On March 22, 2014, the City
of Rockledge celebrated the
grand opening of the Barks &
Recreation Dog Park, which is
located at Robert A.
Anderson Stormwater Park,
1220 Pluckebaum Rd. The
park, which offers two
separate areas for small
dogs (under 30 pounds)
and large dogs, is fenced
and has water and benches
available, as well as plenty of
room for your furry friends to
roam and play.
The Rockledge ROC
(Recreation, Open Space &
Conservation) Foundation
spearheaded the cause in
collaboration with Dr. Greg
Shinn of the Rockledge
Animal Clinic. To help
maintain the new dog park,
the City is currently seeking
volunteers. Those interested

Blvd. will commence in July. If that is the case, construction is expected to last
approximately 18 to 24 months. Currently, these are the best estimates from
the Brevard County Public Works Department. However, obstacles, including
anything from weather to design modifications, could hinder the project’s
start. Once underway, however, the Rockledge Community Redevelopment
Agency intends to make a significant contribution to secure a number of
streetscape components that will be incorporated into the overall endeavor.
Such amenities could include enhanced landscaping, gateway signage at
strategic intersections, medians, and pedestrian elements, such as bus
shelters, benches, and a water feature. Although there will be some inconvenience to merchants and motorists during
the project, the road widening is critical in order to relieve some of the congestion that has resulted since the recent
surge in development along Barnes Blvd. and nearby Viera.

The recent construction of the new police station has
paved the way for a successful transformation of the
former police station into multi-tenant office space, a
state-of-the-art training room, and the Bright House
Computer Lab, as well as the Georgia Phillips Reading
and Book Lending Room.
Spearheaded by the Community Redevelopment
Agency, the project fulfills a fundamental goal of the
Community Redevelopment Plan of returning
underutilized properties to their highest and best use.
During renovation, City staff worked diligently to obtain
tenants for the facility, which now houses nonprofit
organizations LEAD Brevard, Grandparents Raising
Grandchildren, and the Central Brevard Art Association.
Even the former holding cell is utilized by The
Children’s Hunger Project, which takes advantage of the
space for storing provisions for its Brevard County
Backpack Program, an initiative designed to combat
children’s hunger. The Redevelopment Agency
relocated from an acquisitioned property on Cardinal
Ave. to the Community Resource Center in 2013.
Ideal for hosting small meetings and conferences, the
training room is available for rent by the general public.
The Bright House Computer Lab houses three
computers and a printer and can be utilized, at no
cost, by anyone in the community.

the Reading Room, you can gather with friends and read
at your leisure, and books can also be checked out for
a period of 21 days. Checking out books is based on
the honor system; we hope you return them, but there is
no penalty or fine if you do not.
Different books can be returned in addition to, or
instead of, the ones that are checked out. And
donations of books are always welcomed, as are
volunteers.
The Georgia Phillips Reading and Book Lending Room is
open on Tuesdays (10 a.m. to 1 p.m. and 3 p.m. to
6 p.m.), Wednesdays (10 a.m. to 1 p.m.), Thursdays
(10 a.m. to 1 p.m. and 3 p.m. to 6 p.m.), and
Saturdays (10 a.m. to 1 p.m.). Reading Room hours
could be extended if more volunteers were available for
shifts. If you are interested in volunteering, please

In March 2013, City Council adopted an ordinance
regulating the use of fertilizer on turf and lawns. Please
be reminded that, during the “rainy season,” which
extends from June 1 through September 30, it is
unlawful to utilize any fertilizer that contains nitrogen
and phosphorus. Furthermore, applying fertilizer when
the City is under a tropical storm watch or warning, a
hurricane watch or warning, or a flood watch or warning
is also prohibited. Fertilizer can be applied at times
other than during the rainy season, with conditions.
The area east of Rockledge Drive is now classified as a
“fertilizer-free zone,” which means it is unlawful to apply
fertilizer to any property in that area, regardless of the
time of year.
The fertilizer ordinance was developed because a
portion of fertilizer that is applied during the rainy
season runs off into the Indian River Lagoon. Just one
pound of fertilizer can result in 500 pounds of algae
growth, which blocks sunlight and prohibits the growth
of sea grass, and also deprives the water of oxygen,
resulting in fish kills.

Once again, the dreaded hurricane season is
knocking on our door. The devastating storms
of 2004 overwhelmed us all, but it also taught
us to be more diligent in our efforts to keep our
families and homes safe. We must be even
more prepared than ever, and we must prepare
BEFORE an event. Here are a few tips you
might want to consider before a disaster strikes
again:
♦ Make sure everyone in your household
knows how and when to shut off water, gas,
and electricity at the main switches.
Consult with your local utility providers if
you have questions.
♦ Take a first-aid class and CPR class. Local
American Red Cross chapters can provide
information.
♦ Review your property insurance policy. Make
sure policies are current and be certain they
meet your needs with regard to the type of
coverage, amount of coverage, and
hazards covered.
♦ Protect your household’s financial well-
being. Consider saving money in an
“emergency” savings account that could
be used in any crisis. It is advisable to keep
a small amount of cash or travelers checks
at home in a safe place where you can
quickly access them in the event of an
evacuation.
News from the Finance DivisionNews from the Finance DivisionNews from the Finance Division In April, the City was presented with the 2013 Annual Audit and Comprehensive Financial Report. The City operates in accordance
with the generally accepted accounting principles (GAAP), which are set forth by the Governmental Accounting Standards Board
(GASB). The audit revealed no material issues. In addition, City Council will soon be seeking input for the development of the City’s
Fiscal Year 2015 Budget, which is formulated between the months of May and July. A workshop and public meeting are held in
August, and public hearings and final adoption take place in September. The 2015 Fiscal Year begins Oct. 1, 2014. A copy of the audit
and financial report, as well as a detailed budget calendar, are available online at www.cityofrockledge.org. For questions or to

♦ Consider ways to help neighbors that may need
special assistance, such as the elderly or the
disabled.
♦ Make arrangements for your pets. Although some
public shelters do allow pets, most shelters do not,
unless they are service animals.
♦ Assemble a disaster supply kit including but not
limited to the following:
◊ Water - one gallon per person, per day, with a
minimum 3-day supply
◊ Batteries – all sizes
◊ Weather Band Radio – battery powered
◊ First-aid supplies
◊ Non-perishable food – minimum 3 day supply
◊ Tools
◊ Sanitation and hygiene items
◊ Kitchen items – paper plates, cups, plastic
utensils
◊ Flashlights
◊ Work gloves
◊ Personal identification - IDs and other
important documents (stored in air-tight
containers)
◊ Emergency contact list
◊ Clothing and bedding
To avoid any additional stress to yourself and others,
please don’t wait until the last minute to purchase
hurricane supplies. Purchase them now and store
them. You will be glad you did!

profound interest in making a difference in their community. From time to time, positions will become vacant, and currently, there

Thanks to the stewardship and awareness of the City’s
residents and businesses, the Sanitation Division of the
Public Works Department has steadily increased the
number of tons of recycling since the program’s
inception. This includes the recycling of electronics
(E-cycling), appliances, and the single-stream items
from household waste. Here are a few reminders that
will help to further the success of our program:
♦ Please have all bins and containers at the curb by
7 a.m. on pick-up days
♦ Place all garbage in bags before putting it in the
green carts (hobos) to help alleviate spills
♦ Place yard trash in two, 30-gallon containers
◊ Plastic bags can be used for additional yard
debris
◊ Place large yard trash away from mailboxes, tree
limbs and power lines (and not on the sidewalk)
◊ Yard clippings and leaves are not to be blown
into the street, gutters, or storm-drain inlets
♦ Styrofoam packing is not recyclable at this time, so
please remove it from cardboard packaging
♦ Compost carts are available free of charge to
Rockledge residents
New phone books are slated to be delivered starting in
early June through early July, and current phone books
are 100 percent recyclable, right in your canister!
In an effort to remind passersby to take time to recycle,
the Public Works Department uses the marquee at
Barton Blvd. and Garden Rd. when available. If you have
a catchy slogan that you feel will encourage recycling,
please submit it to the Public Works Director at
[email protected]. You may just see your
jingle on the marquee!

collecting cell phones in any condition.
Accessories are not needed. These
donated cell phones are sent to Re-
Cellular to be recycled, and then a one-
hour calling card is issued to any
soldier or parent of a soldier overseas
that requests one. To date, over 7,400
cell phones have been collected, which
equates to 440,000 minutes of calling
time. Cell phones can be dropped off at
the lobby of the Rockledge Police
Department, 1776 Jack Oates Blvd., or
