Austin Children’s Shelter protects and heals children, young adults and families in need. Our residents

come from abusive or neglectful environments – their young lives touched by unimaginable pain, transition and loss.

While here, we are their protective caregiver, providing an interim home that is safe and supportive.

Austin Children’s Shelter is a place where they can begin to heal and to prepare for a successful transition.

Dear Friends,

For the Austin Children’s Shelter, 2010 was a year of extraordinary growth, change and challenges. The buildings have changed, the staff has grown, and the average age of the children we serve has increased, as has the length of stay and the level of care required. But even amidst dramatic change, we have been unwavering in our determination and our ability to meet the need presented by our clients and respond with appropriate solutions. We have maintained our focus on providing a supportive, safe and nurturing home for our community’s most vulnerable children and young adults, even in the face of some immense challenges.

» Our growth in 2010 is unparalleled in our 27 year history.

We more than doubled our program staff in a little less than six months’ time and opened all five of our cottages ahead of schedule. Three of our cottages weren’t open for the full year, yet we still doubled our days of shelter care from 5,600 days of care in 2009 to 11,451 for 167 children in 2010. (Our projections increase that number by 31% in 2011.) And while the service statistics more than doubled, the cost of doing business only increased by 53 percent.

We also dealt with enormous change, primarily related to changes in the Texas child protective system. We saw an increase in the age of the children we serve and they stayed with us longer. We sheltered more older youth that have often been in the system longer term, have many “failed” placements, and are at risk for hurting themselves and/or others, running away, dropping out of school, pregnancy and substance abuse. We initiated a teen parenting program for young moms in the foster care system with their infants and toddlers as well as a Transitional Living Program for young men and women “aging out” of the foster care system.

With this growth and change also came major challenges and related opportunities. Because of the increased acuity of the children in our care, we entered into a formal contractual relationship with the Texas Child Study Center to provide psychiatric evaluations and follow-up care. We also expanded our contractual partnership with Peoples Community Clinic. These partnerships are essential to maintaining the health and safety of the children and young adults in our care but they are also costly and governmental funds only made up 27 percent of our revenues in 2010. The balance was raised from you, our generous supporters.

We are extraordinarily grateful to you for your partnership in doing this work. Together we are helping children to be safe, to learn skills for coping and understanding, how to navigate the world and, perhaps most importantly, to have hopes and dreams.

When Kristen first arrived at Austin Children’s Shelter (ACS), at the age of 17, she had trouble trusting others. No surprise, given she came to us after a long history of adults letting her down. During her first months with us she was demanding about her needs and unappreciative of any attention she received. But our carefully trained staff remained persistent and patient with Kristen because they knew that this was the only way she would believe we were here for her and would not let her down. While it took some time, eventually Kristen began to believe it. Unlike many young people that come to us, Kristen had positive life goals in mind when she arrived at Austin Children’s Shelter – she knew she wanted to graduate from high school and go to college. When she spoke about these goals with her case manager and cottage youth care worker, they immediately knew she was a perfect candidate for our Transitional Living Program (TLP). The ACS team worked with Child Protective Services and Kristen was quickly placedin the TLP with staff who would help her achieve her goals. The Transitional Living Program is designed to leverage the strengths and interests of each resident through an individualized plan. For Kristen, this meant a keen focus on academic success so that she could reach her ultimate goal of attending college. In addition, staff provided the framework for Kristen to achieve steady and progressive growth in other key areas that moved her closer and closer to independence. For example, facing public transportation alone was at first a little daunting for Kristen, but, after riding the bus with her youth care worker a few times, Kristen felt more confident navigating the system on her own. With the help of her youth care worker, case manager, volunteer tutors and many others, Kristen is succeeding in high school, has completed her college applications and is working to acquire the many other life skills necessary for her to be successful.

Kristen has made significant achievements during her time at Austin Children’s Shelter. She is proud to be finishing her senior year in high school and is looking forward to attending Navarro College in the fall.

Danielle never knew her drug-addicted mother because she was abandoned and ultimately raised by an abusive aunt. Not having known the love and attention of her own mother, Danielle was unprepared for the task of motherhood at age 14 when she had her first child, Shawna. She was no better prepared for motherhood two years later when she had a second daughter, Desiree. When the dangerous plight of Danielle and her daughters was called to the attention of Child Protective Services, they were immediately placed in Austin Children’s Shelter’s Teen Mom Cottage. From the start, it was clear to Danielle’s youth care worker that she was emotionally unable to respond to the needs of her daughters. For example, when the girls excitedly clamored for their mommy’s attention as she arrived home from school, Danielle just walked past them, stone faced. This lack of response created extreme anxiety and fear in three-year old Shawna whichour clinical care staff addressed through intensive play therapy sessions. Ultimately, Danielle’s actions and other symptoms (hearing voices, neglect of her daughters’ needs, etc) led to the diagnosis of a major depressive disorder. Thanks to the care of one of our psychiatrist partners from the Texas Child Study Center of Dell Children’s Hospital, Danielle was immediately placed on medication and monitored weekly. Once stabilized, her psychiatrist and case manager began the important therapeutic work that Danielle and her daughters needed. Through filial therapy, which incorporates family play sessions, Danielle was taught how to lovingly respond to her little girls and begin the road to developing a nurturing relationship.

Over the course of many months, Danielle’s hard work in therapy and training in child care has helped her to develop the “motherly instincts” most of us learn from our own loving parents. Her progress has been so impressive that she has earned the privilege to take her girls to the park unsupervised. The supportive feedback she receives from Austin Children’s Shelter staff has boosted her self-confidence and we celebrate with her as we watch her family flourish.

healing anger / nurturing acceptancew

eAt 15, Steven has been living with the confusion, anger, grief and sadness

that have dominated his life for nearly five years. When he was 11, he and his

seven siblings were removed from their mother because of abuse and neglect.

She struggled with drug abuse and ultimately lost custody of her children.

Steven’s father is in prison, likely for the rest of his life. Over the past four years,

Steven has been in multiple foster homes and is at the Austin Children’s Shelter

for the third time.

Throughout it all, Steven has maintained that he loves his mother and wants

to go back to her. Because she lost parental rights, he cannot go back to her,

leaving him confused and angry. Steven’s anger was so deep that the slightest

provocation caused him to fly into screaming, uncontrollable rages that were

often directed at others. He sabotaged foster homes and even a potential

adoption because he could not cope with the idea of giving up his mother

and having a new family.

Steven needed help. He needed a stable, nurturing environment where he could

receive consistent therapy and learn to cope with the cards that had been dealt

for him.

When his case manager at Austin Children’s Shelter realized that part of Steven’s

difficulty in coping was that he had never been told the full extent of why he and

his brothers and sisters were removed, we contacted Child Protective Services for

permission to go over the court documents with him to help Steven understand.

Now his therapist at ACS could help him process this new information and begin

to move through the grief. Only then could the anger begin to dissipate and he

could consider the idea of having another family.

After six months at Austin Children’s Shelter, Steven is better. He has learned to manage his aggression and no longer flies into rages. He is even seen as a leader in his cottage. Now he has accepted the idea of having another family and is preparing to go live with relatives.

We do more than feed and clothe. We nurture by respecting each individual, understanding what they need, and providing it in a loving, safe environment. We heal through therapy, medical care and other critical services. We teach childhood development and positive discipline to teen mothers to help break the cycle of abuse. We engage children and youth in activities to open new worlds and build tomorrows through education and academic support. We can only do all of this because you, our donors, believe that together we can change lives.
