    Using the methodology called “the forest backpack” we make capacity building workshops to indigenous communities, then one member teach what he learned in his native idiom or dialect.

    SuperviSiOnS by depArTmenT: Supervisions have been mainly made in Madre de Dios (40%), Loreto (17%) and Ucayali (15%) because of their highest level of utilization of forest resources.

    The highest efficiency achieved in 2014 as a result of the application and completions of administrative procedures, allow us to be more effective for protecting our forest and wildlife heritage as well as impose sanctions to people and enterprises that commit infractions as a deterrent effect for the whole sector.

    Control is summarized in two steps:: • Supervisory reports are evaluated by the legal area

    and if there is enough evidence of administrativeinfractions, an administrative procedure is initiated.

    • After investigations and legal writings, Directorialresolutions are emitted filing or determining theappropriate sanction.

    The execution was led by SUNAT (Custom administration) and had the support of the OSINFOR and participation of the Interpol, the World Customs Organization (WCO), the Special Prosecutor in Environmental Matters (FEMA) and the Public attorney of the Ministry of the Environment.

    Inquiry to OSINFOR if the logged timber that support the forest transport permits (GTF for its Spanish acronym) and inspected in their shipment controls have legal origin.

    Supervision and monitoring of forest concessions included in Annex 1, were prioritized as an institutional commitment in 2013. Supervisions and monitoring were completed with their own resources

    92% of supervisory reports have been evaluated by the legal area.

    Between 75% and 80% of cases there was initiated administrative procedure.

    strategic imPOrtance Of sisfOr The Geographic Information System Supervision of Forest and Wildlife - SISFOR is important because:

    • It contains information about supervisions we made across the country (over 3750 supervisions and 305,000 trees) and the result of control (end of the contract, permit or authorization and sanctions imposed); also from training workshops made.

    • Free access to the public via PC or a mobile device on our website or http://sisfor.osinfor.gob.pe, which promotes transparency and external accountability.

    • Facilities planning of supervisions and training to perform by showing the location, status and access routes to the forest areas of our competence.

    • Identifies the status of forest areas with the processing and comparative satellite images from different years, providing evidence for the administrative procedure.

    award Of sisfOrIn november 2014, OSINFOR won the prize “Connect for growing” awarded by the Telefonica company, in the Government category. The prize was a promotional video.

    jOin glObal netwOrkIn December 2014 was signed an agreement with the United States World Resources Institute (WRI) to enhance the SISFOR through the Global Forest Watch (GFW) for monitoring forest cover changes.

    For the third consecutive year, OSINFOR achieved an outstanding performance in budget execution

    The quality of expenditure can be seen in the important physical achievements obtained.

    Improving legal revenues and spending capacity enables OSINFOR to contribute effectively to a responsible forest management.

    => At the end of 2014, OSINFOR ratified an outstanding budgetary and physical implementation, reaching the third consecutive year to close to 100%.

    => This performance was rated “very good” according to the rating scale of the Ministry of Economy and Finance (MEF), and contributed to Presidency of the Council of Ministers (PCM) sector by obtaining 89% of budget execution.

    A historical collection 2014 was achieved, it was the triple amount collected in 2013.

    To date collection 2013 was the highest since the start of operation of OSINFOR in 2009.

    => At the end of 2014, OSINFOR obtained S/. 5,560.000 income: S/. 5.11 millions Collection and S/. 0.45 millions of the balance of 2013.

    => Main sources of revenues were: 1) Forest fees with S/. 3.87 million (69.6%) and 2) Fines for S/. 1.17 millions (21%).

    => This result reflects the higher positioning as authority in supervision and control of forest resources and wildlife, with regional governments to transfer the percentage for forest fees collected and with people that committed offenses to pay their fines.

    OSINFOR is a public entity attached to the Presidency of Council of Ministers, created by Legislative Decree 1085 in June 28th, 2008, in compliance of the Free Trade Agreement between Peru and the United States.

    OSINFOR supervises and monitors a sustainable use and conservation of forest resources, wildlife and environmental services granted by the government through forest concessions, permits and authorizations.

    OSINFOR contributes effectively to ensure the perpetual existence of forests and their benefits for the Peruvian People

    OSINFOR supervise and control that forest resources, wildlife and environmental services in areas under enabling titles.
