Annual Work Plan for the financial year 2021-22

1. Background:1.1 Tripura has 6294.29 sq km of recorded forest area, which is 60.02% of the geographicalarea of the State. A total of around 1910 sq km of this land has been allotted as forest patta underForest Rights Act to around 1.31 lakh ST families. As per FSI Report 2019, the State's forest coveris 73.68%. Despite having only 0.32% of the total geographical area of the country, the State has ahigher contribution 1.20% of the total forest cover of the country. The State has the potential tocontribute more towards India's commitment of creating an additional carbon sink of 2.5 billion to3 billion tonnes of C02 equivalent by 2030 through additional afforestation activities. Besides, twoof the 17 Sustainable Development Goals (SDGs) are directly relate to forestry sector; namely:ClimateAction & Life on Land.1.2 Tripura has 1,052 Joint Forest Management Committees (JFMCs) with a Project area of2,61,512 ha involving a total 1,00,200 families, mostly belonging to vulnerable section of thesociety. Creation of check dams for soil and moisture conservation in the forested catchments offera huge spin-off in the form of additional income through fishery activities by the community.Community income can also be enhanced by optimum utilization of RoFR land.

1.3 Bamboo is an important raw material for industrial use. For free movement of bamboo withinTripura, the State has abolished the system of TP / GP for bamboo grown on private land. Tofacilitate extraction of trees from private land, online registration of trees has been introduced. Tofacilitate growth of Agar based industry & trade, guidelines have been issued. TFDPC is a StatePSU set up in 1976 and has an asset base of 11,749 ha for rubber plantation, producing annuallymore than 3,000 MT of natural rubber from 3,845 tapping blocks.

1.4For scientific management of recorded forest area, the Tripura Forest Department has WorkingPlans approved by MoEF & CC for all its Divisions. The State has a protected area network of603.64 sq km comprising four wildlife sanctuaries and two national parks. The State has startedimplementing a new SCATFORM (nCA) Project for improvement of forests in river catchments;and another German funded new Project for climate resilience forest landscape (CREFLAT)hadalso been launched in the State.1.5 The forest cover, as reported in State of Forest Report, 2019 has remained 73.68 % ascompared to 2017. The efforts, for restocking of forests and improving their density throughreforestation / enrichment and protection measures, are being revised and implemented withrenewed vigour. Due care has to be taken that the Non-timber Forest Produce (NTFP) resource,especially bamboo and those having high value, is improved both in terms of availability andproductivity. .

2. Vision &Mission:

Tripura Forest Department's vision is "addressing short term economic needs of the peopleand long-term ecological needs of the society through participatory forest management". Torealize its vision, the Department will undertake activities for achieving a well-stocked high-quality forest with rich floral and faunal diversity by:

(a) Application of the principles of sustainable management,(b) Effective adoption of silvicultural practices and technologies, and(c) Active involvement of the local people in our efforts of planning, implementation, and

maintaining a balance between conservation and development activities.

3. Strategy,Action plan & deliverables :

3.1 Facilitating industrial activities based onAgar:

Forest Department would undertake preparation of Agar Policy and Tripura Agar Missionby involving NTFP Centre of Excellence. It is also proposed to ease self registration of Agarplantation and inoculation of Agar trees on private land. Process of sustainable extraction /utilisation of Agar trees will be streamlined further relaxing the guidelines already notified on 4thJanuary, 2019.

3.2 Plantation of industrially important bamboo species:

Department will focus on production of high quality bamboo plantations of commerciallyimportant species and of industrially important bamboo species. The species identified for thispurpose are: Mirtinga (Bambusa tulda), Born (Bambusa cacharensis), Kanak kaich(Thyrsostachyus oliverii), Paora (Bambusa polymorpha), Rupai (Dendracalamus longispathus)and Dolu (Neohouzea dullooa). These species are commercially important and form the basis ofalarge number of secondary value addition activities.

3.3 Miscellaneousplantation including teak and for wildlife management:

Department will focus on production of high quality miscellaneous plantations includingteak for restoration of floral Bio-diversity of the State and to improve the productivity of theforests. This will also include plantations by seed ball on a pilot basis and fruit plantations forimprovement of wildlife habitat in protected areas.

3.4 Raising of Quality Planting Material (QPM):

One of the most important activities of the Department is production of Quality PlantingMaterial to ensure successful plantations and enrichment of degraded forest areas and public landswith suitable species. The Department will, therefore, focus on raising Quality Planting Materialof bamboo and miscellaneous species in the nurseries for catering the needs of regularafforestation on forest land, public distribution during Van Mohatsava and "Chief Minister'sSwanirbharParivarYojana". ~ .

3.5 Linear plantations ( Roadside / Riverside / Railwayside ):

Govt of Tripura has launched RBPT (Roadside Beautification & Plantation in Tripura)Scheme to develop green corridor along Roads / Highways for beautification along with anadditional objective of income generation by the private citizens residing beside the roads. It isproposed to cover most of the roads with emphasis on National Highways and road leading totourist destination. The scheme will be funded under MGNREGA. In addition, it is also proposedto undertake plantation along rivers to prevent bank erosion and siltation and improve riverecology. Similarly, railway side plantation will be undertaken in consultation with Railwayauthorities to utilize vacant railway side lands productively.

3.6 Agroforestry on RoFR land:

Tripura IlCA Project and IGDC Project in convergence with MGNREGA will assist RoFRPatta holders in raising agroforestry plantation on their patta land. Under Agroforestry model 3 tierplantation of economically important forestry, horticulture and agricultural species will be raisedand choice of species will be as per beneficiaries demand. It is further proposed to plant blackpepper cuttings near the grown up trees. Such plantations will enhance the livelihood opportunitiesof RoFR beneficiaries.

3.7 Development of NTFP, Rare Endangered & Threatened (RET) Species & Medicinalplants:

Plantation of RET species like Dhup, Gandhaki, Ban Elaichi, and Ashok will be taken upunder Medicinal Plant Board of Tripura to augment the resources of medicinal and RET speciesin the State. Funding from the same is under CSS from National Medicinal Plant Board. Suchplantations will benefit the local people in augmenting their livelihood through marketing ofmedicinal plant products / edible NTFPs.

3.8 Soil&Moisture Conservation:

Department will create check dams of various models under EAPs, CAMPA and otherSchemes. Efforts have already been initiated for improved pisciculture in water areas created inthe forests. The IFMCs will be provided scientific assistance by the Fishery Department in thematter, supported with appropriate models for maximizing economic returns.

3.9 Ecotourism and Wildlife management:Eco-parks draw huge visitors especially during winter. Efforts will be taken to strengthen

and develop the tourism potential of eco-parks in the State in a phased manner. A total of 32 eco­parks, spread over the state, are good source of providing environmental education to the visitors.Sepahijala, Trishna and Gomati Wildlife Sanctuaries have approved Management Plans and thesesPlans will be implemented with the assistance from IICA, CSS, State Plan etc. to bring aboutqualitative improvements. Smriti vans and Nature trails will also be developed. Moreover,awareness programmes on conservation of wildlife will also be undertaken through organisingdifferent wildlife festivals like Clouded Leopard festival in Sepahijala district, Hornbill festival in

Khowai district etc. Sepahijala Zoo, which is pride of Tripura will also be further developed and

maintained.

3.10 Infrastructure & protection machinery:IT infrastructure including GIS facilities will be developed to facilitate better data

collection and monitoring of forest and wildlife resources and to also bolster forest.protectionefforts. Van Mitras will be engaged for information collection under CAMPA and new JFMCs /EDCs will be formed under EAPs. Moreover, forest protection infrastructure including residentialfacilities and vehicles will also be strengthened in the State.

3.11 Facilitating greater investment in Rubberwood sector & TFDPC:As per estimate, availability of rubber wood is likely to reach a figure of 22,500 cum per

year annually, which would require processing capacity of 11 Treatment Units. This is a hugeopportunity for private sector investment on one hand and keeping carbon locked for a long time.TFDPC's main thrust will be on activities like: setting up of integrated RSS processing unit, newrubber plantation, setting up of Rubber wood Treatment & Processing unit, setting up of CFC forRubber wood Furniture, exploring possibility of setting up of plywood factory, construction ofgodowns, renovation of smoke houses, tapping processing in rubber blocks including new blocks,collection cost of latex for rehabilitation plantation centres & extraction of rubber trees and use ofbamboo for various value added products etc.
