COMMENTARY

The Local Government Increasing Accessibility Library Initiative aims to provide access for people with a print disability to print material in a digital format through public libraries around the country. The playback devices will enable people with print disability, who currently have no capacity to benefit from recent improvements in digital technology, increased access to the vast range of digital material available from public libraries.

The Australian Government provided one-off funding of $1million for the purchase of playback devices in 2010-1, with the initiative being delivered by the Australian Library and Information Association on behalf of the Government.

Public Libraries across the country were invited to submit an expression of interest for the project and successful libraries were selected on the basis of their ability to ensure successful outcomes for people with a print disability. Rockhampton Regional Council Library Services was successful in its application and will receive 10 playback devices.

COMMENTARY

Rockhampton Regional Council is developing a Community Plan and is seeking input from local residents to identify needs and priorities.

The Community Plan is a ten-year whole of community plan that will address all areas of community life. It is therefore essential that all residents have the opportunity to provide input, and to allow for this a number of forums are being held throughout the regional council area. The ‘Unity in the Community’ workshop has been planned for Thursday 2 June 2011 to identify and discuss current issues affecting potentially marginalised people in the region. The session will be held in the Fitzroy Room at the Rockhampton Regional Library from 11am to 1:30pm.

Judi had contacted The Morning Bulletin regarding the article on CA&E Groups that Ray had written and been approved by Council. It will be re-sent by Ray to Media room at The Morning Bulletin to be printed at their earliest convenience.

Security Cameras at Appleton Park

Ray will take this item up to Advisory committee. He will ask Council to do an audit of CBD parks in Yeppoon in relation to accessibility of people with disabilities.

4. BE HEARD PRESENTATION BY WADE CLARK Wade presented to group what the Be Heard Campaign was about. Council’s 10 year community plan and Regional Planning Scheme 15 focus group sessions will be held around the region. People can respond to hard copy survey distributed to all households, comment on line via council’s website or attend a Focus group session. Which are the different ways that people can comment or respond to the Community Plan. The Planning Scheme looks are land use, how to manage growth, social, environmental, and economic development across the region. There are 6 elements that people can comment on. He was looking at what best ways to engage with special interest groups such as A & E Ref Groups, what are their issues and vision for the future. Wade would like a database of A &E Groups created. Find out and work with these groups on possible strategies and outcomes in relation to their responses ACTION: It was suggested that Wade’s contact details be given to all members of CC A & E Group so people not there today can respond to him individually if they wish. Other organisations to be contacted – Red Cross, Blue care, Oz Care, Keppel Care and Lifeline.

5. RRC Access & Equity Advisory Committee Ray Thompson, Representative nominated to represent Cap Coast residents on RRC’s Access and Equity Advisory committee gave an update on the meeting held recently in Rockhampton. The list that he had tabled were all accepted and put up to the Advisory Committee to be addressed. 6. Requests to place links to the following online services on the RRC website:

• Emergency Management Qld Rediplan • Links to Disability Services Queensland website

ACTION: Rhonda Noyes said that she would follow this up with relevant RRC officer. 7. Capricorn Coast Hospital pathway accessibility Path needs to be followed up 8. Request for RRC to undertake or liaise with appropriate authority to carry out maintenance

on Cap Coast Beach access points as identified by Ray Thompson.

• Stairs down to Main Beach Yeppoon is missing. Has 2 feet drop on to sand. Needs step extra step to access beach

• Disability Access behind stage area another bad access • At Emu Park beach , access is overgrown • Lights on Main Beach is faulty • Lights where ramp starts is not working

Judi mentioned to members that any resident /community group representative can ring Council Customer Service on 1800 22 55 77 and the complaint/issue will be tasked to an Officer to follow up. This would be faster way of getting things done for the group. People can also write in and letters be addressed to the Mayor or CEO of RRC. ACTION: Judi will find out and do a map of different sections of council who handles different things within the organisation. Ray gave list to Judi. 9. Other Agenda Items (raised by Capricorn Coast Access Group) All Abilities Playground at Appleton Park and Lions Park

• Disabled client in wheel chair could not reach latch as it was located too high. • Suggested a swipe card to open and shut gate. • Action - Referred to Parks and Gardens – Judi to follow up

Shopping Centre Evacuation

• People with hearing disability would not know if alarms are raised. Suggested flashing lights at Shopping Centres

• What is currently available to deaf shoppers? • Action – Ray to follow up with Centre Management at Keppel Bay and Yeppoon Central.

Map of local disabled parking

• Rhonda suggested when mapping is completed it can be put on Council’s website. • This would benefit residents as well as visitors to the coast.

Appleton Park All Abilities Playground

• Council had recently done an audit of CBD area of Yeppoon in regard to safety issues. Issue in relation to access and safety – Refer to Parks and Gardens.

Give way sign at corner of Hoskyn Drive and Fairfax Court

• This has been lodged at A & E Advisory Committee and being acted on by Council

Bus Shelter at new Hospital

• Currently no bus shelter at stop at hospital. Council needs to take up matter with Transport Dept and Qld Health to have matter resolved.

Lights needed along walkway between Caravan Park and Bowls club at Emu Park.

• Cr Svendsen has raised this and it’s a safety issue for the residents. 10. Waru Community Garden Open Day

• Judi informed group that Waru is having an Open Day on Sunday 20 March 11. Council is supporting this event as CDC is going to have a stall there.

• This will be good opportunity to promote CC A& E group. • Ray volunteered to assist at stall.

WELCOME AND INTRODUCTIONS Meeting opened at 5.35pm. BUSINESS ARISING FROM 8 December 2010 meeting Feedback Boxes – Julie McInnes (outgoing Secretariat) Action 1: A revised budget for all feedback boxes and reference group costing to be developed and forwarded to group members ASAP. Item will be held over until June meeting or until adoption of Council’s 2011 - 2012 budget. Action 2: Possible locations for Suggestion Boxes to be explored with a list and responsibilities to be developed by the secretariat. Due to staff holidays and the Rockhampton floods which impacted on secretariat workloads and a change in position for Julie McInnes – this will be held over until the new secretariat is in place who will take over secretariat duties from Julie. The Community Development Officer position is currently being advertised and it is anticipated that they commence late April/early May 2011. Location of current feedback boxes will be explored along with additional (subject to 2011 -2012 Budget) boxes following notice of adopted budget and confirmed funds. Action 3: This list is to be forwarded to the Chair for consideration and inclusion in the March meeting Agenda. This item will be held over until new Community Development Officer is appointed as well as, number of boxes required, possible locations identified and confirmed; and notice of 2011/2012 adopted budget/funding allocation. Feedback Forms received Two feedback forms have been received, both collected from the Southside Library box on 8 March 2011. Please see attached report for details. Respite for people in geographic locations outside of Rockhampton – IE Alton Downs, Ridgelands Council provides aged services to region through HAC’s program. Des Ryan will write to Tom Upton requesting information to clarify exactly what respite services Council provides to the region. Men’s shed to be run in community halls Des suggested the Rockhampton Region Social Planning Group could provide feedback on this issue - held over until next meeting for discussion.

Request for more books and other material for the Emu Park Library Not an Access & Equity issue – Julie will pass on request for Libraries Coordinator for follow up. Gutter Access Policy Action 1: Mike to investigate whether there is capacity for all pathways and driveway access to be flush (no lip) and forward a response to the Secretariat. Julie has contacted Mike via email and had no response. Item to be held over until next meeting. Action 2: The Secretariat to include this report into the March meeting Agenda. Low Floor Buses Action 1: Mike agreed to investigate whether accessible stops and shelters are in planning and feedback to Secretariat whether accessible bus stops and shelters are in planning (status). Secretariat to continue liaison with Mike and the Chair. Multicultural Training Opportunities Action 1: The Secretariat to liaise with the Chair for a potential Guest Speaker from the Department of Communities (DOCs) and the Salvation Army to be invited to a meeting (date to be advised). Linkages have been established between Des Ryan and Peter & Tara McGuigan from Salvation Army. Julie has contacted DOCs requesting a guest speaker, and DOCs said to specify exactly what information the guest speaker would provide. Secretariat to contact Multicultural Affairs Queensland as a representative from that organisation would suit. Action 2: The Secretariat to include this report into the March meeting Agenda. The report will be sent with the minutes. Issue Raising Procedure Action 1: The Secretariat to forward the reporting template for community use to all group members for review. Dissemination delayed due to change in Secretariat’s role. Item to be held over until the next meeting. Examples of best practice Action 1: Information from feedback via community members provided by Des to be sent to Mike regarding local access issues in CBD area of Maryborough/Maroochydore. Item to be held over until next meeting. Marketing Brochure Action 1: The Secretariat to liaise with Council’s Marketing and Engagement Unit for correction of draft brochure typos.

AGENDA ITEMS 1. Be Heard presentation by Wade Clark

This presentation was postponed due to low meeting participant numbers. A PowerPoint presentation handout with Wade’s contact details for further enquires is to be emailed out with the minutes. Be Heard Engagement session As part of Council’s Be Heard Community Plan Project, Council staff and people with a disability, their carers and service providers will be meeting to discuss the Be Heard project, with a tentative date for May 14, 2011. Possible venues suggested were the Frenchville Sports Club or the Leagues Club in Rockhampton. The Disability Expo 2010 held at the Frenchville Sports Club was successful. Promotion for the session will start in the coming weeks. An invite to the June Community Access & Equity Reference Group Meeting will be sent to Wade Clark to provide feedback on the session to the Group.

2. Public Relations & Group Promotion

A discussion was held regarding group attendance and promotion. It was suggested that a day meeting would have a better attendance rate, as professionals can attend during the day.

3. Future meeting dates

Des proposed that the meetings be moved to a more accessible location. Possible venue locations included the Fitzroy Room in the Southside Library. Community Planning & Engagement Administration Officer will liaise with Des for venue booking.

The Access & Equity Advisory Committee met on Thursday, 24 February 2011. Minutes will be circulated with this meeting’s minutes.

5. RCA&ERG Secretariat Changes

Julie McInnes announced earlier that her role has changed in Council – Julie is now the Community Programs Coordinator and will no longer continue as Secretariat for this Reference Group. Julie’s existing position is currently in the process of being filled, and the new Community Development Officer (CDO) will take over RCA&ERG Secretariat duties. Once the position is filled, a meeting with the Chair, Julie and the new CDO will be organised.

6. Accessibility Map

A suggestion made at the Capricorn Coast Community Access & Equity Reference Group meeting in March for a map to be included in a community directory, which will list access to car parking, toilets and other accessibility issues. The original suggestion was only made for the Capricorn Coast, but if other Community Access & Equity Reference Groups support the suggestion, it would be put in writing for the Advisory Committee to endorse through Council. Item to be held over for further discussion at the next meeting.
