SECTION – 1: INTRODUCTION
1.1 This Accreditation Criteria has been developed to establish a nationally
accepted benchmark for organizations assessing and evaluating the skill of personnel.
1.2 This accreditation criteria supplements the requirements for Empanelment of Assessing Bodies under Skill Development Initiative (SDI) of Directorate General of Employment and Training (DGE&T), Ministry of Labour and Employment, Government of India.
1.3 Assessing body shall ensure that assessments of personnel are carried out in a professional and unbiased manner so that the Assessing scheme achieves its objective of mutual acceptance and global exchange of personnel.
1.4 It is preferred that the person to be assessed and certified by NCVT should have completed necessary training from an accredited Training Provider/ approved Vocational Training Provider (VTP).
1.5 Accredited assessing bodies will ensure that they continue to comply with the requirements issued from time to time by NABET and DGE&T, India.
1.6 NABET reserves all rights to amend its accreditation scheme, procedures and fees etc. as it may deem fit. Applicants are requested to refer to the updated scheme on QCI website (www.qcin.org) before applying for accreditation.
1.7 All information provided by the applicants can be verified and shared with the stakeholders including DGE&T at any stage during or after the assessment process. NABET reserves the right to utilize the information provided by the applicants for legal, research, for sharing with other IPC (International Personnel Certification Association) members or for any other purpose as may be deemed fit by NABET. However, the identity of the accredited Assessing Bodies would be masked for sensitive information related to business appropriately. In case an applicant wants the information to be kept confidential, a communication must be sent to NABET citing reasons for the same. NABET reserves the right to take decision in this regard.

SECTION – 3: TERMS AND DEFINITIONS
For the purpose of this document, the terms and definitions given in ISO 9000:2005 and ISO 17024:2003 apply.
3.1 Appeal
Request by applicant, candidate or certified person for reconsideration of any adverse decision made by the Assessing body related to her/his desired certification status.
3.2 Assessing Body
The organizations having satisfied all the stipulated conditions by DGE&T engaged in assessment of skill of a candidate for a specific skill using demonstrated effective processes and procedures.
3.3 Assessment Process
All activities by which an assessing body establishes that a person fulfils specified competence requirements, including application, evaluation and decision on assessment.
3.4 Assessment Scheme
Specific certification requirements related to specified categories of persons to which the same particular standards and rules, and the same procedures apply.
3.5 Assessment cum Certification system
Set of procedures and resources for carrying out the assessment process as per a certification scheme, leading to the issue of a certificate of competence including maintenance.
3.6 Assessor
Assessor is a person who has been engaged by NABET for conducting the assessment of Skill Assessment bodies. He/she shall have necessary educational/technical qualifications apart from being trained as assessor.

3.7 Candidate
Applicant who has fulfilled specified prerequisites, allowing his/her participation in the assessment/ certification process.
3.8 Competence
Demonstrated ability to apply knowledge and/or skills and, where relevant, demonstrated personal attributes, as defined in the certification scheme.
3.9 Complaint
Conformity assessment request, other than an appeal, by any organization or individual to a assessing body, for corrective action relating to the activities of that body or to those of any of its customers.
3.10 DGE&T
DGE&T stands for Directorate General of Employment and Training. The Directorate General of Employment & Training (DGE&T) in Ministry of Labour is the apex organization for development and coordination at National level for the programmes relating to vocational training including Women's Vocational Training and Employment Services. Employment service is operated through a countrywide network of Employment Exchanges. Industrial Training Institutes are under the administrative and financial control of State Governments or Union Territory Administrations. DGE&T also operates Vocational Training Schemes in some of the specialized areas through field institutes under its direct control. Development of these programmes at national level, particularly in the area concerning common policies, common standards and procedures, training of instructors and trade testing are the responsibility of the DGE&T. But, day-to-day administration of employment Exchanges and Industrial Training Institutes rests with the State Governments/ Union Territories Administrations.
3.11 Evaluation
Process that assesses a person's fulfillment of the requirements of the scheme, leading to a decision on certification.
3.12 Examination
Mechanism that is part of the evaluation, which measures a candidate's competence by one or more means such as written, oral, practical and observational.

3.13 Examiner
Person with relevant technical and personal qualifications; competent to conduct and/or score an examination/ test.
3.14 NCVT
NCVT stands for National Council for Vocational Training. Government of India transferred the administration of ITIs' to the State Government concerned, while retaining the functions of co-ordinating Craftsman Training and laying down the training policy with it and the Director General of Employment and Training is looking after these functions. This decision has further accentuated the need for central agency for assisting or advising the Central Government in the discharge of responsibilities regarding Craftsman Training. It has accordingly been decided in consultation with the State government to set-up a National Council for Vocational Training. Accordingly with a view to ensure and maintain uniformity in the standards of training all over the country, the National Council for Vocational Training, and advisory body, was set-up by the government of India in the year 1956. The council has been entrusted with responsibilities of prescribing the standards and curricula for Craftsman Training, Advising the Government of India on the overall policy and programmes, conducting All India Trade Test and awarding National Trade Certificate. The National Council is chaired by Minister of Labour with members representing Central and State Government departments, employers and workers organization, professional and learned bodies, AICTE , Schedule Cast and Schedule Tribe , All India Women Organization etc. It is essential for all ITIs/ITCs to get affiliated to NCVT in each trade/unit before admitting the trainees.
3.15 Qualification
Demonstration of personal attributes, education, training and/or work experience
3.16 RDAT
RDAT stands for Regional Directorate of Apprenticeship Training. DGE&T apart from the responsibilities defined in para 3.10 is also responsible for implementation of the Act in respect of Trade Apprentices in the Central Govt. Undertakings & Departments. This is done through six Regional Directorates of Apprenticeship Training located at Kolkata, Mumbai, Chennai, Hyderabad, Kanpur & Faridabad.

SECTION – 4: REQUIREMENTS
4.1 Assessing Body (AB) 4.1.1 An Assessing body shall:
(a) be a legal entity, registered in India.
(b) declare its linkages with other organization(s), if any to ensure independence and avoid any conflict of interest.
4.1.2 A Branch is an office/site owned and controlled by the organization and authorized to market, administer or implement your NABET accredited scheme under your name, responsibility and control. Assessing body shall have appropriate methods to monitor and measure the performance of branch offices to ensure that the NABET requirements are consistently met.
4.1.3 Shall not be a training provider in those areas which comes under assessment.
4.1.4 Shall be an Income Tax Assessee.
4.1.5 Shall have financial resources necessary for the operation of skills assessment system and to cover associated liabilities.
4.1.6 Shall confine its requirements, evaluation and decision on assessments to those matters specifically related to the scope of desired skill assessment as approved by the NCVT.
4.2 Organization Structure of Assessing Body
4.2.1 Shall be structured as to give confidence to interested parties in its competence, impartiality and integrity. In particular the assessing body:
a) Shall be independent and impartial in relation to its applicants, candidates and certified persons including their employers and their customers, and shall take all the possible steps to assure ethical operations.
b) Shall identify the management groups or persons which shall have overall responsibility for.

i. the formulation of policies relating to the operation of assessing body with regard to assessment of skills/ persons.
ii. decision on all activities & procedures related to assessment and subsequent delivery of results for enabling NCVT to take final decision on certification of persons/ skills.
iii. responsible for the finances and related financial transactions of
the assessing body with due consideration of guidelines issued by DGE&T.
iv. the delegation of authority to any committees or individuals to
undertake a defined activity on its behalf and to follow the guidelines proposed by DGE&T & NABET.
4.2.2 The assessing body shall employ or contract enough people and resources with necessary capabilities to perform assessment function in relation to the skill set under a responsible management.
4.3 Development and Maintenance of Assessing Scheme
4.3.1 The assessing body shall define the methods and mechanism to be used to evaluate the competence of candidates, and shall establish appropriate policies and procedures for the initial development and continue maintenance of these methods and mechanisms, in accordance with the guidelines issued by NABET and DGE&T.
4.3.2 Assessing Body shall empanel assessors of high competence, repute and integrity – sector wise and area wise.
4.3.3 The assessing body shall prepare effective assessment guidelines & marking procedures for guidance of assessors. Assessing body shall be responsible for preparation of test question papers based on the assessment criteria / competency as approved by NCVT.
4.3.4 The assessing body shall develop an appropriate mechanism to ensure that the assessors prepare results within stipulated time and send these to the assessing body. Similarly there shall be mechanism for assessing body to consolidate results and enter the result in web based software and communicate to the RDAT/ Training Providers.

4.3.5 The assessing body shall conduct testing in respect of trade / skill areas under modular employable scheme entrusted to it by DGE&T with the help of selected group of Modular Employable Scheme (MES) testing centers.
4.3.6 The assessing body shall develop appropriate procedures for registration of candidates, collection of assessment fees, and for all the communication so as to effectively conduct the test.
4.3.7 The assessing body shall make arrangements for scheduling trade test, including date, time and list of candidates and the location of Modular Employable Scheme Testing Centre (MESTC) under intimation to RDAT/ DGE&T.
4.3.8 The assessing body shall evaluate entire systems and procedures used for necessary assessments of candidates. Assessment shall be fair, valid and reliable. Appropriate methodology and procedures (such as collecting maintaining statistical data) shall be defined to reaffirm, at least annually the fairness, validity, reliability and general performance of each assessments and all identified deficiencies corrected.
4.4 Management Systems
4.4.1 The assessing body shall operate a management system which is documented and covers all the requirements based on ISO 9001: 2008.
4.4.2 Accreditation Coordinator
Every Skill Assessment Body shall appoint an Accreditation Coordinator, who in addition to his other assigned duties shall be responsible for coordinating the activities related to accreditation. In addition he shall periodically inform top management about the status of accreditation.
4.5 Testing Centers
4.5.1 The assessing body shall enter into a properly documented agreement with the selected Testing Centers covering the arrangements, including confidentiality and prevention of conflict of Interest.
4.5.2 The assessing body:
a) shall take full responsibility of assessment system and the procedures to be followed.

b) shall ensure that the testing centers have necessary competency / facilities to perform the required task for testing the candidates in regard to skills entrusted to it.
c) shall have effective communication with selected testing centers so as to make necessary arrangements for timely assessment of listed candidates and subsequent results to be provided to the assessing bodies.
d) shall maintain list of its testing centers, assess and monitor their performances in accordance with documented procedures.
4.6 Records
4.6.1 The assessing body shall maintain a record system appropriate to its particular circumstances and to comply with terms & conditions developed by DGE&T and other regulatory bodies. The record shall demonstrate the assessment process has been effectively fulfilled, particularly with respect to registration of candidates, testing centers and other related activities required for proper assessments and its continuous reviews and improvement.
4.6.2 The records shall be identified, managed and disposed off in such a way as to ensure the integrity of the process and confidentiality of the information. The records shall be kept for stipulated period of time in accordance with policies laid down by DGE&T / as required for any other contractual / legal and or other obligations. The assessing body shall make available all the related records pertaining to Modular Employable Scheme (MES) scheme only to the authorized representative of DGE&T at any time.
4.7 Confidentiality
The assessing body shall, through legally enforceable commitment, keep confidential all information obtained in the process of its activities. These commitments shall cover all individuals working within the body, including committee members and external bodies or individual acting on its behalf.
When the assessing body is required by law to release such information, the organization or individual concern shall be informed before hand of what information will be provided.

4.8 Security
All the related records shall be maintained in secure environment by assessing body or its testing centers to protect the confidentiality of these items throughout their pre-defined life.
4.9 Assessing body’s employed or contracted personnel
4.9.1 The assessment process shall define the competence requirements for employed or contracted personnel or testing centers involved in the assessment process.
4.9.2 The assessing body shall require its employed or contracted personnel or agencies to sign a document by which they commit themselves to comply with rules defined by the assessing body.
4.9.3 Clearly documented instructions shall be available to the employed or contracted personnel or agencies describing their duties and responsibilities. This instruction shall be kept up to date.
4.9.4 The assessors selected shall meet the requirements of DGE&T and of the assessing body based upon applicable competence standard and other relevant documents. The selection process shall ensure that assessor assigned to a specific testing centers:
a) are familiar with assessment schemes.
b) have a thorough knowledge of the relevant assessment/ examination methods and examination documents.
c) have appropriate competency in the skill to be examined
d) are fluent in communication in the language of examination, and
e) free from any interest so that they can make impartial and non discriminatory judgment / assessment.
4.9.5 If any assessor is removed from the panel of assessing body on account of unethical conduct, the same shall be immediately notified to DGE&T and NABET.

4.10 Testing and Certification Procedure
4.10.1 The assessing body shall provide on request current detailed description of the assessment process, appropriate to a specific skill test and the documents containing the requirements for accreditation and other related matters.
4.10.2 The assessing body shall require completion of an application for registration signed by the applicant seeking certification, which includes inter alia.
a) the scope of the desired assessment and certification sought for
b) statement that the person agrees to comply with the requirements for testing and certifications and to supply any information needed for the evaluation.
c) details of relevant qualifications, confirmed and supported by evidence and
d) general information on the applicant, for example name, address, and other information required to identify the persons.
4.10.3 The assessing body shall review the application for registration to confirm that.
a) The assessing body has the capability to test and assess the candidate for the trade at a location.
b) The assessing body is aware of and can accommodate any special needs of applicants, such as language, test centers and or any disabilities, and.
c) The applicant has the required education, experience and training specified required for assessment as per DGE&T guidelines.
4.10.4 The assessing body, on having application reviewed and satisfied itself with requirements for testing and assessment, shall communicate to candidates indicating details about testing centers venue, date, time etc.
4.10.5 The assessing body shall communicate to the testing centers the following:
a) Details of candidates to appear for test in various Modular Employable Scheme (MES) course ( Name of trade/ area).

b) Details of assessors selected with their contact details.
c) Requirement of infrastructure, raw material etc.
4.10.6 The assessing body shall ensure that the testing center makes necessary arrangements for test as per direction given by assessing body.
4.10.7 The assessing body shall ensure that test is conducted in testing centers by the assessors appointed by the assessing body as per schedules provided by assessing body.
4.10.8 The assessing body shall ensure that assessors prepare results with in stipulated time and send it to the assessing body.
4.10.9 The assessing body shall consolidate the results and make necessary entry and communication of the result as per terms laid down by DGE&T.
4.10.10 The assessing body shall ensure that the certificates from NCVT are sent to candidates through registered post within stipulated time.
4.11 Complaints and Appeals
4.11.1 The Assessing body shall have documented procedures for handling & disposal of complaints within a reasonable time.
4.11.2 The Assessing body shall have a documented appeal mechanism for handling appeals against its decisions & disposal of appeals within a reasonable time.
4.11.3 The documented procedure shall include provision for corrective and/or preventive action to be taken if required as a result of any complaint or appeal. The procedures shall include the potential involvement of NABET in unresolved complaints or appeals.
4.11.4 The Assessing body shall inform all applicants / certified persons of the right to make a complaint or an appeal and shall provide written details of the process for doing so, on request.
4.11.5 The Assessing body shall notify each complainant or appellant in writing of the result of the complaint or appeal and of the right to appeal against the result to NABET.
4.11.6 The Assessing body shall maintain records of all complaints and appeals, of their resolution and the corrective & preventive actions taken.

SECTION – 5: METHODOLOGY OF ACCREDITATION
ASSESSMENT
5.1 Authority
NABET has the sole authority for operating this accreditation scheme of Quality Council of India.
5.2 Accreditation process
NABET Accreditation process involves the following process –
Stage I : Document Assessment
Stage II : Central Office Assessment
Stage III : Final Assessment (Assessment of Regional offices and Testing Centers)
5.3 Stage I: Documentation assessment
5.3.1 NABET shall evaluate the documented system including (but not limited to):
a) Management System Manual.
b) the assessment process covering the time schedule for the various activities, and all the related student and assessor materials.
c) the examination format, questions and answers, time allotted, grading procedure, pass/fail requirements, policy and procedures for re-examination, procedures used to assure the quality of measurements.
d) the criteria for selecting assessors, procedures for assessing their performance and a current list of assessors and their resumes.
e) testing administration documents including policies for admission of participants, registration forms, fee schedules, and promotional material.
5.3.2 After the evaluation, NABET will inform the Assessing body of the non-conformities and/or observations if any.
5.3.3 The assessing body shall be required to close all observations and non-conformities before the next stage of assessment.

5.4 Stage II: Central Office Assessment
5.4.1 Following review and acceptance of the documentation procedures, NABET shall undertake one full assessment of the central office of the Skill Assessment Bodies to verify the following –
a) Systems and procedures followed by Skill Assessment Bodies.
b) Record Keeping System.
c) Selection Process of Examiners.
d) Training and up-gradation of Examiners.
5.5 Stage III: Final Assessment
5.5.1 NABET shall conduct final assessment of Assessing Bodies which will involve assessment of Regional Offices & Test Centers to conduct the skill tests and of the skill assessment systems, processes and procedures. NABET shall evaluate all aspects of the conduct of Assessment for conformance to the applicable DGE&T and NABET criteria.
5.5.2 The Assessing Body shall be informed of the findings and non-conformities if any in the closing meeting by the NABET. However the final report and the recommendation will be sent after the decision of the Board.
5.5.3 In case any corrective action is required, the Assessing Body shall make the necessary corrections & improvements, and submit the appropriate documentation within a defined time schedule.
5.5.4 An additional full or partial evaluation may be done by NABET to verify the compliance of corrections.
5.5.5 Stage II and Stage III assessments may include interviews of staff including full time and/ or empanelled Assessors.
5.5.6 During interview, relevant documents evidences of educational qualification and experiences are to be provided.
5.5.7 In case the Assessing Body has multiple locations, then a partial assessment of few selected locations and associated Testing Centers will be conducted by NABET. The choice of location will be at the discretion of NABET.
5.5.8 The Assessing Body has to provide 6 months schedule of the skill assessment being planned. NABET will conduct at its own discretion of any Regional/ Branch offices and Technical Centers without information to the Assessing

Body. However, the schedule for Central Office Assessment will be planned in consultation with Assessing Bodies.
5.6 Accreditation
5.6.1 The NABET Accreditation Committee shall take the decision on NABET
accreditation depending on the Assessment report.
5.6.2 When NABET Accreditation Committee determines that the Testing and
Certification procedure is acceptable, NABET shall inform its approval to
the Assessing Body. This accreditation will be with effect from the first
Testing & Certification which was subjected to NABET assessment.
5.6.3 The annual accreditation fee should be paid by the Assessing Body on receipt
of invoice from NABET. Subsequently for every year, the Assessing Body
will have to clear the surveillance assessment and pay the requisite fee for
renewal of accreditation.
5.6.4 An accreditation certificate will be issued on receipt of fees.
5.7 Notification to NABET 5.7.1 The Assessing body shall immediately notify NABET of any intended
change in the body’s:
(a) legal, commercial or organizational status
(b) organization and management (e.g. key management staff,
Assessors)
(c) policies and procedures, in case of major changes
(d) location / premises
(e) other such matters that may affect the accredited body’s
capability, or scope of accredited activities, or compliance with

5.7.2 The Assessing body shall inform NABET before assessing and certifying
persons outside India.
5.7.3 The Assessing body shall ensure that any major changes it intends to make to
the Assessing scheme are first approved by NABET.

5.7.4 Following a decision on and publication of changes, the Assessing body shall
verify that each of its personnel and branches carry out necessary adjustments
to the scheme and documents before the agreed effective date.
5.7.5 NABET reserves the right to carry out assessment of changes to the documents and/or assessment process before its approval. The expenses for this re-assessment shall be borne by the assessing body.
Periodic Assessment
5.8 Annual Surveillance Assessment
5.8.1 To evaluate assessing body’s continuing conformance to NABET criteria and the effective implementation of the DGE&T procedures, NABET shall normally conduct an annual surveillance for:
a) Administrative procedures, practices and records.
b) A minimum (but not limited to) surveillance of testing process.
During the assessment, NABET Assessor reserves the right to select the Testing centre.
5.8.2 NABET reserves the right to carry out more frequent or longer surveillance as necessary in case of complaints/concerns against the delivery or administration of the certification process. Cost for the same shall be borne by the assessing body.
5.8.3 NABET may conduct surprise assessment, for which the stipulated assessment fee, including boarding and lodging charges shall be borne by the assessing body.
5.9 Re-assessment
5.9.1 NABET shall carry out re-assessment after 4 years.
2.9.2 NABET shall carry out reassessment of the office procedures,
documentation and at least one complete testing process to verify the
compliance with the DGE&T and NABET criteria.
5.9.3 NABET shall inform the Assessing Body in advance for the conduct of re-
assessment.

5.9.4 The Assessing Body shall apply in the requisite application form for its
reassessment enclosing the necessary papers and the fee after three years from
the date of initial accreditation.
5.10 Suspension or Cancellation
5.10.1 NABET may suspend or cancel an accreditation of the course because of any of the following, but not be limited to:
a) non compliance or violation of the NABET and DGE&T requirements.
b) providing insufficient or incorrect information to NABET and DGE&T.
c) improper use of NABET accreditation and logo.
d) changes in the assessment criteria without DGE&T approval.
e) failure to report any major changes in the assessment criteria an any deviations.
f) non payment of NABET fees, reimbursement of cost to TC and Assessors.
g) any other condition deemed appropriate by DGE&T and NABET.
5.11 Appeals
5.11.1 An appeal against the decision shall be made in writing to the Chairman, NABET. An Appeals Committee will be constituted out of the Board Members to resolve the issue.
5.11.2 In case of non-acceptance of the decision of the Appeals Committee by the applicant, the appeal can be made to the Secretary General, QCI, who will then appoint an arbitrator for the purpose. The arbitration shall be held in the city of Delhi and shall be in accordance with the Arbitration and Conciliation Act 1996.
5.12 Application form

GUIDANCE FOR COMPUTATION OF ORGANIZATIONAL EFFECTIVENESS

1.1 Timeliness This represents delay in dispatch of results to RDAT from a pre-defined scheduled date. This is measured in terms of number of days delay from the schedule.
1.2 Batch in one Lot This represents dispatch of results of all candidates that appeared at a trade center on a schedule date. For example, 100% signifies results of all candidates sent at a time. 95% represents results of 95 candidates out of 100 sent at a time.
1.3 Non-approval of results This represents percentage of candidates whose results sent together for whom certificates have been issued. This is measured in terms of percentage of candidates for whom certificates have not been issued along with others.
2. CANDIDATES
2.1 Trends in registrations This will signify increasing acceptance of the assessment made by the specified assessing body with intending candidates. This is measured in terms of increase or decrees of registration of candidates for a specified sector or trade.
2.2 Candidates Certified This is defined as percentage of candidates who have been certified based on the result sent.
2.3 Feedback taken This is measured in terms of satisfaction level on the scale of 1 to 5. Normally such measurement should be made from candidates based on a questionnaire administered just after the examination is over.
3. MANAGEMENT
3.1 Statistical Analysis of Assessment Process – Selected Statistics
Results obtained from a group of candidates for a specific trade sector / trade could be subjected to some kind of statistical analysis, e.g. standard deviation has been found to be one of the useful statistics to find out quantum of discrimination made over different candidates.

This is to be computed by ( 10 * Total Mandays spent by Assessors on Examination) / Total Number of candidates that appeared at the examination.
4.2 Performance during assessments
This represents how does an assessor performs during assessment as observed by a quality assurance person from the assessing body. Such performances will be computed on a scale of 1 to 5 based on several audit items.
4.3 Satisfaction of Assessors This represents satisfaction of assessors generated because of availability of all the required facilities, assistance and information. This is normally measured on a scale of 1 to 5.
4.4 Removal from Empanelment of Assessors
Normally, an assessor if found to be performing badly as observed by many could be removed from the empanelment. Number of such cases could be counted and written against this criterion.

Note : 1) Travel, Boarding and Lodging will be charged at actuals. Local / Regional
based Assessors will be deployed for the assessments wherever possible to
reduce these expenses.
2) Economy Class Air Fare/ Ist/ IInd AC Train Fare, Assessing Bodies Guest
House or 3 Star (Minimum) Hotel (boarding and lodging), local travel by
AC car/ taxis. Assessing Body may also make the ticketing and other
arrangements as per the requirements.
3) In case the verification of the documents requires more than 3 hours of work,
an additional man day fees will be charged.
4) NABET will charge 50% of the total estimated cost of assessment where
assessment is short closed due to concerns regarding – Competence of
Examiners, administrative procedures or any other reason.
5) The fee is to be paid by a Demand Draft payable at Delhi or a local Cheque
of Delhi in favor of “Quality Council of India”.
6) Only the Application fee is to be sent along with the application.
Applications not accompanied by the application fee will not be considered.
7) Certificate will be sent after receipt of full fees and expenses.
8) All fees are non –refundable.
