. Soil erosion was controlled during the reporting period because most of the drainage structures like culverts, causeways and bridges have been completed. Furthermore, heavy rainfall did not occur, which may cause soil erosion and sedimentation of excavated material.

Mitigation Measure: For mitigation of soil erosion impacts, 2600 trees have been planted in the reporting period. Seeding on slope will be done in the coming season. The Contractor complies to distance limit of 500 meter from R.O.W.

Mitigation measures adopted to minimize soil erosion include;

• In borrow pit; the depth of the pits is being maintained so that the sides of the excavation site has a slope not steeper than 1:4

• Soil erosion along the borrow pit is being monitored to mitigate impacts on nearby lands.

• Protective measures are being taken to control the creation of mosquito-breeding sites in case the borrow pits were filled with water.

• Borrow pits are being used for construction, but during the excavation, top 20 cm soil cover was being preserved for vegetation after the excavation of the pits.

2.6. Public and workers safety: Inspection carried out by the Consultants engineer to ensure occupational health and safety

standards are strictly followed by the contractors. Contractors are always reminded about

their responsibility in this regard. Temporary and permanent labor camps have not good

condition sanitary facilities, which should be improved by the contractor, has so been advised

by the environment specialist. In the reporting

period the asphalt paving work was ongoing and

completed. At the work of asphalt paving, the

workers were using thermally insulted gloves to

prevent asphalt burns. Regular inspection by

consultant of the asphalt plant and asphalt

paving machinery was done about safety tools.

The construction activities have more impacts on

the occupational and public health. Personal

safety equipment is the most important and

necessary for workers during working hours. PPE is to provide to workers according to their

work specification and the workers are trained in the use. Occupational health and safety

risks of road works can be limited by clearly defining procedures for handling construction

materials, conducting tests, paving, operating heavy equipment, etc. Project has been

completed without any major accident due to satisfactory implementation of safety measures.

Observation: During the reporting period it was noticed that some workers don’t use safety equipment according to their activity. During the asphalt paving some workers were found to eat or drink when asphalt being handed. During the site inspection the Consultant’s

environmental specialist observed that PPE was provided to labor partially. Several letters have been sent to the contractor to comply with environment and safety provision. Some non-essential people were present at site and some time the workers are not using the thermally insulated gloves. Leakage of the oil from asphalt paver was observed and not fully controlled and don’t have back up alarm. Due to asphalt paving road condition vehicle speeds increased. The road accidents have increased since project completion. Contractor is responsible to protect employees from hazards. Contractor’s environmental specialist must insist the workers to use the safety equipment. Safety signage is not fully available in construction area. The main causes for accident and injury have been: high operating speeds, lack of discipline and lack of safety awareness.

Mitigation Measure: The contractor will remove any drivers that ignore any of the community safety requirements. All drivers and machinery operators are properly trained and control the traffic during the work time and safe delivery of construction material. It is necessary to have proper diversion road for public transport and road information. Provide for the use of personal protection equipment (PPE) and processes for obtaining relevant PPE. Ensure all occupational health and safety requirements are in place on construction sites and in work camps. Consultant explains to contractor that heated asphalt is a fire and explosion hazards. Consultant instructed to workers not to eat and drink before washing the hands. For safety of accident, the road signs indicating Left, Right has been installed, road marking on edges and at center-line has been provided and for further safety DBST has been provided on hard shoulder. Work safety measures and good workmanship practices are to be followed by Contractor to ensure no health risks for laborers. Provide basic medical training to specified work service and supplies to workers.

2.7. Public complaints:

All the communities along the road project are very cooperative and supportive. But

sometimes, there has been some complaints regarding maintenance of diversion road,

cleaning of Agriculture land, irrigation channel. These complaints were temporary and have

been resolved by contractor’s community officer. There are some social issues that their

complaints are registered and they are satisfied with fulfilling their demands.

• Some of the villagers were complaining for the rehabilitation of the irrigation channel at km 102+200 near to Bridge no. 01, which has been solved.

• The residents demanded a pipeline to bring the irrigation water to their required

destination and the pipeline was built for them at km 122+659.

• Consultant received some complaints regarding LARP. Consultant’s Resettlement Specialist had resolved it instantly. Consultant has handover all LARP document to Ministry of Public work.

• Project is located in hilly mountainous areas, therefore not many complaints has been reported other than some of LARP issues.

2.8. Impacts to flora and fauna:

Flora: The project road passes through the barren area with very few stretches of road have side tree plantation. As such there is no forest area within the project influence area (PIA). During the past conflict, people were using plants and trees as fire wood and military forces have cleared trees which could have provide hiding places for ambushes from opposing forces. Loss of vegetation also creates to a higher risk of floods, which not only endanger the people, but cause soil erosion and decrease the amount of land available for agriculture. There is no adverse impact of flora and fauna on project site during the reporting period. Fauna: As mentioned earlier, there is no forest area within the Project Influence Area (PIA) and no wildlife crossing point along the project corridor. .

3. ENVIRONMENTAL MANAGEMENT SYSTEM According to specifications, Environmental Management Plan (SSEMP) has to be followed

by Contractor on the site. The recommendations of the SSEMP to handle day to day

Environmental issue were followed. Documentation regarding environmental management

by the Environmental specialist of the Contractor, then the Consultant Environmental

specialist is responsible of all environmental reporting for monthly and Bi-annual report.

Project inspections have been conducted by the representative of Consultant including

consultants’ senior staffs during the reporting period. Consultant has regularly checked the

compliance with the EMMP during the reporting period of July-December 2017. During the

inspection period undertook several field environmental monitoring and observed a number

of environmental and safety issues. The results of inspections were summarized in

environmental check-lists and monthly environmental reports. Summaries of observation

about environmental are included in the Monthly Progress reports as Environmental

Compliance Charts. The environmental issues were discussed at the site meetings, weekly

meetings with Contractor. Several warning letters and non-conformance reports were

issued to the Contractor. IEE provides detailed description of the environmental conditions

of the project area. During the reporting period the following documents were reviewed and

prepared for better Environmental Management of the project.

The organizational structure of the environmental management system of this Project is depicted herein.

3.1. Noncompliance Notices: Consultant team regularly inspected the construction activities of the project. Environmental non-

compliance and deficiency issues were always discussed on daily basis and weekly in meetings. In

this regard some time noncompliance was discussed orally and some notices were issued by letter

and by email. The notification letter is attached in (see Annex- A).

3.2 Social Issues: The Project activities reflected positive social impacts. The road project will facilitate improvement of

socioeconomic condition of the area people by creation of the business as well as building up

houses, shops, fuel station and other small socio-economic activities. The Rehabilitation and

construction of road from Sharan to Angora Ada BOP created positive social impacts. According to

community people they are satisfied with the project implementation and with the road project have

some community projects which made the people more positive. In Sharana Angor Ada project

budget have some community project in the Section 1 and Section 2 and will create more positive

impact. In Section 1, four community projects are completed: Musa Kalim School, Sundar Khel

3.3. Other social impacts of the project:

Project is crossing Districts (Sarhowza, Urgon, Shurobi, Gomal and Bermal). Project reflected positive impacts for those Districts.

1. Due to community school and health clinic project, the living standard of the local people will be better and educated

2. Due to quick access between Sharana to Urgon Districts, the health and living facility will increase more the three times than before. And road will facilitate the transportation of industrial products and generate employment. And also increased tourism

3. Access to public health facilities will increase and the health of the people will improve.

4. Roads will facilitate the growth of institution by better access. And significant improvement to Afghan highway efficiency.

5. Improved road conditions will reduce fuel consumption, travel time. 6. Developed road will reduce the traffic hazards and will reduce the vehicles maintenance cost.

4. CONCLUSIONS AND RECOMMENDATIONS The project was implemented and completed in observance with relevant norms of Afghanistan, ADB guidelines for category B and the construction supervision as per ToR. The project impacts were not significant, and most of them were construction related such as elevated dust and noise levels, loss of road side vegetation, and traffic flow disruption. These impacts were considered temporary and were addressed through careful implementation of the environmental mitigation and monitoring plan. Now the project Section-01 is completed and these all impacts have been solved permanently. Observation and discussion with people living in surrounding project Section-01 areas noted that construction of road have reduced noise emissions and improve air quality, improved traffic flows, however these improvements were increased in the volume of traffic and higher travel speeds. The

project Section-01 construction work was supervised by the DONG IL ENGINEERING CONSULTANTS CO., LTD. (KOREA) JV with Rhythm Plus LLC (Uzbekistan) in Association with Republic Engineering Corporation (Afghanistan). In accordance with IEE and EMP. No accidents have been reported for noise and vibration, air quality and water quality standards. Corrective action requests have been issued during the reporting period. Project road is not located within environmentally sensitive areas, national parks or natural forest. Therefore the effect on flora, fauna and different ecological habitats due to project activities is insignificant. The construction activities of project have been completed in the limited of ROW and the environmental impacts mitigated by instruction of consultant Engineer. Great achievement in the period Section 1 was completed.
