1 Administration A Message from the Interim City Administrator For the past 16 years, I’ve had the honor of working for the City of Rialto, and since 2011, I’ve served as Development Services Director and Assistant City Administrator. Working under the leadership of Mayor Deborah Robertson, City Administrator Mike Story and our City Council, I’ve seen Rialto become a role model for other cities in the areas of economic development and job creation, infrastructure investment and enhancing the quality of life for all of our citizens. As Interim City Administrator, I look forward to continuing the progress our great city has made, and thank you for your ongoing support. No city government can succeed without the active engagement of its community, and in Rialto, we are truly blessed to have so many constituents willing to contribute their time to better governance. From the more than 300 residents and businesses who have participated in our Rialto Institute of Progress during the past four years to the thousands who regularly take part in city-sponsored events, Rialto exemplifies how much a community can accomplish when working together for the common good. Administration

A Message from the Interim City Administrator

For the past 16 years, I’ve had the honor of working for the City of Rialto, and since 2011, I’ve served as Development Services Director and Assistant City Administrator.

Working under the leadership of Mayor Deborah Robertson, City Administrator Mike Story and our City Council, I’ve seen Rialto become a role model for other cities in the areas of economic development and job creation, infrastructure investment and enhancing the quality of life for all of our citizens.

As Interim City Administrator, I look forward to continuing the progress our great city has made, and thank you for your ongoing support. No city government can succeed without the active engagement of its community, and in Rialto, we are truly blessed to have so many constituents willing to contribute their time to better governance.

From the more than 300 residents and businesses who have participated in our Rialto Institute of Progress during the past four years to the thousands who regularly take part in city-sponsored events, Rialto exemplifies how much a community can accomplish when working together for the common good.

Like every city, we have our challenges. The process of managing municipal finances has never been more complicated, and in the end, that impacts the quality of public services we deliver to the community.

Here, too, we appreciate the strong support of our community. Your backing of revenue initiatives has allowed us to continue to move forward. In the meantime, our city staff – the same team I’ve spent much of my career in Rialto with – has dedicated themselves to serving you and operating as efficiently and effectively as possible.

Holiday Season Events

Join us as we kick off the holiday season with our Tree Lighting Ceremony, Friday, December 8, 6:00-8:00 p.m., at City Hall, where you can enjoy holiday music, treats, and a visit with Mr. and Mrs. Clause! Please bring an item for our holiday canned food and toy drive to benefit Rialto Child Assistance and Hearts to Share.

Festivities continue on Saturday, December 9, with our Holiday Parade and Vendor Fair. At 10:00 a.m., the parade will begin at

Foothill Boulevard and Riverside Avenue, and conclude on Rialto Avenue. Following the parade will be the Vendor Fair located at City Hall which will include winter crafts, photos with Santa, and more! For information on these events call 909-421-4949.

Office Closures

In an effort to reduce costs, the City and Non-Safety Unions have agreed to close City offices during the winter holiday. Offices will be closed from Monday, December 25, 2017, through Monday, January 1, 2018. City offices will resume normal business hours at 7:00 a.m., on Tuesday, January 2, 2018.

Rialto’s Certified Farmers’ Market

Rialto’s Certified Farmers’ Market is held Wednesdays, 10:00 a.m. to 2:00 p.m. Farmers’ Market is located at City Hall where vendors sell a variety of fresh vegetables, fruits and nuts at a reasonable cost to consumers. Come out and see what our local merchants have to offer! Economic Heartbeat of Rialto

Mayor Deborah Robertson’s Economic Heartbeat of Rialto can be seen on the Rialto Network, Channels 3 and 99. It is also available on live stream via the City’s web site, www.rialtoca.gov. This show is an in-depth interview with local Rialto businesses.

Finance

Year-end Audit

The Finance Division continues to work toward closing the books for the year-end audit. The Finance Division expects completion of the annual audit by January 2018 and to present the audited Financial Reports to City Council in February 2018.

Mid-Year Budget

The Finance Division is putting together the calendar for the Mid-Year Budget review. The mid-year message and instructions are anticipated to be delivered to City Departments in December. The deadline for City Departments to complete their analysis and return their adjustments to the Finance Division is the beginning of January. The Finance Division will review the adjustments and compile the report with the presentation to Council anticipated at the end of February or during the month of March. Debt Financing & Refinancing Activities

The City Council approved the Solar Project Financing during the November 14th Council Meeting. The notice of final sale is anticipated no later than December 4th. After the City receives the proceeds the Solar Panel Project construction will be able to begin. This will allow the City to continue down the path of energy conservation. The City Council also approved the Finance Division to continue pursuing the refunding of the Redevelopment Agency 2008 Tax Allocation Bonds on November 28th. This will result in additional property tax revenues to the General Fund of approximately $142,000 as the amount needed to make the loan payments will be reduced and allocated to the existing taxing entities.

Budget Advisory Committee

The Budget Advisory Committee held two meetings in the month of November. In the November meetings, the Committee discussed the Utility Users Tax, the 10 Year Budget Model and the Public Works Department revenues and expenditures. On November 6th

the Committee received a presentation from PFM Group Consulting LLC for the revenue and expenditure 10 Year Budget Model with and without the Utility Users Tax, and a presentation from the Public Works Department. The second meeting for the month of November consisted of additional Utility User Tax scenarios in the 10 Year Model. The December meetings are scheduled for the 4th and the 18th. These meetings will continue the 10 Year Budget Model discussion and finish presentations of the remaining departments. The Committee meets the 1st and 3rd Mondays of the month. The Committee was established for the purpose of preparing a long range financial plan and advising Council regarding future revenue enhancements and expenditure efficiencies.

Hearts to Share Holiday Potluck

On Wednesday, November 15, 2017 the Silver Sneaker program hosted the last potluck of the year where a Rialto Police Department representative and Fitness and Aquatic Center staff held a social to celebrate the Hearts to Share fundraiser where members of the facility can participate by choosing an angel from the Christmas tree to fulfill the wish list of Rialto families. Holiday Food and Toy Drive

The Fitness and Aquatic Center is hosting the annual Holiday Food and Toy Drive, all received donations will go to the Hearts to Share program and Rialto Child Assistance who are dedicated to helping Rialto families during the holiday season and you can help too! Bring in a new unwrapped toy or non-perishable food items and you will receive a free one week full gym access guest pass. For more information please call (909) 820-2611. 30 for $30

The Fitness and Aquatic Center is currently offering a 30 for $30 promotion to all members of the public who are interested in getting fit. The pass is a one time trial for 30 consecutive days and will provide access to the entire facility including the indoor pool and contract classes. The pass will provide those interested in the facility trial the ability to develop a fitness routine and enjoy all amenities before committing to a membership. Swim Lessons

We currently have 32 private swim lesson participants continuing this winter. Our Learn to Swim Program will start back up in February 2018. Registration for our 2018 season will start Saturday, February 3 and Sunday, February 4. Please call in January for registration times and details on how you or your child can participate in our Learn to Swim Program. Private Swim Lessons will continue throughout the end of the year for those who are looking for 1-on-1, pair or small group swim lessons. Call if you are interested in advancing your swim skills this winter. Swim Team

The Rialto Sea Turtles swim team currently has 22 swimmers enrolled. If you are looking to join a local competitive swim club please give us a call. Coach Varonica is proud to announce two of her swimmers will be attending the Winter Age Group Championships this December. Congratulations to them and Coach Varonica on their achievements. Jr. Lifeguarding Program

Our next Junior Lifeguarding program is scheduled for Spring 2018. Swim Tests are scheduled for Saturday, March 4 at 10:00 a.m. Our Junior Lifeguarding course is structured to teach water safety and introduce participants ages 11 to 14 to the duties and responsibilities of a lifeguard. Our goal is for our students to build a foundation of

knowledge, attitudes, and skills in preparation for the American Red Cross Lifeguard course. Lifeguarding Program

If you are of age 15 or above, you can become an American Red Cross, certified Lifeguard. Swim Test - Saturday, March 3, 2018 at 10:00 a.m. Classes start Saturday, March 17, 2018. Lap and Recreation Swim

Lap Swimming is available throughout the week for fitness center members and guests who pay the daily walk in fee. We continue to have some interest in our recreation swim times however attendance has continued to drop due to the weather and upcoming holidays. From October 26 to November 19, we have sold a combined 117 daily lap/rec swim passes along with our 10 visit punch cards. We continue to have high interest in our aqua fitness classes throughout the week and member attendance is consistent during our lap swim hours. Special Events

Rialto Sports Hall of Fame City of Rialto inducted seven new members into the Rialto Sports Hall of Fame on Saturday, November 18. Inductees included David Reeves, Bryanne Evans-Moruzzi, Daryl McChristian, Ronnie Harris, John Bombek, David Joiner, Jr. and Mike Smalls.

Child Development

KidStuff

Tiny Tots classes are in full swing at all sites, though the M/W/F classes at the Community Center are currently seeking new enrollees. The December curriculum will focus on a winter wonderland/Christmas theme. Children will be participating in a variety of holiday themed crafts as well as enjoying a class Christmas party before their holiday break. The Tiny Tots December session will be a two week program due to the holiday break. Classes will be closed starting December 18 and will resume on January 2, 2018. Senior Services

Healthy Cooking Senior Class Health Educator Maricela Acosta from Regal Medical Group held a “Healthy Cooking Demo” on Wednesday, November 1st from 11:00 a.m.-12:00 p.m. The topic for the demo was “Foods That Help Control Blood Sugar Levels”. She showed the participants how to prepare Nopalitos Cactus Salad and talked about foods that lower your blood sugar. The highlight of the demo was when the participants got to sample the salad. Maricela provided them with the recipe and other information regarding healthy eating. This Demo was the second out of three demo’s that will be provided by Regal Medical Group. ”Healthy Dessert” demo is scheduled for Wednesday, December 6 from 11:00 a.m.-12:00 p.m. Youth and Adult Sports

Youth Basketball (Divisions 2-5)

The Fall Basketball season has concluded as of November 22. Championships will be held on Saturday, December 16. Registration is underway for the winter program. Girls Volleyball

The fall season of Girls Volleyball began on October 6, 2017. This season will also be effected by the holidays and Community Services activities. The younger division will end their season on December 8, 2018 while the older Division championship will end on December 15, 2018. Rialto Youth Sports Alliance

The Rialto Youth Sports Alliance’s meeting will be held on December 13, 2017. This meeting will discuss all proposed projects for the upcoming Rialto parks. This meeting will allow all groups to submit their respective request(s) for upcoming seasons. This

meeting also discus upcoming user groups light fee charges. The alliance continues to be a great support system for the local groups.

Development Services Department

Current Planning Activity

The Current Planning function reviews development proposals for conformance to the City’s development standards as memorialized in the General Plan, Zoning Code and related governing documents. The Planning Division served 152 customers and reviewed the following noteworthy projects:

Panera Bread. Panera Bread submitted entitlements for the Renaissance Marketplace. The Planning Commission will consider a Conditional Development Permit in January 2018, to entitle the proposed drive-thru facility.

Grocery Outlet. Grocery Outlet submitted entitlements for the Renaissance Marketplace. The Development Review Committee will consider the project in January 2018.

Pacific Industrial. Pacific Industrial filed pre-applications for two new projects:

o Base Line Road and Alder Avenue. A proposed development of an approximately 284,000 square foot speculative industrial warehouse building located on the northwest corner of Alder Avenue and Baseline Road. The project assembles 13 irregular and blighted lots into a 12.5 acre parcel suitable for modern development.

o Walnut Avenue and Alder Avenue. A proposed development of an approximately 190,000 square foot speculative industrial warehouse building located on the southwest corner of Alder and Walnut Avenues. Wayne Morin assembled this site for development in partnership with Pacific Industrial.

Pacific Industrial is an active developer of industrial projects in the Inland Empire,

although new to Rialto.

B&B Plastics. The Planning Commission approved a Conditional Development Permit to facilitate the development of a 151,866 square foot warehouse at the northeast corner of Locust Avenue and Casmalia Street. B&B Plastics Inc. is a full service custom compounder of thermoplastics, providing a broad range of products and materials. The City previously approved the project, but B & B Plastics allowed the entitlements to lapse.

Cedarhill Plaza. Staff met with a potential buyer for the vacant property at the southeast corner of Foothill Boulevard and Cedar Avenue who intends to develop a commercial retail center. The owner of this site, Bruce Bertz, passed away earlier this year and his estate will now sell the property. Bertz has processed plans for a Smart & Final anchored shopping center – Smart & Final subsequently withdrew from the project, citing inadequate separation from existing stores in Fontana and Colton.

Tudor Plaza II. Staff met with a potential buyer for the vacant property east of Tudor Plaza at the northwest corner of Foothill Boulevard and Larch Avenue to develop a mixed-use development consisting of housing, hotel, retail, a drive thru restaurant and a gas station. The estate for Bruce Bertz is also selling this property.

Business Park. The Operon Group proposes to develop a 138,900 square foot business park, consisting of 4 warehouse buildings on 8.57 acres of land located on south side of Casmalia Street between Cedar Avenue and Linden Avenue. This project would provide opportunities for smaller service commercial and industrial businesses in the Freeway Incubator zone of the Renaissance Specific Plan.

Southern California Edison Facility Expansion. SCE submitted preliminary plans for additional office space for the facility located at 300 N. Pepper Avenue to accommodate employees for new projects.

Advance Planning Report

The Advance Planning function develops and implements the City’s long-range land use and development goals, by updating and interpreting the General Plan, Zoning Code and related planning documents. The function prepares specific plans and environmental impact reports in advance of actual development, and undertakes special projects such as annexations.

Pepper Avenue Specific Plan. The Planning Commission reviewed the Pepper Avenue Specific Plan and Draft Environmental Impact Report and voted 6-0 to recommend approval to the City Council. The Pepper Avenue Specific Plan provides program level entitlements for a 101 acre commercial development area. On December 12, 2017, the City Council will conduct a public hearing to consider the Specific Plan and Environmental Impact Report. The San Bernardino County Transportation Authority progresses rapidly to complete the on and off-ramps that will connect this area to the region.

Housing Element. The Planning Commission reviewed the proposed 2014-2021 Housing Element Update to the Rialto General Plan and voted 7-0 to recommend approval of the document to the City Council. The Housing Element analyzes the community's housing needs for all income levels, and recommends strategies to address those needs. The Housing Element is one of the City's required General Plan elements. The City must update the Housing Element every five years in accordance with state law. On December 22, 2017, the City Council will conduct a public hearing on the Housing Element.

Lytle Creek Ranch Specific Plan Amendment. The Lytle Creek Development Company recently filed entitlement applications to revise the land use map of the approved Specific Plan to eliminate Neighborhood I, modify the land use configuration of Neighborhood II, and a tentative map to create six (6) lots on a 188-acre site to facilitate a 660 lot residential subdivision in a portion of Neighborhood II. The proposed map will also create lots for public open space, utilities, and infrastructure. On December 13, 2017, the Planning Commission will conduct a public hearing and consider the revised project.

The City sent each of these new businesses a welcome letter and a statement of appreciation for choosing Rialto as their business home. The City received several payments from the fuel related businesses at the Tank Farm, along with various appeals and protests. The fuel companies have contested Measure U and have requested refunds as a procedural matter pending resolution of the lawsuit that is currently before the Court of Appeal. The City expects the Appellate Court to rule by mid-2019. The City prevailed in the Trial Court.

Building Division Report

The Building Division provided the following services in November:

Counter Services. The Building Division staff provided 470 counter assists; 9 being over the counter plan reviews (typically, walls, patios, small room additions, patio enclosures, etc.).

Plan Check Submittals. Patrons submitted 100 plans for plan check review; staff completed 15 in-house plan check reviews and referred the remaining 71 plans to Willdan/Interwest. Plans submitted for review include Septembers Taproom, WSS Shoe store and tenant improvement plans for Coffee Bean and Tea Leaf.

Plan Check Approvals. The Building Division approved 57 plans for permit issuance. This includes solar installations, tenant improvement, new commercial and industrial projects. The average review period for the first plan check was 8 business days. Construction plans for a 7-Eleven within the Renaissance Marketplace, as well as solar mounted solar installations for Amazon were approved in the plan check process.

Building Permits Issued. The Building Division issued 198 building permits for a total building value of $40 million. Permit issuance includes 3 industrial buildings within the Renaissance Specific Plan area by Western Realco, as well as multiple tenant improvements for several commercial projects, including a UPS Store in Rialto Marketplace.

Building Inspections. The City’s Building Inspectors performed 1,587 inspections with 753 stops (a total of 106 inspections with 50 stops per working day). The City has contracted 3 full-time Building Inspectors from Willdan to complete these inspections. Inspection volumes continue to increase with development activity.

Final Certificates of Occupancy. The Building Division issued final certificates of occupancy for 7 projects, one being for Carl’s Jr. within Rialto Marketplace.

Code Enforcement Services

The Code Enforcement Division provided the following special services in November:

Abatement of 912 South Spruce Avenue. Code Enforcement Officer Steve Jaramillo coordinated the demolition of a dilapidated old barn and shed at 912 S.

Before and after photos of the nuisance abatement of a dilapidated home. The City demolished and liened the property for the abatement costs.

Spruce Avenue. The structures presented a danger to the public as well as to the property owners. The property owner recognized the threat and completed the abatement.

Homeless Encampments. Senior Code Enforcement Officer David Hernandez observed an individual camping out at a vacant building located at 260 E. Foothill Boulevard, formerly occupied by McDonalds. The City facilitated removal of the trespasser and debris from the property.

Demolition of 110 S. Date Street. The Code Enforcement and Building Divisions collaborated to eradicate a blighted property with heavy transient activity. This property received at least 40 calls for services for Police, Fire and Code Enforcement. Staff deemed the property a public nuisance and ordered for demolition of the building on November 6, 2017. Nuisance abatement requires the deliverance of proper notice to the property owner, and the opportunity to resolve the issue prior to City action.

Economic Development and Housing

Rialto Recognized by Inland Empire Economic Partnership. On November 29, 2017, Rialto received two awards from the Inland Empire Economic Partnership at its “Turning Red Tape into Red Carpet Awards” reception held at the Doubletree Hotel in Ontario. The City received the “Public/Private Partnership Award” for the City’s Wastewater Plan Biological Double-Efficiency Process Demonstration Project and the “Business Retention and Expansion Award” for the Rialto Marketplace retail center. City Council Member Rafael Trujillo, Building/Code Enforcement Manager James Caro, and Project Manager John Dutrey received the awards on behalf of the City.

Retail Sector Update. The City continues progress toward expanding the scope of retail goods and services for the community and increasing sales tax revenue:

o Lewis Retail Centers advances construction for the Renaissance Marketplace retail center of 460,000 square feet along Renaissance Parkway between Ayala Drive and Linden Avenue. Stores on the north side of Renaissance Parkway will begin operating in the first half of 2018. Retailers including Cinemark, Burlington, Blaze Pizza, 24 Hour Fitness, and the Habit will open up for business next summer.

o On November 14, 2017, the City Council approved the proposed Renaissance East Retail Center located at the northeast corner of Ayala Drive and Renaissance Parkway, across from the Renaissance Marketplace. The project includes five retail buildings totaling 80,000 square feet and a 100-room hotel. Tenants include Cracker Barrel and Sonic. The developer proposes to commence construction in early 2018, opening Cracker Barrel in October 2018.

o In July 2017, the Pacifica Companies purchased the former Wal-Mart building. In November, Pacifica submitted entitlement applications to develop three new satellite buildings and subdivide the former Walmart building into spaces for three tenants. Potential tenants include Ross Dress for Less, DD’s Discounts, Auto Zone, and Panera Bread.

o On November 15th, NewMark Merrill presented preliminary concept plans for the Rialto Marketplace Phase II to the Economic Development Committee related to the 15-acre parcel just south of the Rialto Marketplace. The concept

plans propose to anchor the center with either mid-size retailers (apparel or general merchandise) or entertainment uses (theater/bowling alley). The developer is seeking tenant interest for the proposed shop spaces and will report to the City Council in January 2018.

o On November 29th, Fountainhead Development acquired the Successor Agency property at the southeast corner of Easton Avenue and Riverside Avenue. Fountainhead will develop a Coffee Bean and Tea Leaf. The developer proposes to commence construction in December and open Coffee Bean and Tea Leaf in mid-2018.

o Grading commenced for the WSS Shoe Store and Aldi Market development at the southeast corner of Foothill Boulevard and Cactus Avenue. WSS intends to move from its current location on Riverside Avenue, and expand its store. Aldi will offer new grocery shopping opportunities for Rialto residents.

o Foothill Plaza Incorporated progresses towards completion of a small retail development of 9,424 square feet in the Tudor Plaza on the north side of Foothill Boulevard and east of Cedar Avenue. Currently, the owner has not announced any tenants.

Industrial Sector Update. The City remains one of the most active industrial markets in the Inland Empire, adding jobs for the community and tax revenue to the City. A couple of the most recent projects to commence construction or initiate the approval process include:

o Hillwood Development commenced construction for its Bldg. 6 Project, consisting of an 855,000 square foot distribution building on the west side of Linden Avenue just south of Renaissance Parkway. Hillwood expects to complete the $200 million facility in mid-2019. Hillwood recently completed a 615,000 square foot facility for Amazon immediately to the south.

o Western Realco commenced construction of three warehouses totaling 341,000 square feet located on Renaissance Parkway just east of Palmetto Avenue. Western Realco purchased the property from Proficiency Capital.

o Panatonni Development proposes two new projects: (1) the Rialto Fulfillment Center consisting of 2 distribution buildings of 1,206,898 square feet and 1,264,102 square feet situated at the northwest corner of El Rivino Road and Cactus Avenue and (2) a 405,000 square foot warehouse building on Valley Boulevard between Spruce Avenue and Cactus Avenue. Panattoni is completing construction on 3 buildings in the Renaissance Specific Plan, the 730,000 square foot I-210 III, the 426,000 square foot I-210 IV, and the 200,000 square foot I-210 V.

o The Development Review Committee approved a 72,503 square foot industrial building proposed by Monte Vista Assets situated on the south side of San Bernardino Avenue located east of Lilac Avenue.

The traffic division recently purchased 12 electronic ticket-writers with grant funding provided by the Office of Traffic Safety. The ticket-writers will allow an officer to expedite the process of

issuing traffic citations. An officer downloads the information from the e-ticket writer and the data is immediately forwarded to the traffic court, alleviating paper citations and virtual no room for errors.

Officer Pulido Receives Terrific 20 of SD 20 Award

On November 30th Officer Pulido was presented with the “Terrific 20 of SD 20” award by State Senator Connie Leyva. This award is given to 20 individuals, businesses, and organizations for contributions to the children, families and communities of Senate District 20. Officer Pulido was recognized by State Senator Leyva for his work in organizing the “Rialto Youth Summer Bridge to Success Leadership Program.” The Summer Bridge to Success program is a 14-week summer program, designed to provide a healthy environment where youths ages 8-14 can come together, in a collaborative environment to learn. Congratulations, Officer Pulido, on an exceptional job in bridging the gap between law enforcement and the community. The Brave Didn’t Shave

Traditionally, law enforcement personnel are required to adhere to strict grooming standards. In an effort to support and raise awareness in the fight against cancer, the Rialto Police Department relaxed its grooming standards to allow sworn and non-sworn

personnel to grow facial hair during the month of November. The practice of growing facial hair during the month of November is also known as “No Shave November.” Last

year we raised approximately $5,000 dollars for the fight against cancer, and this year, members of the Police Department are on track to raise $5,000 in support of the fight against cancer. Funds raised will be donated to St. Jude Children’s Research Hospital, the Prevent Cancer Foundation and Fight Colorectal Cancer to benefit cancer research. Community Outreach Program

The Rialto Police Department’s Community Outreach Program (C.O.P.) incorporates the philosophies of Community Oriented Policing and Problem Oriented Policing. The C.O.P. team collaborates with the community partners, business owners, faith based organizations, non-profits, county/state service providers, and citizens to make positive changes in the community. The C.O.P. team holds a FREE resource event open to all citizens in the county. Representatives from an assortment of county service providers, community based and faith based resources such as: County of San Bernardino Department of Workforce Development, Transitional Assistance, Child Support Services, Behavioral health service providers, Education Programs, Vocational Training Programs, Faith-Based Counseling, Drug & Alcohol Abuse Counseling, and more are in attendance. Holiday Gifts to the Community

Every year, thousands of children experience a Christmas morning with no gifts to open. To help remedy this, Rialto Firefighters joined other Southland Fire Departments to host the “Spark of Love Toy Drive”. Through the volunteer efforts of our firefighters, donors, and sponsors, many families in our community will receive new toys to celebrate the holiday

season. If you would like to participate, please bring new, unwrapped toys and sports equipment to any Rialto Fire Station. You can also leave a toy in specially marked receptacles located at select local retailers. Rialto Fire Explorer Update

Eight members of the Rialto Explorer Post #299 will participate in the annual Inland Empire Fire Explorers Association’s fire academy on December 6th through 10th. This annual event will be held at the Fort Irwin National Training Center. The explorer Academy is an outstanding opportunity for our youth as it prepares explorers for the rigors of firefighting through training, coaching, and

teamwork. The event includes live fire training, technical rescue, vehicle extrication, and other emergency skills. Through this training, our explorers will increase their knowledge and abilities in providing emergency services, which will assist them in their pursuit of a fire service career. We are very proud to have these individuals in our community. The explorer program provides introductory training that will help our community’s youth prepare themselves for full-time opportunities with the RFD in the positions of Ambulance Operators and firefighters.

Prevention is:

Keeping decorations, or any other flammable items, at least 3 feet away from open flame and heat sources.

Inspecting all decorations to ensure they do not have any frayed or pinched wires and discarding any worn decorations.

Ensuring multiple extension cords are never strung together or run under rugs, carpets or furniture.

Never leaving cooking equipment unattended and turning off burners if you have to leave the room.

Watering Christmas trees daily and discarding trees when they are dry and begin dropping needles.

CPR and Basic First Aid Training

Don’t forget, the Rialto Fire Department is offering CPR and Basic First Aid training every month. Classes will be held on the third Thursday of each month at Fire Station 202, located at 1700 N. Riverside Ave. The classes are offered in two sessions. The CPR class is taught by our certified instructors from 8:00 a.m. to 12:00 p.m. Upon successful completion, you will receive a Basic Life Support CPR certification card from the American Heart Association. The cost of the class is $50.00 which covers all required manuals, AHA certification costs, and your own one-way pocket mask that is used to deliver breaths when performing CPR. The Basic First Aid portion of the training then picks up from 1:00 to 4:00 p.m. This class uses standardized curriculum to give the student the ability to properly deal with a variety

of medical and traumatic events. The cost of this class is $20.00 which includes the instruction, hands-on training, and student manual. Pepper Avenue Clean-Up

On Saturday, November 18, 2017, from 8:00 a.m. to 11:00 a.m., in celebration of Make a Difference Day, the cities of Rialto, Colton and San Bernardino joined forces to clean-up Pepper Avenue from Highland Avenue to Valley Boulevard. The activities for the event included:

Thirty-four volunteers were on hand assisting with the clean-up efforts. In total, staff and volunteers picked up 56 bags of trash, abated graffiti from 39 locations, filled 22 potholes and collected six illegally dumped tires.

The Police Department along with Rialto Code Enforcement conducted homeless outreach coming into contact with ten homeless individuals. Staff distributed information on local shelters, food giveaway locations, provided a small kit of toiletries, water and non-perishable snacks.

In total, three homeless camps were located with 7-10 homeless individuals.

Park Clean Up Days

As part of an effort to make the City Parks a better place to play, the Public Works Department is hosting Park Clean-Up Days on the second Saturday of every other month from January through November from 8:00 a.m. to 12:00 p.m.

Come join in the raking, trimming, shoveling, sweeping, painting and trash clean-up alongside City’s Workers.
