OverviewThe District of Columbia government is dedicated
to the health and wellness of District employees and residents. The supply of safe blood can save the lives of
those in need of blood transfusions. Donations of blood can improve the health of those who are battling chronic
diseases, those who experience surgical complications, or those who are severely affected by natural disasters
and accidents. To support this effort, the Office of the Attorney General, AFGE Local 1403, the Department of
Human Resources (DCHR), and the American Red Cross will host a blood drive. The District government is authorizing
administrative leave for those employees who donate blood.

Employees who participate in the blood drive referenced in this issuance shall be granted no more than two hours of
administrative leave for this purpose. If an employee requires more than two hours of leave, the employee must request and
be approved for annual leave, leave without pay, compensatory time off, or exempt time off to his or her credit, as appropriate.

Excused Absence to Attend Blood Drive
The Office of the Attorney General, AFGE Local 1403, the Depart-ment of Human Resources, and the American Red Cross will host a
Blood Drive in the Old Council Chambers, located at 441 4th Street, NW, on Thursday, October 11, 2018 from 10:00 a.m. until 3:30 p.m. If
anyone would like to donate blood, they may schedule an appointment at www.redcrossblood.org and enter “AGDC” or call 1-800-RedCross.

ApplicabilityThis issuance applies to those District government
agencies subordinate to the Mayor’s personnel authority. Agencies with independent personnel
authority may adopt any of these procedures to provide guidance to employees under their respective
jurisdictions.
