Adele and Annemarie to do the overview.

It was suggested that the WJP co-ordinating comm, look at the

suggestions made by Laurie on how to evaluate the WJP campaign.

3. Churches.

It has been agreed that Weny will co-ordinate the churches group.

We discussed the poor press response to our events, especially the

reluctance of the Weekly Mail to print some of our stories. It was

felt that it would he ECC's responsibility to follow up in this case.

Pat will do that w.r.t. the specific article that was not published

and Clare and Annemarie will speak to Anton Harber re: generally

poor support from the WM.

9. Culture Week-end.

It was decided that the media comm, needed to present a full motiva­

tion for this event to the next general body meeting. Important

criteria for considering the week-end would be establishing the

benefits of such an event for the campaign as a whole and what the

political needs would be.

10. Breytenbach.

It has been decided to re-open the discussion on the issue of giving

Breytenbach a platform on which to .express his views through the

art form. The regional Exec, of the UDF will discuss it and report

back to ECC on their decision. All other ECC regions have been

conatacted and decisions need to reach Jhb. by the end of the week.

If the REC of the UDF says yes to it then we will t&e a majority

national decision.

11. Continuation of the WJP.

This was discussed in the light of the symbolic action to be held

in Alex on the proposed date of the 3rd May. Due to several factors,

such as : lack of person power; interfering with the Jodac event

some two weeks later; clashing with possible May day week-end events

in the township and appropriate timing of the event, it was decided

that we need to postpone the action. Steve gave strong motivation

for the action to happen in conjunction with a July call-up campaign

in June. This would also coincide with the results of the survey

being released. This suggestion will be taken to general body for

discussion and ratification.

12. General Meeting.

Next meeting wiil be on Thursday,24th April at 7.30pm.

1. V enue.

The City Hall has still not been granted. A letter was drafted to

the City Council and delivered on Saturday, requesting a positive

decision and giving good reasons as to why ECC should he granted

permission to use the Hall. The letter also stated that if there was

no decision by Monday noon, that we would take the matter to the

Supreme Court. Our lawyers feel confident that we have a good case.

Gilbert Marcus will represent us in court if this procedure is

necessary.The costs of an interdict will be high but if we win the

case then are costs are covered by the City Council.

The hall at the Saratoga Catholic Church has been booked as an

alternative, with Paul as the liason person.

The banners will only go up on the Monday afternoon once we have a

definite decision.

The insurance forms still need to be collected from Willis, Faber

Enthoven. Adele to do this.

Press : A press statement will be prepared in the event that the

City Council hold by their decision not to give us the Hall and

this will be endorsed by other orgs; we will ask the PFP to make

a statement of support. Dave and Annemarie to work on this together

in consultation with the lawyer, Dave Dyason.

2. Aida Parker Newsletter.

The entire edition of the 8th April is devoted to the ECC. It has

the same thrust as the Rapport article but not as many factual

inaccuracies. They do not fall under the jurisdiction of the Media

council rulings and therefore it needs to be looked at under common

law.

Our response :

- we cannot take them to the media council.

- a defamation action will take too long (about 2 years)

- we can apply to the Supreme Court with an interdict, needing to

prove that it is athreat to us because of the indication that there

will be a wider distribution than usual.

We need to discuss this with our lawyers w.r.t the feasability of

following it up. We also do not want to go too public as we do not

want too much attention given to it.

It is important that we follow it up for the following reasons :

- the Stae is in the process of criminalising us and is succeeding,

especially in the Afrikaans community.

- we need to take a counter offensive action.

- we need to reject the smears.

- through the publicity we can make some gains.

3. Phillip.

He has spoken at Jodac branch meeting and has a lunch-time meeting

on campus on Tuesday. TRASCO wants to meet with him and he will

see UDF peopleinthe office.

The press has been informed that he is here and Dave will do a

quick phone around to remind them; Dave will also arrange that he

get to see people in the SACC; and that he get to spend some time

with the lawyers.

He will be leaving early Wednesday to go to the public meeting in

Cape Town.

4. Breytenbach.

The Rapport article was discussed in which BB is interviewed at length

and he mentions ECC and the Jodac in slighting terms. An article

also appeared in the magazine De Kat, in which BB slates ECC and

Jodac for refusing to give him a platform, calling us purist.

Annemarie will follow this article up with Marlene in the Afrikaans

group who has contact with the editor.

A telex was received from London supporting our decision.

5. Afrikaans Group.

The working group is narrowing down to a very small number and

the general body has alss decreased. One of the problems that the

group is experiencing is not being able to identify what the target

areas are in the Afr. community and how to reach those people; the

other is not feeling an integral part of ECC. The following suggestion

was made :

The group needs to be seen as giving ECC an ^Afrikaans flavour

and seen as a work group but not a sub-comm of ECC. They need to

start moving into the other already existing sub-comms and there

needs to be a conscious process of integration. The group will still

meet monthly and evaluate the different needs of the Afrikaans

community - this will function as a co-ordination meeting.

6. Pretoria.

Ian Redelinghuys called ECC requesting that we attend a meeting in

Pretoria on Friday, 25th April. There were members from Black Sash,

Angsoc, Youth for Unity. The group is a mix of Afrikaans and

English speaking people.

Laurie is to meet with the Afrikaans group here in Jhb. and talk

about the strategy for setting up this new group in Pretoria. The 1

next three weeks will be spent launching an ECC in Pretoria. A

small working group needs to be formed to work on this and a Jhb.

person is needed to co-ordinate the group. Marlene to be asked to

do this.

7. Setbold.

We have received quotes from other printing houses and the max.

that would hatte been charged for the typesetting done by Setbold

would have been R100. We are not prepared to pay the amount of R400.

They are not willing to accept our letter to that effect. Adele

will arrange to go and see them and if necessary spaek to Auret van

Heerden about it. It was advised that Johnny from STP go along as

he is familier with the situation.

8. Alex Action.

It was decided at the previous G-B meeting that on condition we

got enough names from the Rally on Tuesday night, we would not go

ahead with the action. Laurie would announce the action, calling

for people to put their names down.

9. National Organizer.

Laurie will be in the Jhb. area for the next three weeks after the

NC meeting in Durban on the week-end of 3 -4 May. The priorities

for his stay here are :

* Pretoria

* Meeting v/ith the different sub-cooms and giving them a national

feel of ECC.

* Campus ECC.

It was felt that he did not need a specific review group as most of

that would be happening within the groups with whom he was working

during his time here.

1. National Committee Report.

People were tired but -felt that on the whole ECC was stronger organizationally. Examples of this are : Durban has two new sub- comms qoinq; There are n?w sub-comms in CT;There 3 major- discussions at NC :

a. Taking ECC into a more active role and confrontation of what's happening in the townships. Our actions need to be more upfront ( this will happen through training) and we need to move away from just being a poster campaign but we need to bear in mind how to take our constituency with us. This needs lots more discussion both at Exec level and within the general body.b. Participation of women in ECC and the building of feminist principles within the org.

c. Links made with the black community. This was particularly true for P.E. and Jhb.

Other issues that need to be discussed in this region are : drawing up a document of working principles; Afrikaans name; security; research;overseas trips.

2.National Secretary.

The review qroup structure for Dave needs to be set in motion. Perhaps this group can also work on the campaign around Phillip. The review group consists of: Clare, Steve,Ian,Parat,Tom,Annemarie. The first meeting will be held on 27th May at 5.30pmVat Dave's house. Dave will contact the other 3 people to let them know of the purpose and date of this meeting. Dave will be away in Durban for a week and the office needs to be staffed. Stevee has agreed to work out of the office with Clare coming in to help.Dave will complete the letter to the Welfare Drgs. and churches and get them out this week. Phillip's statement has to be typeset and printed. Isabel to take this on.While Dave is away he will keep in touch with Clare.

3. Phillip.

Phillip has been charged with failinq to report for duty - the maximum sentence is 18 months. He got out on R100 bail.The nature of the charqe may well affect the way in which ECC takes up this campaign. In discussion with the lawyer it seems that he may well get the max. if they are wanting to make am example of him. Phillip will take a stand of pleading guilty but in mitigation get support from the church, community organizers(witnessess)w.r.t. his moral character, etc.Phillip will be coming up to Jhb on Tuesday 13th. The review qroup needs to meet with him. This will be : Laurie, Steve, Isabel, Robbie, Vanessa, Wendy.

4. Gavin's Trip.

He has written a report of his tour and each region will be qiven one.Some press interviews will be set up for him on Monday,12th May. Annemarie to organise this. Gavin will give a report back on his trip on Monday,19th May at 7.30pm at Roots.

5. Newsletter.

Joy and Annemarie to meet with Chris Vick on MOnday,12th May.

6. Afrikaans Group.

They have decided to move into the different sub groups and they will meet once a month to assess their participation and strategize how they move into the Afrikaans community. It's important to integrate these people into ECC.

7. Sub-comm. Reports Back.

The only group to report was media. They would like to produce socks for the winter. The cost will be about R1500.Steve recommended that we need to start generating our own funds especially with regard to regional projects. Each co-ordinator of eacg sub-comm is responsible for getting individual subs. It was also suggested that each region wrute to thier local supporters for funding - this to be suggested to each region.Adele to draw up a membership list.

3. DPSC. j|*

The DPSC want to have a campaiqn around the new Public Safety Bill and they would like ECC to get involved. The first meeting will be on Monday,12th May. We need to go to these meetings to determine where ECC can slot in and how we can relate the Bill to the conscript. Ian will be the ECC rep.

9. Aida Parker Newsletter.

ECC have decided to take this to the Media Council. They have extended powers to pass judaement on any publications.The main issue on which we are taking them to task is their allegation of ECC's links with the World Peace Council. It may possibly go to a full hearing which will be expensive but funding will be forthcoming. Laurie and Dave to work on this.

10. Workshop - 17th May.

Issues that need to be addressed at this workshop are :- our postion on the conscript.- our relations with township orgs. and actions we do in conjunction with other orgs.- how we have changed in the last 6 months.- what our objectives are and what our message is.- how do we fit into the broad anti-apartheid movement.

- the implications of developing into the Afrikaner movement.- level of security.

Gavin and Annemarie to facilitate and plan this workshop.

11. General.

a. The Pretoria launch will be on Friday, 16th flay at 7.30pm.Steve has volunteered to be the contact person with that new

branch.

b. Afrikaans name - the NO agreed to the concept but feel that the name END is not adequate. There will be co-ordinated discussion with the 3 Afrikaans groups and once they have decided on a name it will go to each region for discussion. It was felt

though that if the Afrikaans groups had decided on a name that there would be general agreement within ECC.

Minutes of the ECC Executive, Johannesburg, 18/05/86.

1-. 1976 Commemoration,

From 16th - 18th June there will be several commemoration events organized by various youth groups. The events will be aimed mainly at the churches but it is open to any who wish to attend.An ECC speaker has been invited to address one of the meetings. This is to be discussed by both the Education and Churches sub-comms.

I* *2. Workshop. $

There was a brief evaluation of the workshop , with lengthy discussion on recommendations coming out of the workshop. It was agreed that we need to change the format of our discussion and move away from a constituency based discussion.We need to rather look at what are our key tarqet groups and prioritize them.The level of discussion was also indicative of new members poor understanding of what ECC is about and what we are doing - this highlighted the problems that we do have with our internal

education. This has also occured because of our coalition nature.The following recommendations were made i

- we need to set up educational forums. These forums would be seen as a place where political and conceptual education happens, addressinq issues such as why and how we are trying to aim at the conscript, etc.- there were 3 areas .identified where ECC members need education

* political input.* organizational skills.* internal education around issues of mi 1itirization.

- we also need forums that can be extended to our broader membership and which deal with issues such as the SABF in Angola.Contact group to take resposibi1ity for this.- co-ordination around attendance at funerals and working with

the black community. Contact to do this.- making stronger links with COSG and advertising the ABMC more widely. There was some discussion as to whether all ECC members should have some basic counselling skills and how much we should ■feed into the existing counselling services available. It was decided that we needed more contact with COSG and that a meeting should be set up with them to discuss how we can work more closely together w.r.t. using the counselling service. Adele to set up this meeting with them.- the contact sub-comm needs more members. Steve is to join them especialy as he is now the contact person with Pretoria, but will still play some co-ordinating function with the churches group.

3. Phillip.

We discussed what areas Jhb. needs to cover re: this campaign. We need to distribute pamphlets,which are in English and Zulu. An attempt will be made to have them translated into Sotho. We also need to do press work.a.Trial. Phillip is due to appear in court on Friday,23rd May and will most likely be remanded.b. Campaign.- Lt is important to get him to speak on platforms that already exist.- A support pamphlet for him will be produced.- CT is doing a schools pamphlet.- Phillip's statement(siightly expanded) with an accompanying letter has been sent to all the affiliates with suggestions on how best to support him.- International press contact to be maintained by Steve and Dave.

15 ’We brainstormed some ideas for actions around the campaign and it was suggested that Laurie take these ideas to the PE support group as that will be the group which should give direction in this. Jhb. will then need to work out how we can take these ideas up in our region.

There was also some discussion as to whether the nature of the charge changed the emphasis and direction of the camapign. It was felt that we still need to continue to emphasise that the SADF is trying to criminalise him and therefore to advertise Phillip's stand on those premises. All the regions will continue with a high profile campaign and asking that he be given political prisoner status.The working group in Jhb. will be : Paul; Clare; Marlene;Vanessa; rep from the Afrikaans group.

4. July Call Up.

This to be brainstormed at the next Exec, and general body meeting.

5. Pretoria.

It is important to provide follow up from Jhb. in the early

stages of F'ta setting up. Steve will be the liason person. There was some discussion as to whether he needed a review group or reference group here in Jhb. but it was felt that that would best happen with a group in Pretoria and that he would use the Exec, as a review group here in Jhb.Dave was suggested as a back-up person with that role beinq defined clearly and perhaps being responsible for 1 or 2 sub groups. Dave to be aprcached.

6. Sub Comms.

a. Contact ; There will be a new members meeting on Monday,26th May at 7.30pm at Trinity Hall.

No other reports from the other groups.

7. Response to Cape Town.

It was agreed at the general meeting to take a firm but sensitive line with CT w.r.t. their reguest from Jhb. ECC to make a public apology re : BB. The letter would include an introduction explaining the process whereby we had come to our decision; attach a copy of BB's letter to ECC; covering letter to CT objecting to the process they have followed in this regard. Each region would get a copy of this reply.

8. DF’SC.

a. Laurie will do an interview with Patrick Laurence on 19th May at 2.00pm.b. An interview with TV on Monday,19th at 4pm - to deal with the women's perspective and that of the conscript. Annemarie to work with Laurie.c. Jhb. ECC decided to send Barbara some flowers as an expression of our support for her.

1. Sub-committee Reports.

1.1 Contact :A meeting was held to distuss the role of contact and 4 general points were made.

a. Administration : it was felt that ECC was not getting to enough people and that we were losing those who had shown some

interest because we had not done good follow Lip . We also need a computerised membership list.The following 2 recommendations were made :* that the secretary work with an administrative comm, who will assist in keeping track of the membership lists,etc.* that we motivate for a part-time administrative office worker. Each sub-comm needs to discuss this second proposal,identifying their needs for an admin person and then to bring the issue to GB.

b. Contact with the Black Community :This needs to be systematised and streamlined. Gavin will be the contact person. It was suggested that a circular be drawn up in which the issue of improved contact be raised with these groups and to be distributed to various township orgs.

c. House Meetings :

It was felt that these needed to happen on a more regular basis.An insert to be put into any of our publications as well as the ECC Focus, indicating in which areas people can get involved. It would be ideal to have a separate group co-ordinating this but at the moment we could not sustain that.

d. Statement of Support :It was felt to be very important to get high profile, respected members of the community, to sign our ECC declaration ; also to put them on our mailing list and begin to draw them in.

Contact are planning a meeting on June 9th to focus on June 16.

!V1.2 Education ;

Had a brief evaluation of the workshop on the conscript. It was felt that the input from the speakers was good but that we still have the problem of those reguesting this type of internal education not being present. This may have been partly due to the very busy week with plannning meetings and media in protest against the SADF raids but felt that we needed to formalize it mo by indicating that it was not an optional extra but essential for ECC members to attend these events. We need to stress that there will be and educational event at least once a month. We need to bring this to the GB again and perhaps set up discussion around the time and the day.

Education are busy with 2 pamphlets :a. One on the Call up campaign aimed at the school pupil.b. One on the Public Safety Act pertaining particularly to how

the Bill affects the conscript.

A reguest was made to take out a subscription for F'aratus. this will be done through the office and it will be kept there for members' use.

A disco(for schools) is planned for the 13th June.

Public Safety Bill group : liason will be maintained with DF'SC on this campaign but at this staqe no-one from ECC can attend the meetings. The media put out by ECC will be done in conjunction

with the campaign but with an ECC -focus. A huge pamphlet blits is planned -for the city - Clare to co-ordinate this. Jhb. should check with the other regions whether they would want any of these pamphlets and then to organize distribution.

1.3 Media :

Media are involved in many activities :- screening of a sweatshirt.- media stall at the Jodac Open day on 31st May.- Art Exhibition in September{about 2 weeks) at the Rembrandt

Gallery on West campus at Wits.

- Jazz evening.- input on the cultural boycott at the GB meeting on Thursday,29th May.

A written proposal re: the Art Exhibition will be presented to the GB.There is still talk of a media/culture split but most likely only- after the July Call Up campaign.

We discussed the problems that are being experienced with distribution and the following suggestion was agreed upon :

To have 2 people co-ordinate a roster of teams covering the various areas in Jhb. Each team will have a co-ordinator who will be responsible for co-ordinating her/his team. These people will be the- contact.person for the 2 co-ordinators of the roster.This suggestion to be taken to the media group and then to be discussed at the GB.We need to ask for volunteers to take down the existing Rally posters.

1.4 Churches :

Wendy will be the overall co-ordinator of this group. Many youth groups are being addressed and all house meetings of St. Lukes Anglican Church will have some ECC input.An ecumenical service is being planned around the Call Up with some focus on Phillip.

1.5 Campus ECC :They have planned a rally for Thursday,29th May and have asked for an ECC speaker. The focus will be on Troops Out of the

Townships. The propsed spaekers will be Allen Boesak; Helen Joseph; a UDF person; Gavin Evans.We will suggest to them that they invite an Afrikaans speaker, either from RAU or Tuks.

It was felt that still more contact was needed between the GB and Wits ECC and that a rep from the Wits ECC be on the Exec. This to be taken to both Wits ECC and the GB.

Minutes of the ECC Executive. Johannesburg. 11/05/B6.

1. National Committee Report.

People were tired but felt that on the whole CCC was stronoer crqanirationally. Examples of this are : Durban has two new sub­joins going; There are r.?w sub-comms in CTi There I major- discussions at NC :i. Taking ECC into a more active role and confrontation of wnat’s happening in the townships. Our actions need to be more upfront < this will happen throuah training) and we need to move fwav from just being a poster campaian but we need to bear in e m d how to take our constituency with us. This needs lots more discussion both at Exec level and within the general body.b. Participation of women in ECC and the building of feminist principles within the org.c. Links made with the black community. This was particularly true for P.E. and Jhb.Other issues that need to be discussed in this reqion are : drawing up a document of workino principles; Afrikaans name; security; research:overseas trips.

T.National Secretary.

T*ie review group structure for Dave needs to be set in motion. Fsrhaos this group can also work on the campaign around Phillip. T*ie review qroup consists of: Clare. Steve.ijn.Parat.Tom.Annemarie. The first meetino will be held on 27th “av at 5.30pm * t Dave’s house. Dave will contact the other 3 people to let them know of the purpose and date of this meeting. Cive will be away in Durban for a week and the office needs to be staffed. Stevee has agreed to work out of the office with Clare Cjmino in to help. .live will complete the letter to the Welfare Orqs. and churches tid get them out this week. Phillip's statement has to be typeset fid printed. Isabel to take this on.Uhile Dave is away he will Isep in touch with Clare.

Phillip.

Phillip has been charqed with failinq to report for duty - the naximum sentence is 18 months. He qot out on R100 bail.The nature Sf the charqe may well affect the wav in which ECC takes up this campaign. In discussion with the lawyer it seems that he may well cet the max. if they are wantinq to make am example of him. fhillip will take a stand of pleadinq guilty but in mitigation :et support fro* the church, community :rganijers(witnessess)w.r.t. his moral character, etc.Phillip will be coming up to Jhb on Tuesday 13th. The review croup needs to meet with him. This will be : Laurie, Steve. Isabel, Robbie, Vanessa, Wendy.

4. Gavin's Trip.

He has written a report of his tour and each region will be given one.Some oress interviews will be set up for him on nonday.12th May. Annemarie to oroanize this. Gavin will give a reoort back on his trip on Monday,19th Mav at 7.30om at Roots.

5. Newsletter.

Joy and Annemarie to meet with Chris Vick on M0ndav.l2th May.

6. Afrikaans Group.

They have decided to move into the different sub' qrouos and they will meet once a month to assess their participation and strateqize how they move into the Afrikaans community. It’s important to integrate these people into ECC.

7. Sub-comm. Reoorts Back.

The only group to report was media. They would like to produce socks for the winter. The cost will be about R1500.Steve recommended that we need to start generating our own funds especially with regard to regional projects. Each co-ordinator of eacq sub-comm is responsible for qetting individual subs. It was also suggested that each region wrute to thier local supporters for funding - this to be suggested to each region.Adele to draw up a membership list.

3. DPSC. « ’

The DPSC want to have a campaign around the new Public Safety Bill and they would like ECC to get involved. The first meeting will be on Monday.12th May. We need to go to these meetinqs to determine where ECC can slot in and how we can relate the Bill to the conscript. Ian will be the ECC rep.

9. Aida Parker Newsletter.

ECC have decided to take this to the Media Council. They have extended powers to pass judgement on any publications.The main issue on which we are taking them to task is their allegation of ECC’s links with the World Peace Council. It may possibly qo to a full hearing which will be expensive but funding will be forthcoming. Laurie and Dave to work on this.

10. Workshop - 17th Mav.

Issues that need to be addressed at this workshop are s- our postion on the conscript.- our relations with township orgs. and actions we do in conjunction with other orgs.- how we have changed in the last 6 months.- what our objectives are and what our message is.- how do we fit into the broad anti-apartheid movement.

- the imolications of developing into the Afrikaner movement.- level of security.

II. General.

a. The Pretoria launch will be on Friday,16th May at 7.30cm.Steve has volunteered to be the contact person with that new

branch.

b. Afrikaans name - the NC aqreed to the concent but feel that th* name END is not adeauate. There will be co-ordinated discussion with the 3 Afrikaans qrouos and once thev have decided on a name it will go to each reaion for discussion. It was felt though that if the Afrikaans Qrouos had decided on a name that there would be general agreement within ECC.

1. 1976 Commemoration.

From 16th - 18th June there will be several commemoration events organized by various youth grouos. The events will be aimed mainly at the churches but it is ooen to any who wish to attend.An ECC soeaker has been invited to address one of the meetings. This is to be discussed by both the Education and

Churches sub-comms.

!\,\2. Workshop.

Tf'.ere was a brief evaluation of the workshop . with lengthy discussion on recommendations coming out of the workshop. It was a:reed that we need to change the format of our discussion and m:ve awav from a constituency based discussion.We need to rather !:ok at what are our key target grouos and prioritize them.Tr.s level of discussion was also indicative of new members poor understanding of what ECC is about and what we are doing - this highlighted the problems that we do have with our internal e:ucation. This has also occured because of our coalition r.iture.The following recommendations were made 1

- we reed to set uo educational forums. These forums would be ssen as a place where political and conceotual education happens, addressing issues such as why and how we are trying to aim at the c:nscriot. etc.- there were 3 areas identified where ECC members need education

* political inout.* organizational skills.* internal education around issues of militirization.

- we also need forums that can be extended to our broader ffembership and which deal with issues such as the SADF in Angola.Contact qrouo to take resoosibilitv for this.- co-ordination around attendance at funerals and working with

the black community. Contact to do this.- making stronger links with COSG and advertising the ABMC more widely. There was some discussion as to whether all ECC members should have some basic counselling skills and how much we should feed into the existing counselling services available. It was decided that we needed more contact with COSG and that a meeting should be set uo with them to discuss how we can work more closely together w.r.t. using the counselling service. Adele to set uo this meetinq with them.- the contact sub-comm needs more members. Steve is to join them esoecialy as he is now the contact person with Pretoria, but will still play some co-ordinating function with the churches group.

3. Fhillio.

We discussed what areas Jhb. needs to cover re: this campaign. We need to distribute pamphlets,which are in English and Zulu. An attempt will be made to have them translated into Sotho. We also need to_ do press work.a.Trial’. Phillip is due to aooear in court on Friday.23rd May and will most likely be remanded,b. Campaign,- It is imoortant to get him to speak on olatforms that already

exist.- A suooort oamphlet for him will be produced.- CT is doing a schools pamphlet.- Phillip's statementtslightlv expanded) with an accompanying letter has been sent to all the affiliates with suggestions on how best to suooort him.- International press contact to be maintained bv Steve and Dave.

»vWe brainstormed some ideas for actions around the campaign and it was suggested that Laurie take these ideas to the FE support group as that will be the grouo which should give direction in this. Jhb. will then need to work out how we can take these ideas up in. our region.

There was also some discussion as to whether the nature of the charge changed the emphasis and direction of the camapign. It was felt that we still need to continue to emphasise that the SADF is trying to criminalise him and therefore to advertise Phillip's stand on those premises. All the regions will continue with a high profile campaign and asking that he be given political prisoner stati©.The workinq group in Jhb. will be i Pauls Clare: Marlene:Vanessa: reo from the Afrikaans group.

There was some discussion as to whether he needed a review arouo or reference grouo here in Jhb. but it was felt that that would test hapoen with a qrouD in Pretoria and that he would use the E.ec. as a review grouo here in Jhb.Cave was suggested as a back-up person with that role beinq defined clearly and perhaps being responsible for 1 or 2 sub groups. 7. Response to Cape Town.

It was agreed at the qeneral meetinq to take a firm but sensitive !:ne with CT w.r.t. their reguest from Jhb. ECC to make a public a:ologv re : BB. The letter would include an introduction e plaining the process whereby we had come to our decision: attach a copy'of SB's letter to ECCs covering letter to CT crjectinq to the process they have followed in this regard. Each region would get a copy of this reply.

E. DPSC.

i-.other meeting will be held on Tuesday.20th May. Ian to be the E :c rep but working with a larger grouo.

9. General.

a. Laurie will do an interview with Patrick Laurence on 19th May r. 2.00pm.:. An interview with TV on Monday,19th at 4pm - to deal with t*» women's perspective and that of the conscript. Annemarie to w:rk with Laurie.c. Jhb. ECC decided to send Barbara some flowers as an expression c- our support for her.

Minutes of the ECC Executive, Johannesburg,25/05/86.

1. Sub-committee Reports.

:.1 Contact :A meeting was held to discuss the role of contact and 4 qeneral :oints were made.

a. Administration : it was felt that ECC was not gettinq to enough people and that we were losing those who had shown some

interest because we had not done good follow up. He also need a computerised membership list.The following 2 recommendations were made :* that the secretary work with an administrative comm, who will assist in keeping track of the membership lists.etc.* that we motivate for a part-time administrative office worker. Each sub-comm needs to discuss this second proposal.identifying their needs for an admin person and then to bring the issue to GB.

b. Contact with the Black Community sThis needs to be systematised and streamlined. Gavin will be the contact person. It was suggested that a circular be drawn up in which the issue of improved contact be raised with these groups and to be distributed to various township orgs.

c. House Meetings iIt was felt that these needed to happen on a more regular basis.An insert to be put into any of our publications as well as the ECC Focus, indicating in which areas people can get involved.It would be ideal to have a separate group co-ordinating this but at the moment we could not sustain that.

d. Statement of Support :It was felt to be very important to get high profile, respected members of the community, to sign our ECC declaration ; also to put them on our mailing list and begin to draw them in.

Contact are planning a meeting on June 9th to focus on June 16.

•V1.2 Education :

Had a brief evaluation of the workshop on the conscript. It was felt that the input from the speakers was good but that we still have the problem of those reguesting this type of internal education not being present. This may have been partly due to the very busy week with plannninq meetings and media in protest against the SADF raids but felt that we needed to formalize it more by indicating that it was not an optional extra but essential for ECC members to attend these events. We need to stress that there will be and educational event at least once a month. We need to bring this to the GB again and perhaps set uo discussion around the time and the day.

Education are busy with 2 pamphlets :a. One on the Call u d campaign aimed at the school pupil.b. One on the Public Safety Act pertaining oarticularly to, how

the Bill affects the conscriot.

A reguest was made to take out a subscription for Paratus. this will be done through the office and it will be kept there for members' use.

Public Safety Bill grouo : liason will be maintained with DPSC on this camoaign but at this staoe no-one from ECC can attend the meetings. The media out out by ECC will be done in conjunction with the camoaiqn but with an ECC focus. A huge oamohlet blitz is olanned for the city - Clare to co-ordinata this. Jhb. should check with the other regions whether they would want any of these Danohlets and then to organize distribution.

1.3 Media :

redia are involved in many activities :- screening of a sweatshirt.- media stall at the Jodac Open day on 31st nay.- Art Exhibition in September(about 2 weeks) at the Rembrandt Gallery on West campus at Wits.- Jazz evening.- incut on the cultural boycott at the GB meetinq on Tnursday,29th flay.

A written proposal re: the Art Exhibition will be presented to

1.4 Churches :

Wendy will be the overall co-ordinator of this grouo. Many youth crouos are being addressed and all house meetings of St. Lukes A * g 1ican Church will have some ECC input.At ecumenical service is being planned around the Call Uo with sine focus on Phillio.

1.5 Campus ECC iTMey have olanned a rally for Thursday,29th May and have asked f;r an ECC soeaker. The focus will be on Trooos Out of the Tvwnshios. The propsed soaekers will be Allen Boesak: Helen Jiseoh: a UDF oerson: Gavin Evans.We will suqqest to them that they invite an Afrikaans soeaker, either from RAl) or Tuks.
