    Welcome to the Arts Council of Mongolia Annual Report for 2007.

    ACMhassuccessfullyepandeditsactivitiesyearbyyear,andin2007ACMreachedtheimportantmilestoneofveyears since its foundation. During this period ACM has established strong visibility, both within the arts and cultural sector and the

    broader community, and has built close relationships with the government of Mongolia and local and international organizations.In2007,ACMconductedareviewandevaluationofitsrstveyearsofworkingtowardcarryingoutitsmission:toadvocateandsupport the sustainable development of Mongolian arts and culture. Through the review process, ACM formulated new strategyand entered new stage of progress.

    In2007,ACMhascarriedoutactivitiesinfourprogramareas:Advocacy,ArtsEducation,CulturalHeritageandGrants.TheGrantsProgramwasrestructuredintotheArtistDevelopmentProgram,broadeningthescopeofitsactivities.

    ThesustainabledevelopmentofACMdependsonnancialsustainability.In2007,ACMraisedfundstotalling$396,465

    USD,ofwhichfundingof$118,615USDcamefromOSI-ACNP.Duringitsveyearsofoperation,ACMhasraisedacumulativetotalof$1,234,711USDforsupportingtheartsandculturesector.

    In2007,theAdvocacyProgramcarriedoutactivitiesaimedatadvocatingforalegalenvironmentthatsupportstheour-ishing of arts and culture, and at developing strong international partnerships. ACMhosted5delegatesfromtheArtsCouncilofKorea(ARKO)inJuly,resultinginthesigningofaMemorandumofUnderstandingbetweenthetwoorganisations,agreeingtoworktogetheronaNomadicArtsResidencyProjectin2008.AlsoinJuly,ACMhosted17delegatesfromalloverAsiaandAustraliaforthe5thAsianChapterMeetingoftheInternationalFederationofArtsCouncilsandCulturalAgencies(IFACCA),inpartnershipwiththeMinistryofEducation,CultureandScience.Themeet-ingwasanimportantinternationalevent,duringwhichtheparticipantsdiscussedissues,challengesandopportunitiesofpolicy-

    makingandfundingthroughouttheregion.

    2007wasanimportantyearfortheArtsEducationProgram,whichepandeditsscopeintotheinternationalarena.TheprogramcollaboratedwiththeKoreasMizyArtsYouthEchangeCenterandtheInternationalAssociationofTheaterforChildrenandYoungPeople(ASSITEJ),andimplementedsevenseparateprojects.Withintheframeworkoftheseprojects,morethan1000childrenandyouthlearnedcreativethinkingthrougharts;andover150localandinternationalartistsandteachersincreasedtheircapacitytoworkintheeldofartseducation.Thisyearalsosawtheproductionof2000copiesofMyHistoryMyCultureseriesofmultimediaCDsinvevolumes,whichwassupportedbyMinistryofEducation,CultureandScience,theCulturalHeritageCenter of Mongolia and Archeology Institute of Science Academy.

    ThehighlightoftheCulturalHeritageProgramin2007wastheMongolianMonasteriesDocumentationproject.ThisimportantprojectaimstoensurethepreservationandconservationofMongoliasintangibleheritagethroughthecompilationofasystematicandcomprehensivedatabaseofheritagesitesandrelevantoralhistory.Withintheframeworkoftheproject,sisurveyteamsvisitedabout1200sitesanddocumentedoralhistoryinterviewingover70elderlypeopleinover300sub-provincesin4provinces throughout Mongolia. Around 200 old heritage sites were discovered and documented, and approximately 200 templesandmonasteriesestablishedsincethe1990sweredocumented.ThisprojectwassupportedbytheUSEmbassyinUlaanbaatar,KhanBank,ACM-US,Petrovisandotherlocalandinternationaldonors.ThePresidentofMongoliaandhisocehaveepressedinterestandarecollaboratingonreleasingtheprojectresulttothepublicin2008.

    ACMsGrantsProgramconductsanannualgrantcompetitioninordertocontributetothesustainabledevelopmentofMongolian arts and culture through providing support to Mongolian arts and cultural institutions, individual artists and culturalworkers.Theprogramseekstoincreasetheirskillsandcapacityandtosupportinternationalpartnershipsintheeld.In2007,

    theprogramepandedintotheArtistDevelopmentProgram,andundertooktoevaluatethegrantsissuedduring2003-2006.Aneternalindependentevaluationwasmadetoassesstheresultsandmakerecommendationsforfuturestrategies.Thegrantscompetitionwasannouncedthespecicaimsof:strengtheningcapacityofartsandculturalorganizationsthroughenhancingskillsofartistsandartsmanagers;andpromotingaroleofartandcultureinhumanandsocialdevelopment.Asaresult

    ofthecompetition,19separateartists,artsmanagersandartsandcultureorganizationswereawardedgrantstotaling$32,595USD.Duringtheperiodfrom2003-2007,ACMhassupported85artsorganizationsand48individualartistsandartsmanagersandhasawardedattotalof$240,408USDingrants.

    Inmarking5yearssinceitsestablishment,ACMundertooktopromoteartsandcultureasanintegralpartofMongoliasdevelopment through several avenues. ACM initiated the inaugural Arts for Development Awards to recognize outstanding con -tributions to the promotion of and advocacy for the sustainable development of Mongolian arts and cultural heritage. These wereTheArtsforDevelopmentAwardforGuardianshipofCulturalHeritage,TheArtsforDevelopmentAwardforArtisticEcel-lence,TheArtsforDevelopmentAwardforBusinessLeadershipintheArts,TheArtsforDevelopmentAwardforOutstandingWorld-widePromotionofMongolianArtsandCultureandTheArtsforDevelopmentAwardforLeadershipinCommunityArts.

    In 2008, ACM will continue its activities, aiming to raise awareness of the importance of arts and culture in social, eco -nomic and personal development, develop international dialogue and partnership, enhance capacity of arts and culture organiza-tions and individuals and to preserve and maintain cultural heritage.

    SUMMARYANDSTRATEGICOBJECTIVES

    ACMsArtistDevelopmentProgramworkstosupport Mongolian arts and cultural institutions, individual

    artistsandculturalworkerstorealizetheirinnovative,cre-ativeprojects.Inaddition,theprogramseekstoassistthemto develop and achieve sustainability in their arts practicethrough an annual grants program and to raise awarenessof the national and international resources available to sup-port Mongolian arts and artists.

    ACMGRANTSCOMPETITION

    TheArtistDevelopmentProgramundertooktoevaluatethegrantsissuedduring2003-2006.Aneternalindependent evaluation was made to assess the results andmakerecommendationsforfuturestrategies.

    ACMGrantsandProgramcommieesproposedthe2007Grantscompetitionscriteria,eligibilityandfocusarea following the external expert recommendations andsurvey results and in accordance with ACMs mission.

    The grants competition was announced thespecicaimsof:strengtheningcapacityofartsandculturalorganizationsthroughenhancingskillsofartistsandartsmanagers;andpromotingaroleofartandcultureinhu-man and social development.

    A total of 42 applications were received. The selec-tionwasmadeaccordingtothenewcriteriaandtheGrantscommieeandACMBoardawarded$32,595USDto19artsand culture organizations, artists, art managers.

    ACM provided applicants with individual con-sultationonprojectdevelopmentandconductedtrainingonHowtoDevelopaProjectProposalduringtheprojectdevelopment period.

    ACMFELLOWSHIPPROGRAM

    ACMinitiatedaninemonthFellowshipProgram

    to empower emerging cultural leaders through enhancingtheirleadership,managementandmarketingskills,anddeepening their understanding about cultural policy, artsadvocacy, and arts education issues.

    In2007,theACMFellowshipprogramwasnewlydevelopedandraisedfundsforitsrstphase.Forthecoming year 2008, the nine month program will focus onbuilding awareness and understanding amongst emerging

    The program will emphasize broader cultural, his-torical, economical, and social issues of Mongolian societythrough a range of interactions with local and internationalartsandcommunityrepresentatives,policymakers,artists,

    and academics.

    OSI-ARTSANDCULTURENETWORKPROGRAMGRANTSCOMPETITION

    According to the contract made between ACMandOSI-ACNP,ACMannouncesthecompetitiontoMongolian arts organizations and artists, receives theapplicationsandmakestheinitialevaluation.Thecompeti-tion aims to contribute to the intercultural dialogue andunderstanding and social development issues of CentralAsian and Caucasus countries.

    In2006,fourMongolianartsandcultureorganiza-tions were awarded grants under the program and success-fullyimplementedtheirprojects,amongstwhichwereGalPictures,UnionofNewArtandothers.

    In 2007, the competition was announced, focusing

    onPartnershipforDevelopment.TheArtsManagementCenter of the University of Culture and Arts was awarded$9,520USDbyOSI-ANCP.

    KHANBANKTHEATERMARKETINGSURVEY

    KhanBankboughttheoldtheaterknownastheChildrensTheaterofMongoliain2006andhasremodeleditintoanewheadoceandbankbranch.Aertheacuisi-tionofthebuilding,theKhanBankadministrationdecidedto use the theater as a multipurpose venue for arts andculture performances, meetings, conferences and publicevents.Forthismaer,KhanBankapproachedACMtocol-laboratewiththemonamarketingsurveyforthemultipur-pose use of the theater space.

    ACM accepted the approach and has hiredindependentepertMrs.Sh.Otgonjargal,whoisarepre-sentativeofCanadasCirueduSoleilinMongoliaanda

    ACMandMETAACo.,LtdofKoreajoinedforcestoestablishtheSunjinGrandHotelsartcollectioninspring2007.Theprojectprovidedopportunitiesfornewartisticendeavoursbycommissioningmajorartworksfromlead-ing young artists and displaying the present and future ofMongolianartinamajorhotelspace,whilesimultaneouslysupporting the Mongolian artist community.

    REDGERGALLERY

    ACMsRedGerGallerywasfoundedtopromoteMongolianneartsabroadandwithinthecountryandtosupportsustainabilityinMongolianneartsbyprovidingmarketplatformforartists.In2007,thegalleryprovidedehibitionspaceto37artistsandtookin$11,717USD.

    Additionally,salesfromtheRedGerGalleryalsoraisefundsforACMsGrantsCompetition,with30%ofitsannual proceeds going toward the competition.

    ACCESSTOSUCCESSDATABASEPROJECT

    ACM has developed an online database ofinternational opportunities for Mongolian artists and artsand culture organizations. The database is available on theMongolian language part of the ACM website, in order topromote easy access to information and to increase theirinternational availability and mobility.

    Theprojectisaimingattodevelopaninformativedatabaseofinternationalopportunitieswithmorethan500selected entries from websites and other resources, includ-ing a description, goal, eligibility criteria, type of grant,timeframe, deadline and contact person for each opportu-nity available online in Mongolian language.

    Intherstphaseoftheproject,50entriesweresortedintosidierentcategories:internationalfestivals,workshopsandshorttermtrainingprograms;internationalconferences;artsresidencyprograms;artsandartsadmin-istrationnon-degreeprograms;degreeprogramsBA,MAandPhDandscholarships;andGrants.

    ARTSANDCULTUREEVENTSCALENDAR2007

    Arts Council of Mongolia is developing anddistributing a monthly Arts and Culture event calendar,

    now in its sixth year, to support and promote Mongolianarts and culture organizations and artists. The calendar is

    producedinEnglish,andisdistributetoover90artsandcultureorganizanions,publicserviceoces,hotels,restau-rants and international agencies. In addition, the calendar is

    distributedbroadlytoover350individualsubscribers.

    In2007,ACMcollaboratedwithAirTransCo.,Ltdand has promoted over 20 arts and culture events throughthecalendarsHighlightofMonthsegment.Thecalendaralso provides monthly updated event information for morethan 40 arts and culture organizations.

    SUMMARYANDSTRATEGICOBJECTIVES

    ACMsArtsEducationProgramseekstopromote arts education as a tool for individual, social

    and community development and to facilitate policydialogueonkeyissuesrelatedtoartseducation. Throughout2007,ACMsArtsEducationpro-gramhascontinuedtoconductartseducationprojectsthatpromotecriticalthinking,creativeness,lifeskillsdevelopmentandselfcondenceinyoungMongo-lians. In2007,ACMsArtsEducationprogrammaintainedtheICanDoItprojectfordisabledchil-drenandtheFocusonKidsblackandwhitephotog-raphyproject,bothofwhichprovidevulnerablechil-dren with access to the creative and artistic process.TheMyHistory-MyCultureTVseriesalsocontinuedto broadcast heritage and history education programsnationwide. Additionally, ACM pursued its activitieswithin the formal education system, and developedfurthertheArtsPlusaerschoolartseducationproj-ect, which promotes interactive teaching methods and

    creativethinking.

    ACMsArtsEducationProgramdevelopednewinternationalcapacity-buildingpartnershipsin2007.InconjunctionwithKoreasMizyArtsYouthEchangeCenterACMinitiatedHarmonyinDiver-sity a new arts summer camp for young people. Inaddition, ACM collaborated with the InternationalAssociationofTheaterforChildrenandYoungPeople(ASSITEJ)tobringthegroundbreakingMIOyouththeaterprojecttoUlaanbaatar.

    Overthecourseof2007,theArtsEduca-tion program delivered eight arts education trainingcoursesandprojectswhichdirectlyinvolved450chil-dren and reached out to youth and children all overtheMongoliathroughtheMyHistory-MyCultureTVseries.Artseducationcurriculaweredevelopedacrossarangeofartformsandveprofessionalarts

    educators,25artists,15artsteachersand15com-munityworkersgainedknowledgeinartseducation

    curriculum writing and interactive teaching method-ologies. Also, relationships were enhanced betweenthe 10 arts, education, business and governmentorganizations involved.

    ICANDOITARTSEDUCATIONPROJECTFORDISABLEDCHILDREN

    In spring, 2007, in partnership with the Dor-nodProvinceAssociationofParentswithDisabledChildren,ACMimplementedtheICanDoItprojectinDornodProvince.25disabledchildrenaged8-16and15communityworkerswereinvolvedinthisproject.

    Theprojectsgoalsweretoenhancecapacityamongstcommunityworkersandparentsofdisabledchildren;topromoteselfcondenceandotherlifeskillsindisabledchildren;andtodevelopsupportnetworksandopportunitiesforthesechildrenandtheir families, particularly in rural and disadvantagedareas.

    Duringtherststageoftheprojectin2006,15artsteachersfromthepartnerschoolsdevelopedskillsinmoderninteractiveteachingtechniquesandin writing curricula for drama, dance and design. In2007thetrainedteachersconductedtheaer-schoolarts education programs in their schools. The ses-sions were based on the newly developed curricula,with strong cultural heritage component to encouragestudents to learn and explore traditional Mongoliancultureandarts,includingwrien,oralandperfor-mancepractices.Almost250childrentookpartintheprograms.

    Through this program, capacity building inthe areas of curriculum writing and modern interac-

    ACMbegantheFocusonKidsblackandwhitephotographyprojectin2005withsupportfromtheSwissDevelopmentAgency.Theprojecthasbeenunderway since then, based at the Chingeltei DistrictCommunityCenterrunbySavetheChildrenUKinMongolia.FocusonKidssetsouttoprovidelifeskills,learning opportunities and access to the creative pro-

The Arts for Development awards recog-nized outstanding contributions to the promotionof and advocacy for the sustainable development ofMongolianartsandculturalheritagemadebyACMscolleaguesintheartsandculturalsector.EachoftheveawardscarriedacashprizeofT555,000,and

    includedaspeciallydesignedcerticateandtrophy.

    In2007,ACMsCulturalHeritageProgramhas furthered its capacity building initiatives inmuseum collection maintenance and has developedand conducted new museum art education programs.Through these activities, the program has developedakitformuseumculturalheritageeducationandheld

    trainingcoursesformuseumstafromall21prov-inces throughout Mongolia. Also, in collaborationwithUNESCOandtheZanabazarFineArtsMuseum,theprogramimplementedathree-weekMuseumManagement Training Course for all directors andmanagementstaoftheStatefundedmuseumsandgalleriesinUlaanbaatar,ArkhangaiprovinceandKharakhorum.Thecoursesoughttodevelopskillsandbuildcapacityinmarketing,securityandoverall

    management of these museums and galleries.

    ThehighlightoftheCulturalHeritagePro-gram in 2007 was the Mongolian Monasteries Docu-mentationproject,supportedbytheUSEmbassyinUlaanbaatar,KhanBankandotherlocalandinter-nationaldonors.ThePresidentofMongoliaandhisocehaveepressedinterestandarecollaboratingonthisproject.

    Aspartoftheprogramsinternationalpromo-tion of authentic Mongolian musical traditions, theCulturalHeritageProgramparticipatedintheTokyoPerformingArtsMarket2007(TPAM).ThankstothebuiltnetworkofTPAM,ACMhasenabledthepar-ticipationofthreeMongolianartists(twolongsongsingersandonethroatsinger)intheCulturalOlym-piadsofboththe2008BeingOlympicsandthe2010VancouverWinterOlympics.

    During2007,theCulturalHeritageProgramraised$131,732USDintotal.

    MONGOLIANMONASTERIESDOCUMENTATIONPROJECT

    SinceMay2007,ACMsCulturalHeritage

    ProgramhasbeenimplementingMongolianMonas-teriesDocumentationproject.ThemaingoalofthisprojectistoensurethepreservationandconservationofMongoliasintangibleheritagebycompilationofasystematic and comprehensive database of heritagesitesandrelevantoralhistory.Withintheframeworkoftheproject,sisurveyteamswererecruitedtoaccomplishthegoal.Eachteamvisitedanddocu-mented up to four provinces. Thus, approximately1200 sites were visited and documented in over 300

    sub-provincesthroughoutMongolia.Around200oldheritage sites were discovered and documented, andapproximately 200 temples and monasteries that wereestablished since the 1990s were documented.

    Siteidenticationoendependsuponthememory of Mongolians who were young at the timeofthepurges;manyofthemarenowintheirseven-ties and eighties and will soon no longer be able to

    assistintheidenticationanddocumentationeorts.Therefore, the documentation of oral history was oneofthemaingoalsofthisproject.Akeycomponentof

    Uponnishingworkintheiralloedprovinc-es, survey teams returned to Ulaanbaatar with com-pleted survey forms, recordings, and photographicevidence. With the assistance of the technical super-visor, the teams are currently digitizing the surveyforms(intoPDFles)andtheaudiorecordings(intoMP3les).Theywillusetheresultsofthesurveystopopulatetheeldsofthenaldatabase.TheocialcompletionandthepubliclaunchoftheprojectwilltakeplaceinApril2008.

    UpontherequestoftheMongolianCommis-sionofUNESCO,ACMassistedZanabazarFineArtsMuseuminorganizingathree-weektrainingcourseonMuseumManagementfrom8-23October,2007.

The aim of the visitwas to give an overview of activities and assess con-servation and preservation needs in Mongolia and toconnect WACC with representatives from the Min-istryofEducation,CultureandScienceandCulturalHeritageCentreofMongoliaonfurthercollaboration.In April, 2008 threeMongoliansrepresentingtheMinistry,CulturalHeri-tage Centre and ACM will travel to the United States

    to observe activities at the WACC and to discuss the

    In April 2007, ACM sent a delegation to setup a booth exhibition displaying a selection of pro-motionalandaudio-visualmaterialfromMongolianmusicians,theatresandperformancegroups.Bypre-

    senting a booth exhibition, the Arts Council aimed toreachthelargestnumberofmarketdelegates.ACMconsiders that this promotion enabled the creationof more international performance opportunitiesfor Mongolian performing artists, simultaneouslypreserving and encouraging the ongoing practice andgrowth of Mongolian intangible cultural heritage,such as long song and throat singing, and its variedcontemporary cultural expressions.     fortheACMGrantsCompetition.In2007,ACMhasmain-tained a broad funding base, with income received fromseveralsourcesincluding:grantsfrominternationaltrustsandfoundations;sponsorshipfromlocalandinternationalbusinesses;jointprojectfundingwithMongoliangovern-mentandNGOs;ACMMembershipProgram;revenueraisedfromRedGerArtGallerysalesandotherresourc-es.

    ACTIVITIES

    In 2007, ACM fundraising activities raised$253,750.42USDincashand$24,100USDinkind(atotalof$277,850.42USD)frominternationalfoundationsandorganizations and from fundraising activities, includingmembershipfeesandtheRedGerArtGalleryincome(thisamountiseclusiveofthe$118,615OSIandACNPopera-tionalgrants).FundraisingremainsthehighestpriorityforACMandhasfourmajorsourcesofincome,described

    below.

    INTERNATIONALFUNDRAISING

    ACMsinternationalfundraisingeortstargetinternational donor organizations and foundations withclearandappropriateprojectproposals.During2007,ACMraisedfundsforspecicprojectswhichalignwithACMsmissionfrom:theSwedishInstitute;ArtsVenture(Singapore);METAACo.Ltd.andMIZYCenter(Korea);

    UNESCOOceinBeing;RuthboneTrust(UK);RedSkyPerformance(Canada);WilliamstownArtConservationCenter(USA)andACMUS.ACMalsoreceiveddonationsfromindividualdonorsSusanByrne(UK)andKendeGraaf(Canada).ACMaimstocontinuethiswork,seekingto broaden the range of funding sources and increase dona-tions for ACM activities.

    COLLABORATIVEFUNDRAISING

    Government,NGOsandotherorganizationscurrentlyworkinginMongolia.ACMhasbuiltstrongrelationshipswith a number of other organizations operating locally, in-cluding:LAllianceFrancaisedeMongolie;FrenchEmbassy

    velopment program in Mongolia and other organizations.ACM raised funds from these organizations and initiated a

    numberofprojectsandprograms.

    ANNUALMEMBERSHIPCAMPAIGN

    The Annual Membership Campaign targets both

    corporate and individual donors and encourages longterm and continued support for ACM. The funds from theAnnualMembershipCampaignarenotaachedtospecicprojectsorprogramsandarethereforeavailabletosupportboth the operations and program areas of ACM. In 2007,ACMscorporateandindividualmembershipscontributedatotalof$12,980toACMsactivities.ACMboardmembers,sta,supportersandvolunteersareetensivelyinvolvedinthemembershipdrive,butthecampaigntoaractnew

    membersischallengedbyalackofphilanthropiccultureandadiculteconomicenvironment.

    FUNDRAISINGREVENUES

    Individual donors are targeted through the RedGerArtGalleryartandmerchandisesales.In2007RedGerArtGallerypromotedtheworkofmorethan80artistsandachievedsalestothevalueof$35,794USD,raising$10,400forACMactivities.TheRedGerArtGalleryhasbeenand

    continuestobeaninvaluableresourceforACMsactivities,both through direct revenue from arts and merchandisesales and through its role in supporting local artists tosustain their creative endeavors.
